The Universal Postal Union (UPU) is celebrating the centenary of its iconic monument situated in Berne, Switzerland, on October 9, 2009, which is also World Post Day. “Around the World” was created by French sculptor, René de Saint-Marceaux, and inaugurated in the Kleine Schanze park in 1909.

In 2009, the monumental sculpture will be cel-ebrated in words and music and a new plaque will be unveiled by a very special guest from the past. Dur-ing the festivities, two commemorative stamps issued jointly by Swiss Post and La Poste (France) will be launched. Dignitaries attending will include the UPU’s Director General, Edouard Dayan, the mayor of Berne, Alexander Tschäppät, Canton Berne executive coun-cillor, Urs Gasche, as well as the board chairman of Swiss Post, Claude Béglé.

The monument’s centenary will also be feted in a special exhibition at Berne’s Rathaus (town hall), which will take place from October 9 – 11.

The UPU itself was established in 1874 and is the world’s second oldest international organization. It is the only United Nations agency located in the Swiss capital, the site of its founding.

The Publisher’s Note in the Sep-tember edition

discusses the postal validity of Australian territories’ stamps, reproducing an extract from a reply from Australia Post to an enquiry on this matter.

Whilst not disputing the basis of the article, there are several parts that may be misleading to your readers, so I offer the following clarifica-tion;

Postage stamps that are valid for the prepayment of postage in Australia at the current time are those:

Inscribed “Australia”, •

from 14/02/1966 to currentInscribed “Australian •Antarctic Territory”, from 28/09/1966 to currentInscribed “Cocos (Keel-•ing) Islands”, from 09/07/1969 to 02/09/1979Inscribed “Cocos (Keel-•ing) Islands Australia”, from 17/02/1994 to currentInscribed “Christmas •Island Australia”, from 04/03/1993 to current

The reasons for this are well documented within the Philatelic press. The stamps featured on the front cover of the August edition of Stamp News are inscribed “Austral-ia” and therefore valid for use.

The joint territories issue released on 4 August this year did include stamps inscribed Norfolk Island as Norfolk Island participated in this joint issue. Norfolk Island stamps are not valid for postage within Australia (Norfolk Is-land own and run their postal service). The July/August edition of the Stamp Bulletin Australia has more informa-tion on this issue (pg 14-16).

When undertaking joint issues with other countries it is not uncommon to have a miniature sheet that combines each country’s stamps. These miniature sheets are primarily a collector product and not produced or intended as a mainstream postage product.

In the case of the joint territories issue, each territory has its stamps represented

in the miniature sheet in this way. The primary difference in this case is that four of the five included stamps are valid for postage within Australia given that Australia is the is-suing authority at this time for

“Australian Antarctic Terri-tory”, Cocos (Keeling) Islands and Christmas Island.

Market Matters: Australian “Specimen” Stamp Folders

I often get asked by serious local collectors of a suggestion for an interesting “NEW” field to col-lect.

One that has no catalogues or listings, yet has material readily findable, and clearly with good chances of some decent “finds” here and there. And has some “Blue Sky”.

And most important, some-thing that offers a CHAL-LENGE!

I bought a lot recently of a dozen apparently different Aus-tralia “SPECIMEN” stamp fold-ers - going back around 75 years.

These were sold by AP from 1913, and the price for most sets for the next 50+ years was around £1 (WAY under face) and for that - FULL of stamps!

I cannot recall any discussion on these packs ever taking place before - so here we go.

The Capital City GPO Philatelic Bureaux all al-legedly had them on sale if you asked.

In those days there was zero Philatelic mail order to speak of, nor any marketing by them. Indeed no PO ‘Bulletin’ in this era of any kind existed, so these packs were largely overlooked, and unknown to many.

Each folder contained “Melbourne GPO” corner CTO copies of the values up to 5/- in general, and over that they were overprinted “Specimen”. (There are exceptions - the 10/- 3rd Wmk perf OS corner CTO is one, but that was NOT the general rule.)

The 5/- Harbour Bridge sourceThe stamp market worldwide would basically have no used 5/- Harbour Bridges in it, if it were not for the 1,000s of CTO copies that appeared in these “Specimen” packs.

The small size folders opened up, (mostly tri-fold) and there were lines of glassine strips to house the stamps in .. a little like today’s stockbook pages.

The rare Territory Packs had the Norfolk 1960 10/- Bird ovpt Specimen (in 3 or 4 very different font and placing variations) and the 1953 Definitives CTO etc.

The PNG stamps in there included the various high values from 1952, to the late 1960s overprinted “Specimen” Bird Of Paradise, and all the lower val-ues were also CTO.

There are thus three different PNG 10/- issues overprinted “Specimen” available depending on the year you bought your pack.

Oddly despite the Aladdin’s Cave of goodies therein, these packs never sold well. NONE of them.

The ACSC now gives us the exact numbers of each stamp sold, that were overprinted for inclusion in these, and typically it was a couple of 1000 for each of the higher values.

Many of the ‘Specimens’ once found in these packs sell for very many $100s each today .. indeed, often several $1000’s a stamp.

on open sale until Decimal currency in 1966 had the 1963/4 Navigator Specimen set 4 in there - today a $700 quartet in MUH condition.

These packs were on sale up to the late 1960s …. I recall buying one for $2 at the Adelaide GPO Philatelic window as a kid with all the decimal issues in there.

So, given the obvious reality that many the pre-decimal STAMPS inside are rare -- how scarce must be the FOLDERS they came in be?

Our early stamp booklets can fetch quite massive prices whether or not they have all or ANY stamps in them.

$50,000-$60,000 a complete book is the MINI-MUM real-world going rate for the scarcer Australia Commonwealth £1 booklet types.

The £1 booklet shown nearby sold at auction on $44,342 in January 2003, as I reported at the time. No other country on earth has booklet prices any-thing even NEAR those of Australia.

Arthur Gray or other keen booklet collectors,

will I am sure give you $10,000+ for an EMPTY £1 booklet cover, if it is one he does not have.

Many of the £1 booklets we KNOW from the archives records were issued - and widely sold, but have never been seen – even an empty cover. The ACSC prices £1 Booklets as incomplete if that how recorded.

An empty booklet cover is easily $10,000 – yet these empty “Specimen” packs sell for the cost of a few of the cheapest price stamps originally inside. If you want a challenge - with vast upside .. here you go!

“Kid’s presents”Generations of serious collectors did not like

these packs or their contents, mostly regarding them as “kid’s presents”.

The puny numbers sold clearly show us that col-lectors did not buy them in any numbers for the half century they were on open offer.

In nearly all cases they appear to have been bought as easy to mail cheap gifts for youngsters, relatives, or stamp pen friends overseas to offer them “a set of our current stamps”.

We tend to forget today that stamps were then a RED HOT interest field for youngsters, and it was a very common thing for adults to send them as gifts to young Johnny or little Billy etc.

seem to have removed the stamps, hinged them into albums, and tossed away the cardboard folder. Exactly as occurred with early booklets.

Near all high values pre-War stamps existing are hinged, and to bear this out - many indeed have no gum, from the Roo era especially.

Why all the no gum CTO?Well over 50% of the 1932 CTO 5/- Syd-ney Harbour Bridges in existence have no gum in my experience. Why?

I have bought dozens of junior al-bums over the decades where kids have LICKED these full gum “Specimen” and “CTO” stamps into albums, as being youngsters they could not afford hinges. The only way to remove them is to soak the page.

The folder outers appeared to be a rather ad-hoc matter, and the colour of the board, the texture of board, the fonts and layout and wording varied con-siderably at times, and more subtly in others.

This lot I bought, had the dealer name Miller Brothers on one folder. Not an overprint .. they clearly went and found the PO’s pack printer and had them make their own pack in a very different cover design.

The inside appearance matches the PO types exactly, so I assume they sourced the PO printer and duplicated the style?

I sold the lot for $A40 apiece, and in years to come that will be shown to have been an absurd pit-tance!

In 30 years in stamps I had never seen or heard that this Miller Brothers special pack even existed. This empty pack alone should be worth $100s if these are ever listed out.

Conning the PO Staff!We do know Millers were infamous for being cun-ning, in conning the lazy PO staff - and ordering for instance 160 “Specimen” packs at 4pm on a Friday etc.

Clearly nothing like that number would be made

up, and on hand at PO, as they sold so slowly - a few 100 per year even at major GPO’s.

Millers would – it is said - helpfully suggest the PO staffer handed over the full sheets of 160 in CTO and Specimen, and their staff would helpfully under-take the enormously time consuming and tedious job of ripping up the 30 sheets of 160 stamps.

Lazy PO staffers it seems clearly thought that was a great deal, (for them) and agreed.

Miller’s cunning trickery is the sole reason nearly all of the pre 1950s Imprint and Monograms and multiplies exist today in CTO or Specimen.

Only source of CTO Blocks.They were not silly - they KNEW they would get a premium for them - moreso than had they ended up with only single stamps!

Anyway this special Miller pack in the lot I bought above makes it very clear that they sold the packs with their own name printed on it .. a wonder-ful new discovery - to me anyway.

I had assumed they simply used the standard type PO packs to add the torn up stamps into - after they ripped out the imprints and monograms etc.

The ACSC now lists and prices EVERY CTO stamp that appeared in these packs. A very common stamp like a 1913 1d Kangaroo is cat 25 DOLLARS with Melbourne CTO cancel, but sells for 25 CENTS with a normal cancel etc.

packs to show me .. hopefully different designs to these may exist? Let me know if you do.

