widens one’s horizons and how reading stamp magazines contributes to this pleasure.

While spending February in Andalusia, my wife and I wanted to learn more about the Duke of Medina Sidonia, the ill-fated commander of the Spanish Armada. (Last autumn, we had been to several sites on the west

coast of Ireland where Armada wrecks had been discovered.)

While looking in vain for a monument to the duke in the charming town of Medina Sidonia, we came upon a bronze bust with a hard-to-read inscription. A kind bystander explained to us that it represented the “inventor of the postcard.” My wife took a photograph of the bust as a reference

because, knowing the Austrian version of the history of the postcard (and its invention by Dr. Emanuel Herrmann), we looked forward to learning more about the Spanish version.

Last night, returning to our home in France and emptying the full mailbox, we found and immediately opened your February issue, which had been sent to us by our good friend Peter Pollany of Elwood, Vic. Immediately we had more interesting information on “Dr. Thebussem” than we ever dreamt of finding on Google!

on the tabs of Special Event Sheets (SES). These sheets are gummed and contain a block of 10 “generic base stock” stamps with ‘personalised’ tabs on the right.

Yesterday (19th January 2011) at the Australian Tennis Open I visited the Australia Post shop and asked if they would print an image on the tab rather than my photo. The photographer said, “I can’t see why not.” So I selected a postcard off the shelf and handed it to him. He said they would give it a go when they were not so busy and asked me to call back later.

I went and watched Henin, Roddick and Williams win their matches in Rod Laver Arena and returned 7 hours later. They had succeeded. Two sheets were on display and six in a folder marked with my name. I asked how they did it and they said they put a box on a chair in front of the camera and attached the postcard on the front with ‘Blu-Tack’!

While I was paying for 6 sheets, a person

was served next to me and asked for 2 sheets with the “Melbourne image”. When I went to collect my sheets the photographer said he had just given 2 sheets to someone else and is printing two replacement sheets for me. So I know there are at least 10 sheets in existence. (The 2 display sheets were stuck onto a cardboard backing and attached to the wall with ‘Blu-Tack’.)

I have never heard or seen an SES without a customer’s photo before. I believe this is the first SES with an image instead of a photo on the tab. See attached pictures.

(Note that

customer’s images – and photos – on the tab have always been available on the sheets of 20 semi-imperforate self-adhesive stamps available from Australia Post’s Personalised Stamps website.)

As you know P-stamps were invented by Australia Post and were first available at the ‘Australia ’99 Stamp Expo’ in Melbourne on 19th March 1999. These sheets had 10 x 45c Polly Woodside (Sailing Ships) stamps with a customer’s photo tab on the left.

The next Special Event Sheet issued after the Expo was at the ‘International Guide Jamboree 2000’ held on 2nd January 2000 at Dakabin in Queensland. It had 10 x 45c Fireworks with hologram (Celebrate 2000) stamps with tabs on the right.

I have had my special Australian Tennis Open SES reprinted! I asked

Fuji at Australia Post’s eLetter Solutions Department in Essendon if they could find the original tab image of the Melbourne postcard and print some more SES’s for me. This was done on their printer, not the same one that is used with the Mobile P-stamp Facility at events. The

sheets were printed on 24th February – well after the event finished.

I believe this is the first time SESs have been printed once the event has finished. You will see from the attached images that the reprinted sheet, stamps and tabs are quite different from the ones printed at the Tennis

event. (See the images attached to my original email of 20th January.) The new tab image is clearer but has been offset and overlaps the stamp perforation. I didn’t expect it but they have also created a new (blue) 60c Southern Cross stamp variation!

This article originally appeared in the May 2006 edition of Stamp News. Matt Hancock, who many readers will know as the eBay Trader, stampsulike, suggested it be rerun. Given virtually five years have since elapsed; the suggestion may be timely, with updates where deemed appropriate. Any significant change to the original article is shown in italicized squared-brackets, including revised valuations for the featured subjects, as at date the present version was submitted (March 2011).

Philatelists, both amateur and professional, love to speculate amongst themselves as to what might be the next ‘thing’ to go ballistic in Philately. This can be harmless and inexpensive entertainment, and I confess I’m often a willing participant in the preoccupation. I’ve considered the A to Z of possibilities in Philately during over four decades of trading, and have from time to time made recommendations befitting a given era. Regular readers of this column, during its almost four year’s lifespan, ought to be abundantly aware of what I presently can’t see past for potential. That of course is the outstanding value for money, and glowingly bright future of ‘usage’ in comparison with any other aspect of Philately. For the uninitiated, I’ll shortly explain ‘usage’, together with some insight as to why my present prediction is so inclined.

Backtracking, in the early ’seventies, when I first visited the U.K., eminent Postal Historian and author, E.W. (‘Ted’) Proud, provided my first lesson in the noble pursuit of Postal History – the study of aspects of the journey of a postal article from point A to B (via points ‘C’ to ‘Z’ as the case may be), replete with any deducible ‘story’ encountered along the way (note Figures 3 and 5 below). Ted has done more for cover collecting during the past 25 years than any other Philatelist. His series of publications on the Postal History of a wide selection of British Empire countries is a must have for enthusiasts of those respective countries. It was Ted who introduced the guide to pricing used on commercial cover in Stanley Gibbons’ B.E. (“Part I”) catalogue in 1980.

When I met him, Ted explained his reasoning

that the more intelligent amongst Philatelists would soon tire of more traditional elements of Philately (in particular the mind-numbing practice of filling ‘gaps’ in a printed album), and seek greater individuality within their collecting horizons. The varied manner in which one’s favourite stamps could be used, particularly on cover or other postal article, provides a logical and diversified expansion model for a collection which otherwise might consist of the bare basics only. ‘Usage’ has become the popular term for the study of the myriad possible uses for the humble postage stamp, on the original article of conveyance, meeting genuine postal requirements. After all, stamps were intended to facilitate provision of a postal service, rather than to lodge in a stockbook or album, as many in Philately have fallaciously come to accept!

I readily warmed to Ted’s philosophy, and from as early as 1974 introduced ‘Postal History’ sections to my auction catalogues. The response was less than overwhelming, and I decided rather to focus the development of my fledgling auction business more in the direction of traditional specialised Australia and Colonies. “Colonials” were then decidedly unpopular, and few collectors, even of Australia, bothered to include such esoterica as Essays, Proofs and Postal History. As a consequence, the best value for money field in which a then fearless young auctioneer could frolic lay in the more esoteric elements of Philately. Much of course has changed in the 30 years since Ted Proud dispensed such wisdom, and intelligent Philatelists now, more than ever, seek out unusual, esoteric and other generally best-of-kind material to distinguish their collections from all others. The ‘ordinary’ has never looked more passé.

Fastforward to the late ’eighties, when worldwide economic conditions were conducive to a recovery from the 1981 speculative bust in Philately, I sought to invest in an area of the Industry which I considered least likely to suffer from any future fallout. Ted Proud’s introduction to Postal History, a decade and a half earlier, encouraged a revisitation and gravitation in that direction. This provided an aspect of Philately which satisfied my prime criterion – which always has been, always will be value for

money. In fact, notably for 20th Century material, for too long a ‘Cinderella’ in comparison with 19th Century, I then couldn’t believe the value for money. I still can’t, particularly compared with many much more highly priced, yet far more readily available ‘high-flying’ traditional items. Aggressively, like a Philatelic vortex, I set about accumulating as much cover material as I could find within Australia. How else would one satisfy the hunger to learn more about a newly chosen speciality? It didn’t take long for me to deduce that here was the last great frontier in Philately, literally strewn with unrecognised scarce to rare usages, for even the most common of stamps. I have endeavoured to share some of my ‘finds’ with readers [of my monthly Stamp News column], and continue that tradition forthwith! This month’s selection comprises a pot pourri of ‘usages’, typical of the almost limitless number of such items just waiting to be recognised and savoured by enlightened Philatelists.

In the March 2005 issue of the column, I mentioned that I had not seen the 10/- or £1 of the attractive Fijian KGVI pictorial series on a commercial postal article of any type, and posed the question “Has any reader?” Typically, I received no response, but have since located two covers

bearing the 10/-, and finally have found the £1 – in a smaller Sydney auction [and a second £1 usage item has since been located]. Figure 1 is this item, a solo franking for airmail between Thomas Cook offices in Suva and Sydney, departing 18 Feb 1954. The airmail rate was 1/- per ½oz, indicating this article originally weighed 9½-10ozs. For my taste, this is a ‘cracker’ item; aside from the rarity factor the quality is agreeable (particularly for a larger, heavier article), enhanced by scarce use of a Canadian Pacific Airlines air mail etiquette, and even the bold handwriting appeals. I must say I could never be convinced that such an item has anything but the brightest future. What’s it worth? The public record will show at the auction it realised

$240 (plus buyer’s premium). I flew Melbourne to Sydney especially to buy this item (amongst other material from the same correspondence), and let’s just say that I wasn’t coming home without it. The stamp off cover is probably worth around $40 (to some, not me) and fortunately had not been removed from the cover, which was the sad fate suffered by many other high denomination frankings on offer from this correspondence. Often I’m asked, “How is it that a stamp can be worth so much more on intact postal article?” Well, obviously it is the ‘efficiency’ of past generations of stamp collectors in removing stamps from entire articles that has rendered such articles the ‘endangered species’ in Philately. Stamps on commercial entire article will always be infinitely more desirable to Philatelists, at least the enlightened amongst them: if nothing else, the ‘entire’ tells a story that the off-cover stamp can seldom do, and Supply and Demand sees to the rest in determining the premium attached. Incidentally, I have no hesitation in predicting that the ‘gap’ between used on or off cover will continue to broaden, exponentially in many instances. [Mar 2011 valuation: $2500]

Used from Melbourne 24 Oct 1955, to the curiously titled ‘International Freguency [sic] Registration Board’ in Switzerland, I would normally rate this as too far outside of ‘period of issue’ to be a commercial use for a commemorative stamp issued in May, 1953. However, this use is by a Government Dept., where stamps often remained in stock for years, particularly those for which there was limited demand, such as a 7½d, and I have no problem accepting this item in a commercial ‘usage’ collection. I have seen very few of any 1950s 7½d commems used solo for this rate; understandable perhaps for most external mails at the time were to the British Empire, where the rate was 3½d only. Value : $75 [Mar 2011: $150] (off cover 75c).

I will feature New Zealand 20th Century usage in this column in the near future [sorry, I’ve been a bit slow to fulfill that promise, but it will happen]. Perhaps even more than for Australia, that country is a ‘goldmine’ of potential for usage aficionados. I don’t know anyone who indulges in N.Z. usage (other than myself) and would be pleased to correspond via email with any reader/s that do. [Two

serious NZ “usage” enthusiasts have since become known to me]. I like the ‘Arms’ series on commercial items, and the 7/6d solo usage in Figure 3 is the only example I’ve noted. Sent from Wellington to U.K. by airmail on 11 Mar 1954, it had the dubious distinction of having been loaded on board the ill-fated BOAC Constellation RMA ‘Belfast’, which crashed at Singapore two days later. Tragically, 33 lives were lost. Ironically, the mail on board fared better and 91,000 items were salvaged, this subject amongst them. It appears trivial under those circumstances to note that 7/6d was for the 2½-3ozs airmail rate (1/3d per ½oz x 6). Value : $500 [Mar 2011: $1000] (off cover $40).

Papua New Guinea is a great country for which to commence a usage collection. Once home to many expats (and what Philatelic spenders they were in the ’seventies!) PNG has progressively, since Independence in 1975, become more akin to a foreign country on our immediate doorstep. Just that much more mysterious and exotic. I like the often vibrant designs and colours, particularly for modern issues (on commercial cover only, of course). I’ll feature some in a future column, but for this month it’s an £SD issue

in the form of Figure 4. A solo use of the 1962 3/- Policeman, a difficult stamp on cover (or wrapper as in this instance), from Port Moresby to Government House, Honiara, (then ‘British’) Solomon Islands on 2 Nov 1962; it paid the 2½-3ozs Printed matter (or ‘2nd Class’) rate for airmail (6d per ½oz x 6). This rather high cost no doubt would have been a small price to pay to be kept up to speed for the news afforded by the latest edition of Newsweek. The only solo franking I’ve noted for this stamp. Value : $100 [Mar 2011: $250] (off cover $1.25).

Booklet panes are, unsurprisingly, quite scarce intact on commercial mail articles. Booklets were usually the domain of domestic users of the mail system, and the individual stamps were usually denominated at the letter rate, thereby affording little opportunity to necessitate the use of the entire pane. I have, however, on rare occasions seen an intact Booklet pane used as a component in the make-up of an internal registered item, or for an overweight article. Figure 5 sees the 1957 QEII 4d Booklet pane used 25 Apr 1958 from Whitemark (Tas) to U.K., conveniently paying the 2/- ½oz airmail rate. The article appears to have originally contained a card (which would have rendered it eligible for the 1/- Greetings card rate) and did not fare well in the postal system, necessitating the liberal affixing of the U.K. ‘Found open or damaged/and officially secured’ tape. Value : $125 [Mar 2011: $250] (pane off cover $15).

The ‘Thin’ paper (ACSC more appropriately uses the term ‘Unsurfaced’ paper – and ‘Chalk-surfaced’ for the ‘Thick’ paper) printings of the 1938-49 Coronation Robes I have found very scarce on commercial postal articles. In fact, until recently I had seen only the 5/- in this form (and even then only four items); hence my omitting prices for the 10/- and £1

in the ‘on cover’ column in the latest (2006) ACSC King George VI. The scarcity is understandable as the ‘Thin’ 5/-, 10/- and £1 were on sale for only 15,

11 and 7 months, respectively, before being replaced by the Coat-of-Arms series. The ‘Thin’ £1 on commercial article is going to be a rarity (if in fact any exist!) [I have since seen one example, on a cover], but just before penning this column a 10/- was discovered, on a 1950 ‘tag’ from Perth to Harvey (W.A.) (Figure 6). The total rate is 19/6½d (nearly enough to facilitate a £1!) [The rate deduction made in May 2006 was incorrect: 19/6½d paid Letter rate 2½d 1st oz + 2d per oz x113 + 6d registration fee. Post Office rules dictated that articles bearing gold, silver and precious metals (the sender was a trader), being ineligible for parcel rates, had to be sent at Letter rates, and could be registered only when paid at Letter rates.]. An important ‘find’, and one which demonstrates that the search for elusive ‘usage’ items is yet in its infancy. [A 10/- ‘Thin’ paper on a cover has since been located]. Value: $1000 [Mar 2011: $2500] (stamps off cover $45).

Occasionally readers of this column ask “If it’s so rare, why then is it so affordable?” My answer invariably includes one particular word; ‘opportunity’. If you can’t recognise opportunity when it greets you, it’s probably time to do a crash course on the subject of ‘usage’ (reading the entire series of my past Stamp News columns at www.rap.com.au - under ‘Rod’s Columns’

- would be a useful start), or otherwise accept that entering the next ‘thing’, before the thundering herd appears, may not be your Philatelic vocation. Figure 7 is a good example of ‘rare’, yet ‘affordable’. Norfolk Island commercial mail is surprisingly difficult to accumulate, particularly pre-1980s. This 8 Nov 1974 commercial cover by airmail to U.S. includes the QEII 5c coil – the first example I’ve seen on a commercial cover! The rate should have been 30c (it increased from 25c from 1 Oct 1974), but was tolerated (or simply overlooked) without taxing. Items such as this are essential in a collection of N.I.; unless one is content to own a mint/used/FDC collection which is a clone of a thousand other such collections. N.I. stamps largely were intended for the

collector market; comparatively few ever saw genuine postal use. Value : $75 [Mar 2011: $125]

market for Australian covers has fared since May 2006 was afforded at auction on 27 November 2010, when Prestige Philately brought down the hammer on the Kevin Nelson Collection of Commonwealth of Australia Postal History 1901-1941. An overview and specific commentary on that sale can be accessed in my Stamp News column, January 2011, or via the above-mentioned website.

I’ve snuck Figure 8 in at the last moment, a not related item to the above article, although very much in the spirit of the subject matter. This was Lot 1478 in the Phoenix Auction of February 25, and realized $575+ premium. It’s the first example I’ve noted of the 4½d as a solo franking for the Foreign second class matter (unsealed) rate. The cover, sent from Horsham (Vic) to U.S. on 6 Jun 1952,

contained a QSL “Ham” Radio card. Solo frankings of any kind for this stamp are rare, the Foreign surface postcard rate being more typical. A very respectable realization for a stamp worth only cents used off cover.

Next month I’ll provide an overview of the Lord Cornwallis auction of Australian Commonwealth stamps, containing an interesting cover or two, due to have taken place on March 17.

“Sydney Stamp Expo 2011” is here!

