COVID-19 Related State Decisions-Timeline● June 18, 2020 Governor Newsom requires Californians to wear
masks or face coverings in public spaces
● June 29th - Solano County added to the State’s “Watch List”
● July 1st - Governor orders eating establishments and movie theater/family entertainment businesses to close indoor operations
● July 13th - Governor Newsom orders closures for counties on the State’s watch list which includes Solano County
● July 17th - Governor Newsom mandates distance learning for schools within counties on the State’s “Watch List” (Solano County)

● Safe In-person School Based on Local Health Data
○ Schools can physically open when its County has been off the monitoring list for 14 consecutive days
● Mask Requirement
○ All staff and 3rd grade and above MUST wear a mask
○ Students in 2nd and below are encouraged to wear mask or face shield

Phase 1 -> Phase 2/3/4● County is off “Watch List” for at least 14 consecutive days● All criteria established by Governor’s Pandemic plan in place
Phase 2/3/4 -> Phase 1● A classroom goes to Phase 1 if there is a confirmed case ● A school goes to Phase 1 if there are multiple classrooms/cohorts
OR more than 5% of the school tests positive
Phase 4 -> Phase 5● County Public Health approves large gatherings without
restrictions
Movement between phases is in consultation with Solano County Public Health.

Electives will also need to be in a cohort.

In Phase 2, 25% of any cohort would be on campus on a given day of the week.
Cohorts will allow us to transition from Phase 1 to Phase 2 while maintaining consistent relationships between teachers and students throughout the year.

Recommendation
Move to approve the 5-Phase Continuum and reopen schools on August 19, 2020 in Phase 1 Distance Learning.
