1. Background Information

CARE International is one of the world’s leading humanitarian and development organisations. Founded 70 years ago with the CARE package, CARE now fights poverty and injustice in 84 countries and has built up a strong reputation for innovation and impact.

In everything we do in CARE we place special focus on gender issues and working alongside women and girls, as well as boys and men, addressing their different needs and vulnerabilities. Women are a vital part of CARE’s community-based efforts to improve food and nutrition security; protect life and resilience in humanitarian crisis; increase access to quality healthcare and education and expand economic opportunity for all.

CARE helps people have a greater say about the decisions and policies that affect their lives, supporting them with information and skills so they can challenge decision-makers. CARE’s advocacy efforts also bring evidence from our programmes of what works to change policy and practice at both a local and global scale. CARE is a non-sectarian and non- partisan organisation.

Humanitarian and Emergencies workEvery year, CARE responds to approximately 30 crises that affect the lives of around 12 million people around the world.

Before Disaster strikesFor poor, vulnerable communities, the impact of any emergency can destroy hard-won gains in the fight against poverty. Good planning and preparation can save lives, reduce the impact of disasters and help people recover more quickly.

That’s why we help communities to plan for emergencies and reduce the risks of harmful impacts from future disasters – such as by advising on how to build safer housing, or supporting farmers to grow drought-resistant crops.

During an emergencyCARE’s dedicated resources for emergency response allow us to provide fast, effective relief to communities in need as soon as a disaster strikes. With ongoing programmes in many of the world’s most disaster-prone countries, CARE has emergency response experts already on the ground,

and additional emergency specialists ready to immediately deploy from around the world.

We provide emergency food and other supplies, provide shelter, and ensure people have access to water, sanitation and health care. We place special emphasis on meeting the needs of women and girls, who are disproportionately affected by disasters.

After an emergencyAfter the emergency phase has passed, CARE works with communities to recover in the long term. Our goal is to move as quickly as possible from emergency response to recovery and sustained development. Instead of providing long-term handouts, we help people help themselves, for example by supporting people to rebuild businesses, and farmers to rehabilitate their farms.

We also provide psychosocial support, helping communities recover from trauma by re-establishing communal activities and structures and promoting better coping mechanisms through community activities.

2. About CARE International

About the CARE ConfederationCARE International operates in 84 countries, but is held together by 13 national members. These national agencies are separate legal entities but operate through one presence in each country and work together under the CARE International Board and Secretariat, based in Geneva. They are bound together by the CARE code.

Globally CARE employs 8,000 staff, with over 95% of them locally sourced and has an annual income of $800m.

CARE has just agreed a new global Program Strategy which will govern all of our work and which will mean that by 2020, CARE and our partners will support 150 million people from the most vulnerable and excluded communities to overcome poverty, social injustice and humanitarian crises.

About CARE International UKCARE International UK (CIUK) is an important part of the global CARE International confederation and one of the largest and most influential members. We employ 115 staff and generate around £45 million a year for CARE’s poverty-fighting and humanitarian work.

As well as raising money for CARE’s humanitarian and development work around the world, we provide programme expertise in four key areas: Humanitarian responseWith a long-term presence in many of the world’s most vulnerable places, we take a comprehensive approach to emergency response including preparedness, immediate assistance and long-term recovery. We have a particular focus on women and girls; shelter in emergencies, and building resilience through our climate change adaptation and food security work.

Women’s Economic EmpowermentWe are working with poor women to give them access to economic resources through programmes on financial inclusion, supply chains and workers’ rights. The private sector has a critical role to play in reducing poverty and supporting women’s economic empowerment. We take an innovative approach to engage with the private sector at global, national and local levels to improve the impact of their activities so that real opportunities are created for poor people. CIUK has also launched Lendwithcare – a new solution for financial inclusion which offers the chance for people in the UK to make small loans to poor entrepreneurs.

Preventing and responding to sexual violence in conflict In an increasingly turbulent world, we provide expertise and support to our field operations in countries experiencing conflict, by supporting programmes spanning peace-building, reconciliation and rehabilitation. Protecting women from violence and increasing their participation in peace-building is a major advocacy priority.

Inclusive GovernanceThe capacity of poor and marginalised people to influence the institutions that govern their lives is fundamental to addressing the underlying causes of poverty. We work at a local level to help the most vulnerable and marginalised hold public authorities and other power holders to account for how they take decisions and allocate public funds.

