What is standardisation?
Standardisation …
• … is an open multi-stakeholders process => all parties
concerned invited to participate for broad support
• … is a consensus-building process => no sustained
opposition
• … is a transparent process => all agreements are
publicly available for comments and use

133rd CO2 Value Day | RDM Campus Rotterdam | 5 November 2019
What are standards?
Standards…
• … are documents with agreements on products,
services and systems
• ... are designed for voluntary use
• ... address today’s challenges:
― facilitating international trade
― spreading knowledge, transferring technology as well as good
management and conformity assessment practice
― promoting safety and security
― assisting in environmental and health protection
― deploying advances in IT and new technologies
― contributing to good (public) governance

What is relationship between regulation,
standardisation and certification?

One way to
demonstrate
is applying
standards
Regulator has

value of certificate
to demonstrate
compliance with
law
Third party
conformity
assessment

How can standardisation support self-
regulation?
Standardisation can also be deployed as self-regulatory
instrument:
• market sets the standard responding to market needs
[common process]
• standard can substitute (new) legal requirements, if
authorities acknowledge broad support and
implementation of standard while meeting
governmental objectives
17
Public-private partnerships to foster
transitions by removing barriers including
in the areas of energy and climate

What is conformity assessment?
20
Conformity assessment …
• … is demonstration that specified requirements
relating to a product, process, system, person or body
are fulfilled
• … can be performed by a:
― first party being the person or organisation that provides the
object
― second party being a person or organisation that has a user
interest in the object (e.g. customer)
― third party being a person or body that is independent of the
person or organisation that provides the object, and of user
interests in that object (e.g. certification body)

Standards on CO2 capture and
transportation, and overarching aspects
are also relevant for CO2 utilisation
ISO/TC 265 Ad-hoc group on CCU
Main conclusions (July 2018)
• CO2 geo-utilisation and mineralisation: high potential for
CO2 emissions reduction
• CO2 to mineralisation: need a business case and
assessment of CO2 emissions reduction
• CO2 for chemicals / fuels / bioconversion:
— size of market is too small for high impact on CO2 emissions savings
— need to conduct LCA for assessment of all environmental impacts
— need high energy consumption => renewable energy is essential
• CO2-based products belong to other technical
committees (i.e. product-specific standards)
333rd CO2 Value Day | RDM Campus Rotterdam | 5 November 2019
ISO/TC 265 Ad-hoc group on CCU
Recommendations (July 2018)
• CO2 geo-utilisation: other types of enhanced
hydrocarbon / water recovery should be discussed
• CO2 utilisation for mineralisation / chemicals / fuels /
bioconversion: CO2-based products belong to other
technical committees (i.e. product-specific standards)
• Identification of need for harmonised guidelines to
evaluate GHG emission saving; work of ISO/TC 207
‘Environmental management’ is too generic for CCU:
— Proposition to work on Technical Report for assessing gap
between other technical committees and ISO/TC 265 for the need
of ‘standards’ for CCU / CCS – possibly in WG 5
— Proposition to develop International Workshop Agreement

Quantification and verification
This document provides minimum requirements and
recommendations for quantification and verification of
CO2 streams captured, transported, and geologically
stored. Quantification can cover one or more systems
that comprise a CCS project. The same entity needs not
to operate all of systems included in quantification.
This document applies to quantification and verification
of CO2 for CCS projects that include one or more
systems for:
• capture of CO2 from source gas for geological storage
• transportation of CO2 streams for geological storage
• geological storage of CO2 streams

CO2 stream composition
Primary aim of this TR is to describe the main compositional
characteristics of the CO2 stream after the capture unit,
taking into account common purification options. This TR will
characterise the different types of impurities and present
examples of concentrations determined in recent capture
pilot projects as well as a literature review. It will identify
ranges of concentrations, giving priority to on real in situ
measurements when available.
Second aim of this TR is to identify potential impacts of
impurities on all components of the CCS chain, from surface
installations (including transport) to the storage complex.

Future ISO/TR 27921 (2)
CO2 stream composition
In order to ensure energy efficiency, proper operation of the
whole CCS chain and not to affect its surrounding
environment, operators need to limit the concentrations of
some impurities, which can influence the conception of the
capture equipment and purification steps.
Monitoring of the CO2 stream composition plays an important
role in the management of the entire CCS process. Methods
of measuring the composition of the CO2 stream and in
particular the concentrations of impurities are described, and
other parameters relevant for monitoring at the various steps
of the CCS chain are described.
373rd CO2 Value Day | RDM Campus Rotterdam | 5 November 2019
Future ISO/TR 27921 (3)
CO2 stream composition
The interplay between the set CO2 stream specifications and
the efficiency of the entire CCS process is also described.
Finally, the mixing of CO2 streams coming from different
sources before transport or storage will be addressed, and
the main benefits, risks and operational constraints are
described.
