Mark Perna Mark C. He frequently delivers keynotes across North America and spoke at Harvard University by special invitation. At TFS, Mark’s team shares

his vision of helping organizations experience significant gains in recruitment, engagement, retention, and performance. Mark’s first book, Answering Why: Unleashing Passion, Purpose, and Performance in Younger Generations, was written to help educators, employers, and parents understand Generations Y and Z and inspire them to greater performance in all areas of life.

Michael Geiermann Michael J. Geiermann is a graduate of the University of North Dakota in 1981 with a degree in secondary education and obtained his law degree from UND in 1984. He worked as an Assistant Attorney General in the North Dakota Attorney General’s Office from 1984 – 1987, where he was primarily assigned to the Department of Public Instruction. Since 1987, he has represented the North Dakota Education Association and its successor, North Dakota United.

Alisha Hyslop Alisha Hyslop has spent almost 20 years working with CTE and is currently the Director of Public Policy at the Association for Career and Technical Education. At ACTE, Alisha leads the organizations’ legislative, advocacy and research efforts that cover both secondary and postsecondary policy issues, and is particularly involved in efforts related to the Perkins Act. Previously she worked with the Florida House of Representatives and with career and technical student organizations on a local, state, and

national level. Alisha received her Bachelor’s in Public Relations and Family and Consumer Sciences Education from Florida State University, and her Master’s in CTE from Virginia Tech University.

Conference Welcome Welcome to the 48th Annual Professional Development Conference.

As the new State Director for the Department of Career and Technical Education, I am honored and excited to be a part of this year’s conference, whose theme is Today’s Success, Tomorrow’s Future. As we move into what some call the Fourth Industrial Revolution, Career and Technical Education has never been more important. Industry and education need to remain connected through partnerships to ensure the skills, whether technical or critical, are acquired. We are being charged to create life-long learners who can adapt as our economy changes, not just perform the jobs of today.

Career and Technical Education is innovation in education. Many of the phrases that are used to describe education innovation include project based learning, work based learning, and competency based learning. These are common practices in CTE. We just haven’t told our story. We haven’t made every program or course offered accessible to every student in North Dakota. We haven’t elevated CTE courses to the next level in the eyes of all stakeholders. As we move into CTE’s future, communication, access, and relevance is key.

This year’s conference agenda is full of information that will help you enhance your teaching and your students’ learning. It contains sessions on how to “market” your program to students, parents, administrators, and employers. Career and Technical Education isn’t for just “those” students. It can be for all students.

Again, welcome to PDC. Please complete the evaluations provided throughout the conference. This will allow the Department of Career and Technical Education staff to improve the services we provide.

Making a Difference in the Community

Join the CTE Mainstreet initiative.

This is a challenge to all CTSOs to take on a community project to support the Main Street Initiative of creating attractive, vibrant, healthy communities. Our CTE students are young committed local leaders, that will be a catalyst of inspiration and action to build these vibrant communities, improve them, and make them a better place to live. CTSOs provide students many opportunities to develop and participate in community service projects that help them recognize the power they have to make a difference in their own unique communities.

In our great state of North Dakota, Career and Technical Student Organizations (CTSOs) positively impact the lives of students every day. CTSOs in our schools, area centers, and post-secondary institutions are more than “clubs” or “extracurricular activities.” Rather, they are an integral part of high-performing career and technical education programs that prepare students to participate in our global economy as world class workers and responsible citizens.

Certificate of Completion Attendees may receive a "Certificate of Completion" by e-mail within 30 days of the conclusion of the event, if desired. The certificate will show proof of attendance at the conference by signing into your specific program area on Wednesday.

Graduate Credit One graduate credit will be offered for $50.00 by Minot State University, University of North Dakota, North Dakota State University, and Valley City State University. Participants may receive credit from only one university and may pre-register for credit at www.nd.gov/cte or at the conference. The credit registration booth will be near the CTE Exhibit Booth in the Courtyard and will be open Monday, August 6, from 8:30 am to 1:00 pm, and Tuesday, August 7, from 7:30 am to 1:00 pm. The on-site registration booth will be closed after 1:00 pm on Tuesday, August 7; however, registration will remain open online for a period of time after the conference, check the university websites for deadlines.