The “Sydney Stamp Expo 2011” will be held at the Royal Randwick Racecourse from Thursday 31 March 2011, until Sunday 3 April 2011. Very soon after this magazine is posted to subscribers – so do try and get along on one of the four days.

EXPO will be opened by the Governor-General of Australia, Her Excellency, Ms Quentin Bryce AC. This is scheduled to occur at 11.30am on Thursday 31 March 2011.

As the Exhibition will be open to the public from 11am on 31 March 2011, all visitors, exhibitors, stand-holders, judges, organisers and volunteers are welcome and encouraged to attend.

The Expo has been expanded to four days – one more day than the poorly attended 2007 “Pacific Explorer” event.

40 dealers are attending, with many from the UK, NZ and the USA among them.

The dealer body running the show APTA, did not give them very much needed advertising for their high stand fees, taking no ads

whatever in this magazine, which clearly will impact attendee numbers.

It is the main stamp event in Australia in 2011, and hopefully the wider efforts of the Committee will make up for the shortage of effective, targeted, paid APTA advertising for the event.

2011 also marks the Centenary of the First National Philatelic Exhibition and Congress in Australia, and is therefore an important milestone in the history of organised philately here.

At that event special commemorative stamp “labels” were printed in sheets of twenty, in four colours - red, green, indigo blue and pale blue.

All were single line perforated 11.25, on a rather coarse paper, that thins and foxes very readily.

These were crudely produced, and are seldom encountered in full sets of 4. The centering can be horrific, and the gum is often poor or missing.

The set shown nearby is from my stock, and is unusually fine and attractive for this quartet of “Golden Oldies”.

The Committee have re-printed this set in sheets of 20 with margins – these are rouletted, and only 100 MUH sheets of each were printed.

China Stamp Prices go Nuts!The price rises in Chinese stamps continues to march onwards, totally un-abated.

Chinese collectors are madly chasing material from their past, and are MOST especially interested in material from the 1960’s Mao Tse Tung “Cultural Revolution” era.

There are now a number of stamp auction houses in Hong Kong, and price records keep getting broken.

Prices that looked insane to me just 12 months ago, are sometimes now double that. And will doubtless be higher still in the near future

tinyurl.com/ChStamp is an “on the spot” running report from stampboards members who are based in Hong Kong, and attend these sales, and offer detailed summaries.

One member “aethelwulf” mentioned a used copy of this well known stamp, that was sold late February at “InterAsia”.

The stamp was described as having creasing and minor faults. The invoice price was $HK747,500 or $US95,976.13. That stamp is illustrated nearby.

Doubled in the past year.A year back it would have not got even half that sum in my view.

He reported: “Bidding opened at $200,000. Someone in the room then called out $600,000. Final hammer was $650,000. (Calling out an amount that raised a laugh in the room helped speed things up in the end I guess).”

The entire auction set price records of similar ilk. A mint corner block of 4 of a scarce 1969 8f letter rate stamp shown nearby, sold for HK$8,970,000 (US$1,151,630) - a new world record for a Chinese stamp item at auction.

These are truly astounding prices for stamps from anywhere – even for howling world classics - and bidding

Red” genuine 8f example affixed to the front cover of a Mao “Little Red Book” in stock until recently.

A leading figure in the international stamp world snapped the book up for just over HALF what the used copy above just realised!

It is all a numbers game!In a year’s time, it being double that price would not surprise me one bit. There are a LOT of very wealthy people in China, and many have recently decided they want to buy their stamps back.

Ferrari are poised to sell more new cars in China a year very soon, than in all of Europe combined – which underscores my point.

The market for top end pieces is just insatiable there, and the printed stamp catalogues are all way behind the market prices – even for the more run-of-the-mill sets and material.

Medium scarcity 1950s-1970s sets in the authoritative current “Yang” China cat often sell for 4 or 5 times full catalogue price. Be warned!

The letter rate stamp shown nearby with Chairman Mao on it, was invoiced late February at InterAsia for $HK2,530,000 – or about $US325,000.

I showed a corner Block 4 of this same stamp in my April 2010 column, that had just sold for a then record of $US970,000.

A leading dealer told me at the time the buyer was quite insane, and would lose big money on the deal.

By my math that is now a $US1.3 million block. This

A Brilliant idea.In the USA, Hallmark are offering a wide range of greeting cards, and the applicable sized pre-paid envelope that you simply address, and pop into a mailbox.

My guess is 90% of folks who buy a Birthday or New Baby or Get Well card etc have no stamps on hand, and getting one is a hassle.

I only wish they’d have used a more “stamp like” image on the envelope.

Chris de Haer advises me Australia Post has

trialled versions of these in the past, and I am not sure why they have not taken off.

Crude fakes on eBay fetch $100s.The average IQ of many eBay stamp buyers I am certain you could count on your fingers and toes.

Stampboards every week highlights numer-ous stupid eBay purchases - of glaringly faked and forged and misdescribed material, that eBay “Bun-nies” bid up to crazy amounts.

The seller is often banned a week later from ebay, and your chance of getting a refund are ZERO when a real dealer eventually advises you you’ve bought a pricey pup.

A seller based around Bristol UK has taken in around a million pounds via ebay it seems, from trusting souls, selling “MUH” stamps that are mostly re-gummed it appears. Many with their own sham “Certificates”.

It appears a bunch of accounts connected with this seller have been closed lately by ebay, but they seem to have a bunch of spare ones sitting on the shelf, ready to roll out, each with 100s of feedbacks.

If you bought “MUH” stamps from - golden-hoarde, golden_hoarde, mis-tatenpercent, mista-tenpercent, Phila-telicExpress, Emmastamps, lao98_98,

marys-finegems and marys-gems etc, DON’T offer them to me – EVER!

“MUH” Kangaroos getting $12,000 on eBay.

There are “MUH” £2 Kangaroos shown on stamp-boards that trusting souls have paid over $12,000 for. Actual value when shown to a real dealer – less than half that I feel sure, if ID’d as nicely regummed.

A pair of Sydney con-men have had about 50 ebay accounts closed down by stampboards and dealer bod-ies, yet still peddle fake perfins, fake overprints, and fake cancels.

The army of clueless ebay “bargain hunters” vacu-ums it all up – and kiss most of their money goodbye in the process.

This utter junk gets $256

The “Sydney View” nearby would not have fooled most house-hold pets is my guess - but on ebay the Bunnies frantically bid this piece of junk up to $A256.

It appears to be a cut-out from a low grade maga-zine, or a crude photocopy etc. This is the actual photo used on eBay.

No collector alive should have mistaken this ar-rant nonsense for a stamp, much less a mint “Sydney View”. But they did. Bidding was active.

Experienced collector, exhibitor and judge David Benson posted of this dog: “$256.51 - about $256.50 too much.”

The seller “sibir2007” has a very long history of fakery and deliberate misrepresentation, but sadly THAT is no barrier to being an ebay seller, and 100s of other sellers testify to that.

A Closer Look at Modern Australian Stamps

Just two issues were released in February; though collectors of modern Australia discovered some very interesting varieties existed with January’s issues.

Australia Legends 2011 UpdateIn my first column I asked that if you found anything new or unusual to contact me. Little did I know that within days of the February edition being sent out, I would receive an e-mail from a reader about a rather unexpected variety.

Stamp News reader Helena asked about the size of the value on the Anne Summers stamp. I double checked the sheet of stamps I had, and Helena was spot on – the value on every Anne Summers stamp was different to the others in the set (see Figure 1). Indeed the inscription ‘Australian Legends’ on the Summers stamp is also in a different font. This font difference does not exist in the self-adhesive booklet stamps.

How did this constant variety occur? Australia Post has advised there was an error when the font was picked up at the print stage. As a result when the sheet of stamps was assembled for printing, the ‘font error’ was copied to every Summers stamp in the sheet. The ‘error’ wasn’t noticed until Helena e-mailed me. When you

next go to the post office, take a closer look at the stamps you buy – you never know what you might find!

Australian Open UpdateWhen I received my Australian Open

generic sheet from the Philatelic Bureau (Figure 2), I expected it to be similar to the sheet I obtained from Australia Post’s stall. Remarkably there are significant differences between the two, which will interest collectors of Personalised Stamps(TM) and souvenir stamp sheets. The stall version has the wide margin preprinted by lithography, and a narrower

photograph (17.5 mm wide). The generic version has the wide margin laser printed, and a wider photograph (19 mm wide) (see Figure 3). As a result of the width of the generic photograph, some sheets have part of the photograph printed onto the stamp.

