Dear Constituents, The Liberal Party has a proud tradition of job creation and fiscal responsibility. After eliminating the $43 billion Conservative deficit, Liberals offered Canada a decade of balanced budgets, debt repayment, the largest tax cut in Canadian history, and critical investments in learning, innovation, and infrastructure. After putting Canada into deficit before the recession, Stephen Harper told Canadians the recession was a great time to create the largest deficit in our country’s history, larger than the excesses of the Mulroney era. The Conservative plan is to put us another $6 billion into debt by giving more tax cuts to profitable corporations – when corporate taxes are already low. Liberals have a fiscally responsible approach. Rather than continuing to cut corporate taxes, we would focus on deficit reduction and three critical economic priorities:

A pan-Canadian learning and innovation strategy, as

Canadian jobs and prosperity depend on having the most educated, most skilled, most innovative workforce in the world.

Investing in the Care Agenda, to ensure that middle-class

families receive support for the cost of care-giving.

Global leadership, so that our export industries can create the jobs of tomorrow, in clean tech, or life sciences right here in Canada. I remain steadfast in representing the principles and values of our community and am continuing to work hard in your interest. My priority is to continue to support you in finding resolutions for whatever challenges you may be facing, so I look forward to hearing more from you on matters that are important. Warm regards,

the Liberal Priorities for

In the next election, you will have a clear choice. On the one hand, a Conservative government that offers $6 billion in annual corporate tax cuts we can’t afford. On the other hand, a Liberal alternative that freezes corporate taxes, fights the deficit and makes targeted investments in our future – in learning, care, and leadership. While the Conservative Party is declaring victory and the end of the recession, millions of families are still fighting the downturn. In opposition, Stephen Harper opposed the Liberal economic policies – including bank regulations – that protected Canadian families and businesses during the recession. In government, Mr. Harper has run up the biggest deficit in Canadian history, raised payroll taxes by $13 billion, increased federal spending by 25 percent and burned through the rainy day reserve that was the hallmark of Liberal fiscal management. Now, his number one economic policy is $6 billion in additional tax cuts for profitable corporations – every single year. As we’ve seen with the European debt crisis, the world economy remains fragile. It would be reckless to pursue further corporate tax cuts when we have a $54 billion deficit and an uncertain fiscal future. Instead, a future Liberal government will help families face the challenges of today, while we prepare for the pressures of tomorrow by: • Investing in our people, to build the best educated, most highly skilled workforce in the world; • Helping Canadian families shoulder the burden of care for loved ones at home and respond to the crisis in our pensions; and • Restoring Canadian leadership to create a new generation of clean energy jobs. In the weeks and months ahead, we will make the case for a Canada where every child gets an equal shot, and every family a helping hand – a Canada that leads by example.

Help Keep Our Community Clean It costs a city millions of dollars each year to clean up litter. Let’s do our part to keep our community litter free. - Secure recyclables to prevent them from being blown away by the wind. - Pick up debris that is in front of your home, regardless of where it came from. - Hold onto your garbage until you can dispose of it properly. - Engage your children in picking up litter when they see it and in spreading the word by example.

Liberals believe that government has a critical role to play in helping Canadians save for their retirement security. Through the creation and strengthening of the Canada Pension Plan, we have consistently worked to support Canadians who wish to retire in dignity and economic security. There is more that must be done. Canadians aren’t saving enough for retirement, and three-quarters of Canadians in the private sector having no registered pension plan. With growing household debt, increasing financial burdens from school-aged children, and the cost of caring for our aging parents, saving for retirement has become even more of a challenge – and not an urgent priority for the Harper government. Liberals have put forward a credible plan to protect the pension savings of Canadians whose companies have gone bankrupt, and would establish a voluntary Supplementary Canada Pension Plan to help more Canadians use our trusted national pension plan to save for their retirement.