To receive graduate credit, you MUST attend at least 15 hours of sessions on Monday, Tuesday, and Wednesday, August 6, 7, and 8. You will then log these hours AND submit an assignment online by August 20, 2018. The link to the online assignment will be availa-ble STARTING at noon Wednesday, August 8, at http://www.nd.gov/cte/pdc/credit.html. All assignments must be successfully submitted no later than 12:00 pm, August 20, 2018 to be considered for credit. No Exceptions!

Post-Secondary Teacher of the Year Randy Olson

Randy Olson is an instructor at the Lake Region State College in the automotive program. He has been instrumental in leading the program through accreditation with the National Automo-tive Technicians Education Foundation. His detail to making sure the curriculum aligned to standards is matched by his love to teach. Randy works with his advisory board to insure new prac-tices are being addressed in the classroom, and helps employ

many of the students that he has had in the classroom. One of the more innovative ideas he has implemented is the creation of a classroom that mimics a present-day auto shop, thus learning in the same environment in which they will work once they become employed in the industry.

NDACTE Outstanding New CTE Teachers

Marketing Education Morgan Schwartzenberger

Morgan Schwartzenberger has taught five years at Napoleon High School. Morgan was instrumental in designing a high-quality CTE program that ensured student success. Working with the CTE supervisors for business and marketing education, he submitted for an approved program and realigned a sequence of courses that would allow students to

complete a program of study in business and marketing and qualify students for the North Dakota State scholarship under the new program of study. He established the DECA Chapter that was recognized at both the state and National Conference this year.

Family and Consumer Sciences Education Brittany Lovcik

Brittany Lovcik has worked to build an excellent, full-time FACS program at Rolette Public School. At the beginning of each year Brittany plans out the entire year for each course, aligning each with appropriate standards along the way. Brittany excels at bringing new ideas and concepts to the classroom. Recently she has been working with community members to help give

students hands-on experiences. Brittany has also developed a high-quality FCCLA Chapter.

Agriculture Education Darin Spelhaug

During his five years in Wahpeton, Darin Spelhaug has worked to incorporate the framework for a high quality CTE program in every aspect. Each of the classes he teaches have been based on the North Dakota Agriculture Education standards including Introduction to Agriculture, Foundations of Agriculture, Agriculture III, Agriculture IV, and Botany/Horticulture Science. To become a better educator, he has

used several opportunities for improvement, including the National Association of Agricultural Educators’ Teacher Turn the Key Program, where he was able to attend the NAAE and NACTE conferences and work closely with other teachers.

Career Guidance Kellie Meyer

Kellie Meyer has been a career development counselor for the past five years in the Minot Public School District and has devel-oped activities which have created a strong, comprehensive career development program for all students. Over the last five years as a career development counselor, one of Kellie Meyer’s main goals has been to ensure that all students in grades 9-12 participate in a job shadow at least once before they graduate.

She feels these experiences are invaluable for students in the career exploration journey.

Business Education Melissa Korslien

Melissa Korslien is completing her third year as a Business Education instructor for the Grand Forks Public Schools, specifi-cally teaching 7th and 8th grade computer courses at Valley Middle School. Melissa has continually identified opportunities to improve the student’s learning experience both within and outside of her classroom. Her ability to balance the role of being a first-year teacher, along with completing the transition

program, is a testament to her ability to balance and manage a busy workload. Melissa’s professional relationships that she developed during her time in industry have greatly benefited her students.

LAM1 Making Personal Finance Decisions: A Complete Personal Finance Curriculum Presenter: Scott Wolla, Senior Economic Education Specialist, Federal Reserve Bank of St. Louis This presentation teaches valuable personal finance lessons grounded in economic theory using active learning strategies. This session will provide an overview of the curriculum and demonstrate key lessons. Curriculum is pro-vided free to Business, FACS, Marketing, and personal finance educators.

SHE1 Developing Leaders Course Teaches Skills for Success Presenters: Susan Schuley & Mike Hanson, North Valley CTC, Grafton This session will share how a class of 14-18 year old students made a major impact by working in teams to identify platform issues to be implemented throughout their community. You will see the entire process from beginning to end as students incorporate a leadership team to guide them through their projects. Students enhanced their communication, collaboration, creativity, and critical thinking skills.