One possible explanation for the difference is that generic sheets are produced ‘on demand’, as and when a customer orders them. I don’t know if this will occur in the future, though my newsletter subscribers will remember 2010’s Agfest personalised sheet also had a laser printed margin. I’m now curious if two versions of the Agfest sheet exist?

Lunar New Year UpdateThe last of the updates. On 4-6 February Australia Post attended the Hawkers Bazaar in Melbourne and produced a Personalised Stamp(TM) sheet for event. Instead of containing nine base rate stamps, this year’s version contained the twelve low value stamps from the Zodiac sheetlet. Specialised collectors of Christmas Island will find much to interest them with this sheet. As with previous souvenir stamp sheets, the stamps in this sheet are missing their die-stamping (see Figure 4). It’s also the first time each of these stamps has been produced with a tab, and

the first time they have been printed by RA Printing. Australia Post also promoted the event through its Melbourne post offices with a flyer showing the generic sheet (see Figure 5).

Centenary of International Women’s Day (15 February 2011)International Women’s Day (IWD), originally called International Working Women’s Day, is marked on 8 March every year. It is a major day of global celebration of women. In different regions the focus of the celebrations ranges from general celebration of respect, appreciation and love towards women to a celebration for women’s economic, political and social achievements.

To mark the centenary of the first women’s day Australia Post has released a single 60c stamp. This stamp was only issued in gummed sheets of 10 stamps (Figure 6) (the inclusion of B100 self-adhesive paper in the technical details in Stamp Bulletin No. 308 was in error).

service. This supersonic long-range strike aircraft was fare-welled last year at the RAAF Base Amberley (the location of the first day of issue postmark), and is being replaced with the F/A-18F Super Hornet shown on the other 60c stamp (and in the background of Figure 7).

The two 60c stamps are released in horizontal pairs within sheets of 50 (two panes of 25), with the F-111 in columns 1, 3 and 5, and the F/A-18F in columns 2 and 4. The four stamps are also issued in a se-tenant block of four within the miniature sheet (Figure 8). Self-adhesive versions of the

two 60c stamps were issued in booklets of 10 (Figure 9). Finally, each of the four postage paid maximum cards shows an enlargement of Jamie Tufrey’s skillful illustrations.

Some collectors might wonder why Australia Post has released two $3 stamps in as many months. It may seem

excessive, but the $3 rate (for letters 250 to 500 grams) is frequently used – the $3 Reef Fish stamp was reprinted within three months of being issued! While Australia Post produces stamps for Cocos, Christmas Island and AAT, and all the stamps are valid in Australia and her territories, the issue programmes for Australia and each territory are independent of each other.

Fishes of the Reef BookletsDuring August 2010 some collectors noticed that

post offices were selling the 20 x 5c and 10 x 60c Fishes of the Reef booklets with a rate table on the back. The original booklets did not feature a table, and while they appear to be an unannounced reprint, Australia Post has advised they are not reprints.

Several of the early 60c booklets were sent to pre-press before Australia Post had received approval for the 28 June 2010 rate rise. As a result these booklets

do not feature a rate table on the back. However, for business reasons, part of the original printing of the Fishes general barcode booklets were also printed with a rate table. One assumes these booklets would’ve been destroyed if final approval was not given for the new rates.

Booklets without the rate table were distributed to post offices ready for the 21 June release date, and exist with both general and philatelic barcode versions (Figure 10).

As post offices sold out of the 20 x 5c booklets, they were supplied with the rate table version (with general barcode) (left of Figure 11). A similar situation exists with the 10 x 60c Fish booklets, though with so many commemorative booklets of 10, you may have to visit a few post offices before you find one – it took me over five months before I found a post office selling them! I also believe the 20 x 60c Fish booklet exists with a rate table on the back.

It was initially thought that only the general barcode booklets had the rate table on the back,

but Stamp Gallery owner Gilbert Lefevre has now shown me a 20 x 5c rate table booklet with a philatelic barcode (bottom of Figure 11). I have yet to see any of the $6 rate table booklets with a philatelic barcode (9312650377625) – if you find any please contact me at the address below.

Australia 2013 Genesis of the Kangaroo and Map SSSA few weeks ago I received my Genesis of the Kangaroo and Map souvenir stamp sheets (Figure 12) from the Australia 2013 organisers. This wonderful sheet shows five essays and a colour trial of Australia’s first stamps in the margin. Even though the 60c stamp in the sheet is not new (the sheet was printed by RA Printing which also printed the same stamp in Melbourne Cup Winner sheet last year), readers are reminded that all proceeds from the sales of these souvenirs go towards the running of this international exhibition. Upcoming VarietiesSaturday 7, February 2009, is now referred to as Black Saturday in Victoria. That day 173 persons lost their lives including the young family of the then Australian Philatelic Federation President Gary Brown.

The Australian Philatelic Federation Ltd (APF) has set up the Adrian Brown Family Memorial Trust, and has produced a souvenir stamp sheet (see Figure 13). The trust is being set up to provide finance to publish a reading book, to be made available to primary schools around Australia, to enable children to learn about the geography and history of Australia through the issue of stamps.

As a school teacher and former youth coordinator, this is a wonderful initiative. I am sure all collectors would agree that stamp collecting is one the most educational hobbies around. The sheet is being released at the Sydney Stamp Show on 31 March, and will also be available from the APF at $20.00 (plus $5.00 postage and packing (overseas extra)). Full

stamp has been printed with a se-tenant tab (showing a yellow ribbon). Depending on the printer (which is to be confirmed), the single stamp may be different to the original stamp. Monkeys fund retirementReported in China Daily

A Chinese worker spent 96 yuan ($US15) 31 years ago for stamps which are now valued at about 10 million yuan.

When Liu Xinhai went to buy some stamps one day in 1980 Post Office staff that told him they had a new edition of stamps for the Year of the Monkey. “I liked them a lot so I bought 15 sheets of monkey stamps with 80 pieces in each sheet,” Liu said.

A monkey stamp cost 8 cents at the time. Liu used the stamps for letters until he learnt six years later that one monkey stamp cost 30 yuan. After using four sheets, he decided he would save the rest.

From 1990 to 2008, Liu bought three apartments for himself and his two daughters by selling five sheets of the stamps. The 55-year-old is now saving the remaining sheets to help fund his retirement.

IndiaReported in Political & Business DailyIndia Post have announced the launch of online portal ‘e-post office’ to provide postal transaction and tracking service online.

This portal will provide electronic money orders, sale of stamps, tracking of shipments and various other services. Department of Posts spokesman said the move is to make postal services “more inclusive and accessible.”

DenmarkReported in Deutsche Welle

From April, Danes will be able to use their mobile phones to buy virtual stamps. This new system is very similar to one introduced by Deutsche Post, in Germany, in 2008.

After a mobile user texts a code word to a specified number, Post Danmark sends back a confirmation message and a string of letters and numbers that can be written on an envelope, in place of a regular stamp.

Once the letter arrives at a postal sorting facility, postal workers will have to check to see that the written code matches a list of known valid codes.

SwedenReported in PC Magazine

The Swedish postal service is planning to replace stamps with a text message payment system. After mobile users send a text, they will receive a reply that includes a code to be written on a piece of mail that will represent paid postage.

“We’re very interested and are just now looking into a solution,” said the postal service’s head of marketing and development Anders Asberg. There is no launch date for Sweden’s SMS postage service as yet.

Seedy Socialist’s stamp stash seizedReported in the Daily Star

Former Scottish Socialist Party leader Tommy Sheridan’s plans to raise his disgraced profile have been licked by prison warders.

Supporters of Sheridan, who is serving three years for lying about his seedy sex life - sent him 100 envelopes with first class stamps on. But fed-up prison staff decided to clamp down and confiscated the lot.

A fellow inmate revealed: “Tommy likes publicity. He’s addicted to it and the best way to keep his profile up there was by writing to folk.”

He added: “The screws weren’t too happy after turning a blind eye to Tommy having a few extra stamps.”

Zemstvos OnlineReported in US Fed News

The National Postal Museum’s collection of 14,000 Russian stamps includes exceedingly rare Imperial and Zemstvo Stamps.

Post Office depression art revisitedReported in Associated Press Newswires

His father, the late Bernard Zakheim, created the painting in 1939 as part of the Works Progress Administration, one of the federal government’s largest New Deal agencies.

The painting is as old as the post office itself and features one lone Cherokee Indian observing overall-clad prisoners from the East Texas Penitentiary.

