sEcnoN 1. S00 million shall be reallocated from the United States
discretionary military budget to provide Somalia with humanitarian aid
incrementally.
sEcrtoN z. A. Humanitarian aid shall be defined as aid that is granted to
alleviate suffering (food security, housing for people who are displaced,
etc.) caused by a crisis.
B. The increments entailgranting Somalia an initialSl0
million in aid immediately upon the passage of this legislation, and having
the other SSO million dispersed after the first 9 months of the passage of
this legislation for 5 years after implementation, granting an additional S10
million every year within those 5 years, so long as Somalia adheres to the
guidelines later stipulated in the bill.
sEcnoN 3. The United States Department of Defense, the United States
Department of Treasury, and the United States Agency for lnternational
Development willjointly oversee the enforcement and implementation of
this legislation.
A. lf these agencies deem that the aid being granted has been embezzled,
corrupted, or ineffective, the aid will be terminated immediately. The
aid cannot be terminated until 9 months of implementation has
passed.
sEcrroN s. All laws in conflict with this legislation are hereby declared
null and void.

BE 1T ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

2 ISPR) to routinely sell of its petroleum reserves shall hereby be eliminated.

4 Bipartisan Budget Act of 2015 are herebly repealed.
5 g. The SPR shall continue to reserve the right to sell oil in response to
5 national crises, as determined by the presldent.
7 sgCrlOru g. The Department of Energy shall enforce this legislation.
8 SfCnOru c. This legislation shallgo into effect immediately after passage.

A Bill to Fund NASA to Maintain the ISS and Expand Space
Exploration
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
1 SgCnOft t. StO biltion will be reallocated to the budget of the National Aeronautics
2 and Space Administration from the budget of the Department of Defense.
3 SeCflOu Z. 50o/o of the funding (S5 billion) will be directed towards maintenance of the
4 lnternational Space Station (lSS). 25% of the funding (S2.S biltion) will be
5 used to conduct research and missions that willtake the Unifed States to
6 Mars. 25% of the funding (S2.5 billion) will be at the discretion of the
7 tttationalAeronautics and Space Administration.
8 SECTION 3. The National Aeronautics and Space Administration and the Department of
9 Oefense will oversee the implementation of this legislation.
10 SECTION 4. This legislation willgo into effect on the fourth of May, 20L8.
LL SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

The Voting Reform Act of zOLg
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1. Voting on Election Day shall be compulsory for all citizens over the age of
18.
SECTION 2. Voting shall be defined as casting a ballot. The withholding of a vote for a
candidate in any race shall be permitted.
SECTION 3. Ballots used in elections throughout the United States shall utilize a Ranked
Choice Voting system.
SECTION 4. Failure to vote will result in a fine of 5500, increasing by $SOO for each
subsequent offense.
SECTION 5. The Department of iustice, the Federal Election Commission, and the
Census Bureau shall oversee the implementation of this legislation.
SECTION 6. This legislation will go into effect on January 1st, 2019.
SECTION 7. All laws in conflict with this legislation are hereby declared null and void.

A Resolution to End the Use of Military Drone Strikes
WHEREAS, Drone strikes can occur with little rationale in a largely secretive process
and harm US influence in international regions; and
WHEREAS, Hundreds of civilians are killed by US drones every year often outside war
zones and against international law; an
WHEREAS, Numerous independent investigations have found that the Department of
Defense and CIA drastically underestimate the number of civilians killed by
airstrikes; and
WHEREAS, The rate of civilian casualties from US drone airstrikes has been steadily
increasing under the current administration; therefore, be it
RESOLVED, That the Congress here assembled callfor a complete and hasteful end to
the use of drone strikes by the Department of Defense.