If we get some useful input and comment, editor Geoff Kellow might be able to list these pack de-signs in a future ACSC.

NOT all packs are original.I sometimes see packs that have 10 or 20 or 30 or so CTO and “Specimen” stamps inside.

These contents in 99% of cases are NOT as were originally in there.

Often there is a bizarre mish-mash of unconnect-ed reigns, series, and part sets. Dealers often placed random CTO stamps that arrived into stock over a period into an empty pack, and then sold it “as is” when near full.

I have VERY seldom over the decades bought totally original packs from the pre war era. Probably only a half dozen in all.

One was last year, and I bought the superb con-dition pack illustrated nearby - still in an original brown PO outer envelope.

That pack had among the original contents of 19 stamps, the 1938 £1 ‘Robes’ Definitive overprinted “Specimen” - along with the far cheaper 10/- and lower values down to the ½d orange.

Caution Required.This overprint is very heavily forged, so obtaining it via such a pack is to be honest the ONLY way to be certain it is genuine.

Most “Certificates” on these are at best – educated guesses. It was only sold in these “Specimen” packs during part of 1944 - hence the scarcity today.

The only Post Office sold multiples of this stamp still existing are a pair - and a block of 4.

The ACSC suggests these multiples came from Miller Brothers. The unique block 4 is on the front cover of the current KGVI ACSC Cat. It would sell for $10,000 today is my guess.

Printer’s Waste HoardDownies in Melbourne auctioned several very heav-ily ink smeared printer’s waste blocks about 5-10 years back that had not been on the market for about 60 years.

As I recall they came from the estate of Ara-rat Victoria dealer Leslie Grant, and various other “printer’s waste” from the 1940s era was mixed (and not described!) among the bulk lots of his material offered.

It was pretty funny seeing cartons of stuff estimat-ed at $100 or so, get many $1000s! Even then, the faint threat of Federal Police raids was not attractive,

so it was sold un-described. As an example of the Miller Brothers legacy shown

nearby is one block of 8 Roos they undoubtedly sold.C of A watermarked 5/- Roos are not scarce SIN-

GLY in CTO condition. I have 30 or so in stock, and they are about $30-$50 each, depending on centering etc.

HOWEVER, in a large BLOCK with Melbourne CTO cancel they are rare ... as the Miller Brothers trick is the only way they could have occurred.

I sold that block this week to a client for $750 -- so that is about DOUBLE what 8 x single stamps would fetch.

I bought it from the “Arthur Gray” Kangaroo col-lection when in New York, and even there it went too cheaply, obviously.

Often used BLOCKS of 4 of things can fetch 10 or 20 times a single stamp price - i.e. not 4 times.

And the market in Australia for USED blocks is growing madly -- possibly as I keep urging folks to buy them.

However one day they will thank me, when the ACSC lists and prices them all in USED blocks - as they surely will!

New Queensland Cancel BookMy mantra to readers for 30 years of writing columns has been – “Knowledge Is Power”.

Collectors HATE buying literature in general terms – no idea why.

Publishing philatelic literature is NOT the path to financial success - that much I do know for sure.

Luckily collectors keep on publishing, and by their efforts we all benefit. Numeral cancels are plentiful on the Roo and KGV head issues.

Nearly everyone reading this column has stamps from this era with numeral cancels on them.

Most of you have no idea whether they are worth 10 cents, 10 dollars, or $100 dollars. Or often a LOT more!

The question is - just how do you know WHICH one you have?

Unless you buy a few reference books, you will not. (The 1d KGV head shown nearby is worth about $300 for instance.)

The Freeman/White book illustrates around 2000 actual cancels on stamps and covers - not drawings as other state handbooks have used. The central section is in full colour.

Reproduction quality of illustrations is quite su-perb, and the detail and background to the listings is exhaustive. All cancels are rated in 8 specific rarity classes - or “non-rated” meaning they are reasonably to very common.

The book also rarity rates and illustrates the earlier Victoria “Butterfly” and “Barred Oval” cancels - also a very useful data base on its own.

EVERY dealer in the world should own this book, and it goes without saying ALL collectors of Victoria need to have one too.

Stumble across even one half decent cancel in your entire lifetime, and it is more than paid for.

The hard-bound Freeman/White large A4 book comprises over 420 pages, with eight colour plates.

Now comes QUEENSLANDFollowing on from that great work comes Bernie Man-ning’s new QUEENSLAND opus.

Bernie had Hugh Freemans’s active input into it, and follows a rather similar style.

The great innovation in this volume is the rarity rat-ings of the same cancels on three distinct stamp issues –

of the Freeman book – not separately rating strikes on Commonwealth issues.

What this means is that a numeral cancel that for instance might be very common on sideface issues, is decidedly rare on Roos or KGV heads.

So as we can see nearby, a nice strike of “93” on a sideface as illustrated is “C” = Common. However on a earlier Chalon issue the same “93” numeral is very scarce and rated “RRR” - and better still on a Roo or KGV head it is rated “RRRRR”.

Great new era breakdown.Manning does the logical breakdown for the FIRST time - rating the same number on Chalons, side-faces and Commonwealth issues. Generally giving wildly different ratings.

There are lots of Commonwealth era stamps illus-trated. The “713” cancel on a common 1d roo shown nearby is worth many $100s.

Likewise the common 1d red KGV head with the “783” cancel illustrated nearby.

Manning rates both these 1d reds as “RRRRR” and either would sell for several $100s. I can bet 99.99%

The 1d Roo “291” on the front cover of book has the same rating. Again, who among would have looked twice at it before this book was published?

A 10c stamp worth $300.Any collector or dealer NOT owning this new work is foolish. An otherwise 10c stamp can be worth $300 or so IF you spot the good cancels.

I’ve sold a dozen or so books already at $150 - and other dealers who stock literature should also have stock.

“Queensland Numeral Cancels” by Bernie Man-ning is wire spiral-bound, 257pp with a loose insert of a massive fold-out facsimile of a 1906 Qld Railways map.

This brand new book is a vast improvement on the coverage provided by Hugh Campbell in his “Postal History of Queensland”.

Bernie Manning has worked with a number of other enthusiasts to access as much material as possible to, in turn, ensure that both his coverage and his rarity rat-ings are as accurate and reliable as possible.

The book is extensively illustrated entirely in colour, using the best available strikes of the post-marks. This will greatly assist collectors to identify

any questionable markings. Use of colour also means that you would have to

pay $250+ (and take hours) to copy the book if you borrowed from a friend!!

Inclusion of the quite massive railways map is a valuable bonus. It will assist students to locate the numerous tiny settlements scattered throughout the second-largest of the Australian Colonies/States.

A great new release book. Large A4 size, with great wire binding, so it stays FLAT when working on your desk.

Just finding ONE off the very many “RRRRR” and “NNS” listings here will more than likely readily pay for it.

line AFL tipping weekly contest. The same kind of thing as most larger offices have here. However ours was truly global.

We had Brits, Americans, Europeans, Kiwis, Asians and Canadians all adding their selections each week. Not to mention lots of folks from NSW and Queen-sland etc who were simply guessing.

The 2008 winner was a member called “clino” aka Peter Larson from Idaho USA. Peter took the lead from round 6, was never headed, and ended up with an impressive 124 points.

Second place went to “Lakatoi4” – a NSW resi-dent who also has never seen an AFL game.

The results for 2009 were the SAME 2 collectors - but in reverse, coming first and 2nd respectively!

Despite competing with a bunch of AFL football Aussies who live and breathe this stuff, these two out-tipped them all for TWO years, and both admit they have never even seen a game – not even on television!

Ringmaster and chief cat-herder was a member from Lara Victoria, “fromdownunder” and Norm had the satisfaction of seeing his beloved Geelong again romp in the season with a strong finish.

New Gibbons CataloguesThe backbone of the stamp collecting hobby are the Stanley Gibbons Catalogues.

The new “Australia” book is an absolute essential for anyone collecting or dealing in this region.

I like Australia’s QEII issues to 1966. It’s probably a Baby Boomer generation thing; we grew up with these stamps. Amongst them are some fine designs, and examples of the engraver’s art, and they never look better, in my opinion, than when affixed to a genuinely used postal article. I reckon in comparison their mint cousins appear sterile, and used, well, they’ve lost their soul once removed from the article which conveyed them on their journey of a lifetime. Reduced to woodchips, nothing more.

This month we’ll feature some of the stamps of that era, used as solo frankings on articles for a variety of postal purposes.

Figure 1. British Royalty visits Hollywood “Royalty”Well, I suppose Doris Day was once regarded as the equivalent of “Royalty”. My mum thought the world of her; so wholesome. Mum particularly liked those movies with co star, Rock Hudson. We thought of him as wholesome, also. Figure 1 is a nice use of 7½d Royal Visit to “Miss Doris Day”, sent from Melbourne on 5 Jul 1954, not from my mum. 7½d was then the Foreign Letter rate, and this stamp is rarely found so used. In fact, I’ve noted only two examples of such use. Value : $150 (off cover 50c).

Figure 2. Good example of how stamps can lose their “soul” once removed from coverStamp Duty issues are occasionally found used, illegally, for postage purposes. Regulations insisted that such items be taxed, double the resultant postal deficiency. That edict was not always adhered

to, and untaxed Stamp Duty franked items are sometimes encountered. Interesting novelties, they are, too. Figure 2 was, however, one that got caught by the system, the Victoria 3d Stamp Duty making no inroad in to the required 5d Letter rate; hence 10d tax. Postage due stamps had ceased to be available in 1963, and this 17 Aug 1964 cover to Sydney, probably originating in Victoria, received a regular 10d postage stamp for taxing purposes. The 10d stamp is not particularly scarce utilized for postage due purposes, but this is the “turquoise-blue” shade, which I’ve found scarce on cover, particularly as a solo franking for this use. Value : $75 (off cover $1). A good example of how stamps can become “soulless” once divorced from original cover.

