This report itl the f3("Jcona §tage: of a three part overall evaluation of reoidents admitted to 1~:HI on a pre-releaee basi~ during 1974'e Included in thil:l r('}port il3 an analysis of the pr~~re10~Be sample in terms of the basic statistical difference between progr~m comple'cers and program non-completers. .
fu"lalysis of thi:l nature is useful for the follo,\1ing reasons: First, program administrators would have some sort of guide to determine whether or not a particular individual has a high, lew or rnodermte fluccess/failure pz:oobability for completing their program, thus influencing tl:.e selection 'proc~rm, and secmldly high return rislcs could be assigrlell r.1ore intensi~'0 nup!?~l-viGion and programming at the reception and diagnostic Gtag~ of the programs. 1
During 1974 th~re ",ere a total of 85 residents admitted to IvIassachuse·tts Half'.:fay Heuse~:;, Inc. (r-iliEl) on a prereleas~ basis. For comparative purposcf3, the to'cal sample "'l~S divided into t .... l0 groups ~ program compleb;rc and program non-completers. A program corr:pletion \1m3 defined as any rf~sident who successfully complEted the program and '-laS
released from the pre-rele;:is~ centers to the community either by permit of the parole board or a certificate of discharge. A program nOl1-ccmpletion '\"las defined as any residcnt who did not complete his stay at ~kIT~I but was instead returned to his sending institution.

Of the 85 individuals who participat(;Jd in the M::-lr-II pre-r~lease programs, 57 (67%) successfully completed these programs. The remaining 28 residcntG (33%) ,\1i0re r~turned to their sending in:::ltit.utiol1s as program non-cotnpleters. Indi viduals became program uon-co,npleters for a variety of reasons. Some examplt9s were ~ violation of house or d~partmental rules, inability to adjust, attempted or actual escape', a n~w arrest while: on furlough or ,,,ork release or any major disciplinary problem while at the facility.
Table I summarizes the specific reasons for return for the non-completion sub sample.

METHODOLOGY
Com~itment, background and criminal history variables were characterJ.zed according to a series of different splits for each completion sample. The split that yielde1 the highest chi sauare ";as chosen. Variables that yielde1 a statistically significant relat~onship at the .05 probability level (x2=3.84, ldf) were selected as indicators of differences between the two sub samples.
FINDINGS
A comparison of these variables bet'l,oleen HHHI program completers and non-completers yielded five variables that produced statistically significant differences. In rank order of their significance the variables \'lere:

v. The last variable that produced a statistically significant difference beti'leen the t'l.rIO samples \'1BS, Total Nu;nber of Prior House of Correction Incarcerations. Analysis of the relationship deter:nine::i that 25% of the non-completers as compared to 9% of the completers had three or more prior House of Correction incarcerations.
As a profile of the t}-rpical NHHI pre-release program non-completer as compared to the completer, it was determined that the non-completer \-las generally sl.ngle with a prior history of adult paroles and House of Cor.rection incarcerations. In addition, the program non-completers tended to be incarcerated for longer periods of ti::ne pr1.0r to their entry into a pre-release program and '<lere generally at least 7 months beyond thc-\ir parole eligibility date at the tl.ITle of their release.
A sUffil1ary of these r~lationships is presented l.n Appendix I. The remaining variables that d~d not produce signl.ficant resu.Lts are documented in Jl.ppendiJ-: II. Any variable that needs further explanantion is formerly def~ned in Appendix III.
