    Section 12, Chapter 2 of R.A. 7277

    ACCESS TO QUALITY EDUCATIONThe state shall ensure that disabled persons are provided

    with adequate access to quality education and ampleopportunities to develop their skills. It shall take

    appropriate steps to make such education feasible to alldisabled persons. It shall be unlawful for any learninginstitution to deny disabled person admission to any course itoffers by reason of handicap or disability.

    The state shall take into consideration the special requirementsof disabled persons in the formulation of educational policiesand programs. It shall encourage learning institution to takeinto account the special needs of disabled persons withrespect to the use of school facilities, class schedules, physical

    education requirements, and other pertinent consideration.