Another use of a 7½d for Foreign Letter rate, Figure 3 has 7½d Olympic Games used from Hobart 1 Mar 1957 to Sweden. Although issued in Oct 1956, so large were the quantities printed of the Olympic higher denominations, it’s not unusual to see them still in use commercially up to 12 months later. The intention doubtless was to extract maximum international publicity from that grand event. Not quite as scarce as 7½d Visit, but very hard-to-get. Value : $100 (off cover 50c).

Nearly 5 million printed; try finding even one solo frankingThe 8d Trans-Tasman Flight Anniversary stamp was primarily intended for the airmail rate to New Zealand, which issued a similar reciprocal (6d) stamp. The stamp is common mint, and on souvenir covers to/from N.Z., of which over 50,000 were prepared. Most Philatelic Traders would join with me in contending that there are occasions when it seems that most of those souvenir covers have gravitated to their place of business. The stamp used commercially on cover is something quite different, however. Even combination frankings are hard-to-get, and solo frankings, such as Figure 4, are rare. This is a 31 Aug 1958 airmail use from Brisbane to N.Z. Value : $100 (off cover 75c).

Figure 5. Intact Booklet pane, with selvedge!It shouldn’t be a surprise that intact Booklet panes used commercially on cover will be rare. Very few exist of any Australian issue, less so with the selvedge still attached. Stitching was through the

selvedge, so for selvedge to remain intact it was necessary to dismantle a Booklet prior to use, a very uncommon practice. Figure 5 is one such instance, a 4 Apr 1959 use of QEII 4d Booklet pane from Caulfield to Canada, representing the 2/- Airmail rate. Value : $500 (pane off cover $50).

Figure 6. Nice Platypus usage, nice PaquebotThe QEII Zoological series is a popular usage group amongst specialists, and rightfully so. Interesting and scarce/rare usage possibilities abound. The Figure 6 usage is one of the more sought-after for the 1/- Platypus, not an easy denomination on any type of postal article. This is a 6 Sep 1963 use for Airmail postcard rate to U.S., from Thursday Island, no less, replete with the uncommon “PAQUEBOT” (Packet Boat) handstamp of T.I. While not as well

known as the 1/2d Tasmanian Tiger airmail postcard (to U.K./Europe), the 1/- rate is actually much scarcer. Value: $125 (off cover 30c).

A particularly unusual solo usage for 1/2d ThylacineThe airmail postcard rate solo usage for the 1/2d, mentioned under Figure 6, is but one of the scarce solo possibilities for this denomination. Another is the fourth weight step letter rate within Australia and British Empire, scarcer still, and then we have Figure 7, scarcest of them all. This 16 Sep 1965 certified use, from City Road Melbourne to Cootamundra, was for second weight step letter rate (8d) plus Certified fee (6d). I’ve noted only two such usages, neither the Helecon paper printing, which is really hard on cover/card. Value : $150 (off cover 30c).

One of many wonderful eccentricities in Philately is the use of that curious term, “sleeper”, to describe a scarce/rare item which has yet to become widely appreciated as such. During my nearly 40 years as an auctioneer, I’ve never ceased to be amazed, nay, frustrated, by comparisons of “sleepers” vs “heroes” (my term), often in the same auction. At one moment I may be offering an incredible item, the likes of which I’ve seen never before nor since, only to have it fall on deaf ears, and ignominiously be passed in, unsold, unloved. Later, up comes a perennial “hero”, a virtual clone of a given item, offered in literally every auction, literally everywhere, and up go the hands. Even in Philately, herd mentality is of great comfort to many. The problem with the “sleeper”? Its rarity was its own worst enemy. Only the very informed are equipped to handle “sleepers”. Figure 8 is a “sleeper”, the 1/6d Christmas Bells is a rarity as a solo franking, but has received little, if any, public acknowledgement as such. This 20 Jan 1964 use from Redfern to Taiwan was for 1/6d Airmail rate, in what was later to become known as Airmail Zone 3. I’ve noted just two such solo usages, and that’s in 20 years of enthusiastic ferreting. Value : $200 (off cover 40c).

of dollars per item, might barely raise a yawn. The 1/- Colombo is scarce as a solo franking, and particularly so to this destination, British Solomon Islands; for which it paid 1/- Airmail rate, emanating from Wallsend in 1963. Attractive advertising envelopes such as this are great drawcards in exhibits. Value : $100 (off cover 20c).

Figure 10. A Holy Grail for QEII £SD usage collectionThe 5/- Cattleman is a difficult stamp to find on cover; most seen are large articles. I suppose I’ve seen about 25 items in total (or 1.25 for each year I’ve been searching!), of which five are the scarcer White paper printing of 1964. Figure 10 is far and away the best I know of, a solo registered use of the White paper from Sydney to British Solomon Islands, sent 9 Nov 1964. This is from the famous “Lawson” hoard, which was auctioned by Christie’s in Melbourne in early ’nineties. I bought it all, about 300kgs in total. I have fond memories of loading the many lots in to my clunky old Range Rover, and heading off in to the sunset, front wheels almost lifting off the ground. The well known U.K. Postal History dealer, Chris Rainey, was present at the auction, and lamented that it was impracticable for him to bid for this material, given freight costs. Chris perhaps also quietly appreciated that I was not going to give up winning this material without blood being spilled on the auction floor. Good naturedly, after the auction, Chris commented “You’ve stolen that material”, to which I unashamedly agreed. The 5/- franking for our subject item paid 3/- Airmail rate (1/- per ½oz. x3) plus registration fee (2/-). I value this item highly, and have little doubt that if offered

at public auction my valuation might well be considerably exceeded. Value : $1000 (off cover $10).

Figure 11. Full marks to those who recognized that this is not a solo franking item!Figure 11 is a departure from the general topic this month. I’ve included it to illustrate a popular pursuit for usage specialists. That is to show the subject stamp used for a specific purpose, to uprate an article for additional postal service. In this instance, the 11d Bandicoot was affixed to pay combined Letter rate (5d) plus Certified fee (6d). Subsequently, the 9d Magpie has been added as an apparent afterthought to obtain the “A.R.” (Advice of Receipt) service, for which 9d was the appropriate fee. It was sent from Wollongong to Shellharbour on 2 Dec 1964. This item could be placed under either stamp in a usage collection, but as the 9d Magpie is almost unobtainable as a solo franking, I’d be including it under the heading of that stamp issue. Value : $75 (stamps off cover $1.80).

The 8d ANZAC was intended for (a) letter rate to Foreign countries, (b) airmail rate to N.Z., and (c) 2nd weight step letter rate within Australia and British Empire. All are rare; I’ve seen at most two of any of the three possible solo usages. Figure 12 is the (c) usage, locally addressed at Sydney 14 Apr 1965, day of issue for the stamp, although apparently a commercial use. Value : $125 (off cover 75c).

Do you agree that these stamps take on a refreshing new slant when seen used for the intention for which they were originally issued? That is, to pay for postal service. Traditional collecting of mint and used (off cover) stamps has taken a huge hiding in recent years, with many, many collectors exiting the Hobby. Which TV Shows do you remember?Howdy Doody

Featuring live-action characters and marionettes, Howdy Doody enter-tained baby boomers and helped sell television sets to their parents. Puppet Howdy and other residents of Doody-ville performed before a live audi-ence of children known as the peanut gallery. Each episode began with a question — “Say, kids, what time is it?” — answered by the children in unison: “It’s Howdy Doody time!”

The Red Skelton ShowRed Skelton was already famous when he brought his store of funny faces and voices to television with this long-running show. He played comic characters such as country boy Clem Kadiddlehopper, boxer Cauliflower McPugg, and Jun-ior the “mean widdle kid,” whose phrase “I dood it!” became popular with viewers. One of his most popular characters, Freddie the Freeloader, is shown in the stamp art.

I Love LucyAs bandleader Ricky Ricardo and his wife, Lucy, Desi Arnaz and his real-life spouse Lucille Ball waged a comedic bat-tle of the sexes. William Frawley and Vivian Vance played their landlords and best friends, Fred and Ethel Mertz. Lucy and Ethel had wacky adventures like the one depicted in the stamp art, with Ethel and Lucy trying to keep up with candies on a conveyor belt.

Texaco Star TheaterComedian Milton Berle worked successfully in radio and film before moving to TV, where he became the new medium’s first superstar. His show was known for his clowning, often in outlandish costume and for the quartet that sang the sponsor’s jingle (“Oh, we’re the men of Texaco…”). Berle became known as “Mr. Television” and was credited with driving up television sales.

You Bet Your LifeThis game show was built around the personality of its host, comedy star Groucho Marx, who loaded his banter with quips. A toy duck lowered from the ceiling delivered a cash prize when contestants said the week’s “secret word,” a com-

mon word selected in advance. The actual quiz was less the focal point than an opportunity to unleash Grou-cho’s wit.

Hopalong CassidyWilliam Boyd, a leading man from the silent film era, gave life to the title character of this Western series. As originally created by novelist Clarence E. Mulford, Hopalong was a rough-talking cowboy. Later, “Hop-py” was made suitable for a broader audience. He appeared on the covers of national magazines and on such items as lunchboxes, roller skates and watches.