Within the CARE confederation, we have five strategic roles. We: 1. Design and deliver quality programmes that address the underlying

causes of poverty and specifically examine and address the disproportionate impact of poverty on women and girls, as well as preparing for and responding to emergencies and humanitarian crises.

2. Advocate for policies to help the poorest, and change government and business practices to bring about lasting social change among communities living in poverty and affected by crises.

3. Raise strategic and transformational funding for CARE’s humanitarian and poverty-fighting programmes in the world’s poorest and most vulnerable communities.

4. Support CARE International’s global transformation to achieve broader and deeper impact in our fight against poverty by providing strategic direction, resource and expertise.

3. Background to the Programme Management Team

Team MissionThe Programme Management Team is at the very centre of CIUK’s new strategy as it is the engine room for our programme impact and a centre of excellence within CARE for programme quality. This team shapes and delivers our institutional programme portfolio in line with the CARE International 2020 Programme Strategy and ensures that our programmes bring lasting change through consistent and high standards of programme quality. The team is responsible for delivering on the full promise of the Global Programme Strategy by building a portfolio that aligns with the Global Outcome Areas and which embeds the agreed approach around tackling gender inequalities and strengthening women’s voice; promoting inclusive governance and increasing resilience across our programmes.

The team’s output underpins CIUK’s ability to multiply impact by providing the necessary basis for evidence, learning and scale up. The team leads CIUK’s relationships with Country Offices and Regions and develops close partnerships to help us achieve long term and effective programming across the humanitarian and development arena. It brings together both humanitarian and development programming around programme management, bidding and finance/compliance activities in one focused team and this ‘end to end’ approach will bring increased knowledge, efficiency and ultimately impact. Through this consistent approach to programme quality, the team ensures that CARE provides, and is recognised by donors for offering excellent value for money and real impact for its programme participants. The team also leads CIUK’s approach to delivering smart development and humanitarian programmes with an increasing focus on partnership approaches. The Programme Management team is made up of three sub teams who will all work closely together to deliver impact and excellence across our development and humanitarian programme portfolio: the Humanitarian Programme Team with a global scope, and the Regional Programme Teams for Africa and Asia, responsible for CIUK’s development programme portfolio. Within each sub team, a Regional/Humanitarian Manager will develop a programme strategy in close partnership with the relevant CARE Country Offices and Regions and will manage a highly skilled team of programme management, contracts & finance, and fundraising staff who will work together to achieve shared goals to build our portfolio, effectiveness, innovation and impact.  Specialist skills will be respected

and treated equally and there will be clear lines of responsibilities but a shared overall strategy and approach will be a fundamental ingredient in delivering increased impact and effectiveness.  Across the wider Programme team there will be a common approach and set of principles which will foster innovation, collaboration and flexibility.

Lead the shaping, development and delivery of CIUK’s Programme Portfolio so that we meet our agreed strategic plan objectives.

Deliver programme quality consistently throughout our portfolio and embed the Programme Strategy approach across our output so that we are generating learning and multiplying impact opportunities as standard.

Manage risk and finances in our programme operations so that we are efficient and effective.

4. Job Summary

The Humanitarian Programme Coordinator (HPC) - Africa has responsibility for leading on specific projects within CARE international UK’s humanitarian portfolio in Africa (and, if needed, the Latin America and Caribbean region) in line with organisational strategy. This requires close team work with a range of colleagues both internally to CIUK and in co-ordination with individuals and teams across CARE International, its partners and donors at country, regional and global levels, particularly the CARE Emergencies Group (CEG) which co-ordinates all CI’s response to major emergencies.

CARE International UK has access to an important array of humanitarian donors including DFID, ECHO, the Start Network and the DEC providing an important mix of funding to crisis affected populations. While the team is

host to dedicated fundraising capacity with the Humanitarian Funding Coordinator, all team members in the Humanitarian Programme team have some responsibility for resource mobilisation. Humanitarian Programme Coordinators will be assigned a portfolio of projects by the Humanitarian Programme Manager to lead on in their region(s) for which they will undertake careful oversight in association with Contracts & Finance Officers. They will held accountable for carrying out a range of quality management functions from a humanitarian perspective using CARE tools and systems and sector standards in support of Country Offices to ensure effective contract management. Staff will work with support from technical colleagues in CIUK to ensure that projects are implemented in ways that are consistent with humanitarian accountability standards, demonstrate results and generate knowledge to support CARE International’s commitment to multiplying impact. In so doing they will ensure that CIUK’s engagement with its key donors is characterised by high level performance in terms of financial and narrative reporting requirements

