The Complete Permit Technician
Descrip on: This 2‐day course (7 hours each day) is intended to provide essen al informa on in the areas of code administra on and history, legal aspects, customer service, basic plan review, inspec on process, zoning requirements, permit fee calcula ons, basic occupancy and construc on types, basic means of egress and dealing with difficult customers. The course is beneficial for Permit Techs, Building Officials, Building Inspectors and Design Professionals.
Please bring a calculator, 2012 IBC, 2012 Interna onal Zoning Code, Legal Aspects of Code Administra on and Basic Code Enforcement.

Instructor ‐ Steve Burger has been in the Code industry since 1972. He started as a Secretary/Permit Tech and Residen al Plans Examiner and then later worked as a Building Inspector, Zoning Inspector, Code Enforcement Officer, Senior Plans Examiner, Senior Building Inspector, Assistant Building Official, Chief Building Official, ICC Technical Staff and Code Consultant. He is presently the Chief Building Official for the City of Folsom, CA. Steve is cer fied in the following areas: Cer fied Building Official, LEED A.P., Cer fied Code Official, Plans Examiner, Building Inspector, Mechanical Inspector, Electrical Inspector, Accessibility/Usability Specialist, One‐and two‐family Electrical Inspector and Fire Inspector II. He also has served on the following ICBO/ICC Commi ees: Permit Technician Exam Development Commi ee, Educa on Commi ee, Cer fica on Commi ee and the Legacy Codes Exam Commi ee as well as the Arizona Building Officials (AZBO) Educa on Commi ee and Legisla ve Commi ee. In 1999 he was elected President of the Arizona Chapter and Chairman of the Arizona Building Officials. Steve was named AZBO Building Official of the Year in 2000, 2002, 2003 and 2005. Presently he is a member of the California Building Officials (CALBO) Legisla ve Commi ee, 2015 Educa on Chair and Board member for the Sacramento Valley Associa on of Building Officials (SVABO) and represents Building Officials on the State of California Building and Fire Advisory Commi ee. He also received the 2012 “Inspector of the Year” award from the Sacramento Valley Associa on of Building Officials. Steve has taught Permit Technician educa onal classes since 1998 in Tempe, Phoenix, Presco , Tucson, Mesa, Sea le, Dallas, Denver; Malibu, Ontario, San Ramon, Sacramento and Thousand Oaks, California; Portland, Oregon; Salt Lake City, Las Vegas, Concord, New Hampshire, Minneapolis and Kansas City. Steve has authored the ICC “Permit Technician Study Companion”; Chapter 12, “The Public Counter”, in the newly published ICC “Building Department Administra on” book; and updated the ICC “You Can Build It!” and “Basic Code Enforcement” reference books.

MONDAY, April 27, 2015 – Five Topics in Two Days .7 CEUs 2012 IFC Fundamentals Course Descrip on: The Interna onal Fire Code is some mes an unfamiliar resource to the permit professional. This presenta on will highlight elements of the Interna onal Fire Code about which a permit professional should be familiar. The layout of the IFC will be presented, and each type of opera onal permit will be illustrated in a manner which allows the permit professional to understand its meaning and purpose. At the conclusion of this presenta on, the permit professional will understand the value and applicability of the IFC, and how to best work with fire officials in their community to effec vely manage the u liza on of the fire code.
Instructor – A former fire chief and current fire marshal, Michael Fitzgerald is a 20‐year veteran of the fire service, having begun in public safety in the 1980s. His fire service philosophy is that the most effec ve fire department is that which prevents the fire event from occurring. Prac cing this philosophy, Mike puts a lot of emphasis upon fire preven on educa on as the most valuable enforcement tool. He has a personal interest in promo ng the educa on of fire preven on professionals in order to build safer communi es and maximize the value of firefighters. LNI – Contractor Registra on Course Descrip on: The ins and outs of Contractor Registra on as required by the Dept. of Labor & Industries.
Instructor – Jesse Jameson is a Construc on Compliance Technical Specialist for the Dept. of Labor & Industries LEAN Intro Training Course Descrip on: A endees will learn about the history of LEAN and how it has been applied in the public sector; understand the key principles of LEAN; discover LEAN tools such as value stream mapping, A3 documenta on and Kanban; understand the key wastes in an office environment; hear from their peers about how they applied LEAN to their processes and made significant improvements.

TUESDAY, April 28, 2015 – Five Topics in Two Days – con nued .7 CEUs FEMA Working with Floodplains and the Na onal Flood Insurance Program: Roles and Responsibili es Course Descrip on: Acquire tools and knowledge to effec vely to implement your community's floodplain management ordinances as a par cipa ng community in the Na onal Flood Insurance Program. Floodplain Management is a team effort involving coordina on, regula on, educa on, and planning.
Instructor – Karen Wood‐McGuiness is a Sr. Natural Hazards Management Specialist (ac ng) for FEMA Region 10. Karen joined the Floodplain Management and Insurance Branch of FEMA Region 10 in December of 2008. She is primarily responsible for working with the state NFIP coordinators and the communi es of Alaska and western Washington, including those communi es affected by the Endangered Species Act Biological Opinion. Karen regularly teaches various floodplain management courses at the Emergency Management Ins tute and within Region 10.
She has been a Cer fied Floodplain Manager since 2007 and is a member of the Associa on of State Floodplain Managers. Karen received a B.S. degree in Biological Sciences (Freshwater Ecology) from the University of Connec cut. DSHS – Adult Family Homes Course Descrip on: This course will review building code requirements specific to Adult Family Homes in Washington as listed in WAC 51‐51‐0325. Student will learn how Adult Family Homes differ from other residen al homes especially in terms of egress and bathroom safety. Student will also learn per nent Adult Family Home requirements enforced by the Department of Social and Health Services, Residen al Care Services, as well as the applica on process which includes the comple on of a Building Inspec on Checklist by a building inspector from the jurisdic on in which the proposed Adult Family Home intends to open.
Instructor – Shannon M. Quinn is a Residen al and Quality Assurance Inspector working for the Department of Social and Health Services, Residen al Care Services. Shannon has been working with Adult Family Home applicants comple ng ini al licensing inspec ons throughout Northwestern Washington for over three years. Shannon also teaches Adult Family Home Orienta on at local community colleges to community members who have an interest in opening Adult Family Homes in the future. Shannon received her undergraduate degree in Psychology from Florida Ins tute of Technology and is currently pursuing her Master’s Degree in Social Work at the University of Washington.
