What is Sportivate?

Sportivate is a nationwide campaign that captures the excitement of the London 2012 Games, providing

opportunities for teenagers and young adults (aged 11-25) to receive 6-8 weeks of coaching in a sport of their choice and guiding them into regular participation within their community. Sportivate commenced in April 2011

and will run for 6 years until March 2017.

Aims

In Sussex, our mission is to use the Sportivate campaign to ensure that more teenagers and young adults have

the opportunity to find a sports activity that is attractive, affordable and accessible to them, with the ultimate aim of supporting them into life-long participation.

Target Group

Sportivate is aimed at targeting young people aged 11-25 who may not seek out sporting opportunities

themselves and would not prioritise doing sport in their own time or those who are doing sport for a very limited amount of time.

Sport England has set key priorities for CSPs to work towards;

Inactive Young People * Women and Girls

Young people aged 19-25 years

Disabled young people NEETS (Not in Education, Employment or Training)

* Those young people who, when registering for Sportivate, state that they aren’t yet doing once a week

participation in sport.

Applicant Eligibility

To apply to the Active Sussex Sportivate programme, deliverers must be aware of the following and be able to

justify that these points have been met. Active Sussex will assess whether deliverers have met these points initially through their submitted Sportivate application and through follow-up questions where necessary.

Applications should be put forward by a lead organisation, but we encourage robust partnership working

with at least one other organisation to strengthen an application especially with regard to evidence of need and demand and demonstrating local buy in. For example, a leisure provider or a local authority linking with

a youth organisation and the local sports club.

We cannot fund projects intended primarily for private gain.

The organisation to receive the funding needs to have a bank or building society account that requires two authorised signatories – as payments will be made by BACS.

Organisations must be in a position to complete safe recruitment practice and if providing activity for under 18s or vulnerable adults, have a current child protection policy*.

Organisations must be equitable and have an equal opportunities policy or equity statement.

Organisations must have public liability insurance cover suitable for the activity they are running.

Sportivate deliverers must be advised that Sport England has the final approval on funding and projects to be

delivered as it is the licensed National Lottery funding distributor.

*Safeguarding and Best Practice Providers applying to the Sportivate programme are required to complete a Safeguarding and Equity Checklist with their application if targeting participants under 18 year olds or vulnerable adults. Additional supporting

evidence and documentation may also be requested. The Checklist can be found within the application form.

School Specific Eligibility Schools cannot apply as the lead applicant for Sportivate funding.

Applications for Sportivate projects that are taking place in schools should always be from a provider and deliverer

based in the community, with exit routes in the community; after school clubs run by teachers without links to a community club should not be an exit route for Sportivate projects. However, a Satellite Club based on an

educational site linked to a Community Hub Club can be classed as an appropriate exit route.

We do not expect School Games Organisers to be applying for Sportivate funding as part of their School Games role. However, School Games Organisers and teachers are encouraged to work with community providers to

identify semi-sporty students; identify gaps in provision and provide intelligence on the kind of activities that may be popular with their students.

Year 5 Sussex Priorities When applying to Sportivate organisations should think about projects that are targeting the following priorities:

Inactive Young People *

Women and Girls Young people aged 19-25 years

Disabled young people NEETS (Not in Education, Employment or Training)

* Those young people who, when registering for Sportivate, state that they aren’t yet doing once a week participation in sport.

For this funding round we are only accepting projects for 16-25 year olds. Any projects engaging young people

within the ages 11-16 must be targeting at least one of the priority areas above.

Application Dates Sportivate is split into 2 funding rounds per year and into 4 quarter delivery blocks.

The Sportivate year starts in April:

Q1 April – June 2015

Q2 July – September 2015 Q3 October – December 2015

Q4 January – March 2016

Sportivate is open to applications at the following times:

1 December 2014 – 25 January 2015 for projects delivering in Quarter 1 and 2 1 April 2015 – 30 August 2015 for projects delivering in Quarter 3 and 4

Active Sussex may decide to open up additional application windows for targeted delivery at any time. All Sportivate applications must be submitted to [email protected].