CARE is putting Gender in Emergencies at the heart of its humanitarian response. All projects and programmes supported by CIUK should reflect this. The HPC should draw upon capacity CI has built up this area, including in house CIUK technical expertise as well as with colleagues from the four core emergency sectors: food; shelter, SRMH and WASH around which are housed by different CI members, with CIUK hosting the Shelter team. In addition there will be a focus on supporting a broader DRR, resilience and recovery agenda undertaken in association with other non-humanitarian specific teams both within CIUK including the work of CIUK’s Women’s Economic Empowerment team on markets in crisis and the resilience work of the Climate Change & Resilience team.

Maintaining a strong humanitarian portfolio is underpinned by good relations with key humanitarian donors. The HPCs must therefore maintain good working relations with key contacts and an understanding of policy priorities and approaches of the main humanitarian donors working in their region. For CIUK this principally means, DFID, ECHO and the Start Network and in the case of a major emergency the DEC. HPCs are also expected to build up contacts with in-country donor offices around key projects in support of the CARE Country Missions.

5. Specific Areas of Responsibility

Proposal and bid development Contributing to achieving targets for sustained growth in the

humanitarian institutional donor portfolio Engage in identification of humanitarian funding opportunities with

support from the Funding Executive and donor relationship managers

Take the lead for developing select proposals from the range of humanitarian donors in association with Country Offices

Support the development of quality proposals that reflect organizational and sector good practice for design of humanitarian interventions

Contribute as part of teams working on complex bids in association with colleagues from the Strategic Funding and Partnerships team

Project and Contract Management Work with Contracts & Finance staff to provide support to Country

Offices to ensure compliance with humanitarian donor contractual requirements

In collaboration with Contracts & Finance Officers the timely issue of IPIAs and transfer of funds

Monitor project implementation against contractual requirements including through occasionally visits to ensure Country Offices achieve timely and appropriate delivery of project outputs/outcomes

Work with Contract Finance Officers scrutinise project expenditure (burn rates) for regular, make quarterly re-forecasts

Ensure team report back on non-financial risk and take proactive action to tackle all aspects of project risk

Lead on all grant revisions, extensions, and donor reporting; supporting Country Offices to complete all necessary work within clear timeframes and within donor requirements.

Ensure team follow up on audit recommendations Ensure direct cost recovery is on track; ensure full recovery of staff

and other costs against available direct charge budgets within portfolio of contracts

Ensure timely and good quality reporting; coordinate collection, finalisation and timely submission of narrative and financial reports to donors.

Programme Quality and Accountability Ensure that all humanitarian proposals are compliant with the

Gender Marker throughout the project cycle Ensure consistent and quality oversight of humanitarian projects by

team members consistent with the Common Humanitarian Standards and recognized humanitarian technical standards (SPHERE and companions).

Lead on CIUK’s engagement with Real Time Evaluations, After Action Reviews and other forms of project monitoring and evaluation

Oversee knowledge management from humanitarian projects to support its Multiplying Impact agenda particularly around Gender in Emergencies

Stakeholder relationship management Engagement with priority COs including: for resource mobilization

planning; supporting emergency planning and preparedness (EPP) Engagement with colleagues from the CARE Emergencies Group,

counterparts in the CI Emergency Response Working Group (ERWG) for co-ordination around large scale emergency response

Build good working relationships with donor representatives in the UK or in country

Develop good working relations with potential or actual consortium counterparts and humanitarian fund managers where relevant

Promote team capacity to effectively support progressive engagement with national partner organisations

Draw on the expertise of colleagues from the core sectors (Food; Shelter, SRMH and WASH) to support programme design and implementation

Draw on technical capacities from within CIUK around Gender in Emergencies, Shelter and Markets in Crisis as well as colleagues working on humanitarian advocacy

Be an effective team member Contribute towards the development of the team’s annual operating

plan and develop an annual individual operating plan. Contribute to annual budget development and regular reviews of

team income and expenditure levels. Contribute to team and departmental meetings ensuring that

information on specific countries/region is proactively shared and opportunities for greater CIUK engagement are known.

Support and provide cover for fellow team members as and when needed.

Take part in Humanitarian Team out of hour’s roster. Be available for deployments as part of the CARE International

Roster for Emergency deployments (RED) and able to deploy at short notice to provide surge capacity to Country Offices during emergencies.

Relevant degree or equivalent experience.

Experience of successfully developing project proposals
