The monsoon has not advanced after its covered Kerala, Tamil Nadu, parts of Karnataka and the northeastern re- gion in the last two days. The weather office says conditions are favourable for further advance of the monsoon in the next two days, but private fore- caster Skymet, on the other hand, said rainfall would increase only after a few days. So far, cumu- lative rainfall in the first week of June has been 24 mm, a shade above the normal of 23.9 mm. In the northern and western parts of the country, rain- fall was 27% more than normal, while east and northeast rain was 13% in excess. Southern India had a small deficit of 5% during the week. Only central India has had sig- nificantly below-normal rain, falling 26% short of average in the first seven days of the month. Inter- national meteorologists say that the swirling mass of clouds, about 700 km southwest of Mumbai is already a cyclonic storm that is intensifying with the help of warm waters in the Arabian Sea and heading northwards with a potential to hit the re- gion between Gujarat and Oman. The weather office in India says the storm has intensified but not yet a cyclone. In relief for Kumar and others, the Union Home Ministry on Monday said the sanc- tion was denied after a detailed examination of facts, circumstances and records made available to it in respect of the 11-year-old case. The CBI had also charged Kumar with murder. “After a detailed exam- ination of facts, circum- stances and records made available to the MHA in respect of the case, the sanction was denied,” a MHA spokesperson said. Official sources said the CBI solely depended on circumstantial evidences and that cannot be the ground for giving sanc- tion in the case. Kumar, a retired Special Direc- tor, and three other IB officials were allegedly involved in the conspir- acy behind the killing of Ishrat Jahan and three others. IB and CBI were at loggerheads during the probe in the case. The lawyer representing Ishrat’s mother said the Government decision would be challenged.

What next in IIT Madras? A Hindutva lab?

The revoking of the de-recognition of a student’s body, the Ambedkar-Periyar Study Circle (APSC), at the IIT Madras is not only an endorsement of po-litical freedom in Indian campuses, but also a body-blow to the increasing institutionalisation of intoler-ance to free speech in government institutions. The IIT’s decision to withdraw its bizarre action was out of sheer helplessness because its intemperate ban was neither logical nor legal. The circumstances that led to the ban also smacked of a minor conspiracy because the decision was followed by a Human Re-sources Ministry enquiry based on an anonymous letter. The anonymous letter against the APSC, al-leged that the orgnanisation was trying to polarise SC/ST students and spreading hatred against the Prime Minister and the Hindus. The letter also al-leged that the group was politically motivated and received “funds and encouragement” from an out-side organisation. What followed was bizarre. The Ministry of Human Resources Development (MHRD) immediately issued a letter to the IIT Di-rector asking for his comments on the complaints and he promptly banned the organisation saying that it violated certain guidelines of the institution. It later turned out that the so called “guidelines” were pub-lished four days after the APSC held its contentious meeting. In other words, the entire development was a set-up - the unsigned and unsubstantiated letter of complaints against the APSC, the MHRD’s follow up communique to the IIT director, and the de-rec-ognition. Perhaps this was the first time after Indira Gandhi’s emergency that an organisation with bon-afide credentials, engaged in purely democratic ac-tivities, was banned in India because it criticised the Prime Minister and the Union Government. Howev-er, given the spate of controversial decisions of the MHRD since Smriti Irani took over, IIT Madras’s overzealousness was not surprising. The conflicts that the director of IIT Delhi; Anil Kakodkar, chair-man of the board of governors of IIT-Mumbai; Vice Chancellor of Algarh Muslim University and several officers of the MHRD had with the minister in the re-cent past did show that there was resistance to Irani’s allegedly overbearing ways. The Madras IIT director too should have resisted; instead he brought disrepute to the institution by de-recognising the organisation. The ban also bespoke of the growing tendency to keep educational campuses free from progressive po-litical ideas. Indian democracy is in serious need for committed fresh blood and new streams of thought. Unfortunately, students at learning places such as the IITs, tend to overlook socio-political issues outside their campuses and use their time only for furthering their careers. If at all they intervene in social issues, it usually happens in a piecemeal project-basis that is devoid of an overall political thought.

He said that CBI officers and advocates did not put up enough fight to defend the case and this resulted in acquittal of the accused. In his letter, he wrote that Shah was discharged, “though there are many evidence against him. CBI officers and CBI lawyers did not show ev-idence against him to the court. They should not have done so”.

You are driving when you decide to stop to purchase something you had forgot-ten to buy. With little park-ing space available in most localities of the city, you de-cide to park the car by the roadside as you would be coming back in a few min-utes. But when you come back after 15 minutes, you find that somebody has smashed your car win-dow and strangely enough there are no eyewitnesses.

Your laptop has been stolen along with its bag which contained important docu-ments and some cash. This has been the experience of 20-odd Amdavadis and residents of other cities who have lost their be-longings in such smash-and-grab thefts from cars in the past two months in the city. In June, po-lice have so far registered two cases of such thefts, including one that took place on Saturday.
