Introduction
Florida Statute mandates that the State Board of Education and district board of trustees for colleges in the
Florida College System develop an accountability plan which “provides for the systematic, ongoing
improvement and assessment of the improvement of the quality and efficiency of the Florida community
colleges.” This plan must include a number of factors including graduation rates, enrollment and retention
rates, job placement rates, and A.A. degree transfer performance in the State University System. To aid the
process, a series of accountability outcome measures have been developed for the Florida College System.
Each year, colleges receive detailed information (by ethnicity, college prep status etc.) on each of these
outcome measures. In addition, accountability trends are distributed that allow an individual college to
monitor outcomes over a 5-year time span and to compare itself to the Florida College System as a whole.
Brief Description of the Outcome Measures
Outcome Measure 1, Part 1 (M1P1): High School Continuation
This is measured by the percentage of high school graduates from the service district who enroll at
the College within one year of high school graduation.
Outcome Measure 1, Part 2 (M1P2): Retention and Success for Credit Students
This outcome measure shows the retention/success status of first-time-in-college (FTIC) credit
students from a particular fall entry term. Separate measurements are produced for Associate in Arts
degree seeking students, Associate in Science/Associate in Applied Science degree seeking students,
and college credit certificate seeking students.
Students who are seeking an associate degree must have completed 18 college credits during a 4
year tracking period to be included in the dataset. Conversely, certificate seeking students must have
completed 9 college credits during a 3 year tracking period.
First-time-in-college (FTIC) refers to first time in college and previous year high school graduates who
were dual enrolled within the prior two years.
Retention rate = [number of students who have graduated + number of students who are still
enrolled (both in good and in not good academic standing)] divided by the number of students in the
cohort.
Success Rate = [number of students who have graduated + number of students enrolled in good
standing + number of students who left in good standing] divided by the number of students in the
cohort.

Outcome Measure 2 (M2): A.A. Degree Student Transfer Performance
This is measured by the percentage of students who graduate with an Associate in Arts degree,
transfer to the State University System (SUS), and achieve an SUS Grade Point Average (GPA) of 2.5
or above. Only students who complete their whole Associate in Arts degree at the College are
included in the cohort.
Outcome Measure 3, Part 2 (M3P2): Vocational Program Placement Completers
This measure reports the percentage of career and technical education completers who place into an
occupation that relates to their instruction. This includes completers going into the military or
continuing their education. Career and technical education programs for this measure are Associate
in Science/Applied Science degrees, college credit certificates, post-secondary adult vocational
certificates and apprenticeship programs.
Outcome Measure 4, Part 1 (M4P1): College Prep Success
This measures the percentage of FTIC students who fail an entry level test in a particular college prep
area, subsequently enroll in a college prep course in that area, and successfully pass the highest level
college prep course in that area. Students are tracked for three years. Separate measurements are
reported for mathematics, reading, and writing.
Outcome Measure 4, Part 2 (M4P2): College Prep Retention and Success for A.A. Students
This outcome measure shows the retention/success status of first-time-in-college (FTIC) Associate in
Arts degree seeking students who complete all necessary college preparatory requirements by the
end of the tracking period. For students to be included in the data set they must have completed 18
college credits during a 4 year tracking period.
Retention rate = [number of students who have graduated + number of students who are still
enrolled (both in good and in not good academic standing)] divided by the number of students in the
cohort.
Success Rate = [number of students who have graduated + number of students enrolled in good
standing + number of students who left in good standing] divided by the number of students in the
cohort.
Outcome Measure 5 (M5): College Level Academic Skills Performance
This measure refers to the percentage of students with 60 or more college credit hours earned at the
College who meet CLAST requirements through either the CLAST test or through a CLAST alternative.
Separate measurements are produced for college prep students, non-college prep students, and all
students in the cohort.

Year to Year Accountability Trends
Measure 1 Part 1: High School Continuation
St. Johns River State College enrolled 18.09% of public high school graduates from the service district within one year of graduation. This percentage is slightly larger than from the previous year. However, this percentage is significantly lower than that for the Florida College System (FCS).

