3.Scientific Objectives

The space-weather explorer will observe the complete chain of disturbance from the solar atmosphere to the geo-space, including solar flares, the CMEs, interplanetary clouds, shock waves, and their geo-effectiveness, such as sub-storms and magnetic storms, aurora activities

4 Deference from SWISE

• Prof. Z.X.Liu, C.Wang (Center for Space Science and Applied Research)

• SWISE (Space Wind and Storms Exploration) is a proposal, suggested to Launch in 2010-2012.

• SWISE is composed by three satellites in different orbits (inclination degrees are all 65), so these three satellites can be launched by one rocket.

• SWISE-1:(300-700 km) Ionosphere and Thermosphere SWISE-2 (700km-7.5 RE). Magnetospheric storms.

• SWISE-3 (2 RE –22RE) solar wind

5. International collaboration

Following the collaboration between ESA and China during the Chinese mission DSP (Double Star Plan)

The satellite system, ground system and operation w

ill be developed in China. The satellite will be launched by Chinese rockets. The scientific payloads mainly prepared bt ESA The communication for scientific data transport and f

or tracking and control may need also international collaboration.

The data should be open to the international space weather community.

6. Four steps before the launch of Quaff satellite

• The first step is to do the pre-study of 'Space Weather Exploror' (Quaff) that is supported as a key project by the National Science Foundation of China. We hope we could get the assessment report in May , and detailed technical report in October 2005.

• In the second step, a Chinese governmental or government-authorized department (for example, the Chinese Academy of Science or the China Meteorological Administration) to manage the scientific project,.

• In the third step,, this Chinese national department and the China National Space Administration will manage a mission engineering project in collaboration with the France Space Agency and Space Agencies of some other countries if necessary. Then they should work for getting funding for the satellite system, launch, telemetry and the scientific instruments from the Chinese side.

• After having get funding for the mission, the fourth step work will begin. During this step the mission engineering project including the scientific instruments, the satellite system, launch and telemetry should be constructed.

1997.11 Scientific Department of ESA signed an agreement with Center for Space Sciences and Applied Research (CSSAR), Chinese Academy of Sciences (CAS) on the cooperation between CLUSTER and DSP

1999.09 ESA delegation visited China and formally requested the cooperation with DSP to CAS and Chinese National Space Agency (CNSA)

1999.10 DSP Assessment was started by CAS
