On behalf of the Director-General I am pleased to inform you that, within theframework of the Japanese Funds-in-Trust for the Capacity-Building of HumanResources, the Govemment of Japan has generously offered to finance 10research fellowships, responding to its commitment to impact on capacity-building. As you know, fellowships are an important tool in ensuring capacity-building in Member States and Associate Members concerned.
The UNESCO/Japan Young Researchers' Fellowship Programme focuses onpost-graduate research activities in the following four areas:

GYcle 2018A. INTRODUCTION
1. UNESCO designed the proiect "UNESCO/Keizo Obuchi Research FellowshipsProgramme' (UNESCO/JaPan Young Researchers Fellowship Programme) in
tne -framewori of the Japanese Funds-in-Trust for the Capacity-Building of
Human Resources which was established in November 2000 by the Govemmentof Japan to enable UNESCO to give impetus to research in four areas under
UNESCO's Priority Programme Areas.
2. The Govemment of Japan offerc 1O fellowships, to be awarded to deserving
candidates from developing countries, special attention will be given to those
who may wish pursue iheir research studies in Japan, to women, candidates
from LDbs, Africa and SIDS countries who are eager to undertake research on
oneormoreofthetopicslistedbelow.Theaimofthefellowshipsistosupportinnovativeandimaginativepost-graduateresearchinfourareasofdevelopmentof particular interest to UNESCO'
B. OBJECTIVES OF THE PROGRAMME
1. The UNESCO/Keizo Obuchi Research Fellowships Programme(UNESCO/Japan Young Researchers' Fellowship Programme) funded under the

i""t norogi""; and 4. peaceful conflict resolution. No other research topics will
be considered.
C. EL]GIBILITY
Applicants, a maximum of TWO from each applying National Commission' must
meet the following general criteria:
1 . Candidates under this Programme must be post{raduate researchers'
,fi""Oy holding either an M.A. or M'Sc' degree (or equivalent) and
wishin! to pursue research work abroad (preferably in their own region)
,iin a-rieri, to enhancing knowledge in one of the four specific fields
mentioned in paragraph b.l below' Thus, those who are in the process
of completing'theii Master's degree must have completed it PRIOR to
taking uP their FellowshiP.
2. Candidates must be persons of high intellectual promise rrvho may be-

3.candidatesmustbenomorethan40yearsofage.Thus,applicantsbom before l January 1978 will not be considered under the
Programme.

(iv) A host institute's letter of acceptance (i.e. the institute that hasaccepted the candidate for work should she/he be selected for aFellowship). This letter of acceptance must indicate that the hostinstitute confirms its willingness to provide the relevant researchfacilities required by the candidate in the chosen field ofspecialization.
(v) The certificate of language proficienry (on the UNESCO form) dulycompleted in duplicate for the language of the country of study(should this be different from the candidate's mother tongue) issuedby an official authority.
(vi) A detailed description, one to two page(s) (maximum), in eitherEnglish or French, of the research work for which the candidature isbeing put forward. The research proposal should cover the followingpoints:
Why? The concrete nature of the proposed project's contribulionto the fields listed in paragraph D.1 above; its innovative, originalaspects; and the scope and purpose of the research project. Thecandidate should demonstrate the reasons the theoretical andpractical knowledge or training acquired at the host institutionwould be beneficial to her/his ongoing research project.
What? The expected results or impact of the research projectbeing undertaken.
How? Describe the proposed arrangements for conducting theresearch.
Where? The proposed country where research will be undertaken(one to two countries maximum) and the name and address of thehost institute.
When? The timeframe explicitly stating the proposed starling dateand the suggested duration of research which should be of threemonths minimum and nine months maximum.
How much? A detailed budget estimate indicating the resourcesrequired for the candidate to undertake the proposed research.The amount should be determined according to the proposedduration and place of research. The amount should not exceedUS$10,000. All figures must be shown in US dollars and must beincluded on a separate page. The amount indicated should cover,exclusively, the international or domestic travel costs for theapproved itinerary and personal subsistence abroad, etc. (Theobject of this Programme is to provide research fellowships soit is consldered that in most cases tuition fees will not apply).Applicants should be realistic in compiling their proposed budgets,and consider that an average of US$1,000/US$'1,800 per monthfor accommodation and meals (including local transportation andincidenFls) should not be exceeded. Applications where fundsrequested are judged to be excessive in relation to the objectivesand importance of the p@ect are likely to be considered for asmaller grant.
(Note: The following costs are not eligible: computer orequipment purchases: publication costs; attendance atconferences, unless a c€lse can be made that such attendance isan integral part of the research and would make a direct and

UNESCO and Japan attach the greatest importance to originalig and quality.consideration will be given onry to wel!.planned researcl proposals'whichdemonstrate innovation, imagination and relevance, and whicn promise toclntribute to knowledge in the four specific areas mentioned in paragraph D.1above.
Files which are incomplete or which are received after the deadrine forapplication, as well as applications that do not meet the requirements mentionedabove, will not be taken into consideration.
E. FACILITIES OFFERED BY UNESCO/JAPAN
The-Fellowships financed by Japan and administered by UNESCO wi consist ofthe following:
. A Lump sum contribution of US$.10,000 will be awarded toselected candidates. The amount, to be paid in two or threeinstalments, is intended to @ver research costs only, and will notbe negotiable.
r No other costs will be considered and grants will be neitherextended nor renewed.
F. SELECTION OF BENEFICIARIES

G. DISSEMINATION OF INFORMATION REGARDING THE RESULTS OFTHE RESEARCH UNDERTAKEN UNDER THIS PiOGRAMME
