Budget Review Property.taxes.made.up.

55. percent. of. City. rev-enue. in. 2008.. In. 2011.that. number. will. rise. to.64. percent.. In. contrast,.Local. Government. Aid.(LGA). from. the. State. of.Minnesota. provided. 18.percent. of. city. revenue.in. 2008.. That. number.will.drop.to.12.percent.in.2011.

Council. members. have.committed. themselves.to. eliminating. all. opera-tional. reliance. on. LGA.by. 2015. because,. since.2002,. the. It’s. a. time.when. we. dare. to. dream.of. days. without. wind-stung. faces,. winter. coats.and. snowy. streets,. and. a.time.when.the.thought.of.spending. time. outdoors.is. welcomed. rather. than.dreaded.

I. enjoy. visiting. the.Mighty. Mississippi. in.the.springtime.as.well.be-cause. it. is. then.when.the.river.demonstrates.its.full.force.. Seeing. the. sheer.mass. of. volume. and. ve-locity.of.the.current.flow-ing.by.reminds.me.that.it.is. not. the. timid. river. we.have. tried. to. make. it. to.be..It’s.not.uncommon.to.see.trees.the.size.of.lamp-posts. ramming.down. the.river. like. misguided. tor-pedoes..

Weather.Service. has. been. issuing.warnings.about.the.threat.of. massive. spring. flood-ing,. and. about. the. time.this.paper.hits.your.door-step,. cities. and. towns.along. the. river. in. the.metro. area. will. likely. be.in. battle. with. the. river..For. up-to-date. informa-tion. from. the. National.

Last. spring. the. river.crested. at. 18.38. feet. in.St.. Paul,. which. was. well.above. the. 14-foot. flood.stage.. It. was. the. eighth.highest. level. on. record..That. flood,. however,.paled. in. comparison. to.2001,. when. the. river.crested. at. 23.5. feet. on.April. 18,. and. then. again.at. 23.61. feet. on. May. 1,.following. heavy. spring.rains.. The. flood. report-edly. caused. over. $1. mil-lion.in.damage.in.the.St..Paul. area. alone.. Streets.adjacent.to.the.river,.like.Shepard.Road. and.Water.Street,.were.either.closed.or.blocked.off.as. the.wa-ter.climbed.its.way.to.the.downtown. area,. reach-ing. Kellogg. and. Jackson.streets.. As.a.novice.starting.her.very.first.garden,.Glewwe.was.helped.along.the.way.by. club. members. who.gave. her. advice. on. land-scape.design,.the.best.an-nuals.to.buy,.and.the.best.seed.catalogs..She.started.her.garden.with.seedlings.purchased.from.the.club’s.plant. sale,. and. it. wasn’t.long.before.she.was.grow-ing. roses. and. hostas.. To.

support. her. hobby,. she.sold. two. of. her. South.St.. Paul. properties. and.bought. another. property.that. had. 220. frontage.feet.in.the.front.yard.and.170.feet.in.the.back..Fel-low.club.members.helped.dig. up. 500. plants. from.her. gardens. and. move.them. to. her. new. home..Now,. her. property. blos-soms.with.peonies. in. the.

springtime,. roses. in. the.summer,. and. 300. hosta.plants.of.different.variet-ies..

I. am.the.youngest.of. three..My.eldest.brother.had.some.serious. illnesses.when.he.was.a.toddler.that.af-fected.his.ability.to.learn..He.worked.very.hard.on.his.school.work.but.it.still.took.him.a.few.extra.years.to.finish.high.school.

My.middle.brother.was.brilliant.and.had.an.IQ.that.qualified.him.for.MENSA.(high.IQ.society),.if.he.was.so.inclined..He.was.also.a.hard.worker.and.put.in.as.much. time. on. his. school. work. as. anyone. in. school,.and. it. paid. big. dividends.. He. graduated. first. in. his.class,.was.appointed.to.a.service.academy.and.had.his.college.degrees.paid.for..

Recently. I.heard. a. state. senator. speak. (he.was.not.from.northern.Dakota.County)..He.talked.about.his.daughter’s. experience. in. school. and. about. how. hard.she.worked.to.get.straight.As..However,.he.said.some.of. her. friends. didn’t. work. as. hard. and. were. lazy,. so.they. only. got. Cs.. He. asked. her. how. she. would. feel.

about.taking.some.of.the.As.she.had.earned.and.dis-tributing.them.to.the.lazy.ones.who.had.only.earned.Cs.so.they.all.would.have.Bs.

He. then. applied. this. analogy. to. the. budget. issues.the. Legislature. is. facing.. He. seemed. to. believe. that.all.it.takes.to.be.successful.is.the.willingness.to.work.hard..The.implication.was.that.if.you.aren’t.successful.it’s.because.you.are.lazy..He.asked.if. it. is.fair.to.take.away. from. those.people.who.work.hard. to.give. it. to.those.people.who.aren’t.willing.to.work.as.hard.

