beta.SAM.gov is now operational, launched in Q4 FY17.
Current operational systems will run in parallel to the beta site and will remain the authoritative sources until they are decommissioned.

What happens to the FBO.gov website after decommissioning?After decommissioning, FBO.gov will still be an active URL with a redirect to beta.SAM.
To help users orient to the new Contract Opportunities, the redirect will go first to a splash page with the following:

● To add your entity to the Interested Vendors List● To get roles for data management or to request access
to anything not public
beta.SAM.gov utilizing login.gov for user authentication:
● Over 14K users have beta.sam.gov accounts accessible through login.gov
● Availability is 99.95% in production● Entities and government users who ALREADY have a
SAM.gov user account can link to that login account by using the same email

Login.gov● Go to sign up on the toolbar● Select create an account● Enter your email● You will receive a link with a security code via email.● Go to the link and enter that security code and press
continue.● Create your password and press continue.● Select the method by which you wish to login with the
most common being:○ CAC/PIV (Federal Users Only)○ Text Message/SMS
● Two factor authentication is required for all users

● User must still be a signed in user to ‘add’ an entity to the IVL
● Each IVL is:○ still a tab on the specific notice○ now sortable by entity name or date added
● IVL Entry shows additional Entity information:○ Entity name○ UEI (DUNS)○ CAGE○ Address○ NAICS

● User must still be a signed in user to ‘save a search’● User can save a search for any domain including the
Contract Opportunities domain
● User can add more filters to your search through the ‘change filters’ button
● Contract Opportunity Notice Types:○ Consolidated Justification Type○ Solicitation Type (New)
● Product Service Codes:○ Now allow input down to actual 4 digit PSC○ Filtering at higher levels will pull everything
below into results

Federal Hierarchy BackgroundPer OMB Direction, the IAE Federal Hierarchy (FH) in beta.SAM.gov will:
• Provide a consistent Federal Hierarchy for use in award reporting
• Become the authoritative source formanagement and dissemination of Department/Independent Agency, Sub-Tier Agency, and Office data needed for awarding and transparency purposes
• Provide agencies the ability to independently manage their awarding and funding office Activity Address Codes (AACs)

How a Public User Should Prepare
Public User Preparing for FBO Transition
● Confirm what you have in FBO today:○ What notices am I watching?○ What do I have in my Search Agent?○ What controlled attachments do I have access to?○ What Interest Vendor Lists am I listed on?
● Create your beta.SAM.gov account○ User accounts are for individuals, and will require two factor
authentication○ Can do this now in beta.SAM with your Business or Federal email
● No need for roles○ The system will know you are a non-government user, and give you
permission matching the legacy ‘vendor’ role
● Check out your workspace:○ Before launch, your beta.SAM.gov workspace will have your profile, as
well as the place to manage your following and saved searches.

● Confirm what you have in FBO today:○ What is my role(s)/permissions in FBO.gov?○ What is my FBO.gov UserName and Password?○ What Office(s) am I associated with in FBO?○ What notices am I watching?○ What do I have in my Search Agent?
● Create your beta.SAM.gov account○ Can do this now in beta.SAM with your Federal email
● Request Role/Migrate Legacy Role○ You may now migrate your roles using FBO.gov username/password as of
Sept 30th. If you reset your FBO.gov password after 9/30, then you can either request a role directly in beta.SAM or wait to migrate the legacy role after launch on 11/12.
● Check out your workspace:○ Before launch, your beta.SAM.gov workspace will have your profile, view
of your Federal Hierarchy, and management of following, and saved searches. At launch, your beta.SAM.gov workspace will additionally include a widget allowing you to access Contract Opportunities. You are now prepared to begin working on your notices.

Your Notices and the New Federal Hierarchy● The FBO Hierarchy the beta.SAM.gov Authoritative Federal Hierarchy
○ Agency Administrators have been mapping legacy FBO hierarchy organizations to the new beta.SAM.gov hierarchy
○ If DOT mapped your office to the new hierarchy, your notices will be updated with the new office at transition
○ Notices which match your office in beta.SAM.gov will show in your workspace● If you can’t see an active notice in your workspace
○ Check your role■ If you are assigned at the ‘office’ level then you can only see the notices tied to that office
● Reach out to your administrator to edit the notice with the correct office● Upon publishing, the notice will show for anyone with access to the beta.SAM.gov office
■ If you are assigned at a level above the orphan office, go to your workspace and click to see unmapped offices through the filters
● Find your notice in this list, open the notice to edit and assign to an active beta.SAM.gov organization
● Upon publishing the notice will show with the active office

● Have your users sign up in Beta.SAM○ They can start now by registering with their government email
● Find your users○ Use User Directory in your workspace to find users and roles already
assigned
● Assign Users Roles○ Using ‘bulk update’ you can assign roles with privileges to correct
offices for more than one user○ You will also get requests for roles which you need to review and take
action