Teacher Educator of the Year Rick Ross

Rick Ross is an associate professor of Career and Technical Education at Valley City State University, where he has been employed for the past 24 years. Through his work as the CTE coordinator, he recognized a need and opportunity to expand the course offerings that had originally been offered as one week, intensive, on-campus workshops. Due to his work, VCSU is now delivering online courses to CTE distance

students from across the United States. Rick has developed degree options that allow transferable coursework in technical specialty areas to count toward the bachelor’s degree. This allows VCSU to accept technical coursework from two-year college partners in the North Dakota University System (NDUS) and across the United States.

Carl Perkins Community Service Nikki Fideldy

Nikki Fideldy is an Agriculture Education Teacher for Center-Stanton High School. The Agriculture Education program under her direction does a variety of projects that benefit the community such as food drives, fill-the-bus programs, a buddy bench, and many more. The work that Nikki and her students have done for the community has bettered the community climate and culture. Now, community members

donate materials to the students and request for them to be a part of the community improvements. On the flip side, the students are more engaged with the community and classmates and are watching out for each other while looking for ways to make school better for everyone.

Alison Orgaard is the Career Development Professional at the Southeast Region Career and Technology Center, previously serving in this capacity in Grant County for two years. She is serving as the Career Development Counselor in Lidgerwood and Wyndemere. Alison is a leader in Career Development and developed a robust program and guidance framework that can serve as a model of excellence in all schools.

Lifetime Achievement Award Wayne Kutzer

Wayne Kutzer served as Director for North Dakota Career and Technical Education for 18 years, previously serving as the CTE Director for Southeast Region Career and Technical Center. Wayne’s leadership as North Dakota CTE Director provided new opportunities for school districts in new or emerging CTE courses and fields of study. In addition,

Wayne's vision brought CTE courses and fields of study to schools and students that would not have the opportunity to participate because of lack of a teacher, curriculum, or distance. Wayne created several "Virtual CTE Centers" where courses were offered via distance education.

Teacher of the Year Holly Strand-Rysgaard

Holly Strand-Rysgaard leads a very successful Health Sciences program at Sheyenne High School. She built the program from the ground up and has seen her enrollment more than double in her few short years at SHS. She teaches with rigor, setting high expectations for her students. She does a great job of preparing her students for careers in the medical field, exposing them to real-world experiences. Each spring, her

students host a health fair for all SHS students and staff where students can show off the skills they have acquired in her classes. They are exposed to a variety of health care careers through guest speakers and job shadow experiences, which is a great advantage to her students.

Administrator of the Year Mark Wagner

Mark Wagner has been involved with Career and Technical Education for his entire professional career. During that time, he has served as an administrator/coordinator since 1992. Mark has brought new ideas with regards to distance educa-tion and has been influential for CTE administrators across the state with his planning of the state CTE Administrator meetings and other functions.

NDCTEA Award Winner

NDCTEA Administrator of the Year Mark Wagner

Mark Wagner is the Assistant State Director for the North Dakota Department of Career and Technical Education, where he has served for the past three years. Since assuming this state role, he has been at the forefront, listening and advocating for CTE and CTE administrators. He has increased communication between the Department of CTE and directors through timely communication, engaging in conversation, and a willingness to explore new ideas. When planning for directors’ meetings, he solicits input from administrators for agenda items and topics for professional learning, moving meetings from informational

sessions to a professional learning community. His positive rapport with colleagues lends to his ability to collaborate and solve problems. His leadership and presence during the team evaluation process has put secondary and post-secondary leaders at ease, as they are confident his intentions and integrity for feedback are a means toward continuous improvement versus punitive action.

Prior to starting his State position, Wagner served eight years as the Director of the North Valley Area Career and Technology Center in Grafton. In his eight years as an Area Center Director, the area center added additional member schools, added secondary and adult programs, expanded and added course offerings, and increased access to CTE programming for students through the creation of online classes. He initiated the first offering of a Welding Technology course by using an Interactive Video System.