LassieIn 1954, at a time when many Americans had left the coun-tryside for cities and suburbs, Lassie made her television de-but, offering viewers a nostalgic look at rural life. Since then, one of the world’s most famous dogs has been welcomed into millions of homes. By performing rescues and other feats, Lassie has become the embodiment of trust, loyalty and friendship.

DragnetBetween the memorable opening notes of its theme and the concluding details about the fate of its villains, this police procedural emphasized the day-to-day drudgery of detective work instead of pulse-pounding action. Series creator Jack Webb, who starred as Sgt. Joe Friday, told a reporter, “We try to make it as real as a guy pouring a cup of coffee.”

The Phil Silvers ShowThis subversive comedy, set at a fictional army base in Kan-sas, made a hero of conniving Army Master Sergeant Ernest T. Bilko, a con man who flourished even in the confines of the military. With a highly developed sense of irony and acerbic wit that kept his essential decency hidden, Bilko (Phil Silvers, shown in the stamp art) saw through the American dream.

dragon with one prominent tooth — were popular with adults as well as children. The humour in this largely improvised show resided not in slapstick, as in typical puppet theatre, but in satire and wit. Host Fran Allison treated the puppet charac-ters as if they were real.

The Ed Sullivan ShowThrough more than 20 years on the air, host Ed Sullivan kept Broadway buffs, jazz fans, rock-and-rollers and others entertained on Sunday nights. His long-running variety show — called Toast of the Town in its early years — provided a showcase for virtually every kind of act, from classical musi-cians, ballet dancers, and comedians to popular performers such as Elvis Presley, Ella Fitzgerald, and the Beatles.

The Dinah Shore ShowDinah Shore, one of the first popular singers on television and the host of several variety shows over the years, was widely known for her warmth, sincerity and relaxed style. She is remembered for singing her sponsor’s theme song (“See the U.S.A. in your Chevrolet”) and for sending the audience off with a farewell kiss at the end of her show. M-wah!

The George Burns and Gracie Allen ShowGeorge Burns and Gracie Allen were a popular comedy team from vaudeville and radio. On television, they played ver-sions of themselves, a married couple dealing with various complications. Allen acted the part of the zany blonde who disrupted the order represented by her husband, the “straight man” who moved in and out of the action to comment on it directly.

Alfred Hitchcock PresentsFilm director Alfred Hitchcock presented tales of mystery and suspense in this anthology series. Its memorable theme music was based on Charles Gounod’s “Funeral March of a Marionette.” The balding, rotund Hitchcock introduced each episode and appeared again at the end to offer assurance that evildoers had been punished, addressing the television audi-ence with his trademark drollery and gallows humour.

Perry MasonIn a typical episode of this long-running courtroom drama, protagonist Perry Mason and his team cleared their client of murder charges and identified the actual killer, who was usu-ally present when exposed as the culprit. The stamp art fea-tures Mason (Raymond Burr, at right) in confrontation with

his customary trial opponent, the formidable District Attorney Hamilton Burger (William Talman).

The Lone RangerThe year 2008 marked the 75th anniversary of The Lone Ranger. Since his radio debut in 1933, this masked hero has captivated loyal fans in books, movies, comics, and — most successfully of all—television. Clayton Moore played the virtuous if mysterious title character who was beloved for his valour, righteousness, and the jaunty command he gave his white horse: “Hi-yo, Silver, away!”

The HoneymoonersThe Honeymooners presented a comic view of working-class life and marriage. Jackie Gleason starred as Ralph Kramden, an irascible bus driver susceptible to get-rich-quick schemes and frequently embroiled in arguments with his more lev-elheaded wife, Alice. Unfortunately, his longed-for jackpot always failed to materialize. Art Carney, pictured in the stamp art with Gleason, was memorable as Ralph’s neighbour, friend and foil, Ed Norton.

The Twilight ZoneThe Twilight Zone cautioned viewers not to be too sure of anything. Intended for an adult audience, this anthology series focused on the imaginary and the bizarre. Creator Rod Serling wrote many episodes and served as narrator. The stranger-than-fiction dramas were often social commentaries set against a background of fantasy and science fiction.

The Tonight ShowThe basic format of this long-running late show — comedy, music, and talk hosted by one magnetic personality — was intact from the beginning. Various hosts have entertained the show’s audience over the years. The first, Steve Allen, pioneered the format and is pictured in the stamp art. Allen is remembered for his genuine wit, talent at the piano and for interacting “live” with his studio audience.

The Adventures of Ozzie and HarrietBandleader Ozzie Nelson, his wife, Harriet, and their sons, David and Ricky, played versions of themselves on a set designed to replicate their real-life home. Ozzie seemed to be around all the time, while Harriet ran things effortlessly and was always beautifully dressed. Gentle comedy arose from everyday problems and misunderstandings as their talented sons grew up and married. www.usps.com

Different Text on 55c£2 Favourite Stamp

One of the variations in the Australia’s Favourite Stamps set issued in June was the special sheetlet of self-adhesive and embossed stamps. The sheetlet had eight embossed 55c £2 Kangaroo & Map stamps across the top and a strip of the five 55c favourite stamps at the bottom. At the August daytime meeting of the Waverley Philatelic Society in Melbourne, Ern Blake, pointed out a difference between the 55c £2 stamps across the top and the single stamp at the bottom left. As well as the embossing, the eight stamps across the top contained the text “AUSTRLIA’S FAVOURITE STAMP”. The text on the 55c £2 stamp in the strip at the bottom was the same as all the other stamps and variations in this set: “AUSTRLIA’S FAVOURITE STAMPS”. 17 stamps depicting 6 magnified images of bugs were issued on 28th July. The five plain 55c gummed stamps were issued in a se-tenant strip and in a se-tenant block of 6 with the $1.10 stamp in a separate minisheet. The black areas and “australia” on the stamps in the minisheet were gloss and each stamp had a black square of thermo-chromatic ink. Rubbing this square revealed the degree of magnification of the image. If you didn’t want to heat up these stamps in this way you could just read the magnification on the gummed sheet stamps.

This issue was titled “Species at Risk – Australian Joint Territories Issue”. It contained 5 designs depicting fauna at risk of becoming extinct in Australia and four of its territories. Norfolk Island also issued a set of stamps of the same 5 designs. The gummed stamps were issued in 3 variations: A se-tenant strip of 5 stamps in a sheet, a gutter strip containing circular images on the fauna in the gutter and a minisheet containing a se-tenant strip of 4 Australian stamps and one Norfolk Island stamp. In the latter strip, the Australian stamp depicting the

Green Parrot had been replaced by the Norfolk Island version of this stamp. This is the first time an Australian stamp has been attached to a stamp that is not valid for postage in Australia.

Because it is attached, the pair of stamps could mistakenly be used to pay for $1.10 postage – so expect to find some Norfolk Island Green Parrot stamps with Australian postmarks!

(Norfolk Island is the only Australian Territory whose stamps are not valid for postage in Australia and vice-versa. Australia stamps may be used in the territories of Australian Antarctic Territory, Christmas Island and Cocos (Keeling) Islands. Stamps of these 3 territories are also valid for postage in Australia – a note to this effect appears on the booklet. Note that the 3 Australian stamps and 3 Norfolk Island stamps in this issue that contained the names of these 3 territories are Australian and Norfolk Island stamps, respectively, not stamps of the 3 territories. The 5 Norfolk Island stamps are only valid for postage in Norfolk Island.)

8 stamps (4 gummed and 4 self-adhesive) were issued on 11th August depicting structures made with what is colloquially known as “corrugated iron”. The sheet of stamps contained a gutter strip with examples of “corrugated animal” artwork in the gutter. Because the sheet was 5 stamps wide, the 55c Water Tank stamp was repeated on the righthand side. It therefore had 2 different gutter images – a cow and a rooster. Gummed stamps were also available in block of 4 of the same stamp in the prestige booklet. Self-adhesive variations were issued in a booklet of 20 stamps and a roll of 200 stamps.

Until the early 1990s exhibitors with social type material had difficulty fitting into any of the established exhibition classes. Their options were Postal History or Thematics. Most opted for Postal History. In 1993 the Late Ed Druce introduced the Social Class into Australia, followed shortly after by the Polar Class, both most welcome options for exhibitors. Both of these classes were used in Australia and New Zealand. The United Kingdom also adopted the Social Class.

These new classes were well supported, with Social being so well supported that there was a significant drop-off in Thematic entries, which may have been partly responsible for the lack of FIP support for this class.

Melbourne 1999 was an international exhibition with limited classes. However, Ed Druce had persuaded FIP to trial the new Social, and the number of entries was substantial. However, the FIP did not adopt the new class, but subsequently introduced the Open Class, which allowed even more flexibility in the type and quantities of material shown than did Social, thus attracting many existing Social exhibitors.

Very recently FIP also introduced the new Postal History – Social Class (Postal History 2C), which resulted in the discontinuation of the old Social Class. Many of Australia’s former Social exhibitors embraced the new class, mistakenly believing that it was a reincarnation of the old Social class.

Melbourne Stampshow 09 was the first exhibition in the Southern Hemisphere to feature the new Postal History class, and it did create some problems. As Australasia and the UK are the only countries that had used the old Social Class, these problems are very likely peculiar to these regions. However, the UK did not have any entries in the new class, so they can benefit from Australasia’s experience.