Sportivate deliverers must be advised that Sport England have the final approval on funding and projects to be

delivered as they are the licensed National Lottery funding distributor. No secondary distribution of lottery funding is allowed. Therefore, projects that form the Sportivate Delivery Plan will not receive final approval until this is

received from Sport England. Projects are advised not to start their delivery or commit expenditure from their grant until this approval is received. Active Sussex will confirm with Sportivate projects as soon as possible.

Key Points to Consider!!

Exit Route

This is the most important aspect of a Sportivate project and you must address this clearly within your application. Please consider how participants will be able to carry on participating after your project. Also describe the

person/people who are responsible for ensuring opportunities to continue to take part in sport are communicated and open to all participants from the project. You are also given the opportunity to add in exit route costs to your

application at the bottom of the project sheet, e.g. annual club membership, NGB affiliation, insurance etc. This cost is capped at £30 per participant and should be spent on the participant not the club. This is additional to the

Sportivate funding and does not affect your cost per head.

Age Range

Projects that are looking to deliver across a wide age range, i.e. 16 – 25, need to think about segmenting these

age groups into different sessions or blocks of sessions. Quality of experience is essential to achieving retained participants and this may be difficult with a wide age range if all are being invited to participate in one session.

Leagues

When exit routes/sustainability is based on leagues, their format should be established using evidence of

demand/need. We would expect this to predominantly be non-traditional/adapted versions of the sport to appeal to inactive participants. We would also expect leagues to be strongly based in the community.

School Venue Projects

Please ensure that projects planned as after school sessions consider, where possible, combining weekly

coaching sessions on both a school site and local club site. Projects should not focus on primary school

student engagement.

Cost per Head

This is calculated automatically in row 150 in the project application. The cost per head should be kept under £50 and maximum of £80 for disability projects to show value for money. However, we understand this figure

may vary due to the sport, participant/coach ratio, target audience, engaging NEETS and inactive participants, working with females, a disability project or to strengthen an exit route. A higher cost per head amount may be

considered, but reasons must be given as to why, explaining value for money specifically against the project outcomes and impact.

What Sportivate Will Fund

Eligible Costs

• Staffing to deliver projects up to £40/hour • Staffing to produce and manage Sportivate Plans

• Volunteers to help run projects – up to £50 in kind/volunteer • Resources and materials – items to be used in projects

• Hire of facilities used to deliver projects • Transport

• Marketing/Publicity – badges, caps, posters, website • Training/Coach Education Courses – needed to run and/or sustain the project, please apply to the coaching bursary for

funding towards coaching qualification courses

• Equipment – equipment may be purchased to support

direct Sportivate delivery (up to 20% of annual grant) • Exceptionally – caretakers/CRB checks

Ineligible Costs

• Overheads – storage of equipment, insurance and asset

register maintenance • Statutory items • Contingency costs – replacing damaged equipment

• Purchase of vehicles • Buildings and refurbishment – capital building works/no

bike sheds, pavilions, etc • Items with poor value for money • Items purchased before funding is offered

• Items for projects that take place outside the UK • Retrospective projects – no funding can go to a project

that has already started or equipment that has already been purchased • Projects that have no clear community/sustainable exit

route • Projects that are insufficiently targeted

• Projects for gifted and talented participants

Funding Release

If all required documentation is submitted within the application and the signed SLA, (service level agreement) organisations will be able to request 50% of a projects’ allocated funding prior to the start of their project. If

documentation is not submitted prior to delivery, then all funding will be held by Active Sussex until after the project has been completed and data submitted.

The remaining 50% will be released after submission of data to the Sportivate portal. Submission of data to the portal and other required information is mandatory for the release of the second part of funding.

If a project achieves less than 75% of its agreed retain target, funding will be released on a cost per retained head basis. Please note that any funding released prior to delivery, will be taken into consideration when calculating the

remaining funding amount release.

