4. 2014/15 Action Plan & Activities & Division of Responsibilities (note: numbering below corresponds to Activity and Measurable Outcome; sorry but I couldn’t find the electronic version to annotate): 1.1 Unable to get data;

1.2 Difficult to track any outcomes associated with efforts due to lack of data; Keiko discussed progress on project to provide credit for ESL courses to adult [HVAC] students at Gardner Family Center;

1.3 Partnered with CTE to offer ESL 314 this semester but under-enrolled; surveyed students RE timing/marketing; recommendation to combine CTE/ECE students. Celia suggested to partner with Center for Employment Training in the offering of this combination. SJCC already offers ECE course there.

2.1 Last summer funded a BSI project which included additional writing assessments as a mechanism to place students; data inconclusive but worth pursuing further (e.g. why are students dropping). This is the goal of the Focus Groups.

2.2 Worked on improving scheduling; Assessments need to be normed; BSI projects on the horizon; need to improve data sharing;

2.3 Already moved Orientation before the actual Placement with the assessment of high school students, but not yet for new students on campus. Roland expects this to occur by next summer 2015.

3.1 Only have 1 application and only spent ~$10K last semester; discussion RE how to improve process;

KK: Via cohort tracker notice that a lot of students disappear from the pipeline and we want to know where they go;

RM: Counseling can spearhead the initiative to contact students who recently dropped;

JL: Survey and focus groups can be done in either order, with the first informing the second;

JA: Should consider coordinating evaluation efforts with other campus entities;

RM: Advocating for survey then focus group to inform focus group;

CC: BSI plan includes surveys and focus groups and training on focus groups (can start at a smaller scale)

JL: RE benefits of piloting surveys and focus groups with student workers to work out the kinks (e.g. unclear vocab, etc…);

LM: Are we surveying students who dropped from an individual class? Who didn’t re-enroll?

Will look at students over 18 month period enrolled in more than 1 class for at least 2 semesters;

1. Approval of Feb. 25, 2015 meeting notes 2. Approval of Mar. 11, 2015 agenda 3. Discussion of Online Survey and revision of questions

a. Clarification needed for survey target group – all students or basic skills only? Due to limited manpower and to the cost of offering incentive rewards, it was agreed to limit survey to basic skills students only.

b. Targeted students will be those who took a course(s) in one of the following groups : 1. 6 levels of ESL courses 2. 3 levels of reading courses 3. 2 levels of English courses 4. 3 levels of math courses

c. It will be necessary to contact between 120-150 students per level in order to reach the goal of obtaining a minimum of 30 responses per targeted area.

d. Data will be gathered from the prior 4 semesters - Spr. 2015, Fall 2014, Spr. 2014, Fall 2013.

e. Criteria for SP2 (students who have stopped attending SJCC) was determined to be one semester of non-attendance.

f. Revision of questions 1. Committee members reviewed three versions of survey questions that had been

submitted since the last meeting. 2. Using the draft submitted by Jamie, members reduced the number of questions

from ten to five (or four, depending on response). 3. Celia made detailed notes of text revisions for the group to approve at the next

meeting.

4. Pilot Focus Group, Email from Joyce Lui From the meeting dates proposed by Joyce, the group selected April 23rd and 24th as the optimum dates to schedule the Pilot Focus Group training sessions.

5. Committee members rated five conference/special funding requests, as time permitted.

6. Very Short Term Projects Linda reported that the campus bookstore still has in stock many textbooks for basic skills courses. She estimates that $4,000 -$5,000 of BSI funds could be used to augment the library reserve textbook collection. She is waiting for instructors to confirm the titles of textbooks that they will be using for Fall semester courses.

Celia will send a Doodle with 4 dates for the Pilot Focus Group observation of Joyce Liu to serve as our training. The date that seemed the most convenient for the majority of the group was April 23.

5. Spring 2015 Conference Requests and Short-term Project Proposals Michelle Blair – NCWA Conference Mark Zheng – 4th Annual PLTL-International Society (presenter) Karen Hurst - 4th Annual PLTL-International Society (presenter) Marlise Edwards – Basic Skills Instructor Development Program Linda Meyer – Library textbooks Linda expressed some difficulty with purchasing some of the requested textbooks due to the edition of some of the books – if a very old edition, the publisher may release a new version this summer making old editions obsolete since they would not be used by instructors since no more new books could be purchased of the previous edition. She will send an email to the coordinators if there appears to be a problem with the texts. Funds need to be used by June 30, 2015. Math, ESL, Reading and English have submitted requests. Counseling to discuss as a group in March/April and have a request for Linda by mid-April. Jamie Alonzo – PLTL Membership

PLTL is a model program – the goal is to institutionalize the program at our school. The membership is $500 and was previously supported by Title V. Many other schools are looking to our program as the model and faculty are being asked to speak at conferences to represent the national model. Roland suggested they seek funding from Student Equity. There was some support from members of BSI. Celia asked Jamie to write up a request. The question of student gains from faculty involvement was addressed. We took a hand vote on supporting paying for the membership. Yes votes: Alex, Rachel, Michelle, Dong Mei, Linda. No votes: Roland, Teresa. A decision was agreed that Jamie would seek funding from Student Equity and if not approved, BSI would pay for this year’s membership.