Many possible reasons for these problems have been proposed. Was there sufficient clarity in the published changes in the rules? Did the old Social Class exhibitors only read what they expected to find, thus clouding their interpretation. Was there a thorough understanding of the shift in emphasis from social with a postal history flavour to postal history with a social flavour?

It must be remembered that this was a new experience for the judging team as well who were

also faced with the task of interpreting the new rules, and some the resulting decisions are referred to in the following report summary.

However, the new class was not all doom and gloom – there were some quite good scores in this class, with one large gold medal being awarded. The full results for the class are available on the Melbourne Stampshow 09 website www.melbournestampshow2009.com/exhibitors.

However, it does become clear that we need to quickly analyse the results to ensure that the interpretations of the new rules are publicised. In this regard the following was released at the Melbourne exhibition as a guide. This interpretation has been compiled by Chris King, of the UK, in consultation with Gary Brown and Malcolm Groom of Australia. As the new class is further exposed in future exhibitions, no doubt variations on the following interpretation may occur. If this happens, these changes will be publicised as soon as known, as it is important that exhibitors are fully aware of the most current interpretations to properly allow them to plan the development of their exhibits.

POSTAL HISTORY Class 2C - A work in progress

Relevant quotations from the SREV and Guidelines (hereafter referred to as the Guidelines) set out in the FIP Commission for Postal History Newsletter of October 2008, are included below, and are intended to place the reality of judging Class 2C Historical, Social and Special Studies exhibits in the context of the Guidelines. The Guidelines state at 2.1, that:

Historical, social and special studies exhibits show the interaction of the postal system with society, events, commerce or the historical geography of an area and the effect the postal system has on humanity and humanity on the postal system.

The Guidelines go on as follows:3.2 Historical, social and special studies (sub-class 2C) exhibits would include material developed by commerce and society for use in the postal system and may include non-philatelic material where relevant to the subject of the exhibit. The non-philatelic material

should be incorporated into the exhibit in a balanced and appropriate manner in such a way that it does not overwhelm the philatelic material.

Furthermore, and as …3.3 The plan or concept of all sub-classes of postal history exhibits shall be clearly explained in an introductory statement (ref. GREV, Article 3.3).

The Guidelines are very specific in respect of Introductory Pages, and were considerably sharpened at the Bucharest meeting in 2008.

4.1 All Postal History exhibits must contain an introductory statement, showing the scope of the exhibit. The title of the exhibit must correspond to the introductory statement. 4.2 The title page should be used as follows:To give relevant general (Postal History) information on the subject being developed in the exhibit.To include a plan of how the structure of the exhibit is shown - chapters or sections etc., which have postal history relevance, rather than a “frame by frame” or “page by page” description.To include areas of personal investigation.To include details of important documentary sources and references.4.3 The judges will evaluate the material shown, and the associated text in the exhibit against the information included on the Title Page (Title, Introductory Statement; information relevant to the whole exhibit; the way the exhibit is structured; research and references).A well thought out title page will assist both the exhibitor and judges.

In Melbourne, in Class 2C, the introductory pages were very variable, and in many cases accorded neither with the SREV, nor did they assist the individual judge in preparing for judging the exhibit.

An introductory page for an exhibit in Class 2C will almost certainly introduce the Social Context as well as the Postal History, but even accepting this, no exhibitor properly met the Guidelines. The author considers that use of the shorthand term “Social”, to describe the Historical, Social and Special Studies Class is misleading, and should be avoided.

The jury looked at all of the frames in question before commencing judging in order to inform a discussion and, having done so, decided that the first point of principle was to ensure that Guidelines should be different from those for the Open Class which was also included in the Exhibition.The marking scheme included the division of Treatment and Importance into Treatment 20 points, Philatelic Importance 5 points and Historical and Social Importance 5 points. The Guidelines determine that:

With regard to historical, social and special studies exhibits, the related historical and general non-philatelic knowledge will be considered in assessing all aspects of these criteria.

It was therefore felt necessary further to subdivide the Philatelic, Historical & Social Knowledge, Personal Study and Research points into three sections, as follows:

The team found that this helped to focus attention on the

distinctive nature of the class.Other criteria adopted were that:

The Postal History must tell the story; other •material should be ancillary and supportive.The writing up and interpretation of Postal History •items must be from a postal historical point of view.Rates and routes should be described.•Mint stamps should be used very sparingly, if at all.•Cancelled stamps and stamps postmarked on piece •should be used only when entires are not available.Photographic or other illustrative material should •be, where possible, contemporary with the material exhibited.Ancillary material should not be greater than 20% •of the items shown. i.e. a maximum of 5-6 items per frame, on average. Ancillary material should not dominate the exhibit.•

Like other philatelic exhibits Historical, Social and Special Studies evidently need a connected thread running through them, and lessons from other Postal History divisions, Thematic Philately and the Open Class in the use of different fonts, for example could help to distinguish them, but the primary characteristic of the class should be Postal History. In discussion with exhibitors it became obvious that some exhibits might not easily fit these Guidelines, but that Guidelines for juries are essential. Certainly the jury as a whole accepted the points above as useful in the consideration of Class 2C exhibits, and most members were actively involved in discussing and developing the basic criteria adopted by the team.The Guidelines say:

Coloured photographs or reproductions should be at least 25% different in size from the original. Full size reproductions of single cancellations or part of a cover are permitted. All material whether non-postal or non-philatelic material, should preferably be original.

Had we felt that exhibitors were aware of this guidance we would have adopted the following further expansion of this statement:

Photocopied or scanned Postal History items are not •permitted unless they are showing detail or reverse of a Postal History piece included in the exhibition.Ancillary or supportive items should generally not •be photocopied or scanned. They should usually be in the possession of the exhibitor.Where items are too large to display they can be •reduced but must be accompanied with a statement that the item in question is in the possession of the exhibitor. Where possible the item should be on the reverse of the exhibition page.

While this was the first outing for Class 2C, and the additional guidance adopted here was useful to the jury team, it cannot be regarded as in any way definitive. For example the Guidelines say that:

The relevance, balance and importance of non-philatelic material shown in historical, social and special studies will be evaluated by the judges.

Our response to this group of exhibits indicated that perhaps 20% was a useful guide to the acceptable level of ancillary material. Other juries will face different groups of exhibits, including those in the One Frame class, and may take a different view.

Australian Commonwealth Postage DuesThe Commonwealth Postage Due story starts in July 1902, and is quite a fascinating one. There are a number of catalogues and handbooks which can be studied to gain a specialised, in depth understanding of these issues, but in this article I hope to present you with more of an overview of them, together with a few extra ‘nuggets’ of information, that may whet your appetite if you are not as yet a Postage Due collector, or motivate you to go a bit deeper if you already are!

First of all a couple of observations: Virtually all Australian Commonwealth Postage Due stamps can be found with manuscript cancellations (usually in ink). Catalogues generally indicate that these are valued at around 50% of those cancelled with a handstamp (used postage dues are virtually always found with manuscript cancels or cds cancellations as few, if any, would have gone through any sort of machine canceller). My experience, however, would suggest that pen cancelled examples usually change hands at quite a bit less than this figure, and if you are happy to have them in your collection, there are certainly bargains to be had.

Varieties abound in the world of postage dues. The ACSC provides a comprehensive listing of plate varieties, and these are another fascinating aspect of these stamps. But even better, I suspect there are more plate varieties out there just waiting to be discovered! It may not be a completely new variety that you stumble upon, but one that was unknown in that particular perforation or watermark. While postage dues have always had a small dedicated following, they have never been subjected to anything like the close scrutiny that the KGV issues have, as an example. Who knows what you’ll find when you start looking!

1902 ‘Blank at Base’ provisional issue. Fig. 1As mentioned in the last article, the first issue of postage dues were printed from modified NSW postage due plates. This modification consisted of the letters ‘NSW’ at the base of each impression being removed by hand, and was carried out by the NSW Government Printing Office, Sydney. This was a rather time consuming task, and to speed things up, the decision

was taken to not issue denominations of 10/- or 20/- at that time, even though these values existed in the NSW series.

As the letter removal from the plates was done by hand, it is not unusual to find small portions of the letters remaining on these ‘blank at base’ issues. It may even be possible to ‘plate’ some of the denominations from these letter remnants, and identify the position in the plate of each individual stamp.

These ‘blank at base’ stamps were only ever intended to be a provisional issue, and at the same time that the NSW plates were being modified, new plates for all values to 20/-, plus four new denominations not found in the NSW series: 5d, 10d, 1/- and 2/- were being prepared with the design at the base completed. It’s interesting to note that the four new denominations were also the first of the completed base designs to be distributed.

I also mentioned in last month’s article that the green monocolour postage dues issued between 1902 and 1909 weren’t exactly a Commonwealth issue. as they were never distributed for use in Victoria. The fact of the matter is that the 1902 ‘blank at base’ issues were even less of a national issue, as they weren’t even distributed in NSW, where they were printed! The original NSW stamps continued to be used there until supplies of the ‘design completed’ issues were distributed. The ‘blank at base’ designs were distributed to Queensland, South Australia, Tasmania and Western Australia, although evidence indicates that not all

denominations were sent to each state. For example, it seems that Tasmania never received any of the 5/- value, but was the only state to receive the 8d. The ACSC Postage Due volume contains a full list of which denominations were distributed to which state, so if you have a few of these stamps in your collection, it’s worth referring to this listing and checking the postmarks on your stamps against it – you never know, you might just turn up something that’s not where it should be!