“The original was supposed to show a very traumatic dissention of Native Americans by pioneers,” Zakheim said. When the Washington-based agency reviewed the plan the late Zakheim was made to remove all but one Native American figure.

Centenary of the first Aerial Post flight Reported in The Times

The world’s first official Aerial Post flight took place in India on February 18, 1911, when the French aviator Henri Péquet took off from the grounds of the United Provinces Exhibition at Allahabad in a British-built Humber Sommer biplane. Special stamps were issued by the Indian Post Office celebrate the centenary.

The intrepid aviator flew five miles, where 13 minutes later he handed one sack of mail to an official from the Indian Post Office. Péquet landed back on the exhibition grounds, having completed the return journey in 27 minutes. The flight was witnessed by more than a million people.

The flight was the idea of Captain Walter George Windham, one of the most influential pioneers of aviation. In 1910 Windham brought some flying machines from England to take part in the Allahabad events. These would be the first planes to fly in India.

The flight was to raise funds for a church hostel. People were asked to send mail addressed and stamped to the Chaplain of the Holy Trinity Church. A special postmark was authorised. Captain Windham drew an outline representing a biplane in flight over the mountains of Asia. The postmark was applied in magenta on public mail, but in black on privileged items.

Nine hundred and thirty one pieces of mail were registered. The majority of these carried the cachet “R / ALLAHABAD” stamped in black.

A spokesperson for Eesti Post said on Friday the state-owned postal company has not issued a stamp depicting the jailed Russian

business tycoons Mikhail Khodorkovsky and Platon Lebedev on its own initiative, even though such impression was created by news circulated by several media.

The spokesperson said that the stamp was ordered by the Balti Memoriaal association via the Minu Mark (My Stamp) service of Eesti Post enabling people to order postal stamps with images supplied by them. Such stamps can be used for sending a letter.

The appearance of a postal stamp in Estonia was reported by the Russian Interfax news agency and

picked up by several international online media agencies.

NOT sharing the love in TaiwanReported in the Taipei Times

On Valentines Day, Chunghwa Post issued a set of heart-shaped stamps that incorporate a (QR) matrix barcode that can be scanned to spell out: I love you.

However, many local collectors have compared the stamps with Valentines Day stamps issued in France, complaining that the Taiwanese design is not particularly beautiful.

They suggest that Chunghwa Post collect more stamps from overseas for reference and allow members of the public to vote for their favourite among competing designs.

ToomuchsteveFarthings galore is what ‘toomuchsteve’ [eBay call sign] collects from the United States. He will collect any farthing going, albeit on a revenue, postage stamp or railway stamp, in fact he picked up a rather scarce South Australian revenue numeral farthing for a tad over US$300.00 last month. I catalogue this stamp at A$350.00. My bid of $220 was well out done by other revenue collectors, all of us unaware ‘toomuchsteve’ was about to pounce. Typical, a good revenue lost to a thematic and ladies swimsuit collector [yes I said ladies swimsuit] what is the world coming to? South Australia issued a farthing for use on Entertainments tickets but so far we only have mint remainders in the market place. When you do think about it, Australia never issued a farthing coin so one may ask how could you go and purchase a single farthing revenue or railway parcel stamp? I am yet to see any used pairs of farthings either, maybe you have a used pair in your collection? Figure 1 is from my collection with figures 2-4 from Western Australia [shown in

no particular order] completing the range of revenue purpose farthing stamps issued in Australia. Figure 3 was issued in two separate perfs. There are Customs Duty farthings [fig 5] and sub-charge farthings on the one penny value [fig 6] along with a three farthing issue [fig 7 & 8]. Monies collected were by the Australian Customs, they were paid for in the United Kingdom by UK currency where farthings were in use at the time. Western Australia holds the prize issuing no less than four different farthing issues. One such puzzle still to be unravelled is the use of the farthing stamp [fig 9] posted from the United States which has not been overprinted with cents’ values as was done for the United States companies to use.

IndiaIndipex the FIP world show is done & dusted. The two Tasmanian Revenue exhibits achieved good awards. Francis Kiddle had 8 frames in and pulled a Gold 91 points. I could see a couple more points in there but who am I? Dingle Smith had 5 frames in and pulled a

Large Vermeil 88 points after receiving notification that he had achieved Vermeil this was quickly corrected. I would like to congratulate both these exhibitors. After many rounds of emails re the judging, I am told exhibitors were none to happy.

TasmaniaWhile I am chatting about Tasmania revenues, I have had some editions to my Revenue cancels. One of them is a super Chalon strip of 5 [fig10] from the ‘Colonial Treasury’ along with a single copy showing an early date of 3 Jan 1867 [fig 11]. Do you have an earlier date? In the same batch there was a very nice scarce ‘Board of Education Hobart Town’ cancel [fig 12].

Tasmanian beer dutyLast month I spoke about a nice Tasmanian beer duty that had recently been auctioned. It was on thick paper, imperf and without the imprint ‘Bradbury Wilkinson & Co, Engravers &c London’. It turned out to be of all things. a colour photocopy pasted onto a bit of stiff

card. I guess buyer beware was needed and it was sent back for a refund.

Townsville ImpressedA couple of rather scarce Queensland Impressed revenues recently came up for auction. One of which is figure 13. They were in a mixed lot and probably missed by the majority of collectors of this type of material, unless it is spelt out, one has to go looking. When I checked my collection to see which values I have, I was surprised to find out that I was completely missing the Townsville impressed die. So was very happy indeed to add them to my collection. Maybe you have some sitting in your collection awaiting catalogue status. It is quite amazing that it has taken 117 years for these to show up and be identified. This had puzzled me over the years as have the Brisbane die and the Rockhampton die well recorded both from samples in my collection and archival strikes but nothing at all on Townsville, even archives apparently does not have sample strikes.

Welcome to part two of our exploration of the wonderful world of collecting US revenues. It struck me that, after seeing the lovely larger than life illustrations of the US first issue revenues, all of which, with only one exception, were from my own collection, that accompanied my article in last month’s Stamp News, these truly are quite magnificent examples of early philately, and if you prefer the ‘classic’ or 19th century stamp issues, and don’t already collect these beauties, now must be the time to start!

Private Die Proprietary stampsNow let’s press on, starting with the Private Die issues. Last month we learnt about the Revenue Act that was passed by the US Congress in July of 1862 to raise finances to help the Union fund the waging of the Civil War. This act led to the introduction of, amongst a whole raft of new taxes, the first federal income tax, and, of course, all of the new documentary and proprietary taxes that required the issue of the first of the revenue stamps that we are looking at.

One of the provisions of this act, in section 99 stated: ‘That any proprietor or proprietors of proprietary articles, or articles subject to stamp duty under schedule C of this act, shall have the privilege of furnishing, without expense to the United States, in suitable form, to be approved by the Commissioner of Internal Revenue, his or their own dies or designs for stamps to be used thereon, to be retained in the possession of the Commissioner of Internal Revenue, for his or their separate use, which shall not be duplicated to any other person. That in all cases where such stamp is used, instead of his or their writing, his or their initials and the date thereon, the said stamp shall be so affixed on the box, bottle, or package, that in opening the same, or using the contents thereof, the said stamp shall be effectually destroyed;...’. In short, what this meant was that any retailer of these types of products could design their own stamps and have

them produced as a form of ‘free’ advertising. But the benefits didn’t end there. Section 102

of the act stated: ‘Any proprietor or proprietors of articles named in schedule C, who shall furnish his or their own die or design for stamps, to be used especially for his or their own proprietary articles, shall be allowed the following discount, namely: on amounts purchased at one time of not less than fifty nor more than five hundred dollars, five per centum; on amounts over five hundred dollars, ten per centum.’ So we can see that companies or individuals who used this method, and there were quite a few, had the double bonus of virtually free advertising and a discount on the tax.

The first Private Die proprietary stamps appeared in 1864, and between that year and 1883, when these taxes were abolished, more than 300 Private Die stamps were issued. Initially, almost all of the Private Die stamps were printed by Butler & Carpenter of Philadelphia. After 1875 they were printed by the National and American Bank Note Companies, and finally the Bureau of Engraving and Printing. They were printed on a number of different papers, including the ‘old’ and experimental ‘silk’ papers that the first issues are also found on, together with pink paper and paper incorporating a ‘USIR’ watermark.

From a collecting point of view, the last few words of the extract from section 99, the ‘stamp shall be effectually destroyed’ part, probably have the greatest impact! Considering this, it’s

surprising just how many of these stamps survived. In the introduction to these issues, the Scott catalogue makes mention of the fact that the majority of these stamps are torn or otherwise faulty, and that examples of some of these in outstanding condition can be worth up to 10 times the quoted catalogue value.