6. Review of BSI Action Plan Activities and updates Develop streamlined pathways for Basic Skills students into Career Programs. 1. Was tracking mechanism for incoming adult ed students added to application? Is this information able to be pulled? 3. Develop a trial course that follows the IBEST model involving ESL and an SJCC career program – not going this semester. Improve effectiveness of placement instrument and process. Counseling working on this with Math department, researchers, possible new assessment instrument will begin in Fall 2015. Sponsor professional development. Members agreed to speak at division meetings about BSI funding (Jamie – Math/Science, Teresa – English, Dong Mei – ESL). Teresa will conduct workshop in Professional Development Center to explain the application process for conferences and proposals Wed. 4/8 3:00-4:00. 3CSN event was rescheduled for May 8th. Celia and Keiko considering visiting Isai’s class on April 7th. Support Tutoring programs for Basic Skills students. 1. Jamie mentioned that CRLA(?) stopped taking applications, so process of certification is on hold. 3. 15 textbooks for Math classes are being purchased. 4. Professional Development session on Friday 3/27 for Best Practices – Math/Round-table for developmental math. Support Counseling Services for Basic Skills students, including Ed Plan management for students on academic dismissal/probation. 1. No baseline exists currently – counseling will capture a number by the end of spring and report out. 2. Hired an adjunct counselor to assist with dismissal services for students. Beginning in April, students on dismissal will be required to attend workshops and make counseling appointments. Services for dismissal students will continue through summer. 3. We currently have counselors presenting in basic skills classrooms – providing orientation, study skills, etc. Collect student perspective data that addresses SJCC results as seen in the BSI Cohort Tracker. Working with Joyce Liu (saving $10,000), completing survey, focus group observation date set for members to observe prior to conducting ours in May/June.

7. Timeline for Submission of BSI Project Proposals for Fall 2015

Discussion focused on whether or not attendance at the proposal hearings was required or optional. Presenters at the hearings are able to answer questions, address concerns and explain funding that BSI members have questions about. Roland channeled Keiko: “there are some proposals where everyone is aware and we support the initiative.” Jamie asked if we review the proposals earlier and those who we have questions about we would ask them to attend and present. Alex: “how invested are you in the project if you aren’t willing to present?” Discussion regarding proposals that have been previously funded – do they need to present again? Do we require attendance for all previously unfunded proposals while those that are on-going, attendance is optional? Rachel: “but if we were hesitant to fund previously, shouldn’t they come back and present in case we find we don’t want to fund again?” Teresa made a motion that we keep the process the same this year – all proposals are invited to present. Voting for: Jamie, Alex, Dong Mei, Linda, Teresa, Rachel Teresa will conduct workshop to help faculty complete application on April 8 (3:00-4:00) and Jamie volunteered to be a contact person for people who need help completing the application. Hearings will take place on May 7th – (group reading 1:00-3:00, proposals presented 3:00-5:00). The group decided that Wednesday, May 13th we would review the proposals after presentations. Meeting was adjourned at 2:54 pm.

March 25, 2015 Meeting Notes- The committee approved the 3/25/15 meeting notes.

Approval of Agenda-The agenda was approved without changes.

Volunteer Notetaker-

Final Discussion Questions for Online Survey- The committee members reviewed the comments/suggestions made by L. Meyer; the changes were endorsed. C. Cruz-Johnson will make the changes in the survey. It was agreed that no additional changes will be accepted. Per C. Cruz-Johnson, the requests to generate the databases with the email addresses for both Sample Population 1 and Sample Population have been submitted to Institutional Effectiveness and Student Success. C. Cruz-Johnson will create the survey in Limesurvey and wait for the databases. After the databases are created, they need to be submitted to ITSS who will use them to create the tokens. Once the survey is created, it has to be populated with tokens (email addresses). Then the survey can be sent out.

Pilot Focus Group with Joyce Lui- A Doodle poll needs to be sent out with the two dates Joyce provided: April 21 and 23, 2015; however, the surveys need to have been sent out before the Focus Groups can be done.

Spring 2015 Conference Requests-Two requests were received: Bill Carlson ($1,450), 4th Annual PLTL-International Society, University of Texas, May 28 to 30, 2015 and Marlise Edwards ($1,500), National Conference on Acceleration and Developmental Education 2015, June 24-26, 2015. Committee members present casted their votes.