All of the ‘blank at base ‘ stamps were printed on the same Crown over NSW watermark chalk surfaced paper supplied by De La Rue from 1899, that had been used for the NSW postage dues. The watermark is normally found inverted on the 1d, 3d and 4d values. These sheets had a marginal watermark: ‘NEW SOUTH WALES POSTAGE’ around the outside edges of the sheet, and it’s not unusual to encounter stamps showing portions of these watermark letters as well as, or instead of (in the case of the more severely mis-aligned sheets) the usual crown & NSW.

Perforations. This is where things (in my opinion, anyway) start to get a bit scary! Let me quote from the Australia Post Office booklet ‘The Postage Due Stamps of Australia 1890-1961’ where, under the heading ‘Introduction of the Commonwealth Series’ it states at the bottom of page 10, referring to the ‘blank at base’ issues: ‘Some shade variations occurred but the most remarkable feature, considering the short period of usage of the series, was the variety of perforations’. In my opinion, this is something of a rather extreme understatement! There is quite a deal of perforation complexity in most of the monocolour issues. At the time that the monocolour postage dues were being produced, the comb perforating machine was being used to perforate the regular NSW postage stamps. As these were smaller than the postage dues, this machine could not be used, and they were perforated with the line machine. Studying the catalogue listings will reveal that three different line perforation gauges exist in the ‘blank at base’ series. Where it starts to become complicated is that these three gauges are found in at least four combinations. The ACSC gives the following advice on page 10/3: ‘Care must be taken when measuring the perforations of these stamps because mistakes are easily

made’. I certainly agree! I’ve gone cross eyed more than a few times trying to be sure that the stamp I was checking was 11.8 x 11.5 rather than 11.8 all round! A good quality perforation gauge, and magnifying glass are a must for this work, and a box of Panadol probably won’t go astray!

A wonderful tool included in the ACSC listings is a checklist for which denominations are known in which perforation gauge. This is in the form of a matrix, and is very easy to use. For instance, at a quick glance you will see that only the 1d in the ‘blank at base’ series is known perf 11, while all eight values are known perf 11.8 x 11.5. I should mention at this point that I’m using the 1999 edition of the Postage Dues ACSC, and I’m sure that some changes to the listings will have happened in the last decade, so my apologies for this. I’d been hoping to have the brand new edition prior to writing this article, so I would be able to provide up to the minute information, but unfortunately a delay at the printer meant this was not to be!

1902-04 ‘Design completed’ issue. Fig 2.As mentioned above, work was started on new plates with the design at the base completed at the same time as the NSW plates were being modified. There was a full range of 14 denominations from ½d to 20/- in this new series, all on the same watermarked paper as the previous issue. After the distribution of the 4 new denominations in July 1902, the next to appear was the 1d in October of that year, with the remaining 9 values

appearing between March 1903 and March 1904. The distribution did include NSW this time, in fact

it seems that it was the only state to receive all 14 values, the 8d, 10/- & 20/- only being distributed there. South Australia received 7 values, the highest of which was 6d, and Tasmania received the least with only 6 values up to 2/-. It’s worth mentioning at this point that both the 10/ and 20/- used are most often encountered cancelled to order with a postmark consisting of the letters ‘NSW’ in three concentric circles. Genuine postally used examples of these two values, which nearly always have a ‘Sydney Parcels Branch’ postmark, usually struck in purple, are very rare. The ACSC has a warning about these two values being offered ‘purporting to be postally used and bearing non-contemporary cancellations’. So if your thinking of purchasing a postally used example of either the 10/- or 20/-, make sure it comes with a clear certificate before shelling out the big bucks!

Once again inverted watermarks are often

encountered in most values, with some being found that way more often than not. This series was also comparatively long lived, with some of the denominations remaining in use until 1909 and the introduction of the Victorian design issue. Possibly due to this, a few more shades can be found, and a couple of major varieties such as double perforations or imperforate at base are known..

When it comes to perforations, all of what is mentioned above also applies to this issue, only more so! The ACSC matrix checklist for these issues is pretty much an essential tool if you wish to sort out the different perforations. Generally speaking the perf. 11 versions are a bit more elusive, but there are several exceptions to this ‘rule’.

In the next article we’ll look at the last three monocolour issues, and move on to the bi-colour series.

I PromisePromissory notes have held a fascination with many collectors and because of their size many have survived with duty stamps intact. 90% of notes that I have in my collection and have seen in other collections are franked with embossed duty impressions, so it is nice when a batch turns up with adhesive fiscal postal stamps on. Figure 1 is a very attractive three colour three month promise note from Victoria. The stamp duty was paid at the end of the promise when the note was presented for payment at the bank. I am sure some of you reading this have some super combinations of stamps, you may like to share some with us, this can include uprated notes where, say a 6d note uprated to 1/- due to the value of the promise being higher than the duty rate of the time. As an example you may have a pre-stamped 6d blank note paying 6d in £25 with a promise of say £30

then the note would attract an additional duty of 6d, so the full duty value of 1/- breaks down as 6d in £25 or part thereof.

Swans a SwimmingSpink auction in the UK turned up a very nice item in their last auction. A WA revenue long swan composite sheet of nine [rejoined] imperf colour trials in three vertical strips of the 1d, 3d & 6d [fig 2]. The left severed strip appears to be of a different shade but may have just been sitting in a work book for years prior to the rejoin. I have some singles of these in my collection but I had not seen the sheet makeup before. It sold for a tad over £500.00

Dave Elsmorefigure 3 is a rare WA £200 embossed tomb stone revenue. I have only recorded a handful of this value and prior to getting this copy only had a cut to shape example. Generally multiples of the £100 was used as a make up on documents. I have seen multiples of up to 4 x £100, my guess being apart from the fact the £200 value was not introduced until 1914, the operator of the embossing machine was just to lazy too change the die for a single strike. Another scarce embossed issue found, this time in a junk lot on eBay is figure 4, a South Australian ‘Original Instrument is Duly Stamped’ these were impressed on subsequent copies of documents where the original had paid the taxable duty.

Music to my earsWhile at the Melbourne Stamp show earlier this year I was taken to Daylesford markets where

I had a usual market rummage through the old records looking for Royalty Fee stamps. I was able to find a few for my collection, and as luck would have it I turned up an unrecorded store label, the figure 5 right copy. The left copy ‘Francis Day & Hunter’ royalty stamp was also on the dated record of 1913 with my guess the store label being added later. Store price labels help to tell part of the story and are well worth making room in your collection for them.

RomanceAh the romance of the Railways, well the Tramways to be more precise, ‘tramway’ always sounds smaller and they are. Figure 6 is a very nice pair of the 1d Aramac Tramways from Queensland on wmk QR sideways paper or ‘Marino under the Stars’ as I like to call this issue. A rare find, and when they turned up in

a local club auction with a nice group of other Queensland Railways in a Kodak photo box, it prompted me to make a quick trip to the teller machine to ‘top up’ just in case. I was lucky to be the winner of the lot which also yielded an unrecorded station name ‘Purga’.

Thrifty PigFigures 7 & 8 are of a WWII Australian savings booklet put out by Kelloggs Australia which I had not seen before and thought I would share it with you. The cover is based on a war savings film by Walt Disney. On August 4, 1941, a letter of agreement was signed between the Walt Disney Company and the National Film Board of Canada. A press release read in part:“...the National Film Board of Canada has secured the cooperation of the Walt Disney Studios to make films for the Government of Canada. Walt Disney has offered his cooperation and that of his Studio staff as a measure of his support. Two representatives of Mr. Disney’s Studio, Mr. Robert Carr and Mr. Ub Iwerks, have arrived in Ottawa...to discuss two projects, which the Disney Studios will begin working on immediately. The first is a series of films for the War Savings Committee. The pictures will be short, animated cartoons, done in Technicolor in the inimitable Walt Disney style. Disney’s characters will stage a war savings parade on Parliament Hill [All Together], Donald Duck will obey his better self [Donald’s Decision], the Three Little Pigs will show how to beat the Big Bad Wolf [Thrifty Pig], and Snow White’s famous Seven Dwarfs will hock their jewels to serve the national cause [Seven Wise Dwarfs].”

A couple of weeks after the letter of agreement

had been signed Walt Disney artists had managed to assemble proposals for all five films. In order to meet deadlines, animation was re-used in all of the films produced for the NFB. The first Canadian bond film was Thrifty Pig and animation from the Academy Award winning film Three Little Pigs was used. The film depicts the three pigs as loyal Canadian citizens and the Big Bad Wolf as a Nazi. Thrifty Pig opened with Practical Pig fixing his chimney. As the British ensign fluttered atop a flagpole in his front yard, Practical Pig responded to his brothers taunts by saying: “You ought not to sing and dance, when there’s danger all about. You should get your houses wolf-proof; bricks like these will keep him out.”

A close-up showed viewers that the bricks in question were Canadian War Savings certificates. Later in the film, the Big Bad Wolf, wearing a Nazi armband and hat emblazoned with the swastika, blew down Fiddler and Fifer Pig’s houses. When he tried to blow down Practicals, he was thwarted by the savings certificate bricks. Practical then chased the Wolf away by pelting him with savings bricks. Thrifty Pig was ready for its theatrical release in December 1941 and was shown in theatres during a “War Savings as Christmas gifts” promotion. The war savings booklet cover design is taken direct from the propaganda film Thrifty Pig, shortly before the movie was released in Australia. Can anybody remember seeing the film?

The land of a million elephants

It is my guess that many Stamp News readers have spent enjoyable holidays in Thailand, a country which offers wonderful beaches, a superb climate, excellent food and a wealth of exciting experiences.

