1. Objective
The purpose of the quarantine is to prevent the spread of COVID-19 into the community by
restricting the movement of or isolating people who may have been exposed to the infection but
not sick yet.
It is a collective action for the common good to aid individuals infected or exposed to infectious
agents while also protecting others from the dangers of inadvertent exposure.
2. Legal provision
During the emergency, as per Article 33 (2) of the Constitution of Kingdom of Bhutan, 2008,
the Fundamental Rights granted under Article 7 (2), (3), (5), (12) and (19) shall be suspended as
per Article 33 (7).
Any individuals not complying and failing to cooperate shall be liable for the offence of Criminal
Nuisance as per the Section 410 of the Penal Code (Amendment) Act, 2011 and for the offence of
Obstruction of Public Service as per the Section 424 of the Penal Code, 2004.
3. Who Should be quarantined
A person who is not ill, but may have been potentially exposed to COVID-19 and was involved
in any of the following:
3.1 Any individual/traveler entering the country ( International travelers)
3.2 Any individuals traveling from high risk to low risk region within the country (Local
travelers)
3.3 Providing direct care for COVID-19 patients (frontline workers)
3.4 Frontline workers at the Border duty and transshipment areas (where there can be
potential contact with the people from outside the country)
3.5 Any individual who have history of close contact with confirmed COVID-19
case (Primary Contacts : contact within 2-meter distance for a minimum of 15 minutes)
3.6 Any individual who has come in contact with objects which are assumed to be infectious.
4. Duration of quarantine
4.1 The duration of the quarantine shall be twenty-one (21) days from the date of last contact
with the confirmed case or from the day of arrival into the country.

4.2 Health workers and other volunteers working in the isolation facility, Frontline workers in
the southern borders, and the cabin crews will have to be quarantined for 14 days after the
completion of their duty.
4.3 For the travelers from high risk to low risk regions in the country, the quarantine period
will be 7 days.
4.4 The day of admission/check in into the facility will be considered as zero (0) day.
4.5 In case there is an individual detected positive during the quarantine testing, the duration
of the quarantine will be extended for the quarantine facility managers and the room mate
of the positive individuals. The risk will be assessed by the surveillance team and
accordingly the duration of extension will be determined. The duration of quarantine
extension in such cases is normally 14 days.
5. Testing
5.1 Testing shall be carried out as per the current testing protocol and will be conveyed to the
quarantine facility managers by the surveillance team from the Ministry of Health or the
Dzongkhag Health team.
5.2 Apart from the scheduled testing, Quarantine Individuals (QIs) will be tested anytime they
develop symptoms
5.3 Test samples shall be taken at QIs room/ or in the lobby/designated room which are well
ventilated. QIs shall be called one at a time for sample collection incase lobby or designated
rooms are used.
5.4 Based on the test report, the surveillance team will inform the quarantine facility managers
for further action such as extension of the quarantine period or release of the quarantine
individuals.
5.5 If the test report is positive, the individual who tested positive shall be moved to isolation
either at hospital or other designated isolation facility depending on the symptoms of the
individual which will be assessed by the clinical team from the Ministry of Health or
respective Dzongkhag Health team.
6. Release/discharge of QI
6.1 The QI should not be released without adequate validation of the final test results (test
result should be negative) and information from the surveillance team.

7. Quarantine Facility Management team
The Quarantine facilities shall be managed by the following:
7.1 Health staff
7.2 Royal Bhutan Police
7.3 Desuups
7.4 Hotel Management
8. Medical, PPE item list and procedure
8.1 Basic medicines – antipyretics, antihistamines, antacid, vitamins and minerals, etc ( the
mobile medical team for quarantine will retain the supplies)
8.2 Soap
8.3 Hand sanitizer
8.4 Face mask (surgical and N95 face mask): While one face mask/day can be used in the
quarantine facility, for those personnel delivering meals, refreshment, parcels and carrying
out waste management, mask should be changed after every meal/refreshment/parcel
delivery and after every waste collection.
8.5 Face-shield: Should be disinfected frequently
8.6 Utility gloves: Should be disinfected after every use ( delivery of meals, refreshment and
parcels to the QI; waste collection)
8.7 Disinfectant
8.8 In addition to the PPEs, maintain physical distance ( at least 2 meters or 6 feet) and hand
hygiene at all times.
*The facility managers can raise requisition for above supplies to the medical supply focal in their
respective districts/area.
9. Amenities to be provided to the Quarantined Individuals
9.1 Three Standard meals a day
9.2 Refreshment at least once a day
9.3 Mineral water (three liters a day and any additional water requirement shall be delivered
by the quarantine facility managers during any of the meal time),
9.4 Water boiler and tea/coffee items in each room.
9.5 Two towels for each QI (to be used throughout their stay at the facility).

