2016 Annual Assessment
The St. Charles Community
Association annual property owner’s assessment will be
$370 for the 2016 calendar year.
The assessment is mandatory and is due January 1,
2016. Please watch your mail in early December for your
2016 invoice.
Your community depends on the timely payment
of dues, so please do your part to support your
community and help the Association continue to
work efficiently.
We are only able to keep dues as low as possible if all
residents participate and pay the association fees in a
timely manner. We have plans to continue improving and
updating your community, so please help these projects
become a reality by sending in your assessments on time.

The Association’s Annual Meeting is a great way to
learn about everything happening in the community.
All property owners are invited to attend and share
some refreshments and meet your neighbors. It’s also
a great opportunity to see how you can get involved
to make your neighborhood a better place to live.
Please make plans to attend this meeting and get
important information on your community!
Elections for the 2016 Board of Directors
will also take place at this meeting.

Opportunities The St. Charles Board of Directors is made up of
interested residents who volunteer their time for
monthly meetings to plan for the growth and
development of the community. Send an email to

board member positions for 2016.
In addition to the Board, there are many other
volunteer opportunities in the community including
social event planning, swim team, Architectural
Control Committee (ACC) and Crime Watch.
St. Charles has over 200 neighbors on Nextdoor.com.

Neighborhood Crime Watch News
The St. Charles CrimeWatch group was
formed to get you involved with
preventing crime. Get to know your
neighbors, not only close to your
property, but all over St. Charles, St.
Michael, and St. Thomas.
Our annual meeting will be in June, and there are
quarterly meetings with the LRPD at the
Northwest substation at 10001 Kanis Road near
Baptist Health. There you can get to know your police
force, and ask any questions about crime that affects
you. If you see anything you think might be
suspicious behavior, call 911. Don't be worried about
bothering them, this is what they have asked us to do.
They prioritize the calls. Use your own judgment; if it
seems wrong, it probably is. The main problems we have in St. Charles are Auto
B&Es, petty and grand theft, criminal mischief,
unwanted solicitation (door to door), speeding, and
vandalism such as graffiti. The park, pool and
common areas close at dark, so if you drive by and see
someone there that shouldn’t be, call it in and let the
police handle it. Be the eyes and ears of the LRPD,
and they will help keep crime out of our neighborhood.
Please report even minor break-ins and thefts; if your
vehicle has been gone through, even if nothing is
taken, let us know.
Keep your outside lights turned on all night and keep
bushes trimmed. Don’t leave anything in your car,
especially not your garage door opener, and don’t
make it easy for them. Don’t give out alarm codes,
and don’t advertise new purchases. If you get a new
60-inch TV, break down the cardboard box and turn it
inside out, before putting it out for recycling.

Coyotes have recently been spotted in West Little
Rock neighborhoods. The nearby Rock Creek area is
a natural habitat for coyotes and other wildlife, so it
is important to understand how to deal with the
presence of coyotes.
Residents should pay special attention with cats and
small dogs, as they may be potential prey for
coyotes. Some things to consider:
Keep your pets indoors in the evenings when
possible, or supervise them when outdoors.
Leave outdoors lights on at night.
Keep all outdoor trash receptacles securely
fastened.
If you have fruit bearing trees, pick fruit when it
ripens and don’t leave rotting fruit on the
ground.
Do not leave pet food or water outdoors,
especially at night.
Never attempt to make contact with or feed a
coyote.
Eliminate all potential food sources in your yard,
including birdfeed and birdbaths.
Eliminate ivy and other thick ground covers,
which may attract rats, which can attract
coyotes.
Loud noises will scare coyotes away. Consider
using whistles, bells or small air horns to deter
coyotes. (Some residents carry these items when
they walk their pets.)
Yelling and waving your arms will also deter
coyotes.
Use common sense in dealing with coyotes and work
to eliminate any food or water source that may
attract them.

Annual Halloween Hayride Party

The ninth annual neighborhood Halloween Party and Hayride was a wonderful event. Many costumed neighbor-
hood children and their parents enjoyed an afternoon of treats and fun at the St. Thomas Park on Sunday,
November 1st. We had to reschedule due to rain, but the new date worked out great. Partygoers enjoyed many
activities including a bounce house with slide, hayride, crafts, games and a special visit from the LRFD with a fire
truck. Hot dogs, chips, drinks and sweets were available for all to enjoy.
Many thanks to those who helped with the event by donating their time or by sending treats. Special thanks to
Landon and Sarah Eddleman for providing the hayride this year. The kids had a great time! We appreciate the
Herring, Pate and Bass families for cooking hot dogs and special thanks to all those who helped out
during the event and with clean up.
Thank you also to the many generous residents who donated baked goods or treats for the kids. This annual event
could not be possible without your help and donations. If you and your family enjoy events like this, please
consider volunteering to be part of the St. Charles Social Committee. We would love to have more resident partic-
ipation to improve existing events and come up with other fun events for the community. The next children’s
event is the Easter Egg Hunt in the spring. We need a volunteer to organize this annual event.
Volunteers Needed to Decorate St. Charles needs volunteers to decorate the Napa Valley entrance sign to the community for the holidays. The
Association has purchased decorations but we need neighbors who are willing to help assemble and install.
Creative types welcome!! Come help our neighborhood look its best.

St. Charles Ladies’ Wine Club Thursday, December 3rd 6:30 p.m.

Neighborly Reminders Please be considerate of your neighbors and do
not blow your leaves into the street. These end up
in others’ yards.
Portable Storage Units: Requests for the use of
portable storage units are to be submitted for
approval. Portable storage units are only to be
located in driveways close to homes for a period of
no more than seven days.
Garage Sale signs may be placed in common
areas on the day a sale is scheduled and must be
removed the same day or at conclusion of the sale.
Realtor/For Sale by Owner Signs may be placed
in common areas only on the day an open house is
scheduled and must be removed at the end of the
day. All signs in violation will be removed and
discarded. Fences, home additions, decks and
exterior modifications to your property
require approval from the Architectural
Control Committee prior to beginning work.

Barking Dogs Recently, the Association has
received a number of calls about
barking dogs. The Municipal Code
of the City of Little Rock States:
It shall be unlawful for any
person to keep on his premises, or under his
control, any dog which by loud and frequent
barking and howling shall disturb the
reasonable peace and quiet of any person.
Please move your dog indoors if barking persists.