Exit Route funding will be released after the submission of sustained participants into the designated Exit route; this will be set by the number confirmed within the submitted case study.

Reporting and The Portal

Active Sussex will be measured on three separate ratings:

Sustained target – This is those young people who continue to take part in sport three – and now six and twelve

months – after their Sportivate coaching sessions have ended.

Completed target – This is those young people who successfully complete their coaching sessions by attending all of the six-to-eight weekly coaching sessions (missing no more than one session). This was previously known as

the retained target.

Inactive target – This is those young people who, when registering for Sportivate, state that they aren’t yet doing once a week participation in sport.

Delivery partners will be required to collect and report simple data relating to participation and throughput during

the 6-8 week block. An online portal is used for the collection of Sportivate data, and therefore deliverers are required to collect the following information and input onto the online portal:

Dates of sessions if not already inputted by Active Sussex

Participant data using the Sportivate registration forms*, including essential information – DOB (must be within 11 -25), email address and postcode

Attendance record for all of the sessions and participants

*Participant Registration forms: There are two registration forms. One for 11-15 year old participants and one

for 16-25 year old participants. Forms can be found on the Active Sussex website and portal.

Sussex Induction If you are successful in your Sportivate application you will be invited to attend an induction which will explain

what reporting you are expected to fill out, how the portal works, our Sussex schemes, competitions and helpful

advice. You will be sent the confirmed date of the induction when your project has been approved, however provisional dates for phase 2 is for 7th September 2015.

Case Study

With return of your final invoice we will request a Case study, using a simple template form. This will be used for

our own purposes to learn more about the programme from deliverers around the county, recognise achievement and success, highlight and share good practice, and be used to nominate your coach into the reward and

recognition scheme. It is essential that this is returned to receive exit route funding.

Coach Support You must provide the name and qualification level of the coach/instructor who will be delivering the project within

the Service level Agreement (SLA). Without these details (along with the project delivery details) 50% pre-project funding will not be released.

Recruitment of Coach/Instructor

Active Sussex Coaching can assist in the recruitment of coaches/instructors to deliver Sportivate projects. We hold information of previous Sportivate coaches, who you may wish to approach. If your named coach/instructor pulls

out at the last minute we can source an alternative coach, to hopefully avoid having to cancel the project.

Bursary Scheme

The bursary provides financial support to coaches/instructors in gaining accredited coaching qualifications, to

support the delivery of a Sportivate project or its attached exit route. Please visit the Active Sussex Coaching website for latest information about Bursary conditions

Reward and Recognition

The project lead can nominate the project coach/instructor to the Reward and Recognition scheme. The scheme

will reward and recognise coaches/instructors on a quarterly basis. Nominations can be made as part of the case study sheet on completion of the project and submission of final invoice.

Sportivate Coach Support Scheme

This scheme provides an opportunity for coaches/instructors delivering Sportivate to receive mentoring support from an experienced Coach Support Officer and a unique learning environment offering coach observations,

training needs-analysis & action planning. If you wish to put your project forward to be part of the scheme, please check the box on the declaration page of the application. More information can be found on the website here

CPD Programme

Coach Sussex is able to provide access to, and coordinate a programme of Continuous Professional Development (CPD) opportunities. These will include coach education workshops and access to informal learning opportunities.

Subsidised workshop places are available for Sportivate coaches.

Promoting your project

To receive 50% of your project funding prior to the start of your project you must supply Active Sussex with your project information before the start of your project using the project sheet attached to your SLA. All projects

should comply with the following in terms when promoting their project:

Sportivate to be included in the title of the project name unless otherwise agreed with Active Sussex, in

this instance Sportivate must then be explicitly stated in the marketing, perhaps in a description paragraph, i.e. 6 week Sportivate course.

Use of the Lottery funded Sportivate logo on promotional material and webpage if relevant.

Use of the Active Sussex logo on promotional material and webpage if relevant. Where applicable/possible, please include the URL to Active Sussex Sportivate page on your website or

promotional material or a hyperlink to our Sportivate Facebook page