9.6 Soaps, detergents and bleaching solution for washing and cleaning toilet
9.7 A set of linen for the entire quarantine duration
9.8 Toiletries (tooth brush, tooth paste, toilet paper) (for additional requirement, the individual
shall contact the health staff/Desuup at the facility.
9.9 Two trash/waste bags ( one each for wet and dry waste)
9.10 Uninterrupted internet connectivity ( may be wifi or data package)
10. Food
10.1 All quarantined individuals will be served standard meals, tea/coffee and snacks from
the hotel
10.2 Meals, tea and coffee shall be served by the hotel in a disposable container
10.3 A set of plate, spoon and cup shall be provided in the room. However, the individual
shall have to clean them and reuse for the entire stay at the quarantine facility.
10.4 Home prepared/outside the facility meals and snacks shall be allowed as long as they
are packed in disposable containers. In the case of meals brought in non-disposable
containers, the containers shall not be allowed to be taken out of their room until the
quarantine is over*.
10.5 Packed meals from outside the quarantine facility shall be allowed only twice/day and
should be delivered as per the timing set by the facility managers*
*not applicable during lockdowns and for the high risk regions ( No delivery of things (
Food/clothes etc.,) from outside into the quarantine facility during lockdowns and for the
high risk regions).
10.6 No Ala carte service shall be entertained in the quarantine facility.
10.7 Any food allergy or dietary restrictions shall be informed to the facility managers in
advance, who shall arrange appropriate meals accordingly in consultation with the QI care
unit.
10.8 Where the food is to be catered from outside, the cooks and the delivery personnel shall
have to work from containment areas. Kitchens shall be identified and no other people
other than the authorized cooks, kitchen help and delivery personnel shall be authorized to
enter the kitchen premises. Strict monitoring and testing (every week with antigen) shall
be put in place.

11. Laundry
11.1 Personal laundry shall be done by the individuals themselves using regular laundry
soap, or detergent.
11.2 Additional clothes for change (from outside the facility) shall be allowed through the
designated health staff/Desuup in the quarantine facility*. However, no clothes will be
allowed to be sent home or given to laundry until the quarantine period is over.
*not applicable during lockdowns and for the high risk regions ( No delivery of things (
Food/clothes etc.,) from outside into the quarantine facility during lockdowns and for the
high risk regions).
12. Cleaning and waste management
12.1 The individual shall maintain cleanliness of their respective room and toilet.
12.2 Waste bin with waste bags shall be provided in all the rooms.
12.3 The waste bags shall be collected and sealed when the bag is ¾ full and shall be placed
outside the room, which will then be collected, disinfected and placed at designated waste
areas in the quarantine facility.
12.4 The waste shall be collected every two days from the designated areas of the Quarantine
facility(s) or as and when required, and transported to the treatment site for autoclaving or
incineration or burning as appropriate.
12.5 The Thromde, Drungkhag or the Dzongkhag in coordination with the facility managers
shall arrange transport vehicle and a dedicated staff for the transfer of wastes from the
designated area of the quarantine facility(s) to the treatment site for autoclaving, burning
or incineration where available.
12.6 Gloves and masks shall be provided to the individuals identified for waste disposal by
the Ministry of Health or respective Dzongkhag hospitals.
Note: In case the quarantined individual tests positive, the positive patient shall be
transferred to the isolation ward/facility. The roommate(s) of the patient will be moved
to another room and the room of the patient will be left empty for three days after which
it will be disinfected and decontaminated by the health team or the hotel management
team who will be trained on decontamination and disinfection of COVID-19
contaminated areas by the health.