His past educational experiences include twenty-four years at the Beulah Public schools where he served in various instruction and administration roles during his tenure. He was an Agriculture Education Instructor, District Technology Coordinator, Information Technology Instructor, and instructed dual college credit courses in the Cisco Networking Academy.

He received his Associate of Arts Degree from Bismarck State College, Bachelor’s degree in Agriculture Education and a Master’s Degree in Educational Administration with emphasis in Career and Technical Education from North Dakota State University.

He has served on multiple state, regional, and national CTE, Technology, Education, and Community boards and foundations.

While borrowing has benefits, if not used wisely, it can have devastating consequences. This session will introduce an active learning lesson for the classroom that looks at borrowing from both the lender’s and the borrower’s perspective. Participants will learn why it is wise to use credit sparingly and manage the use of credit. NDCTEA Award Winner

NDCTEA Administrator of the Year Mark Wagner

Mark Wagner is the Assistant State Director for the North Dakota Department of Career and Technical Education, where he has served for the past three years. Since assuming this state role, he has been at the forefront, listening and advocating for CTE and CTE administrators. He has increased communication between the Department of CTE and directors through timely communication, engaging in conversation, and a willingness to explore new ideas. When planning for directors’ meetings, he solicits input from administrators for agenda items and topics for professional learning, moving meetings from informational

sessions to a professional learning community. His positive rapport with colleagues lends to his ability to collaborate and solve problems. His leadership and presence during the team evaluation process has put secondary and post-secondary leaders at ease, as they are confident his intentions and integrity for feedback are a means toward continuous improvement versus punitive action.

Prior to starting his State position, Wagner served eight years as the Director of the North Valley Area Career and Technology Center in Grafton. In his eight years as an Area Center Director, the area center added additional member schools, added secondary and adult programs, expanded and added course offerings, and increased access to CTE programming for students through the creation of online classes. He initiated the first offering of a Welding Technology course by using an Interactive Video System.

His past educational experiences include twenty-four years at the Beulah Public schools where he served in various instruction and administration roles during his tenure. He was an Agriculture Education Instructor, District Technology Coordinator, Information Technology Instructor, and instructed dual college credit courses in the Cisco Networking Academy.

He received his Associate of Arts Degree from Bismarck State College, Bachelor’s degree in Agriculture Education and a Master’s Degree in Educational Administration with emphasis in Career and Technical Education from North Dakota State University.

He has served on multiple state, regional, and national CTE, Technology, Education, and Community boards and foundations.

Lifetime Achievement Award Wayne Kutzer

Wayne Kutzer served as Director for North Dakota Career and Technical Education for 18 years, previously serving as the CTE Director for Southeast Region Career and Technical Center. Wayne’s leadership as North Dakota CTE Director provided new opportunities for school districts in new or emerging CTE courses and fields of study. In addition,

Wayne's vision brought CTE courses and fields of study to schools and students that would not have the opportunity to participate because of lack of a teacher, curriculum, or distance. Wayne created several "Virtual CTE Centers" where courses were offered via distance education.

Teacher of the Year Holly Strand-Rysgaard

Holly Strand-Rysgaard leads a very successful Health Sciences program at Sheyenne High School. She built the program from the ground up and has seen her enrollment more than double in her few short years at SHS. She teaches with rigor, setting high expectations for her students. She does a great job of preparing her students for careers in the medical field, exposing them to real-world experiences. Each spring, her

students host a health fair for all SHS students and staff where students can show off the skills they have acquired in her classes. They are exposed to a variety of health care careers through guest speakers and job shadow experiences, which is a great advantage to her students.

Administrator of the Year Mark Wagner

Mark Wagner has been involved with Career and Technical Education for his entire professional career. During that time, he has served as an administrator/coordinator since 1992. Mark has brought new ideas with regards to distance educa-tion and has been influential for CTE administrators across the state with his planning of the state CTE Administrator meetings and other functions.

