2O14 was a Milestone Year for St. Joseph Children’s Home

St. Joseph Children’s Home exists to give children a home.

Since 1849, St. Joe’s has provided a loving home to Louisville’s most vulnerable children – first orphans, and years later

those children removed from their homes due to neglect, abuse, domestic violence or substance abuse. Throughout our history, St. Joe’s has served over 75,000 children in crisis. What began as an orphanage has evolved into three core programs: a Residential Treatment Program for abused and neglected children ages 6-14; a Therapeutic Foster Care and Adoption Program for children birth to 21; and a Child Development Center for children from the community six weeks through pre-K.

SJCH is licensed by the Commonwealth of Kentucky Cabinet for Human Services.

St. Joe’s and Abel Construction began work on the four new residential cottages; the largest expansion since the construction of

the 1885 landmark building. The cottages will transform the Frankfort Avenue campus and provide a contemporary, therapeutic environ-ment for St. Joe’s children in the residential treat-ment program. St. Joes’ outcomes generally rank among the top in Kentucky. We can’t wait to see what we can do in the new facilities! Thank you to the entire community for supporting and be-lieving in this important project—to our donors, volunteers, advocates—THANK YOU! In 2014 St. Joe’s served over 300 children and families from more than 40 counties in Ken-tucky. We celebrated 11 adoptions and prepared another 120 for their forever family. St. Joe’s not only serves families but also IS a family. The St. Joe’s family is made up of so many amazing people for whom we are thankful. We cannot say thank you enough to all of the foster families who open their hearts and homes to children in Kentucky. The 120 staff at St. Joe’s are remark-

able in the care they provide for the children and families of St. Joe’s every day. Over 3,000 volunteers helped us with hundreds of projects like landscaping, preparing for the annual Picnic, tutoring for the kids, and just having lunch with them through the week. Countless donors, foundations, organizations and corporations helped support the kids throughout the year, and made the cottages possible. You are all awesome and we could not do it without you! St. Joe’s is continuously seeking to provide quality care and maintain excellence. St. Joe’s will continue to evolve and adapt to the ever shifting climate of state funding and the needs of Ken-tucky’s children and families. However, St. Joe’s will continue to stay focused on the things we do well which is giving children a home and creat-ing families for Kentucky. Thank you for continuing to be a part of our success.

Our highest priority at St. Joseph Children’s Home has always been to meet the urgent needs of the children

in our community. When St. Joe’s established itself on the Frankfort Avenue campus in 1885, the urgent need was to provide a home for orphaned children. Today, St. Joe’s is still a home for children, but it is for a very different type of child. They are victims of neglect, physical, mental and/or sexual abuse. The Children’s Review Program has classified our children as those who are experiencing the most acute forms of emotional trauma and behavioral distress. When a child arrives at St. Joes, typically the child has been in 12 other foster or home placements. When a placement is not going

well and the child simply cannot live in a family environment, they generally enter a Residential Treatment Program like St. Joe’s. These programs are designed to help children be successful in a family home environment through support, therapy, education, continuity in daily life, teaching skill-sets, etc. Children who have experienced multiple placements often display many signs of their abuse including verbal and physical aggression. These ‘behaviors’ can be marked and intense. St. Joe’s works diligently with the children to teach them how to begin to heal from their trauma and learn positive alternatives to their unsafe behavior. St. Joes’ most extreme children arrive severly malnourished, and often are in need of immediate medical and dental care. Typically, the children in our care are at least two years behind in school. About 50% of St. Joe’s children attend public schools of some type in Jefferson County, the other 50% attend an on-site, J.C.P.S. administered school at St. Joe’s.

RESIDENTIALTREATMENT

In 2014 we served 64 children in this program with an average stay of 354 days. 37 children returned to a family

member and 31 were placed in a foster home. On average about 50%

of the children in the residential treatment

program return to family, and the other 50% already

have a goal of adoption by the time they arrive at St. Joe’s. For the latter, this means that their

parental rights have been terminated, and it is

St. Joe’s goal to find and prepare these children

for a new family—a forever family.

St. Joe’s continues to rank in the top tier in Kentucky

for creating families. In 2014 our permanency placement rate was 92%,

ranking almost 30% above the state average.

THERAPEUTIC FOSTER CARE

AND ADOPTION

St. Joe’s Child Development Center (CDC) was established in 1981 and has served thousands of children and families in the

community. The CDC has top notch teachers for children ages 6 weeks through preschool, and most importantly, gets them ready for primary school. The CDC has a competitive curriculum, quality and trustworthy childcare, and also an after school program for K-5th grade children. In 2014 the CDC served 177 children. The original mission of the CDC was to provide daytime childcare for children whose parents could not afford it but needed to work. As the community and the need for child care began to grow, the mission adapted. Now, the CDC is a learning based center, and the size of the facility has doubled! The CDC is now educating young children to be leaders of the future. The CDC provides a foundation for children’s educational paths. We follow a curriculum and all classes create weekly lesson

plans. We provide weekly Spanish, Music and exercise classes as well. All of the lead teachers have a CDA (Child Development Associates Degree) or Bachelor’s Degree and obtain 15 hours of continuing education every year.

St. Joe’s creates families. We celebrated our 100th adoption in 2013 (since

1996), and 11 adoptions in 2014. The therapeutic foster care and adoption program matches children not only from St. Joe’s, but all over Kentucky, to new families that are looking to foster and/or adopt. There are over 8,000 children in foster care in Kentucky, and St. Joe’s ranks in the top five of the state every year for number of adoptions. In 2014, 71 children and families from 17 counties were served. The average

length of stay at a foster family was 310

days, and St. Joe’s placed 38 new children with families.

T here is tremendous work and training that goes into matching children in our care with new families. St. Joe’s takes

time and care in making the right match, with the right synergy and the right home for each child. Some foster families take care of St. Joe’s kids only for a little while. These families nurture and support St. Joe’s kids knowing they will be sending them back home or to a relative. These foster parents watch the children grow for a short time and provide an invaluable service not only to the child but also to their families. It is our job at St. Joe’s to teach children to be successful in families. There is no better way to teach that than to place a child in a family, even if only for a little while. Other foster parents know from the beginning they are fostering-to-adopt and hope to be a forever family to a child. St. Joe’s continually ranks among the top in the state for number of adoptions every year. The St. Joe’s Foster Care and Adoption Program serves children from birth up to 20 years old from all over Kentucky. St. Joe’s program is unique because of the intense support the staff provide to the children and the families 24/7 and the focus on therapy. The families have a therapist for individual and family counseling throughout the process, access to many additional resources, social events, and special gatherings. The Foster Care and Adoption Program really is a large extended family in itself. Thank you to all of the foster families for opening your homes to children who need it!