13. Quarantine Procedures: The quarantine procedure will include the following :
13.1 Point of Entry (Air)
13.1.1 Individuals/passengers in the aircraft will be adequately briefed on the protocol from
right from the exiting the aircraft until they reach their quarantine facility
13.1.2 Individuals shall be taken to the quarantine facility directly from the airport bay without
going through the immigration and customs.
13.1.3 Frontline workers such as volunteers (Desuups), officials (essential service providers)
and loaders shall be deployed at the bay for crowd management and guiding the
individuals to their respective transport
13.1.4 Luggage’s shall be taken out from the aircraft by the loaders, separated and placed at
the bay to be taken by the respective individuals/passengers
13.1.5 Adequate PPEs ( face mask, face shield, gloves and gown) shall be provided to the
personnel deployed at the bay and drivers and escorts transporting the individuals
13.1.6 Frontline workers shall ensure compliance to COVID-19 safety protocols such as
physical distancing, hand hygiene, use of face masks at all times
13.1.7 Sim card shall be arranged for all passengers who don't have one
13.1.8 Health Declaration and immigration procedures shall be carried out once the
individuals are put in the quarantine facilities
Point of Entry (Land)
13.1.9 Individuals (foreigners) entering the country shall be subject to quick document
verification for immigration, health declaration and antibody testing
13.1.10 All Individuals will be adequately briefed about the quarantine protocols and other
COVID-19 safety protocols
13.1.11 Sim card shall be arranged for all individuals who don't have one
13.1.12 Individuals wanting to travel from high risk to low risk regions in the country shall
register with the respective Dzongkhag Task Force and shall be quarantined at
respective Dzongkhags for 7 days, after which they will be transported to destination
dzongkhags.

13.1.13 In case of inadequate quarantine facilities in the southern dzongkhags, nearby
dzongkhags/destination dzongkhags shall be consulted, and only after ensuring
availability of quarantine facilities and adequate transport and escort, the individuals
shall be systematically transported to the nearby/destination dzongkhags for quarantine
in close coordination with the receiving Dzongkhags.
13.1.14Adequate PPE ( Face Mask, face shield, gloves) shall be used by all the frontline
workers and physical distancing shall be maintained at all times
13.2 Quarantine Facility (QF) identification:
13.2.1 The Quarantine Security Team, Health, Desuup Gojays and logistics desk shall jointly
assess and approve the hotel/facility to be used for quarantine as per the checklist*
(Annexure 1). * Checklist may be applicable in Thimphu and Paro, for other
dzongkhags with limited facilities, a checklist may be developed to suit the respective
situation. However, infection prevention and control, security measures should be
considered at all times.
13.2.2 The logistics desk shall approve the facility to be used as a QF upon signing a contract
agreement ( Annexure 2)
13.2.3 The logistics desk shall activate the QFs a day prior to the arrival of the QIs and inform
the security team and QI Care.
13.2.4 The Security team shall take over the QFs with proper handing-taking process prior to
the arrival of QIs.
13.2.5 Once the isolation facility services are activated, quarantine facilities for health staff
working in the isolation centers have to be identified and kept ready.
13.2.6 Special facilities for patients requiring routine medical support and diet restrictions
have to be identified.
13.3 Allocation
The list of hotels identified as quarantine facilities shall be provided to the respective
Dzongkhag task force by the Logistic Desk. Accordingly, the dzongkhag task force shall
allocate the hotels/facilities to the travelers/individuals as per following:
13.3.1 The travelers/individuals from the same cohort will be put in the same quarantine
facility and will not be mixed with other cohorts.

13.3.2 Allocation shall also be carried out based on the age (Elderly shall be put in cottage
type facilities/facilities which appear to be prone to quarantine security breach or from
where one can easily escape) and gender (Segregate males and females and put them
in different facilities wherever possible, except for couples after obtaining their
undertaking (in-case of people aged 18+) and families who may be put up in the same
facility).
13.3.3 Elderly, pregnant women and family shall be allotted single/suite rooms.
13.3.4 Once activated, the facility shall entertain, if adequate rooms available, additional QIs
up to 7 days. After that, no additional Qis shall be entertained until the quarantine
period is complete.
13.3.5 Few rooms (3-5) in all hotels have to be left vacant ( incase QI turns positive, the
roommate has to be moved to another room)
13.4 Deployment of personnel for QI care:
13.4.1 Desuung office shall deploy an adequate number of facility managers and security
team to respective identified QFs to provide necessary medical and logistical support,
and to ensure the compliance of the quarantine protocols and provide security.
13.4.2 The frontline workers to be deployed at the quarantine facilities shall be carefully
chosen as per the selection criteria developed by the Desuung Office.
13.4.3 All individual to be deployed for the QF should be vaccinated and undergo RT-PCR
the day prior to deployment
13.4.4 Health and RBP shall ensure that frontline workers identified for deployment in the
quarantine facilities are adequately trained on the quarantine protocols, clinical
monitoring and reporting, waste management, security and any other activities related
to quarantine.
13.4.5 QFMs and static security shall be turned over every 30 days.

