    ST. PETERSBURG COMMUNITY CULTURAL PLANJanuary, 2009 edition

    GOAL 1: Weave the arts into the fabric of the city so that they are an element of allaspects of city government, a presence throughout the city and available to all in the

    St. Petersburg community .

    1.1. Maintain a City office of cultural affairs staffed by a director experienced in artsadministration.

    1.2. Enhance the Art in Public Places program with the goal of having public artavailable to all neighborhoods and signature works in the downtown center.

    1.3. Increase the use of city facilities and parks for cultural activities including citysponsored or co-sponsored concerts, exhibits, festivals, classes and special events.

    GOAL 2: Develop and maintain strong and stable arts organizations.

    2.1

    Develop a dedicated, independent, recurring, stable source of public funding that isindependent of the annual budgeting process.2.2 Create new programs to provide grants-in-aid and fellowship grants to city arts

    organizations and artists.2.3 Encourage cultural organizations to collaborate. Establish a program to identify,

    recruit, and train culturally diverse board members and volunteers for culturalinstitutions.

    2.4 Broaden the audience base for the arts .

    GOAL 3: Enhance community building through the arts and lifelong arts education.

    3.1 Increase access to arts programs for residents and visitors.3.2 Expand neighborhood-based arts education programs for children, youth, adults and

    the elderly3.3 Review and amend zoning, building, safety and use codes and other regulations to

    facilitate the development and renovation of cultural venues and programs.

    GOAL 4: Enhance the image of St. Petersburg as a vibrant arts community andprovide information to the broadest possible audience.

    4.1 Promote St. Petersburg's cultural offerings to the local audience and in economicdevelopment and tourism marketing activities.

    4.2 Develop an identifiable and unifying image for the arts and culture in the City andimplement a promotional campaign.

    GOAL 5 : Foster the creation and presentation of artistically excellent work.

    5.1 Retain the best, brightest, creative artists within our organizations and ourcommunity

    5.2 Promote support of artists, including critical recognition, technical assistance, andorganizational support.

    GOAL 6 : Enhance partnerships with the public and private sectors

    6.1 Strengthen partnerships with Florida Arts Council, the Pinellas County Department

    of Cultural Affairs, regional and national arts service organizations, local universitiesand foundations.6.2 Create a dialogue with the Pinellas County School Board to improve arts education

    opportunities for all children.6.3 Develop corporate, business, and foundation support of the arts through collaborative

    activities.6.4 Strengthen the relationship with our sister-city, Takamatsu, Japan.