Short Term Projects Announcement Update (Projects for Between March and June 15, 2015)

Library, Textbooks-L. Meyer summarized her efforts on compiling the list of potential book purchases. So far $2,500 have been identified for ESL textbooks. Reading submitted their textbook list.

Machine Technology Classroom Visit (4/7/15) K. Kimura shared about the visit by C. Cruz-Johnson, K. Kimura, & D. Pucay to I. Ulate’s evening class. The students in this class will be polled about their needs for future academic classes.

Basic Skills Instructor Development Program Proposal (M Edwards)- C. Cruz-Johnson asked the committee to revisit this proposal. Committee recommended to fund a 2 day 4 hour session each day solely for English 335 faculty. There will be non-instructional rate compensation for participating faculty.

Timeline for Submission of projects for Fall 2015- The committee agreed to the timeline: Conversation Workshop, April 8, 2015, 3:00-4:00; Application Window, April 8th to May 5, 2015; Proposal Reading and Meeting, May 7, 2015, Reading 1-3, Hearing 3-5; Group recommendations by May 13, 2015. C. Cruz-Johnson needs to leave at 4pm; she has to offer a Reading Final Exam Review Workshop at that time.

Other-

The deadline for the application period for the Cultivating a Growth Mindset Community of Practice has been extended until April 10, 2015. R. Hagen, T. McKimmey, and C. Cruz-Johnson expressed interest. They will try to meet to complete the application.

The announcement from 3CSN was sent college wide; the flyer includes workshop offering on Reading Apprenticeship, Habits of the Mind, etc. Per C. Cruz-Johnson, stated the BSI Committee has the goal to have at least 10 employees participate of these events.

BSI Committee Meeting Notes

Present: R. Montemayor, S. Gonzalez, C. Cruz-Johnson, L. Meyer, K. Kimura (Not a quorum. Committee members conversed about the topics below.)

Approval of April 8, 2015 Meeting Notes-Committee reviewed and approved 4.8.15 meeting notes.

Approval of Agenda- Committee approved the agenda.

Online Survey- C. Cruz-Johnson shared the current results of the two surveys administered to the BSI sample populations (SP1 and SP2). 2,715 tokens were generated for SP1 which consisted of students who dropped one or more basic skills courses. There were responses from 86 students. There were 70 completed surveys and 16 incomplete surveys. 604 tokens were generated from SP2 which consisted of the students who dropped all the basic skills courses and remained enrolled in at least one general education course. There were responses from 17 students. There were 13 completed surveys and 4 incomplete responses.

Pilot Focus Group- A Doodle invitation was sent to Joyce Lui who will coordinate the focus groups. C. Cruz-Johnson is waiting for response. R. Montemayor suggested that we hold two 2 hour sessions. Students should receive an incentive for their participation.

Spring 2015 Conference Request- One request was submitted. N. Adham, 4th Annual 2015 PLTL, International Society, May 26-30, 2015, $1050. Members will receive voting rubric and application, so they can submit their votes online.

Short Term Projects (March and June 15, 2015) Updates-

Library, Textbooks- L. Meyer is still purchasing books with the $12K awarded for this project.

Machine Technology Classroom Survey- C. Cruz-Johnson visited I. Ulate’s Mach Tech 129 where 29 students completed a survey about possible offerings of ESL, English, other courses. Results to be discussed in a future meeting.

Basic Skills Instructor Development Program- M Edwards is coordinating 4 two hour workshops for English 335 instructors. There is collaboration between librarians and other college personnel in the coordination. The workshops will be completed by June 20, 2015.

Development Math Best Practices Roundatable-J. Alonzo shared about the April 17th session on developmental math best practices. He added there is a possibility submitting two proposals for projects in the area of developmental math.

Progress Report on Writing Assessment-Dr. M. Edwards submitted a written report on the workshops she is coordinating and conducting. The committee still has some unanswered questions. Among these

BSI Committee Self-Assessment- The committee reviewed and revised the BSI Committee Self-Assessment Review for Strategic Planning. Cruz-Johnson will make the changes recommended and will forward to the SPC Chair, Dean Abel.

Pilot Focus Group- J. Lui will conduct the activity on May 21 or 22. Joyce requested that only non-instructional staff to be present at the activity. The questions used for the online survey will be emailed to her. Invitations will be sent out. Invitations will include the following statement, “ First 25 students who respond participate. Sessions will be on May 21 from 10-11, 11:15-12:15 and 1-2.”

Timeline for Submission of Projects, Fall 2015-The committee voted to accept proposal on an ongoing basis instead of once a semester. It will adopt this format beginning in June. This change will be announced college-wide.

Other- A. Lopez will step down after this meeting. The BSI Expenditures reports are due by July 31, 2015. C. Cruz-Johnson will meet with VP Graham to discuss possibility of a BSI Summit to plan out the 2015-16 activities; the summit will be conducted prior to June 20, 2015. Need to send email to Academic Senate seeking additional membership.