13.5 Transport and Escort:
13.5.1 A maximum of 10-15 individuals/travelers entering the country shall be
transported in each of the buses depending on the available space and size of the
bus. And, separate buses shall be arranged for individuals/travelers with
symptoms of COVID-19.
13.5.2 For the people travelling from high risk to low risk regions in the country, a
maximum of 15 vehicles (full seating capacity in each vehicle may be utilized)
in one convoy shall be considered. In case there are more than 15 vehicles,
subsequent convoys with a time gap of at least two hours shall be arranged.
13.5.3 Transport vehicles shall have clear labeling of the facility destinations, visible
DOs and Don'ts poster, and audio briefings.
13.5.4 All Drivers shall wear masks and gloves and the driver seat shall be cordoned
off with appropriate shield,
13.5.5 Drivers shall not come out of the bus/vehicle until passengers are reached to
the destination quarantine facility, except at the identified areas for meal and
toilet break.
13.5.6 All passengers traveling in the bus shall wear masks and carry their own
luggage. The bus drivers shall not handle the passenger’s luggage at any point
of time.
13.5.7 A back-up transport shall be made available in case of any mechanical
failure or breakdown.
13.5.8 Upon the completion of the task, all buses shall have to be disinfected
before returning to their respective stations.
13.5.9 The transport vehicles ferrying the QIs shall not be allowed to
carry/deliver any parcels or packages.
13.5.10 Escorts shall be arranged for each convoy of transport to monitor and
ensure compliance to the protocols mentioned above during transport of
QIs.
13.5.11The details (name and phone no) of escort and drivers should be
communicated to the escort team and the QFMT at the destination
dzongkhags prior to their travel.

13.6 Briefing:
13.6.1 All quarantine individuals shall be thoroughly briefed on quarantine
protocols, clinical monitoring and testing, dos and don'ts in the
quarantine, disaster contingency plan and penalties for breaches, prior to
the check in.
13.6.2 Briefings shall be made available in Audio/Visual format in multi
languages which will be played during the transportation, and shared
through social media platforms.
13.6.3 Dos and Don'ts pamphlets shall be put in every room of the QIs.
13.6.4 Face mask and face shield shall be worn and Physical distancing shall be
maintained at all times during the time of briefing, particularly between
the facility manager who is briefing the QIs
13.6.5 There shall be a sign board with clear name and instructions to public
14 Roles and responsibilities of Quarantine Facility Managers (Desuups)
QFM assigned at the designated Quarantine Facility must remain at the facility until the
completion of the quarantine period and will be tested in a similar way to the QIs.
QFM shall:
14.3 Provide all necessary health education and precautionary measures to prevent COVID-19
infection and spread
14.4 Be responsible for the overall management and supervision of the quarantine facility
(monitor security, fix time for food, tea/snacks, supply of meals and supplies, ensure
cleanliness, laundry service and waste disposal)
14.5 Register and update all the quarantined individuals in the template and COVID ICT system
at the facility and submit a report to the Quarantine focal point at the Ministry of Health.
14.6 Disinfect the stairways and elevators after 2-3 hours of QI admission
14.7 Maintain proper hand hygiene by hand washing with soap and water or alcohol-based hand
rub and follow cough etiquette
14.8 Ensure adequate ventilation in rooms of the QI (allow to open windows)