The designs are many and varied. Portraits, company names and logos are the most common, with eagles, bears and other fauna also being popular. Fig 1. Generally, the Private Dies are quite a bit more expensive than the first issue revenues, probably because of the lower survival rate, but a quick scan of the catalogue values reveals that there are still quite a few that are reasonably priced, and including a selection of these in your US revenue collection will certainly add visual diversity, and help to tell the whole revenue story.

Second Issue revenues.Not too long after the issue of the first series of revenue stamps, reports started coming in to the Bureau of Internal Revenue of the stamps being cleaned and re-used.

By 1871 this problem was obviously getting out of hand, and the Bureau decided to take action to prevent this from happening, or at least minimise it.

The first measure taken was to produce a whole new range of revenue stamps, all of which were printed in at least two colours. The range of values was from 1c up to $500, with all of the values up to $50 being printed in blue (the frame) and black (the central vignette or portrait) Fig 2. The two high values, the $200 and $500, were each printed in three colours, the $200 being red, blue & black, and the $500 red orange, green & black. As you can imagine, these high values are just stunning in appearance and, sadly, also in price!

As with the first issue, Washington featured as the central portrait on all values, but the frame designs varied quite a bit from the first issues,

and from denomination to denomination. Several designs featured shields, some buildings and so on. Overall, the designs were more detailed and intricate than the first issues, and, in my opinion anyway, even more attractive! The other main change was that all the designs of this series were simply inscribed ‘US Internal Revenue’, rather than the numerous different taxes found on the first issue designs. Actually there was one exception to this. A $1.50 denomination, in the design of the $1.00 value, was issued inscribed ‘Foreign Entry’. I haven’t been able to find out why this exception exists, but it is quite scarce, being catalogued at more than 18 times the value of the normal $1.50.

It seems that another anti re-use measure was introduced with the second issues: the practice of cutting the stamps as part of the cancelling process. This usually, but not always, consisted of one or more slits being cut in the stamps at the time they were cancelled. I should also mention that not all second issues are found with cut cancels, many just have the usual manuscript, stamped or printed cancellations, and that virtually all that do have a cut cancel will also have one of these more usual forms of cancellation as well. This cut cancellation, which actually damaged the stamp, as you might expect, also has an impact on the value of the stamps from a collecting point of view. The Scott

catalogue prices uncut and cut stamps separately, and in most cases there’s a significant difference. A good example of the price differential can be found with the $1.30 value, Scott #119, which in my 2007 Scott US Specialized, is catalogued at $550 with a normal cancel, but a mere $150 with a cut cancel. Personally, I think that cut cancellations are perfectly acceptable because even though the do physical damage to the stamp, the cut is rarely obvious when just looking at the stamp, and as can be seen from the $1.30 example above, it makes the expensive issues much more affordable!

There are some interesting variations to be found in this issue too. As you might expect, being a bi-coloured issue, inverted centres are to be found. In fact 10 of the 32 different values are recorded with this variety, but beware! The Scott catalogue advises that excellently produced fakes exist, so a certificate is a must if one of these takes your fancy. Some perforation variations also exist.

Third Issue revenuesWhile the second issues did away with the confusion caused by many different tax types inscribed on the various first issue designs, and moved to a standard inscription (with the one exception mentioned above), they brought with them a new confusion, they were all the same blue & black! This was a problem (it seems lawyers in particular found this situation confusing) that the Bureau quickly addressed by changing the frame colours so that the different denominations now appeared in a variety of colours. Having said that, you have to wonder just how much thought was actually put in to solving the ‘sameness’ problem, as five of the nine third issue denominations up to 60c had orange frames!

There were 17 denominations up to $20, and a nice range of these makes for a very colourful album page Fig 3. The plates, and therefore the designs, were the same as the second issue. The cut cancellation situation described above, also applies to this issue (and most later US revenues, for that matter), and six values are found with inverted centres (same warning here as for the second issues). There aren’t any perforation varieties this time, but there are some double transfer varieties to watch out for. 1874 saw the 2c orange & black value appear on green paper. This issue, together with the first and second issues, remained valid until 1883 when most of the taxes that required the use of these stamps were abolished.

We’ll leave it there for this month, but there’s still quite a bit too look at, starting with the regular issue Proprietary stamps from the early 1870s

For those readers who have not seen these Desert Magic books, they are a large A4 sized book (stockbook sized) with thick white Spiro edge binding that as you can see allows them to lay flat. (There is a half sized one which is basically useless in our view.)

The pages are of REALLY thick blotting type paper. i.e.thick heavy cardboard thickness. It is some special “fast release” formulation .. no idea what they use, but it really does WORK!

There is then a special smooth plastic coating on one side. So you wash your stamps, and if you leave them to air dry on tea towels or blotting paper or newspaper, light creases and bends will always stay there.

If they are placed into this book when touch damp (not sopping wet) and left there with the gum side to the plastic side and the front of stamp to the blotter side, they dry perfectly

flat, and many light bends and creases vanish. Nearly all of them. It is amazing the difference they make, which is why we sell so many!

Readers of www.stampboards.com have acclaimed these as one of the best stamp accessories on the market. Just put your stamps in, pile a few heavy books on top and forget them for a week. Most collectors have two books, as that is the secret ..... do NOT touch them for a week and let them dry slowly under weight. Most important.

The special formulation plastic coated side is super important as otherwise many stamps STICK to blotter if damp and between 2 sheets of blotting paper, with heavy weight on top. These do not. Again it is some special coating they have figured out which works perfectly for this specific job.

Almost any other kind of plastic sheet you may try to experiment with at home will leave a real ugly mirror like “SHEEN” on the gum side if placed in damp, under weight, which looks really stupid, and really shows what you have been doing. These do NOT.

By the time this column appears Sydney Stamp Expo 2011 will be well underway. The show is being held at Randwick Racecourse from 31 March to 3 April. There are 728 frames with all classes represented so there should be something for everyone to enjoy. I will be there for the duration of the show and as always spend a lot of my time catching up with as many collectors as I can.

Spanish Postal Workers Benefit FundAs far as I can find out this stamp is a receipt for payment of a contribution to a Mutual Benefit Fund for Spanish Postal workers. In the references I found, the descriptions were rather vague but I found 20, 30 and 50 cent stamps illustrated as well as the 10 cent. It probably dates from about 1947.

New York FipexI found this attractive poster stamp on the front cover of the magazine The Bull’s Eye issued by The Friends of Brazilian Philately. The stamp was printed

by The American Banknote Company and issued as part of the 5th International Philatelic Exhibition held in New York in 1956. Bill Hornadge advertised it in price list 13 of 1996 and that is the only reference I have seen for it.

MelbourneThis poster stamp appears to be one of a set, it has no date but has the appearance of a 1930s issue. It is possibly one of a set that featured Australian cities and scenery, but also it could be another issue related to the Centenary of Melbourne in 1934 although most of them had the date and a Centenary inscription. If any readers can fill in the details of this issue please let me know.

American Bible SocietyThis set of Christmas seals was sent to me by a reader. I don’t know when they were issued but they came in a sheet of ten, three each of figures 4 and 5 and two each of figures 6 and 7.

Repo LabelsAuckland City Stamps Catalogue sale number 1 arrived in the mail recently. The sale is March 19, so will be over by the time this column appears. Lot 619 in the sale is a block of 14 of the REPO advertising poster stamps. (Fig. 8). They are listed in the New Zealand Cinderella Catalogue as E56 a set of 14 stamps. I have seen odd single stamps, but never any more than that so it is very unusual to see this lot. Mind you it is not being offered for peanuts, and my guess is that it will sell for a good price anyway.

Waikato WinterAlso in the same sale at Lot 626 is a block of four Poster Stamps advertising the Waikato Winter Show 1939 held from 30 May to 6 June. (Fig 9). It is listed in the New Zealand Cinderella Catalogue as B55.

Patriotic BadgeNew Zealand’s tribute to France and the French Red Cross. This is really a badge sold for one shilling. (Fig 10). It is not recorded in Jackson’s WWI Patriotic Labels, but as it is really a badge I am not surprised. It is, however the first one recorded by the auction describer.

The Greatest MotherThis label, (fig. 11), makes an appearance occasionally, and I have done a search of Cinderellas Australasia and earlier Cinderella Corner columns to see whether it has been written up before, but it appears to have been missed. There is also no record of it in either Jackson’s catalogue of the New Zealand Cinderella Catalogue.

drink was the subject of many campaigns. Probably the best known of these was the one conducted in the United States of America in the 1920s and 30s. However they were not alone and in New Zealand one Thomas Edward Taylor ran a campaign.

