ST. PAUL’S JACKSON STREET RECONSTRUCTION

TO BE COMPLETED BY FALL

DOWNTOWN STREET PROJECT FEATURES ELEVATED BIKE LANES

underground utilities and elevated bike lanes that connect the city’s downtown bike loop with the Sam Morgan Regional Trail. Touted as the first of its kind in the United States and inspired by the Netherlands, the bike lanes are elevated to the sidewalk level and separated from the roadway itself.

Project Description:

The reconstruction of Jackson Street from Shepard Road to 11th Street replaces a deteriorating 50-year-old concrete road, its sidewalks and the sanitary sewer, storm sewer and water lines below. The project also includes new landscaping, streetlights and traffic signals.

second phase, from Seventh Place to 11th Street began in March of 2017 and is expected to be completed this fall.

Assistant City Engineer Kevin Nelson said the city selected concrete for the project because of the roadway’s heavy bus and truck traffic and the product’s durability. To minimize disruption to the businesses and traffic flow and to maintain access to parking ramps, the city kept one lane of the cross streets open throughout reconstruction.

Once completed, the construction project’s total cost (engineering and inspection included) is projected to be $16.5 million. The City of St. Paul financing sources are: 8-80 Special Bonds, sewer fund, water utility funds, TIF funds, direct property assessments.
