l The Districts in Colombia are cities that have a feature that highlights them, such as its location and trade, history or tourism. Arguably, the districts are special municipalities.

Markazesthe region or markaz consists of a capital city, other cities if they exist, and villages. Today, there are 167 markazes. The Prime Minister of Egypt appoints the chiefs of markazes. The markaz is, natively, a conglomeration of villages fully urban governorates have no regions

Distritosthe provinces are subdivided into 129 districts

Each district is in turn divided into sectors. Sectors are the third level administrative subdivision in Rwanda. Imirenge (cities/ municipalitis/ towns/ sectores)

Urban Detailed PlanPla Parcial Urbanistic PPU(1:2000 / 1:1000 / 1:500)defines the specific use of each plot in new urban areas (boundary defined by POUM); following POUM mandatory regulations about buildability and density in the boundary, provides a detailed urban design project, with maps and regulations

Urban Improvement PlanPla de Millora Urbana PMUexactly same contents as PPU for urban renewal.

Urbanization ProjectProjecte d’Urbanitzacio PU(1:1000 / 1:500 / 1:50 and construction details)detailed project for public spaces and infrastructures (sewage, electricity, power and water supply, telecom, etc…) that follows PPU and PMU. In Catalonian land laws, a plot can be considered buildable only after public space construction. Once realized the public space and transferred the land ownership (by PR plan) to community, the buildable land is considered “plot” and each developer can apply for building licenses.

The structure of land use regulations in Colombia is still very centralized as its represented in 1991 constitution, however, is based on national normativity and projects, leaving real instruments to local government which regulate directly the land use plan by the POT.

vertical planning hierarchy, but must be compatibleNo indication of parameters in the law (i.e. public space) which is basically left to the planner. Implementation/respect challenges. Hierarchy is clear and so are steps: to prepare detailed plans and assign plots, a general or partial plan must be adopted first. However, detailed plans are often designed and adopted first, to respond to land request in fast-growing settlements

policy oriented and indicative in nature

compatibility of provincial-city and barangay level

In Spain all urban planning competences are delegated to regions (Comunidades Autonomas)

planning authority with the municipality;principle of countervail-ing influence (national level – city level)(gegenstromprinzip)

National government has recently decentralized most responsibilities to provincial and municipal level. National government is involved only if a development is of national importance (e.g. main airports and harbours) or when it concern inter regional development (more provinces involved)