Bill Hornadge recorded the stamps in the August 1978 Cinderella Corner based on an article in the Christchurch Philatelic Society journal “Captain Coqk” entitled “Down With Demon Drink”.

Taylor migrated to New Zealand from the UK in 1873. He was a Band of Hope worker and soon made his mark on the country. In 1889 he helped form the Sydenham Prohibition League and this led to the passing of the Local Option Act of 1893. He was elected to the NZ Parliament in 1896 as a radical independent, but was unseated when he opposed New Zealand’s participation in the Boer

War. He was re-elected in 1902 and elected Mayor of Christchurch in 1911, but died three months after taking office. After his death the T.E. Taylor Memorial Fund was established and labels were issued to raise funds. The labels all had a portrait of Taylor on them and were printed on unwatermarked paper, perforated 11. The sheet size is not known. The New Zealand Cinderella Catalogue has recorded these as G5 to G8.

In Cinderella Corner of October 1999, Bill illustrated the five shilling value and noted that the set of four had sold in the Classic Stamps sale of August 5 1999 for $2450.

The three lower values were offered in the Auckland City Stamps sale of 19 March and I have illustrated the two shillings and sixpence value here, (Fig. 12)

CricketQuite some time ago, in fact a few years ago, Noel Almeida sent me a selection of cricket related poster stamps and with the cricket season just about at an end I thought I should use some of them.

Fig. 13 is from a Patriotic Carnival on the Melbourne Cricket Ground from October 20 to November 3 1917. Bill Hornadge wrote about it in the January 1997 column and I also wrote about it in the June 2004 column.

Fig. 14 is part of a poster stamp sheet issued for the Centenary of Melbourne in 1934. There were

several different buildings in the set and this one is of the Cricket Association Building in Melbourne.

Fig. 15 is the well known South Australian Centenary poster stamp, one of nine issued in 1936.

Fig. 16 came from radio station 3AW Melbourne and its sister station 3HA in Hamilton, Western Victoria for the 1954-55 Test Series in Australia.

Following the success of the 1906 Christchurch Exhibition, business and community groups in Auckland began planning for the Auckland Industrial, Agricultural and Mining Exhibition, which was opened by the Governor of New Zealand, Lord Liverpool, on 1st December 1913. It seems that the definitive monograph on this Exhibition has yet to be written; even Wikipedia has only a blank webpage asking for contributions. Nevertheless, it seems to be generally accepted that the event was very successful.

Stamp collectors were slower off the mark and it was only on 29 October 1913, five weeks before the official opening, that the Auckland Philatelic Society (not the Society of the same name that exists today) asked the Postmaster General to issue a set

of commemorative stamps. Given the lack of time, the Post Office was only able to overprint four values of the current definitives – the 1d Dominion and the Edward VII portrait series (Fig. 1). As there was no time to properly advise the UPU of the stamp issue, it was valid for postage only within New Zealand and to Australia. The print run was quite small, ranging from 30,000 of the 3d to 120,000 of the 1d sheet stamp and a further 120,000 of the 1d in vending machine rolls. At least some of the 1d roll stamps can

be identified because they were double gummed. Despite the low numbers printed, only about one third of the sheet stamps sold and about one seventh of the roll stamps. They were sold only at the Exhibition Post Office and genuine used copies are usually

postmarked from the Exhibition (Fig. 2). The lack of demand for the stamps was probably due to their unattractive appearance and their limited validity for postage. The scarcity of these stamps makes them expensive (about $NZ800 for a mint, hinged set; dearer

for genuinely used) and faked overprints exist so an expert’s certificate is advised. One characteristic the fakers often miss is the squared corners on the full stops. The full stops are rectangular, almost square (Fig. 3).

Collectables are available from the period before the belated philatelic response. The advertising slogan cancellation (Fig. 4), reads:

apparently issued well before the opening of the Exhibition (Figs. 5 & 5A). Heslop (see references) lists another five, scarcer, labels – two for the use of exhibitors, one with the Exhibition crest and two with views of the main gate.

During the period of the Exhibition the usual wide array of commercial picture post cards was available. The card showing the main gate (Fig. 6) is dated 1.12.13 and appears to show members of the Official Opening party. However, the Post Office also issued post cards, with prepaid imprints for ½d (inland) and 1d (to Australia). According to Samuel (see references) there were twenty different views, all used on both denominated cards and with the views printed in black and white, brown or greenish

blue. These cards also sold poorly and are scarce. A ½d card with the view in black and white is shown as Figs.7 and 7A. To end on a light note, a novelty photograph (not a postcard) shows two visitors to the Exhibition examining the new technology of aviation (Fig. 8).

Introducing the Australian Philatelic Federation Part 12Exhibition Frames Restoration ProjectThe APF Exhibition Frames Restoration Project and Appeal has been running now for almost eighteen months, and during that period the appeal has been well supported. The restoration work is well under way, but, unfortunately, the overall cost will prove to be higher than our original estimates.

As part of this appeal, donors were given the opportunity to sponsor an exhibition frame, which would be recognized with a plaque on that frame. The overall aim is to have our frames all fully restored in time for the international exhibition Australia 2013 to be held in Melbourne during May 2013.

For practical reasons, the original concept of the plaque being permanently affixed to the frame has been modified. The basic problem was that not all of the frames would be used at every exhibition, and the frames needed to be rotated to allow time for routine maintenance. Hence it has been decided that the plaques will be in a portable format that can be affixed to whatever frames are being used at any one time, thus giving them the maximum exposure.

The plaques have now been completed and will be on view for the first time at the Sydney Stamp Expo

2011 from 31st March to 3rd April. There are currently approximately 400 plaques. Large donors were given the option of having a large number of individual plaques or a single acknowledgement. All of the large donors opted for the latter, thus allowing the full value of their donations to be allocated to the work.

Certificates acknowledging the large donors will be displayed at every national and international exhibition in Australia in one of the frames, together with a progress report on the restoration work and supported by photographs. The relevant frame number for this information will appear in the exhibition catalogue.

To date sponsorships of just over $30,000 have been received, and the APF is extremely appreciative of the

high level of support which this project has received. All sponsors are acknowledged in the magazine APF News and also appear on the APF’s website www.apf.org.au.

The restoration work is being done in three locations, Kalgoorlie, Western Australia, and Goolwa and Victor Harbour, South Australia. The initial task involved in this project is to fix brackets under the bottom rail. This will strengthen the frame and keep it square, thus reducing greatly the possibility of future damage. The next step is to replace all of the plywood backs with corflute which will reduce the weight of the frames and thus make handling easier. Many of the frames had previously been damaged and required preliminary maintenance prior to attaching the brackets.

Much of the work has already been done, with the first container of the fully restored frames being used at the Sydney Stamp Expo 2011. Also used at Sydney will be two containers of partially restored frames; they only have the brackets affixed.

At the outset, the cost of restoration was estimated between $20,000 and $30,000. The original concept has proved to be impractical, and the method now being used will still produce a sturdy finished product with many more years of life. It is now considered that the final cost could be as high as $50,000.

It is important to Australian Philately that we have our exhibition frames in good condition as there are usually two major exhibitions each year, and the cost of replacing these frames would be prohibitive.

The APF cannot thank enough the people who have so generously given of their time to work on this project, many of whom are featured in the photographs accompanying this article.

The APF AwardsThe APF conducts a formal system of Awards which aim to recognise and honour philatelists and others who have made a significant contribution to the development and promotion of philately in Australia. The APF’s Award system comprises two main components - the Australian Philatelic Order Awards (APO) and the APF Services to Philately Award (at the National Level) or SPAN.

The Australian Philatelic OrderThe APO was established in 1994 to recognize and

honour philatelists who have given distinguished service to Australian Philately. Nominees are considered on the basis of their services to organized philately, which includes distinguished philatelic study and research, judging, the promotion of philately and public dissemination including teaching.

In addition, an APF Research Award was introduced in 1997 to ensure recognition of those who have made significant contributions in the field of research, but who do not qualify for the award of Member or Fellow.

The Awards are now an established highlight of the Australian philatelic calendar with a formal presentation ceremony held in conjunction with the Annual General Meeting.