Measure 1 Part 2: Retention and Success Rates for Credit Students
Associate in Arts Students
St. Johns River State College students achieved a retention rate of 58.92% and a success rate of 84.52% for
the most recent reporting period. Retention rates are derived from the original fall cohort who either
graduated or are still at the College. Success rates are derived from those who graduated, who left in good
academic standing, or are still enrolled and are in good standing. These percentages were higher than the
previous year. The retention rate is lower than those for the Florida College System and the success rate is
slightly lower than the cohort.

Associate in Science/Associate in Applied Science Students
St. Johns River State College students achieved a retention rate of 63.79% and a success rate of 87.93% for
the most recent reporting period. The retention rate increased by 16.87% and reached its highest mark in
five years. The success rate also increased over the prior year. Both measures are higher than those of the
FCS.

College Credit Certificate Students
St. Johns River State College students achieved a retention rate of 80% and a success rate of 70% for the
most recent reporting period. These percentages were lower than those for the Florida College System. The
large year-to-year percentage variation for St. Johns River State College is influenced by the low number of
students in the college credit certificate cohort for the College.

Measure 2: A.A. Degree Student Transfer Performance
The percentage of students who achieved an SUS Grade Point Average of 2.5 or above after transfer with an
Associate in Arts degree was 83.94% for the 2010 reporting period. This percentage increased from the
previous year and exceeded the percentage for the Florida College System as a whole.

Measure 3 Part 2: Vocational Program Placement Completers
St. Johns River State College Vocational Program completers achieved a 95.09% placement rate in the current
reporting period. Vocational programs for this measure include A.S. and certificate, PSAV and apprenticeship
programs. For the fifth consecutive year, the College exceeded the Florida College System placement rate.

Measure 4 Part 1: College Prep Success Report
This outcome measures the percentage of first-time-in-college (FTIC) students who failed an entry level test
in a particular college prep area, subsequently enrolled in a college prep course in that area, and successfully
passed the highest level college prep course in that area. Students are tracked for three years. Separate
measurements are reported for mathematics, reading, and writing.
College Prep Math
St. Johns River State College achieved a passing rate of 53.85% for those FTIC students who enrolled in a
college prep mathematics course and passed the highest level college prep math course (MAT 0024). For the
first time in four years, this rate fell below that of the Florida College System.

College Prep Reading
St. Johns River State College achieved a passing rate of 77.73% for those FTIC students who required college
prep reading. This percentage is 9.34% higher than the previous year and higher than the percentage for the
Florida College System.
College Prep Writing
The passing rate for St. Johns River State College students who required college prep writing was 71.20% for
the current reporting period. This percentage is 16.44% higher than the previous year and higher than the
percentage for the Florida College System.

Measure 4 Part 2: College Prep Retention and Success Rate A.A.
This outcome shows the status of first time in college students studying for an Associate in Arts degree who
completed all necessary college preparatory requirements. For the most recent reporting period, these
students achieved a retention rate of 63.57% and a success rate of 85.27%. While these percentages are
lower than those for the Florida College System, the retention rate increased for the third consecutive year
and the success rate is only 0.15% below that of the FCS. Retention rates are derived from the original fall
cohort who have either graduated or are still at the College. Success rates are derived from those who
graduated, who left in good academic standing, or are still enrolled and are in good standing.

Measure 5: CLAST Performance Report
This measure refers to the percentage of students with 60 or more college credit hours earned at SJR State
who meet CLAST requirements through either the CLAST test or through a CLAST alternative. Separate
measurements are produced for college prep students, non-college prep students, and all students in the
cohort.
College Prep Students
The passage rate for St. Johns River State College students was 94.34% for the current reporting period. This
percentage decreased slightly over the previous year and is also below that for the Florida College System.

Non-College Prep Students
The passage rate for St. Johns River State College students was 97.50% for the current reporting period. This
percentage increased slightly over the previous year. The passage rate is slightly below that for the Florida
College System.
All Students
The passage rate for all St. Johns River State College students in the cohort was 95.29% for the current
reporting period. This percentage decreased by 0.83% over the previous year. The passage rate is 1.71%
lower than that for the Florida College System.