In a highly competitive global economy, Liberals believe that Canadian jobs and prosperity depend on having the most educated, most skilled, and most innovative workforce in the world. While other developed countries

have invested heavily in learning and innovation, Canada has fallen behind. The Conservatives’ cuts to science, research and higher learning has harmed Canadian opportunities to create the highest-quality jobs of tomorrow. There is a major disconnect between the expectation that New Canadians have for their lives in our country versus the reality that many experience once they have arrived. Immigrants are over-represented in the poverty, unemployment and under-employment rates of our country, and when you consider that immigration will represent all of our net labour growth by 2011 and all net population growth within the next 25 years, it is clear that action must be taken right away. Lack of foreign credential recognition is costing Canada more than $2.6 billion per year in lost productivity alone. A recent announcement for existing overseas programs of accreditation in China, India and Great Britain was a welcome step in the right direction. Now is also the time to take this one step further, to work with Canadian and overseas educational institutions, provinces and territories and the appropriate regulatory bodies to develop bridging courses in those target countries where we have opened up offices and allocated resources, so upgrading can begin before new Canadians arrive in Canada. The Liberal Party has a vision to create jobs and a highly skilled workforce through a pan-Canadian learning strategy. Working with the provinces and territories, Liberals would invest in early childhood education and care, 100% high-speed internet con-

[Learning and Innovation continued…] nectivity for distance learning, workforce literacy, improvements in Aboriginal education, language training for New Canadians, and access to skills training. Liberals are also committed to ensuring that when it comes to higher education for all Canadians, if you get the grades, you get to go. There’s no single, quick fix solution, but there are plenty of areas we can address. Ultimately, if we want to realize the full potential of our country, we must maximize the productivity of its human resources.

For Liberals, the promise of universal, publicly funded health care is at the core of what it means to be a Canadian. We will never waver from that commitment. Nevertheless, Canada faces real healthcare challenges that will only grow as our population advances in age. The Harper Conservatives broke their election promise to reduce wait times, failed to ensure a secure supply of medical isotopes for heart and cancer patients, and refused to defend our health care system when it was under the attack by Republican politicians in the United States. Liberals are committed to our public health care system and will work to enhance its quality and financial sustainability. This begins with investments in health promotion and in homecare. Immediate steps we would take include supporting caregivers at home, introducing measures to attract doctors and nurses to rural Canada, and introducing Canada’s first-ever National Food Policy, which will promote healthy eating to reduce illness and prevent disease. The ongoing health of Canadians is a real problem that requires real leadership, and Liberals are ready to provide the leadership that Canadians are looking for.

Government Accountability The Liberal Party and I believe that through transparency and accountability, governments can become stronger through the enhanced relationship that openness fosters with citizens. After over four years of witnessing the most secretive government in Canadian history, a government that has twice shut Parliament down altogether, Canadians have understandably become in-creasingly disenchanted with our political system. The Liberal Caucus has already begun to repair this damage. Unlike the present government, we will fully comply with the Ac-cess to Information Act and Conflict of Interest Act. We will also take advantage of the latest technological tools to increase ac-countability. Michael Ignatieff has already held several online town halls, in addition to numerous in-person, unscripted town halls across the country, where our Leader answers every ques-tion that is asked. We have also chosen to make public policy in public through the interactive Canada at 150 conference and subsequent regional policy days. Combining this with a cross-country Liberal Express tour this past summer and Open Mic Town Halls this fall, it is the Liberal Party that continues to demonstrate to Canadians an open and honest alternative to the current government.

The Brampton and Mississauga municipal elections are taking place on Monday, October 25, 2010. The voter turnout during the 2006 municipal election was rather low: 24.72% in the City of Mississauga and 30.82% in the City of Brampton. Your vote matters and it helps keep each level of government accountable to the citizens of our great country. In both Brampton and Mississauga, elections are taking place for the following positions:

Through positive engagement with the world, Canada can secure our economic future and contribute to the cause of global peace. While the overpriced G20 summit, the G8’s worst climate change record, diplomatic gaffes, and ideological cuts to foreign aid have set Canada back in recent years, the Liberal Party has a plan to restore Canada’s leadership in the world. The Liberal Party’s Global Networks Strategy is an ambitious, 21st-Century plan that will help to secure our economic prosperity and make the world a safer place. Under the Global Networks Strategy a Liberal government will: • Propose a new kind of bilateral agreement with China and India, and other countries over time, in order to place the highest possible priority on building productive, long-term relationships in key economic, knowledge and cultural sectors and stronger ties at all levels; • Renew our partnerships with the United States and Mexico, and work together in North America and on the world stage; • Reverse the current government’s withdrawal from Africa, support innovative ways to empower Africans, build capacity for stable, transparent government and encourage private investment; • Make empowering women in the developing world an over-arching priority for development assistance; • Leverage the passion of Canadian youth, with a new Canada Youth Service program to support volunteer service abroad. The Global Networks Strategy is a comprehensive and coherent plan for securing Canadian prosperity, and our place in a complex and changing world, by taking full advantage of the capabilities of all Canadians.