Teacher Educator of the Year Rick Ross

Rick Ross is an associate professor of Career and Technical Education at Valley City State University, where he has been employed for the past 24 years. Through his work as the CTE coordinator, he recognized a need and opportunity to expand the course offerings that had originally been offered as one week, intensive, on-campus workshops. Due to his work, VCSU is now delivering online courses to CTE distance

students from across the United States. Rick has developed degree options that allow transferable coursework in technical specialty areas to count toward the bachelor’s degree. This allows VCSU to accept technical coursework from two-year college partners in the North Dakota University System (NDUS) and across the United States.

Carl Perkins Community Service Nikki Fideldy

Nikki Fideldy is an Agriculture Education Teacher for Center-Stanton High School. The Agriculture Education program under her direction does a variety of projects that benefit the community such as food drives, fill-the-bus programs, a buddy bench, and many more. The work that Nikki and her students have done for the community has bettered the community climate and culture. Now, community members

donate materials to the students and request for them to be a part of the community improvements. On the flip side, the students are more engaged with the community and classmates and are watching out for each other while looking for ways to make school better for everyone.

Career Guidance Alison Orgaard

Alison Orgaard is the Career Development Professional at the Southeast Region Career and Technology Center, previously serving in this capacity in Grant County for two years. She is serving as the Career Development Counselor in Lidgerwood and Wyndemere. Alison is a leader in Career Development and developed a robust program and guidance framework that can serve as a model of excellence in all schools.

Agriculture Education Darin Spelhaug

During his five years in Wahpeton, Darin Spelhaug has worked to incorporate the framework for a high quality CTE program in every aspect. Each of the classes he teaches have been based on the North Dakota Agriculture Education standards including Introduction to Agriculture, Foundations of Agriculture, Agriculture III, Agriculture IV, and Botany/Horticulture Science. To become a better educator, he has

used several opportunities for improvement, including the National Association of Agricultural Educators’ Teacher Turn the Key Program, where he was able to attend the NAAE and NACTE conferences and work closely with other teachers.

Career Guidance Kellie Meyer

Kellie Meyer has been a career development counselor for the past five years in the Minot Public School District and has devel-oped activities which have created a strong, comprehensive career development program for all students. Over the last five years as a career development counselor, one of Kellie Meyer’s main goals has been to ensure that all students in grades 9-12 participate in a job shadow at least once before they graduate.

She feels these experiences are invaluable for students in the career exploration journey.

Business Education Melissa Korslien

Melissa Korslien is completing her third year as a Business Education instructor for the Grand Forks Public Schools, specifi-cally teaching 7th and 8th grade computer courses at Valley Middle School. Melissa has continually identified opportunities to improve the student’s learning experience both within and outside of her classroom. Her ability to balance the role of being a first-year teacher, along with completing the transition

program, is a testament to her ability to balance and manage a busy workload. Melissa’s professional relationships that she developed during her time in industry have greatly benefited her students.

Post-Secondary Teacher of the Year Randy Olson

Randy Olson is an instructor at the Lake Region State College in the automotive program. He has been instrumental in leading the program through accreditation with the National Automo-tive Technicians Education Foundation. His detail to making sure the curriculum aligned to standards is matched by his love to teach. Randy works with his advisory board to insure new prac-tices are being addressed in the classroom, and helps employ

many of the students that he has had in the classroom. One of the more innovative ideas he has implemented is the creation of a classroom that mimics a present-day auto shop, thus learning in the same environment in which they will work once they become employed in the industry.

Marketing Education Morgan Schwartzenberger

Morgan Schwartzenberger has taught five years at Napoleon High School. Morgan was instrumental in designing a high-quality CTE program that ensured student success. Working with the CTE supervisors for business and marketing education, he submitted for an approved program and realigned a sequence of courses that would allow students to

complete a program of study in business and marketing and qualify students for the North Dakota State scholarship under the new program of study. He established the DECA Chapter that was recognized at both the state and National Conference this year.

Family and Consumer Sciences Education Brittany Lovcik

Brittany Lovcik has worked to build an excellent, full-time FACS program at Rolette Public School. At the beginning of each year Brittany plans out the entire year for each course, aligning each with appropriate standards along the way. Brittany excels at bringing new ideas and concepts to the classroom. Recently she has been working with community members to help give

students hands-on experiences. Brittany has also developed a high-quality FCCLA Chapter.