14.9 Maintain physical distance (of more than 2 meter or 6 feet) at any given point and minimize
contacts with the quarantined individual as far as possible.
14.10 Ensure that no personal belongings or any things once placed at quarantine facility(s) are
taken out of the quarantine facility.
14.11 Ensure that meals are served on time, and monitor waste disposal at the facility
14.12 Ensure proper usage and disposal of the PPE's (face mask & gloves).
14.13 Deliver food or any other items, as per the SoPs to the quarantined individuals.
14.14 Totally refrain from going inside the room(s) of the quarantined individual.
14.15 Instruct the quarantined individuals to clean and tidy their respective rooms including their
wash room.
14.16 Carry out clinical monitoring of the quarantined individuals twice daily and submit the
symptoms report through telephone or other social media platforms to minimize physical
contacts, and report to the surveillance team.
14.17 Shall immediately report any QI who have developed fever OR sign/symptoms of a
respiratory illness (cough, or shortness of breath) OR gastrointestinal symptoms (diarrhea,
or vomiting), OR loss of smell/taste during the quarantine period to the Surveillance Team
to facilitate testing and medical support.
14.18 In the case of quarantined individuals requiring any psychological counseling support, the
facility managers shall inform the Counseling Team.
14.19 Monitor and manage waste generated at the quarantine facility
14.20 Ensure that the quarantine facility is clean by mopping and disinfecting the corridors, steps
and elevators periodically, or as and when required.
14.21 Coordinate and communicate with respective focal as per the contact details provided by
the logistic desk and the respective dzongkhags in case issues arise in the quarantine
facility
14.22 Shall maintain register/logbooks to record any incidents ( such as plumbing, electrical and
other issues) in the QI’s room/QF, and the details of interventions undertaken (such as
name and contact details of the individuals who have come into the QF to resolve the
issue)
14.23 Validate test reports before releasing QIs and provide exit advice to the QIs during
discharge

15 Roles and Responsibilities of Medical team
15.3 Attend to any medical emergencies and medical conditions including follow up of chronic
conditions such as diabetes, hypertension etc., vaccination and dressings of the quarantine
people and staff on duty at the quarantine centers
15.4 Provide consultations, prescribe and supply medicines to the people at quarantine facility
15.5 Provide advice and recommend COVID-19 test when signs and symptoms are reported
15.6 Provide counseling service when required or inform Counseling Team
15.7 Communicate with respective hospitals incase referrals are required
16 Roles and Responsibilities of Security team at QF
16.3 Ensure no COVID-19 protocol breach during the quarantine and escort management
16.4 Provide security to the quarantine facility and ensure adequate monitoring and inspection
of the QFs as per the SoP of the Royal Bhutan Police (Annexure 4)
16.5 Enforce movement restriction in and out of the quarantine rooms
16.6 Manage traffic in and around quarantine facility where necessary
16.7 Cordon of the designated quarantine facility where necessary to restrict the movement of
the people in and out of the facility.
16.8 Regulate and maintain records of individuals dropping parcels/food items/clothes.
16.9 Receiving parcels and handing over to QFM
16.10 The QF will be cordoned off with barricades
16.11 Visitors/public shall not be allowed to enter the quarantine facility
16.12 QIs, QFM, hotel staff and others in the quarantine facility shall not be allowed to come
out of the facility until the completion of their quarantine duty.
17 Roles and Responsibilities of Hotel management (if individuals are quarantined in
hotels)
17.1 Strictly follow the current security protocols.
17.2 Provide meals, tea/coffee and snacks (as per the contract agreement), and schedule fixed
by the health staff/Desuup
17.3 Provide adequate trash bags and other basic hotel amenities as per SOP
17.4 Ensure zero mixing with quarantined individuals, and minimal contact with the QFM.

17.5 Ensure designated hotel staff are educated on basic infection prevention and use of
personal protective equipment and waste management,
17.6 Ensure use of face mask at all times
17.7 Ensure essential services are provided to the quarantined individuals without disruption.
17.8 Identity drop and pick-up points for hotel essential supplies, all incoming supplies for the
hotel or patients can only be dropped at the designated pick-up points outside of the QF
without mixing outside team (suppliers) and inside (recipient) team.
17.9 The hotel management shall handover the property to the security team with proper
handing-taking process one day prior to the arrival of the QIs.
17.10 Hotel staff shall remain inside QF till the end of the quarantine period. In times of
emergency, a staff may be relieved upon conducting COVID tests and approval from the
MOH Surveillance team and information to the Security Team
17.11 Hotel Staff on duty shall maintain zero contact and exposure to QIs and have minimal
interaction with FMs at all times.
17.12 Hotel staff shall also be turned over after every 30 days.
17.13 Owners/other persons shall not be allowed to reside within the premises. If they reside
within the premises, they shall not be allowed to come out.
Contact details of the officials involved in the COVID-19 response shall be provided by the
Logistic Desk of the respective dzongkhags. Any issues arising in regard to quarantine,
surveillance, ICT, food, logistics, medical emergencies/ medical conditions etc. should be
informed through these officials