This,. of. course,. assumes. that. the. people. who. are.less. successful. are. in. that. position. because. they. are.not.willing.to.work.hard..It.ignores.the.idea.that.not.everyone. has. the. same. ability. or. opportunity.. It. ig-nores.that.for.some.people,.no.matter.how.hard.they.work,. there.may.come.a. time.when. they.have. to.ask.for. help.. It. ignores. the. fact. that. my. eldest. brother.worked.as.hard.or.harder.than.my.middle.brother,.but.the.results.were.vastly.different.

Every. day. we. at. Neighbors. see. people. who. have.worked. hard. all. their. lives. but. have. gotten. to. the.point. where. it. is. not. enough.. In. the. last. couple. of.years,.more.and.more.of.our.clients.have.been.people.who.were.building. careers,.not. just.working. at. jobs..They.are.people.whom.we.would.consider.quite.suc-cessful.. However,. one. day. their. job. went. away,. and.once. their. savings. and. their. unemployment. benefits.ran.out.they.found.it.necessary.to.ask.for.help..

About.a.year.ago.I.was.told.that.more.than.60.per-cent. of. the. architects. in. the. state. of. Minnesota. are.

no.longer.employed.as.architects..Is.this.because.they.are.lazy.or.unwilling.to.work.hard.to.succeed?..I.have.a. friend.who.spent.over.35.years.as.a.press.operator..The.printing. industry.has.been.driven.almost. to. the.point.of.extinction.because.of.technological.advances..When.his.employer.failed,.he.lost.his.job.and.had.no.prospects. for. reemployment. in. an. industry. in.which.he.had.spent.his.entire.working. life..Does.this.mean.he.was.lazy.or.unwilling.to.work.hard.to.succeed?

One.of. the. great.myths. of. our. time. is. that. people.who.need.assistance.are.just.“those.people”.who.aren’t.willing.to.work.and.take.care.of.themselves.and.their.families.. Nothing. could. be. further. from. the. truth..Asking. for.help,. for.most.people,. is. a.difficult. thing.to.do,.and.the.vast.majority.of.people.who.find.them-selves. in. need. of. assistance. are. people. who. have. ex-hausted. all. other. resources.. I. think. that. the. people.who. insist. on. hanging. on. to. this. myth,. who. insist.on.painting.all.people. less.fortunate.than.themselves.with.the.same.brush,.do.so.because.it.is.easier.to.con-tinue. to.harbor. these.prejudices. than. it. is. to. rethink.how.we.view.people.and.events..

I. would. invite. this. state. senator. to. come. spend. a.week.with.us.at.Neighbors.to.share.in.our.work,.meet.our. clients. and. find. out. what. the. real. world. is. like,.but. I. know. it. wouldn’t. do. any. good.. This. is. not. a.mind.that.can.be.changed.

Thank.God.we.in.northern.Dakota.County. live. in.a.community.that. takes.a.much.more.compassionate.approach.to.those.in.our.midst.who.need.help.

Went-worth. didn’t. go. through.but.stopped.at.the.ravine,.which. is. now. fully. de-veloped. as. a. residential.neighborhood. on. Ravine.Street..

at.374..Mrs..Irene.Yedel-sky. provided. furnished.rooms. at. 384,. and. an-other.apartment.building.was. at. 400. North. Con-cord,. with. 5. units.. The.South.St..Paul.Small.Ani-mal.Hospital.was.at.414..Crossing.Wentworth,.the.Clark. Super. 100. gas. sta-tion. was. at. 510. North.Concord,. and. Brown.Quick-As-A-Wink.Clean-ers. &. Directory. defines.the. cluster. of. buildings.that. extend. west. above.Concord. by. attempting.to. identify. the. address.on. the. street. itself. and.then. listing. who. lived. in.the. rear. of. that. address..Zella’s. Corral,. a. dealer.in. used. furniture,. was. at.417.

Crossing. Wentworth.on. the. west. side. of. the.street,. the. building. at.501. is. identified. as. Jo-seph.Annerl,.with.several.private.residences.follow-ing. in. the. listings.. The.Hillside. Tavern. was. at.525,. and. Southview. Au-tomatic.Transmission.was.listed.at.529.North.Con-cord.. The. photo. ends. as.Dwane. intersects. North.Concord..

Interspersed.with.busi-nesses. on. both. sides. of.North. Concord. were.dozens. of. private. resi-dences,. many. of. which.had. been. there. since. the.earliest.days.of.the.city.in.the.1890s.. It. is. also.pos-sible. to. see. in. the. photo.several. houses. that. were.built. on. Wentworth. it-self,. all. of. which. were.purchased.and.torn.down.during. the. period. of. ur-ban.renewal.in.the.1970s..

Remembering Old North Concord

This photo of North Concord Street in South St. Paul was taken in 1965 to record the extent of that year’s spring flooding. It also captures for all time the dozens of homes and businesses that once dominated this part of the city before being removed as part of the massive urban renewal effort of the 1970s.