Tuesday, August 7 from 10:30 am - 3:00 pm Grand Pacific Room

Some of the CTE degrees include: Automotive Technology, Personal Training, Nursing, Wind Turbine Maintenance, and Precision Agriculture. LRSC will showcase their CTE programs with informational tables, hands-on activities, and instructional equipment. All CTE programs will be represented by department faculty, and a number of simulators will be on display. A list of simulators includes: nursing sim, F-16 aircraft, precision ag combine sim, and an automotive engine simulator built by one of our faculty members.

Sitting Bull College will be showcasing their certificate programs and two associate degree programs. SBC offers certification programs that can be completed in 12 months or less.

These programs include: Building Trades, CDL, Electrical, Welding, and various Information Technology certifications. They will also be displaying three Associate of Science Programs which include Lay Advocate/Paralegal, Criminal Justice, and Computer Information Systems.

Our CTE students are young committed local leaders, that will be a catalyst of inspiration and action to build these vibrant communities, improve them, and make them a better place to live. CTSOs provide students many opportunities to develop and participate in community service projects that help them recognize the power they have to make a difference in their own unique communities.

In our great state of North Dakota, Career and Technical Student Organizations (CTSOs) positively impact the lives of students every day. CTSOs in our schools, area centers, and post-secondary institutions are more than “clubs” or “extracurricular activities.” Rather, they are an integral part of high-performing career and technical education programs that prepare students to participate in our global economy as world class workers and responsible citizens.

Conference Welcome Welcome to the 48th Annual Professional Development Conference.

As the new State Director for the Department of Career and Technical Education, I am honored and excited to be a part of this year’s conference, whose theme is Today’s Success, Tomorrow’s Future. As we move into what some call the Fourth Industrial Revolution, Career and Technical Education has never been more important. Industry and education need to remain connected through partnerships to ensure the skills, whether technical or critical, are acquired. We are being charged to create life-long learners who can adapt as our economy changes, not just perform the jobs of today.

Career and Technical Education is innovation in education. Many of the phrases that are used to describe education innovation include project based learning, work based learning, and competency based learning. These are common practices in CTE. We just haven’t told our story. We haven’t made every program or course offered accessible to every student in North Dakota. We haven’t elevated CTE courses to the next level in the eyes of all stakeholders. As we move into CTE’s future, communication, access, and relevance is key.

This year’s conference agenda is full of information that will help you enhance your teaching and your students’ learning. It contains sessions on how to “market” your program to students, parents, administrators, and employers. Career and Technical Education isn’t for just “those” students. It can be for all students.

Mark Perna Mark C. Perna is the founder and CEO of TFS, a full-service strategic communications and consulting firm whose mission is to share and support every client’s passion for making a difference. As an international generational expert and author, Mark empowers educators and employers to unleash the tremendous potential of today’s young people. He frequently delivers keynotes across North America and spoke at Harvard University by special invitation. At TFS, Mark’s team shares

his vision of helping organizations experience significant gains in recruitment, engagement, retention, and performance. Mark’s first book, Answering Why: Unleashing Passion, Purpose, and Performance in Younger Generations, was written to help educators, employers, and parents understand Generations Y and Z and inspire them to greater performance in all areas of life.

Michael Geiermann Michael J. Geiermann is a graduate of the University of North Dakota in 1981 with a degree in secondary education and obtained his law degree from UND in 1984. He worked as an Assistant Attorney General in the North Dakota Attorney General’s Office from 1984 – 1987, where he was primarily assigned to the Department of Public Instruction. Since 1987, he has represented the North Dakota Education Association and its successor, North Dakota United.

Alisha Hyslop Alisha Hyslop has spent almost 20 years working with CTE and is currently the Director of Public Policy at the Association for Career and Technical Education. At ACTE, Alisha leads the organizations’ legislative, advocacy and research efforts that cover both secondary and postsecondary policy issues, and is particularly involved in efforts related to the Perkins Act. Previously she worked with the Florida House of Representatives and with career and technical student organizations on a local, state, and

national level. Alisha received her Bachelor’s in Public Relations and Family and Consumer Sciences Education from Florida State University, and her Master’s in CTE from Virginia Tech University.