Services to Philately award (at the National Level)The SPAN was established in order to allow the APF, State Councils, Philatelic Societies, the Philatelic Trade and other organisations and individuals to:

recognise outstanding service in a specific field, area • or program at the national level; acknowledge major contributions above and beyond • the stated requirements; and honour the unwavering commitment of those who • encourage and inspire people of all ages to become involved in organised philately in a wide variety of ways.

The acronym SPAN reflects the wide span or range that this service can cover. The Award is in the form of a plaque and certificate.

All of the recipients of each of the above two awards, as well as full details of the requirements, are shown on the APF website www.apf.org.au.

Next MonthAfter a number of administrative problems, the Adrian Brown Family Memorial Trust has been officially launched. Next month’s article will reiterate the background to this Trust, its aims, and how donations may be made, as well as the issue of a Special Souvenir Sheet released at the Sydney Stamp Expo 2011 (APF Stand) and then on sale thereafter through the APF Store. This issue is limited to 500, and the proceeds will provide initial funds to ensure the Trust a sound start.

Russia Imperial Types, imperf “Specimens”

We really do not know the origin of these but came a cross a packet marked “Russia Specimens” and found inside a few sheets and part sheets of colour separations of the Imperial Eagle Types. These are

fully imperforate and printed in a range of colours and on various papers, and are quite attractive. Each is stamped or printed on the reverse “specimen” Condition is generally very good, with the odd minor fault consistent with the age of these items. 7) Norfolk Island in Brown Seven Seas Hingeless album. Looks virtually complete mint unhinged for the period 1966 to 1885, with a few earlier. Noted the 1967 Ship definitives and 1970 Bird definitives. Alum alone cost more than the asking price! $129 the lot!

8) Another Great Britain Postally used Collection in Green Windsor SG Springback, this one commences 1841 1d imperf. Queen Victoria is sparce, then with KEVII to 5/- and Seahorses to 10/- . Strength is in QEII issues, which is reasonably complete to 1975.

Good representation of Regionals also and postage dues to 5 pounds, with a few booklets panes also. Good buying at $249

9) Australia nice mostly used collection in Seven Seas hingeless album. No Roos or KGV heads, but commencing 1914 6d Kookaburra has KGV Commemoratives complete, lacking only 3d Kooka minisheet, 3d Kingsford Smith OS overprint and 5/- Bridge. New Orleans' Postmaster Provisionals

Almost 150 years ago, J. L. Riddell faced a rather complicated situation. He was the postmaster of New Orleans in the State of Louisiana. As a consequence of the civil war between the North and the South, US postage stamps were no longer valid in the southern states after June 1, 1861. The first stamp issues of the Confederate States of America (CSA) made their appearance on October 16, 1861.

To solve this problem Riddell decided to have his own stamps printed. He was not alone in taking this unusual measure; many local postmasters in the southern states issued similar provisional postage stamps which were only valid at their own post offices.

Riddell’s stamps carried the following text in

the sheet margin: “Usable exclusively in the New Orleans Post Office”. Thus it was quite clear that these stamps could only be used on mail in New Orleans.

The idea of issuing provisional stamps undoubtedly came from postmaster provisionals released in 1845-1847 in Baltimore, New York, Providence, St. Louis and a few other towns. The US Post Office issued its first postage stamps in 1847. The provisional stamps were intended to be used on mail deposited in the mail boxes at times when the local post office was closed.

Interestingly Riddell also had stamps printed in early 1862 but this was probably due to the difficulties in obtaining stamps from the CSA postal

service due to the war.But before discussing the stamps, it might be

a good idea to take a closer look at Louisiana and New Orleans. The city is located right at the spot where the Mississippi River reaches the Gulf of Mexico. Large parts of the city are below the level of the sea. This led to the disaster in 2005 when hurricane Katrina hit the area.

In 1682, French explorer La Salle reached Louisiana on his travels. Later the British authorities deported a large number of French settlers in Nova Scotia in the East of Canada to the Louisiana area. Even today there remains a small group of people who speak a language with very strong French roots. The most famous dialect is called Cajun, a term

which is also used to describe both food and music. New Orleans’ “French Quarter” still has many old buildings from the late 18th century.

The colony was named after King Louis XIV. In 1762, Spain took control of the area but it reverted to France in 1802. However, the French immediately decided to sell Louisiana to the USA – apparently Emperor Napoleon needed money to finance his many wars in Europe. The sale took place in 1803 and Louisiana then became a US state in 1812.

The economic activities flourished in New Orleans and the rest of Louisiana. New Orleans had a very important harbour with a large trade. The state was often nicknamed the “Cotton State” as this was the major cash crop. Cheap slave labour was

used on the huge cotton plantations.Today agricultural activities are certainly not

as important as in the past. Large industrial areas have been established along the Mississippi. The oil industry in the Gulf of Mexico is increasingly important. The 2010 explosion on a BP oil platform led to a disastrous oil spill which hit the Louisiana coastline badly. Thus New Orleans has had its share of major disasters.

In many ways the civil war was a disaster for the young North American nation. In 1860, Abraham

Lincoln had been elected president of the USA. The programme of his Republican party had the abolition of slavery as a high priority. This was certainly not good news for many people in the South. Already in 1860, South Carolina decided to secede from the USA. During the spring of 1861, ten additional states including Louisiana decided to follow South Carolina’s example to form the Confederate States of America. Lincoln refused to accept the secession and as a consequence the war erupted in April 1861. The extremely bloody conflict

caused tens of thousands of casualties on both sides and ruined large areas of the South. The war ended in 1865 when the South had to capitulate.

The abolition of slavery was perhaps the issue which initiated the conflict but there were also many other important economic, social and cultural differences between the North and the South.

Today 150 years after the start of the Civil War, interest in the conflict remains very strong. Many US philatelists specialize in the stamps and postal history of the CSA. The Confederate Stamp Alliance boasts a membership of more than 700 philatelists and in the near future it plans to release a massive handbook covering every possible postal aspect of the war.

In New Orleans postmaster Riddell realized that extraordinary measures were needed to make to postal service work smoothly. The postage stamp most needed was the five cents but there was also a need for two-cent stamps for local letters.

At a local print shop Riddell had a five-cent stamp printed in brown. It went on sale on June 12, 1861. Six days later there was a second printing but now in yellow brown colour. There were further printings in slightly different shades of brown. The many shades are undoubtedly due to the fact that the printers were unable to mix exactly the same ink for each new printing. There are also a couple of five-cent stamps printed in red; they are rarities today.

The two-cent stamp was released on July 14, 1861 and it was printed in blue. The printed quantity apparently lasted for the rest of the year. On January 6, 1862 there was a new printing of the two-cent denomination but now in red of which there are many shades.

Scott Specialized Catalogue of U.S. Stamps and Covers lists seven different stamps from New Orleans (62X1-62X7).

Collectors wanting to add only one single stamp from New Orleans to their collections should go for the red two-cent stamp. There were apparently remainders and a nice mint copy can be had for less than $200. Another stamp in about the same

category is the yellow-brown five-cent stamp issued in December 1861.

On cover the New Orleans stamps are not that common and in some cases they are great rarities. But if you settle for just the stamps, it is possible to assemble a small one-page collection of Riddell’s stamps. Some of the New Orleans issues belong to the most common postmaster provisionals. The photo of the cover shown nearby was supplied by Patricia Kaufmann. She is not only the President of the Confederate Stamp Alliance (members are known as generals or colonels) but also one of many dealers who deal exclusively in the stamps and postal history of the Civil War.

John Leonard Riddell (1807-1865) was in many ways a most interesting personality. He had a host of different occupations. Professionally he was a medical doctor and a professor of chemistry at the Medical College of Louisiana. He constructed a microscope which was used in cholera research.

But Riddell was also a botanist, geologist and politician. In his free time he collected coins, the perfect hobby for a man who was involved with the New Orleans mint. In idle moments he wrote a kind of science fiction novel. In the book he tells the story of a student who travels to the moon and to Mars.

In 1863, Riddell claimed that he had been elected governor of the State of Louisiana but it seems he got it all wrong. Despite his many occupations he also found the time to serve as postmaster of New Orleans. It is somewhat ironic that Riddell passed away when the war ended.

If we look carefully at Riddell’s stamps we find his name at the top. One is struck by the rather primitive execution of the designs. The stamps were printed in sheets of 40 by John V. Childs.

After the war collectors were anxious to get hold of the provisional stamps. However, many of them were already scarce. Thus forgers have been very active in this area. Some even produced entirely new “stamps” as the one shown here. It is always a piece of good advice to acquire postmaster provisionals from reputable dealers who know and guarantee what they are selling.