The north-eastern part of Thailand borders on land-locked Laos which is still quite an exotic tourist destination. Laos is certainly as hot and sunny as neighbouring Thailand but there aren’t any sand beaches.

Using stamps as illustrations, this article intends to spotlight this Asian treasure. We’ll also find out about a French painter who created many of the country’s early and most beautiful stamp issues.

Laos as a stamp issuing country is a fairly new creation despite its very long history. The very first Laotian stamps were released in 1951. Previously the country had been part of French Indochina. In 1951 Laos was a kingdom with His Majesty Sisavang Vong on the throne.

Since 1975 Laos is a people’s republic after a long period of cruel civil war. However, this story will concentrate on the Kingdom of Laos which released some of the world’s most beautiful stamps.

The Mekong River runs through Laos; in fact, a very large part of the country’s population lives near the mighty river. Fishing is an important activity for many Laotians. The river is also of considerable importance for transports as the road network leaves a lot to be desired. Thus it is not at all surprising that the Mekong River is featured on several values of the 1951 definitives.

Most Laotians are farmers. It is mostly subsistence farming which is intended to support the family only. Rice is the most important crop as in the rest of South East Asia. A beautiful stamp set from 1957 illustrates rice production including harvesting, threshing and cooking. In 1963, there was a second issue devoted to rice farming as the Laotian contribution to the Freedom from Hunger

Campaign sponsored by the United Nations.Laos is home to huge forests and wood is one

of the country’s main riches. This is where we find the elephants helping to get the logs out from the forests. But elephants have also been used for many other purposes.

In 1958, Laos released a set of seven stamps all depicting elephants; many collectors feel that this is one of the most beautiful set of animal stamps ever issued.

A long time ago Laos was known as Lan Xang which can be translated as the Land of a Million Elephants. Unfortunately, this is no longer the case. Today an estimated 200-500 wild elephants roam the Laotian forests. There are also somewhat more than 1000 domesticated elephants. Thus seeing a wild elephant is probably a very rare sight indeed.

Many Laotians are Buddhists and this religion has featured prominently on many early stamp issues. Shown here is a beautiful stamp from a

1953 issue. Strangely enough, the temple depicted on the stamp is located in neighbouring Thailand.

Laos is one of the world’s poorest nations and many families live on less than two dollars a day. For people living in the Western world this is something which it is almost impossible to understand.

Poverty of course affects many children in Laos. On paper there is a five-year obligatory school where children are supposed to start at the age of six. Unfortunately, only four out of five children ever start school and quite a lot never complete their schooling. This of course means that many children (and many adults, too) never learn to read and write.

What do Laotian kids do? Well, I guess that many have to start working at a very early age helping out on the farm or taking care of their siblings. In Australia and other Western countries young people spend a tremendous amount of

using their cell phones, computers and iPods. These items are beyond the reach of most Laotian children.

Instead they probably have to organize their own games and activities (which in a way is far more creative than relying on what other people have organized for them). On a stamp from 1965 we see a number of young Laotians playing tikhy which resembles land hockey.

From 1952 until 1962 most Laotian stamps were designed by the French artist Marc Leguay. He had arrived in French Indochina in the 1930’s and he then made the Laotian capital of Vientiane his home. He married a Laotian woman and also added a mistress to the household. Leguay and his family were featured in the famous November 30, 1959 issue of LIFE magazine which had a large

illustrated story about 288 of the world’s prettiest stamps. (With a circulation of 6.4 million, the LIFE magazine story must have done a lot to popularize stamp collecting in the USA).

According to the LIFE story, Leguay had at least 25 children. He used his wife, mistress and children as models for many of his stamp designs. Illustrated is the 8-kip denomination from a 1957 set depicting Laotian musical instruments. The boy playing the nang-net (a popular percussion instrument) is Leguay’s son Phoun Savath.

The early Laotian stamps are all works of art – beautiful designs, delicate engravings, superb printing (all done in France) and generally large sizes. It is a sheer pleasure adding these wonderful stamps to your album. Fortunately, with very few exceptions all the stamps are still quite affordable.

I have been reminded by a reader that I do not have my contact address in the column. I did include it when I first took over the column, but I did not continue for some reason, although I have always been able to be contacted through Stamp News. My contact address is P.O. Our Boys LeagueI thought I had just about found everything recorded about this organization, but as usual something else turns up.

The National Library of Australia are currently scanning their newspaper collection using OCR to create a searchable index of items and an Adelaide collector has been doing some searching on various subjects and came across two reports about the League. I quote from The Advertiser (Newspaper) Monday 11 November 1912, page 8.

“Their Majesties the King and Queen have written to the Hon. General Secretary of Our Boys League in acknowledgement of the proof sheets of a series of stamps, now being issued by the league for the purpose of assisting suitable lads to leave the United Kingdom for more congenial life and brighter prospects on Australian farms. Queen Mary particularly requested that an expression of Her Majesty’s warm thanks be conveyed to the members of Our Boys League for the stamps which they sent for her acceptance. The stamps referred to are a series of six which are now being issued in connection with Our Boys League Colonial Fund. The 3d and 6d were designed by a young Australian member of the league (R.W. Viney). They are simple, artistic, and original with an excellently drawn kookaburra in the central oval. The 1/- and 2/6 are from the designs approved by his late Majesty, King Edward, and

contain the picture of the statue of Charity in the centre. The 5/- and 10/- stamps have excellent photographs of their Majesties King George and Queen Mary. Each stamp is a receipt for the face value of an amount donated to the fund. Sir Edwin T. Smith has sent £10 towards the work, and he much admired the stamps. Many others are now helping. The stamps were produced and printed in Adelaide. His Excellency Sir Day H. Bosanquet, in a letter of encouragement to the hon. General Secretary (Mr. F. C. Bourne), expressed the hope that the efforts to induce lads to leave the crowded home cities for farm life in South Australia would be met with success. Lord Denman, Governor General, in a letter, ‘hopes that the operations of your league may be successful and beneficial both to the United Kingdom and to the Commonwealth’. For some time past Our Boys League has been supplying boys to farmers, but in consequence of the scarcity of boys has been unable to cope with the continuous demand from the country.”

The stamp I have used here as the illustration, (fig. 1), was the one Bill Hornadge used in his original request back in 1991.

And again from The Advertiser Saturday 21 March 1914.

“At a special meeting of Our Boys League on Thursday evening it was unanimously decided to establish a central club for stamp collectors in connection with the league. Mr. Fred C. Bourne (Secretary) stated that in connection with the Australian Foundation branch of O.B.L., which was established in Adelaide, there were now 25 branches and another would probably be formed shortly. In most, if not all of these there existed some enthusiastic stamp collectors. In country towns it was extremely difficult to establish isolated stamp clubs without outside co-operation as the number of local collectors were comparatively few, and opportunities for obtaining stamps so very scarce, compared with the more favourably placed city boys. In travelling round South Australia and Victoria he found zealous collectors inmost unexpected places.

In establishing the central club in Adelaide it was not intended for Adelaide members only, but it would co-operate with branches within the Commonwealth and in other countries. Where local branches were not formed individual members might belong to the central club, although they might reside in the most distant parts. To make this practicable a system of approval sheets and books would be issued to members and branches in any part of the world, and would be adapted for either the exchange or disposal of stamps, which might belong to members or be the property of the league. Our Boys League possessed some 150,000 duplicates to start with, and the proceeds of what were sold would go for the benefit of extension work. Where the stamps were owned by members a small commission would be charged upon sale, and that would also go to the league funds. The art of stamp collecting was one of the most engrossing and instructive hobbies that members could devote their leisure time to. It developed artistic tastes, a love of the beautiful in shade and design, and a wider knowledge of geography, with a keener interest in stamp issuing countries. A thorough collector also increased his knowledge of the crowned heads and other governing leaders, together with the various political changes and upheavals. The rules of the club were then drafted and passed, subject to confirmation at the next meeting. Mr. Frank L Saunders was unanimously elected chairman of the club, and Mr. Leonard T. Lawrence hon. Secretary.”

WWII Patriotic LabelMartin Walker has sent me this item (fig. 2), with a request for any information that readers can provide. The text on the card refers to it as a Lord Mayor’s project where he would announce each day the number of enemy planes destroyed. One Penny stamps to match the number of planes destroyed were purchased and attached to the card which when full was handed in to a business that sold the stamps. The card was cancelled and a new card issued. The question is; in which state were the cards used or were they an Australia wide thing?

COVERS TELL STORIESIt is said there is a story behind every stamp - but its even more so with covers. They do take up a lot of room, whether stored in albums or in an indexed box, but even the ones that appear ugly or uninter-esting at first glance may be very rewarding. As I do not follow through with additional research from looking at a cover, I probably do not qualify as a ‘postal historian’.

Storage of covers interspersed in your country collections in stockbook type albums is not recom-mended - they will burst the strips quickly. The two a page Hagners are ideal, but if your collection is going to be extensive, add the word’ expensive’ too. If you decide to albumise using photo corners, these should be the large size ones made for the purpose, not the small ones for photos. Why not consider buying a supply of cellophane or clear plastic sleeves and filing your covers, suitably indexed and annotated, in a shoe-box. These are usu-ally readily available free from most shoe stores, but make sure that the plastic type sleeves will not encourage ‘offset’ images from your valued cov-ers. In an ill-considered decision 25 years back, I used ‘blue dots’ to affix covers to album pages; I had believed the blurb which said that blue dots did not leave a mark, and enabled removal without trace. Have I got (bad) news for that manufacturer! And another tip - don’t try to remove any markings (except of course a pencilled price) in case these have a more subtle meaning.