AND WHEREAS, the Parties hereto had due deliberations and discussions and the consequences
thereof they have reached an understanding, which they have decided to reduce into writing.
NOW THIS AGREEMENT WITNESS and it is hereby mutually agreed by and between the
parties;
1. That the Grantor shall allow the said premises which consist of ………….. rooms to be
used as Quarantine Facility/Containment Center/isolation center/deisolation center until
COVID-19 is contained at the standard rates as prescribed/revised by the Royal
Government of Bhutan.
2. That the grantor shall ensure that the hotel management team shall follow quarantine
protocols strictly as per the quarantine Terms of Reference (ToR) below:
3. That the Grantor shall bear the cost of Utility bills such as electricity, internet charges and
laundry;

4. That the Grantor and the Grantee shall undertake proper handing taking of the facility;
5. That the, Grantee and Grantor shall inspect the said premises to see whether the properties
are in working condition;
6. That the Grantee shall be responsible to repair or replace any properties listed hereinabove
at the cost of Grantee in the event of damage or breakage caused due to the negligence of
Grantee;
7. That the Grantee shall be responsible for the disinfection and decontamination of the
facility;
8. That this Agreement shall be governed by the laws of the Kingdom of Bhutan and subject
to jurisdiction of Courts in Bhutan;
9. That any dispute arising in relation to this agreement shall be resolved mutually in amicable
nature among the parties;
10. That if the parties are not able to reach to mutual understanding in amicable manner then
the dispute shall be referred to Arbitration as per the Alternative Dispute Act of Bhutan;
11. That the dispute may be referred to the Court only upon having exhausted all the remedies
provided in Clauses 9 and 10 herein above; and
12. That this Agreement contains all the terms agreed to by the parties relating to subject matter
including any documents attached or addendums.
Terms of reference (ToR):
1. The initial inspection and approval of the hotel to be used as a quarantine shall be done by
the Quarantine Management Team.
2. The Security team headed by a Gojay shall take over the hotel one day prior to the arrival
of the Quarantine Individuals. The hotel management shall hand over the property to the
security team with proper handing-taking process.
3. Hotel staff shall remain inside QF till the end of the quarantine period. In times of
emergency, a staff may be relieved upon conducting COVID tests and approval from the
MOH Surveillance team and information to the Security Team
4. Hotel Staff on duty shall maintain zero contact and exposure to QIs and have minimal
interaction with FMs at all times.
5. Hotel staff shall be turned over after every 30 days.
6. Owners/other people shall not be allowed to reside within the premises. If they reside
within the premises, they shall not be allowed to come out.
7. Hotel staff/ owner shall cooperate and follow any other security and health related
instructions provided by the Gojay incharge of the Hotel/facility.
8. Only set menus to be allowed: For those with dietary restrictions and allergies, prior
information should be provided to the QFs and accordingly QF should arrange such meals
which will be delivered only during the meal times. QFs should not provide any meals on
Ala carte basis.
9. QFs are not allowed to cater food to outside people during the active quarantine period.

ANNEXURE 3: QUARANTINE SECURITY MANAGEMENT SOP
Introduction:
To prevent the breach of Covid-19 safety protocols during the escort of Quarantine Individuals
(QI) and at the Quarantine Facilities (QF), this Standard Operating Procedure (SOP) has been
established. The RBP personnel and Desuups on duty will be held responsible and accountable in
the event of any lapses on their part.
A Quarantine Facility Management Team (QFMT) will be set up at RBP, HQ, Thimphu, under
RBP Covid - 19 Focal Officer (FO) designated as Chief Coordinating Officer (CCO), with a
dedicated officer as Quarantine Facility Liaison Officer (QFLO), to coordinate all security related
issues of the Quarantine Facility Management (QFM) of the Divisions & Police Stations.
A similar office, Quarantine Facility Management Unit (QFMU) should be set up by the respective
Divisions/Police Stations to manage QFs and QIs with a dedicated officer as Quarantine Facility
Coordinating Officer (QFCO). The QFCOs from all of this QFMU offices should report and
coordinate with the QFLO.
QFMT will consist of RBP Chief Coordinating Officer, RBP Quarantine Facility Liaison Officer,
Quarantine Facility Manager from PMO, Health Representative from MoH and Desuup Gojays
from Desuung Office. This SOP will cover the jurisdiction of all twenty dzongkhags.
The role and responsibilities of different stakeholders are as given under:
Chief Coordinating Officer (CCO):
1. Shall head the QFMT, who shall coordinate issues related to QFM.
2. Shall coordinate and report to RBP, HQ on any important matters.
3. Shall coordinate with PMO, MoH, Desuung Office, Regional Task Force, RBP
Divisions and other relevant stakeholders.
4. Shall supervise, monitor and advise QFMT/QFMU.
5. Shall collect reports from QFLO and submit to relevant authorities.
6. Shall conduct coordination meetings with stakeholders as and when necessary.

