Main Objectives of facility

Setting up for European accelerator users a multi-purpose state-of-the art network of installations for R&D and test of superconducting radio-frequency cavities and cryo-modules; this network will be:
organized as a collaboration consisting of a basic central infrastructure hosted at CERN and complemented by specific equipment elsewhere;
operated in shared responsibility between the host laboratories for the (recurrent) non-project specific running costs and the user collaborations for the (ad-hoc) specific project costs;
with the aim of
providing an infrastructure for the maintenance and tests of SRF cavities of existing facilities and the development of SRF cavities for new facilities,
pushing the SRF technology performance limits,
training a new generation of accelerator experts in the field of SRF, and
facilitating a continuous technology transfer to industry.

Main Objectives of facility (2)
This proposal provides a necessary test bed for CERN projects and other projects elsewhere in Europe using SRF technology. The SRF infrastructure therefore complements these projects, some of which request financial support within the FP7 program:
The development and test of SRF cavities and other components for the Superconducting Proton Linac SPL to upgrade and partially replace the injector chain for the LHC (CERN);
The validation by RF power tests of the cryo-module prototypes for the proposed International Linear Collider ILC (DESY and associated institutes);
The RF tests of the quarter wave cavities to be used for post acceleration of the radioactive ions for a future EURISOL facility (CERN and associated institutes);
The identification of field emission sites on technical surfaces as used for SRF cavities (Universität Wuppertal);
The development of niobium thin films by alternative methods other than sputter coating and their validation under RF exposure at low temperature (INFN Roma 2);
The development of a laser scanning microscope for identifying defects under RF exposure at low temperatures (Universität Erlangen/Nürnberg).

Main Objectives of facility (3)
Other projects under consideration based on the SRF technology and planned to use the SRF test infrastructure as backup, are the following:
The planned Free Electron Laser STARS (BESSY);
The 4th generation light source using an Energy Recovery Linac and prototyping cavities for a future neutrino factory (Cockroft Institute);
The SPIRAL-2 at GANIL heavy ion accelerator, the SOLEIL synchrotron light source, and the proton linac for Accelerator Driven Systems ADS (Supratech consortium).

Technical work packages at central infrastructure Work package 1 (CERN-AB-RF):
managerial and technical coordination matters.
Work package 2 (CERN-AB-RF): RF testing activities in SM18, both at room temperature and low temperature extension of bunkers, acquisition of low and high power equipment at various frequencies, re-cabling of cryostats regarding the RF tests, including temperature mapping; RF characterization of samples and cavities assembly and cleaning operations of ancillary equipment (SM18 and B. 252).
Work package 3 (CERN-AT-ACR): cryogenic refurbishment, re-cabling of cryostats regarding the cryogenic operation, extension of the infrastructure to continuous operation at 2 K (SM18).
Work package 4 (CERN-TS-MME): surface polishing and cleaning activities (B. 118); coating activities (B. 252); characterization of samples by DC methods.

Technical work packages at complementary infrastructures
Work package 5 (BESSY):
RF testing at room and low temperatures, down to 1.8 K, and low and high RF power of a the fundamental and 3rd harmonic system for the linac composed of TESLA like cavities at 1.3 GHz (HOBICAT).
Work package 6 (CI):
design, construction and commissioning of a 1.3 GHz host cavity to qualify samples made from niobium and other superconducting materials suitable for SCRF application.
Work packages 7 - 9 (three partners of Supratech):
preparation and upgrade of a diversified and large turn-over test infrastructure for, among others, SPL type cavities at 700 MHz;
coupler test and window coating station for various frequencies;
Upgrade of electropolishing and chemical polishing stations;
Proviion of1400 ºC UHV furnace (optional additional equipment).
Work package 10 (TUD):
UHV furnace (hot zone 2.1 m high with 0.17 m diameter; up to 1900 °C with p < 10 -7 mbar) ;
Vertical test cryostat (useful cold volume of 2.2 m depth and 0.35 m diameter, T > 1.8 K);
Equipment for cleaning and assembling the cavities as well as for their rf - controls is provided and maintained.

Criteria:
The classification into core and additional activities is in line with the CERN Council strategy document (Lisbon 2006);
Duplication was avoided (vacuum furnaces, electropolishing equipment etc.);
Equipment needed to increase test throughput was not retained (4th vertical cryostat at CERN, etc.);
General purpose and equipment not directly linked with SRF tests and R&D was not retained (civil engineering work, network analyzer, RGA, 3 GHz photoinjector etc.).

The proposal described the purpose, organisation, and necessary investment needed for a the refurbishment/upgrade of a network of installations in Europe for R&D and test of superconducting radio-frequency cavities and cryo-modules:
