Board Leadership Development
On February 20, 2016, Dawn Newcomer, Jackie Nielsen, Jim Clancy, Elisa Kaplan, Deb Betts and Marty Thomen were trained in Volunteer Board Leadership Development along with the board of Oakwood Glen.
The Community Associations Institute (CAI), of which Spring Creek Forest is a member, hosted the six-hour training that was broken into five learning modules:

and ball field parking lot for the cost of the weed killer
• Install under ground piping to collect rain from the gutters and court yard
• New gate in pool area by the electrical equipment
• New doors on pump house • New pumps • New 3 phase wiring ran to reduce electrical
usage and prolong pump life • New doors on guard shack • Remodeling exterior bathrooms • Remodeling guard shack • Replacing 2 exterior doors on the club house • Replacing ceiling on patio of the club house,
running new wires for additional lights and fans on the patio
• Installing new attic access stairs and flooring and lighting in the club house attic
• Installing shelves for storing chairs in the club house closet
• Rebuilding ceiling in the club house closet that stores the tables
• Acoustic Panels in the club house • Timers for outdoor lights replace with photo

The goal is to maintain & grow your property value and keep the community a thriving area. Maintaining deed restrictions is the number one tool to achieve our goal.
89% of SCF residents comply with the first notice of violation.
6% of SCF residents comply by the 2nd notice of violation.
3% of SCF residents comply by the legal notification.
2% of SCF residents disregard the notice or repeat violation hoping we won’t notice. (Forcing legal action at the cost of the resident)

VACANT or Abandoned Homes 2016:
4 Confirmed Vacant Homes – 1 Filed Abatement (working with county and broker; home currently being remodeled.)
3 of the 4 have been Cured and now have new owners (Homes have been remodeled or in the process)
2 Owners are not on site; TMC is in constant contact to ensure property is maintained.
6 Pools in SCF, TMC worked with HC Health Department, Board and residents to resolve.
Spring Creek Forest Fine Schedule
Fine Schedule
• Section 2 (“Duties”) of Article VIII (“Powers and Duties of the Board of Directors”) of the Bylaws of the Spring Creek Forest Civic Association (the “Bylaws”) states: “It is the duty of the Board to ----- (i) Enforce the Restrictions (which is a defined term for the Deed Restrictions).
• A Fine Schedule is a tool for enforcement. • Residents, who have complained to the Board about violators,
requested a Fine Schedule.
• For the few violators who refuse to comply, a fine schedule is an intermediary step before filing a lawsuit.