7. Shall review and update the SOP periodically / as and when required.
Quarantine Facility Liaison Officer (QFLO):
1. QFLO shall be stationed at QFMT with Desuup Gojays.
2. Shall coordinate with the QFCOs of the Divisions/Police Stations to manage the
security of QFs/Escorts.
3. Shall monitor and ensure adequate security at the QFs/Escorts in liaison with QFCOs.
4. Shall collect reports from QFCOs and submit to the CCO.
5. Shall brief and monitor the QFCOs.
6. Shall monitor and ensure no covid-19 breaches take place in QFs.
7. Shall report any incidents in the QFs to the CCO.
8. Shall submit requisition for Desuups as per requirement to Desuung Office/Dzongkhag
Desuung Coordinator.
9. Shall assess and relieve FMs/security from duty on emergency ground in coordination
with the health desk.
10. Shall report to CCO on any covid protocol breach by QF.
11. Shall carry out any other functions assigned by the CCO.
12. Shall ensure that QFCOs carry out the roles without failure.
QF Coordinating Officer (QFCO):
1. QFCO shall be stationed at QFMU of Divisions/Police Stations.
2. Shall be assisted by Desuup Gojays.
3. Shall deploy adequate security for the QFs/Escorts.
4. Shall ensure no covid breach takes place in their respective jurisdictions.
5. Shall submit a report to QFLO/SSP/SP.
6. Shall submit requisition for Desuups to Desuung office/Dzongkhag Desuung
Coordinator.
7. Shall assign one police personnel and adequate number of Desuups for Isolation
wards at hospital, identified isolation facilities and primary contact QFs.

8. Shall keep evacuation routes and assembly points identified and QIs briefed in the
event of disasters (Fire/Earthquake).
9. Shall brief, inspect and monitor Desuups on QF/Escort duty.
10. Shall report on breach of health protocols by duties immediately to
QFLO/SSP/SP.
11. Shall immediately surrender the duties on security lapses/protocol breach /
disciplinary ground to Desuung office/RBP for necessary action.
12. Shall maintain proper record of routine activities of QFMU.
13. Shall carry out any other functions assigned by QFLO.
Desuung Office:
1. Desuung office shall render all necessary administrative support to Gojays.
2. Shall support with necessary communication equipment to Gojays.
3. Shall support with vehicle requirements of Gojays for monitoring and inspection.
4. Shall take immediate action to replace Desuup who are surrendered on disciplinary
ground/security lapse/covid 19 protocol breach.
5. Shall respond to reports submitted by CCO and take action without delay.
Desuup Gojays:
1. Desuup Gojays will be stationed at QFMT/QFMU to assist QFLO/QFCO.
2. Shall assist QFLO/QFCO in monitoring and inspection of QFs/Escorts.
3. Shall coordinate with Desuung office/Dzongkhag Desuung Coordinator for manpower
requirement.
4. Shall maintain record of the Desuup routine activities at QFMT/QFMU.
5. Shall route all correspondences to Desuung office through proper channel.
6. Shall submit a report to the Desuung Office as per requirement.
7. Shall recommend for selection of Desuups for security/FMs in consultation with
QFLO/QFCO.
8. Shall function under the command, control and directives of QFMU/QFLO.