I would like to share with you the results of an hour’s trawl recently through some boxes of cov-ers I have been stashing away ‘for my retirement’; it certainly showed that I was not originally that

observant when I bought these at various fairs in earlier days. I hope it might enthuse readers to look a second time at every cover they see.

An envelope bearing a red ‘Official Mail’ • paid postmark from London had an interest-ing but unidentifiable coat of arms on the back flap; but wait, there’s an “EIIR” and crown in a rubber stamped circle with initials bottom left. Conclusion - from the Queen at Buck House.And there’s one looking similar except that • the coat of arms on reverse is a Fleur de Lis. Prince of Wales’ insignia, I think.Here are some used Russian PSEs, kept from •

a period when my elder son was CEO of Coca Cola in Lithuania. The sender’s address appears below the destination ad-dress on front, and where Lithuania or Latvia appears, this indicates the PSEs were the only postal arti-cles available in

those countries just after the disintegration of the USSR empire. I am sure there is some formula to work out the postmark date from the string of 8 digits, none of which LOOK LIKE a date. More research needed.Another Russia PSE, unaddressed but with • a colourful cachet showing Ausipex and the Exhibition Building, and a green postmark with a map of Australia AND showing dates 21-30.09.84. Rest of the front and back printed markings are the usual unintelligible Russia lettering. One of the less obvious Ausipex souvenirs.A postcard for the 50th anniversary flight • London-Melbourne has Amsterdam and Melbourne airport’s postmarks with differ-

planes shown. And then hardly readable, I find a colour repro of the 1934 cover scarce-ly 2 cm wide in bottom corner. I had looked at the cover several times without actually seeing it.But this ordinary looking 1970 postal card • from the Netherlands won the prize at this viewing: addressed to the ‘Secretary to the Governor’ at a Brisbane PO Box (not the correct one, BTW) it poses several ques-tions/requests in front and back translated as : 1. I am a philatelist and as I believe (?) belongs to the territory of Australia, I come to you with my request. 2. Can you find a person willing to change (sic) stamps with me? 3. Can you send me some used stamps from the Cook Islands and other countries belonging to Australia? 4. Is there a Phila-telic Society in Sydney or Melbourne? I do not know if anyone answered this plea.This ugly letter without an envelope, dated • 1832 from Italy, is in fact a cover. It’s called a pre-stamp entire, and folds to be self-en-veloping. Postal marks and addressee details thus appear front and back. Stamps had not been invented by then.

First Day covers are usually colourful, but it’s the OTHER covers which excite my enthusiasm. Are you convinced?

IN PRAISE OF HINGESIn another of my boxed retirement stashes, I recent-ly found some window face envelopes with sets of 3 Ethiopia stamps each priced at 6d. The envelopes

bore an exhortation to “Collect Abyssinia stamps” and nice little blue seals on reverse with a similar message.

The vendor was Thomas Cliffe of Colwyn Bay, Wales, once a big name dealer and maker of stamp albums. Inter alia, his enclosed leaflet ( unusually 38 cm long by just 6.5 cm wide) offers Paramount stamp hinges at 1000 for five pence (less than 5 cents) or you could even buy just 125 for a penny ( a cent.) So why did the collectors of those days use that destructive selvedge instead?

Ethiopia was known as Abyssinia in Europe, and for a while, the two names appear to have been interchangeable.

It is interesting to see that this chap was appar-ently the originator of XLCR stamp products back then. Although the brand has been used in relation to dentistry items and motorcycles, among others. He was marketing the XLCR stamp outfit which in-cluded all the following: Pair tweezers, watermark detector tray, perf gauge, pocket wallet with strip pockets, ruled approval book, 125 hinges, 5 trans-parent envelopes, price list, gift pictorial set CV 3d.

And this cost the huge sum of 6½d, that is a lit-tle over five cents in current day currency. He also offered a line of Wanderer albums starting at 128 pages for 10 cents equivalent, to the De Luxe cloth bound springback for 25 cents.

And now, apologies. Firstly, there’s no date on the promotional literature, and secondly, no point in giving Cliffe’s address, is there? The little XLCR booklet which is a guide to stamp-issuing countries’ names is still in use by many collectors worldwide.

This month’s letter is one which intrigues me, and makes me wish that I knew the end result. It is addressed to Capt. Page, New Street, Bishopsgate Street, London, written by Catherine Sissons in Catterick, in the north of England. It has three postal markings:

1) the CATTERICK undated name stamp in red,

2) the charge mark of 1/1, (Catterick is 228 miles from London, and in 1830 the charge was 12pence or one shilling (1/-) for a distance between 230 and 300 miles) and

3) the morning duty arrival CDS in London 6 FE 1830. (Fig.1) The letter was written from Clare Lodge, a large house surrounded by an extensive garden, on the east side of the village of Catterick, near Scorton, which has had a chequered history, and at the time this letter was written was being used as a convent – or nunnery.It is an amazing letter, filling all sides of the paper, and written by two different people.

“Clare Lodge, Feby 3rd 1830Sir,From the tenor of your letter to Sister Aloysia Clare,

by this days post we have been induced to detain her until we hear further from you; although, her Trunks were packed and she equipped ready to step into the Telegraph.” (Fig.2)

Note : this was the mail coach, all of which had specific names. The White’s trade directory of 1840 shows a list of the carriers and destination for Richmond and it has this entry :-

Coaches: The Van from the King’s Head, to Catterick to meet the Telegraph Coach, at ¼ past 9 mng., to Leeds, and to Newcastle, 6 evening.

The letter then continues with bad news:- “Upon perusing yours, she became very violent

and treated with the utmost contempt all those who presumed to approve of its contents, I am quite at a loss to know what is best to be done, unwilling for the credit

of our State, to have her travelling about, and feeling convinced that she is not at all times, accountable for her actions, for which reason, it is highly improper that she should be at her own disposal.

I must therefore beg the favour of you, as her Brother, and the representative of her Parents to say how we are to proceed. She is continually occupied with the ideas of going to Rome, Paris, and Gravelines, at the Convent at the latter place. She considers herself as the Abbess, which office she will yield to no one, in short, she is not two days in the same mind. She has written several times to Dr. Smith the Catholick Bishop of this district to ask his permission to write to Gravelines, to that he has declined answering but that she thinks of no consequence when ever full authority comes in contest with her inclinations, she without scruple or ceremony sets it aside until this morning’s rencontre.” (= meeting or encounter)

Note: Gravelines was the place of origin of the “Poor Clares’ of which Clare Lodge was a nunnery. Mrs Mary Ward a pious and zealous member of the

Church of Rome founded the Poor Clares at Gravelines in 1609 the last members of which after enduring great privation and afflictions through their ejection in 1793 were ultimately received by the community at Clare Lodge near Catterick.

“She has upon the whole, been tolerably moderate, having rarely been contradicted but when positively told that she should not quit the house till we heard from you, she looked like one distracted, & reviled both me, and my Community, who have with undiminished endeavours to make her comfortable, ever since she has been under our roof. We at a very long period were convinced, that her temper would require great management and of course, avoided whatever might be likely to disturb her, but this days occurrence has convinced me that if she be not kept in proper subjection & obliged to submit she will in time become quite unmanageable, so little is she acquainted with her own character, & of the forbearance requisite to live in peace with her that she attributes our detaining her to interested motives poor soul, she claims our commiseration rather than displeasure & we should have parted excellent friends had we only

yielded to her wishes.I am sorry to be under the necessity of being so

diffuse upon this unpleasant subject, but to you as her nearest relation I consider myself obliged to speak my sentiments, without reserve, hoping to hear from you at your earliest convenience & beg you will offer our united Compts to the family,

I remain, Sir Yours very sincerelyCatha Sisson.”

I have checked various sources and found in the White’s directory of 1840 for Scorton, that Catherine Sisson was the Abbess of the Nunnery. Then, in the 1841 census there were 30 nuns and 20 pupils. Catherine Sisson was aged 80, so was 70 when she wrote this letter. No wonder she was fraught. Another member was Elizah Leadbetter aged 50.

The letter is then continued in a different hand writing, giving Captain Page even worse news. (Fig.3)

unable to give you the sad tidings of sister Aloysia’s having this day quitted the Convent unobserved by anyone between the hours of twelve and one at noon in her habit veil &tc. We have sent persons in every direction but can hear no tidings of her. The Convent out buildings and small riverlet which bounds the grounds have been searched and re-searched but no vestige can we find of her. I cannot express the consternation and grief it has thrown us into and I entreat of you should she make her way to any of her friends that you will give us the earliest information of it. She has not to our knowledge a sixpence in her pockets.”

But then it looks like good news - the letter continues on the outside (Fig.) with a word that is indecipherable, but seems to indicate they have found her.

“Thank God the object of our solicitude has <rash ?> up.

Have the goodness to write immediately and say where she is to be placed.

In great hasteM.A. Leadbetter”

This is where my imagination takes over. I find it hard to believe that a lady in a nun’s habit would have been able to walk off during the middle of the day, and not be spotted by any of the local inhabitants. The sisters must have been frantic, knowing that she had no money, or other clothes, and was to their way of thinking, not in her right mind.

There was no entry in the 1841 census for her under her actual name of Juliana Page, so either she had not survived, or had managed to go abroad to another convent, or had renounced her calling and returned home to her brother Capt. Page. I doubt if I will ever know the outcome.
