The main objectives:

1. To establish a consolidated architecture for the civilian SSA (including dual purpose elements)

2. To establish a justified programmatic dossier, i.e. for project management, development, deployment, operation and utilization approach.

CO-II Objectives

To meet these objectives the study have to deliver:

• A consolidated and justified system requirements baseline with supporting analysis

• A baseline architecture

• Standards and technology development plans

• Operations concept and utilisation plan

• Management plan, product assurance plan, cost estimates, schedule and risks analysis

• Requirement engineering - requirement analysis and validation, requirements allocation and requirement maintenance;

• Supporting analysis, which shall be performed for the purpose of resolving requirements conflicts, decomposing and allocating requirements during functional analysis, establishing operational and utilization concepts, assessing system performance (including analysing risk factors); and providing trade studies for assessing effectiveness, risk, cost and planning;

• Architecture design which results in a physical architecture, and its complete system functional, physical, operational and utilization characteristics; addressing the overall architecture and its elements

CO-II Work Logic - Overview

Many of the tasks have to be performed in parallel and/or in an iterative manner for a successful outcome. The contractor shall produce and maintain throughout the work a System Engineering Plan (SEP) according to E-ST-10C and adequately tailored to the considered objectives and SSA programme phase including any additional tasks and deliverables that is necessary to meet the objectives of the activity.

SSA CO-II Special Tender Conditions(1/4)

Introduction:

• Careful consideration will continue to be given to secure competition between the interested industries and institutions of the SSA Participating States. In order to improve the geo-return situation within the SSA PP, at least 30% of the commitments will be made to industries from A, B, CH, FI, GR, L, N, P. The overall commitment for this procurement will take into account the objective, for all SSA Participating States, to achieve a balanced industrial participation in line with their respective contribution to the Programme and geo-return situation.

• 2.5 The Tenderer as part of the proposal shall review the AD-SRD (1st iteration of SoW Task 1.1) and provide a description (version 1 of deliverable DE3-TN-10) of the shortcomings identified (focusing on the performance requirements analysis and verification) and proposed activities to address them. The Tenderer is reminded that the Agency will provide an updated version of AD-SRD at the kick-off of the activity which shall be analysed as part of Task 1.1 (2nd iteration of SoW Task 1.1).

SSA CO-II Special Tender Conditions(2/4)

• 2.6 For the SoW Task 1.2, the Tenderer shall provide on-site support at ESA establishments to ensure close interaction and short iteration with the Agency technical staff.

• 2.7 SoW Task 1.1.1 “Lethality Model and System requirements” with its related deliverables shall be quoted as a FFP option.

• 2.8 The SoW Phase 1 shall cover the complete SSA system while Phase 2 shall focus on the high and medium priorities identified in [AD-PROG].

• 3.11 The Information Risk Assessment activity (part of SoW Task 1.4 and Task 2.3) according to the EBIOS standard shall be performed by an independent company part of the bidding consortia.

The company performing the risk assessment is not allowed to participate to the other activities as part of the work.

SSA CO-II Special Tender Conditions(3/4)

Budgetary Envelope

For the whole activity including also the FFP option for SoW Task 1.1.1, (however excluding the Management Reserve) a maximum budget of 1.8 MEuros is foreseen.

For the Management Reserve an amount of 200.000 Euros shall be foreseen in the tender.

Consequently, please note that only tenders quoting a Firm Fixed Price in EURO not in excess of 2 MEuros (including the Management Reserve) will be accepted for evaluation.

As a guideline, Tenderers should allocate their effort and price (i.e. excluding the Management Reserve) to the activities approximately as follows:

40% for SST

45% for SWE

15% for NEO