Logistic Desk (PMO):
1. Arrangement & management of QFs & QI transports.
2. QFs shall be assessed and approved by RBP/QFLO/QFCO.
3. Shall provide necessary security facility requirements at the QFs.
4. Shall inform QFLO/QFCO on travelers to be quarantined, a day ahead of arrival.
5. Shall liaise with Dzongkhag Task Force (DTF) and share information on special
travel permits/other permits with QFLO/QFCO.
6. Shall ensure the QIs are briefed on security & health protocols.
7. Shall inform CCO on any security aspects of QFs/QIs.
Health:
1. Shall provide all necessary safety protocol advice & training to
QFMT/QFMU/CCO/Desuups/QIs.
2. Shall keep updating the team on health protocol changes or advisories.
3. Shall provide adequate PPE for the QFMT/QFMU and duties at QFs/Escorts.
4. Shall inform QFLO/QFCO on any covid 19 protocol breach at QFs and during QI
escort.
Responsibilities of Quarantine Facility Static Security (QFSS):
1. Shall be on duty on rotation 24/7.
2. Shall not leave duty post at any cost.
3. Shall seek permission from QFMT to leave QF in case of emergency.
4. Shall not invite any relative/friend to QF or mix around with anyone nearby.
5. Shall strictly abide by health safety protocols at all times.
6. Shall ensure compliance to SOPs of relevant stakeholders.
7. Shall ensure strict compliance to health protocols by FMs/QIs/hotel staffs.
8. Shall ensure QFs are out of bound for all.

9. Shall permit entry of authorized individuals with prior permission from
QFCO/QFLO.
10. Shall monitor entry & exit points, so that no QIs /hotel staff/Desuups sneak out.
11. Shall take over entry & exit keys from the hotel owner/manager.
12. Shall ensure no contact with QIs/hotel staffs/visitors/duties.
13. Shall regulate visiting hours, maintain log books & check parcels (if necessary).
14. Shall always remain alert & vigilant.
15. Shall take over QF by security one day prior to arrival of QIs.
16. Shall report of any incidents in the QF immediately to QFCO/QFCO without delay.
Responsibilities of Inspection & Monitoring Team:
1. Shall consist of QFLO/ QFCO and Desuup Gojays.
2. Shall form teams to inspect the QFs for wider coverage.
3. Shall inspect QFs once a day / as and when required.
4. Shall maintain record of all such inspections in register/GD.
5. Shall submit inspection report to CCO/SSP/SP.
6. Shall consult on any matters related to QFs & QIs with CCO.
7. Shall report on any incidents in the QFs immediately to CCO.
Responsibilities of Escort Team:
The QFLO/QFCO shall receive information (number, origin, destination QF and quarantine
period) on movement of QIs from the logistics desk one day in advance.
1. QFLO/QFCO shall inform the escort gojays, FM gojays and security gojays to
arrange and be prepared accordingly.
2. QFLO/QFCO shall coordinate & monitor the QIs escort & convoy enroute.
3. Escort Gojay & duties shall ensure that the escort team and QIs do not breach covid
protocol on the way, and no one enters the QIs vehicle.
4. Allow lunch break & natural call at various identified locations.
5. QFLO/QFCO shall ensure traffic bike escort for QIs from receiving point to QF.

6. Escort Gojay & duties shall immediately report to QFLO/QFCO on any enroute
issues.
7. QFLO/QFCO shall coordinate with enroute Divisions/Police Stations.
8. QFLO/QFCO to ensure escort teams and drivers are kept at containment facilities or
securely sent back the same day.
9. QFLO/QFCO shall share information regarding movement of QIs with OC Traffic/PS
of Divisions for safe enroute travel.
10. QFLO/QFCO to coordinate with the Logistic Desk during road blocks & vehicle
break down. Keep a contingency plan for such cases.
11. QFLO/QFCO to ensure no parcels are taken in the QIs transporting vehicle.
12. QFLO/QFCO to immediately inform CCO on any issues enroute.
Responsibilities of Hotel (QF) Management:
1. Shall sign MOU with PMO with clear role & responsibility.
2. Shall give the details of cooks and hotel staff to the security team.
3. Shall conduct covid 19 tests of cooks and hotel staff before arrival of QIs. MoH to
ensure.
4. Shall ensure the cooks and hotel staff stay in the QF till the end of the quarantine period.
5. Shall have no contact with QIs & FMs.
6. Shall work under the supervision of FMs and security.
7. Shall be dealt as per law on any breach of QF rule.
Legal Action:
1. No unauthorized persons or items shall enter or exit the active quarantine facilities.
2. Any lapses by Desuup on FM duty and QF security will be dealt as per the
Law/Code of Conduct of the respective organization.
3. Any Covid 19 protocol breaches by the frontline workers shall be dealt seriously as
per the prevailing laws of the country.

Dos Don’ts
Please cooperate with quarantine officials Leave your designated quarantine room

Individuals failing to cooperate and comply shall be liable for payment of the entire quarantine and test, and undergo mandatory community services. Additionally, defaulters shall be dealt with as per prevailing law of the country.
