STANDARD SPECIFICATION NO. 3 FOR READY-MIXED AIR-ENTRAINED CONCRETE 1. FOR READY-MIXED AIR-ENTRAINED CONCRETE

1. SCOPE

1.1 This Specification covers ready-mixed air-entrained and super-plasticized concrete manufactured and delivered to various SEPTA locations, in quantities as requested.

2. GENERAL REQUIREMENTS

2.1 The term used below shall be as defined in the specifications referred to in Section 1.2.

2.2 The concrete shall be Class AAA, Class AA, and Class H.E.S. (High Early Strength: With air-entrainment and super-plasticizers.)

2.3 Furnish the indicated class of concrete meeting the requirements of the Commonwealth of Pennsylvania, Department of Transportation, Publication 408 Specifications, Latest Edition and its supplements as revised; Section 704-CEMENT CONCRETE, Table A- CEMENT CONCRETE CRITERIA.

3. CERTIFICATION

3.1 The supplier of the concrete shall furnish to SEPTA with each batch of concrete before unloading at the site, a delivery ticket on which is printed, stamped or written containing at a minimum the following information to represent the actual material delivered in each truck.

a) Name of ready-mix batch plant b) Serial number of ticket c) Date and truck number d) Specific designation of job (name and location) e) Amount of concrete (cubic yards) delivered and daily running total f) Class of concrete and trial mix number g) Time loaded. h) Time of completion of mixing i) Method of concrete mixing j) The total weight in pounds of the total cementations materials k) Total amount batch water used in pounds, exclusive of the surface moisture on the aggregate l) Type and name of admixture and amount m) Indication and certification that concrete meets the requirements of Section 2

3.2 Mixing and Delivery: The supplier must have sufficient delivery capacity (number of available trucks) to facilitate timely completion of SEPTA’s largest scale projects. Typical requirements: 60 cy/hr continuously, up to 300 CY total daily. It is SEPTA’s experience that to perform adequately; the supplier must possess a minimum fleet of approximately 15-20 trucks with 10-12 CY individual capacity. The supplier must demonstrate to the satisfaction of SEPTA’s project manager that they have sufficient delivery capacity. All deliveries must be available within 24 hours of request by SEPTA’s representative. SEPTA, at its discretion, may dictate the time of day in which deliveries shall take place. SEPTA is not obligated to order any specific minimum amount. The supplier must also provide and maintain adequate two-way communications between the concrete plant and the work site to provide both uniformity and control of the concrete mixture.

3.3 Prior to the execution of the Contract, the manufacturer shall furnish a statement to SEPTA, giving the dry weights of cement and aggregate, type and name of admixture, water per cubic yard that will be used in the manufacture of concrete, and test results for this formula identii3ring slump, air content and compressive strengths at 3, 7 and 28 days. In addition, the supplier must be listed in Bulletin 42-Producers of Ready-Mixed Concrete (Publication No. 42), prepared by PADOT.

4. TESTS

4.1 SEPTA shall be given all reasonable access without charge for the procurement of samples of fresh concrete at time of placement to determine conformance of the sample to this specification.

4.2 Slump and air-content tests may be made at time of placement at SEPTA’s option, as often as is necessary for control checks and acceptance purposes.

4.3 If the measured slump or air-content falls outside the specified limits, a check test shall be made immediately on another portion of the same sample. In the event of a second failure, the concrete shall be considered to have failed the requirements of the specification.

4.4 Strength tests may be made by SEPTA, at its own expense, in accordance with ASTM Methods C31 and C39.

4.5 In the event that the concrete tested in accordance with the above requirements fails to meet the strength requirements, the manufacturer of the concrete and SEPTA shall confer to determine whether agreement can be reached as to what adjustment, if any, shall be made. If an agreement cannot be reached, the decision shall be made by a panel of three qualified engineers, one of whom shall be designated by SEPTA, one by the manufacturer, and the third chosen by these two members of the panel. The question of responsibility for the cost of such arbitration shall be determined by the panel. Its decision shall be binding on both parties.

NOTES

1. This contract is fora three(3)yearrequirements-type contract. Thequantities are estimates andSEPTA is not obligatedto purchase any specificamount. This contract will expireat the end ofthe contract period (approximately November 3,2014 to November 2,2017), or upon exhaustionof the quantities listed, or as expressly provided for in Note No. 2.

2 In the eventquantities remain at the endof the contract period, a six month extension, with nochange in price may be exercised by mutual agreementbetweenSEPTA and the vendor(s).

3 All prices mu.st remain final for the duration of the contract period.

4 Chargesfor hot or cold water(if any) shouldbe addedinto the unit price per cubic yardofconcrete.

5 Additional Cost Items (additives) will be requested (as required) byauthorized SEPTApersonnel.

6 Bidders maysubmit proposals for any or all of the seven (7) Zones. Bidders mustquote onallline items in the Zone to be considered a responsive Bidderfor that Zone.

7 SEPTA willnotaccept charges for "short toad i.e. orders which are lessthansix cubic yardseach.

8 Vendor must supply concrete within forty eight (48) hours of SEPTA's initial request.

9 Deliveries must begin within onehour of agreed delivery time.

10 See attached, "Ordering Procedure forReady Mixed Concrete" on page 28.

11 SEPTA reserves die right toutilize for Saturday/Sunday deliveries and/or pick-ups anycontractor regardless of zone assignment.

Note: Exceptions to thedelivery requirement(s) will cause yourbidto berejected for non-responsiveness.Bidders arestrongly urged tocontact theBuyer forthisproject, priortothescheduled bid opening, intheeventthere is a question/problem about the required delivery date(s).

1. All orders must be placed with the vendor, utilizing aBlanket Material Authorization (BMA)number provided by theContract Administration Group (CAG) upon request.

2. Raynard W. Hughes is the designated contact person in the(CAG).

3. Vendors are advised to make deliveries only witha BMA number, exceptin an emergency.Whenever there isan emergency, however, the vendor can deliver with tlie understanding that aBMA number is forthcoming before close of business thedaytheorderwas placed,

4. The BMA number given to the vendor will beused for the quantity required onthat particularjob.

5. Ifthere isa break in the job (and this will happen), thevendor will resume delivery against theBMA number provided initially for that job tluough completion. Abreak inthe jobshould bea"reasonable amount of time.

6. Noconcrete released during business hours without a BMA number - NO EXCEPTIONS

7. Delivery tickets must also include the BMAnumber(s). An authorized SEPTA person mustsign offthedelivery ticket and requested to print his/her name, including employee ID numberand telephone number. The signed delivery ticket acknowledges receipt of the order placed.

8. Thedelivery tickets will beutilized to support thevendor'srequest forpayment.
