At this time of year we celebrate and reflect on what has happened over the past twelve

months and look to the challenges and opportunities of the year ahead.

For some of us the past year may have involved challenge or loss – there is no doubt that these are difficult times. But for everyone, I am sure that one of the outstanding memories of 2012 will be the role which volunteers played in the success of the London 2012 Games.

The spirit of volunteering seems especially appropriate at Christmas. It is important to think about what we can all do to give back to our community rather than what we can take from it. And during the Olympics we saw people from all walks of life giving of their time and talents to help make London a better place for the many thousands of visitors who came to our city.

But every day there are thousands of volunteers at work in our borough of Southwark. From those who are involved in regular work for local and national charities to those others who spend time helping their neighbours, or helping to run sports local clubs or generally improving their area, Southwark is full of people like you who give of their time and ask for nothing in return.

As a council we are committed to treating every resident like a valued member of our family – it is one of our Fairer Future promises. It is our attempt to carry the spirit of community and volunteering into our work as a council. In the next year it will be central to what we do.

I hope that this Christmas and New Year brings you all that you hope for.

Camberwell leisure centre will re-open its doors in January, with two refurbished halls for exercise, creative use and a new youth centre. This is part of the council’s £2m Olympic Legacy initiative and completes the final part of the project which has already seen a refurbished 25m pool, learner pool, a new cafe and an extended gym in 2011.

Dance and exercise classes will begin from Monday 7 January and the new Camberwell youth centre starts its after school programme for 13 to 19 year olds. Come along to our family open day on Saturday 26 January from 11am to 5pm, where you can join in dance class tasters, £1 swims, visit the youth centre and lots more.

In celebration of 200 years since the birth of Charles Dickens, novelist and social reformer, a fun audio walking tour has been created. It starts near London Bridge and takes you on a journey that unveils the Southwark Dickens knew as a child in 1824. Guide yourself around the streets of Southwark using your smartphone or a map. The interactive app is easy to use, illustrated with photos and drawings and provides a host of information about Southwark and particularly the area known as The Borough, with dramatisations and quotes from Dickens’ novels. Rightfully YoursAre you claiming all that you are entitled to? Rightfully Yours is a benefits, income maximisation and advice service that can help vulnerable people make sure that their benefits are correct, assist with new benefit claims, provide representation at appeal tribunals and offer casework support for more complex benefits issues. From 20 December you will be able to visit the new Bermondsey My Southwark customer service point at 11 Market Place, Southwark Park Road, SE16 for assisted self service and appointments. Customers will be able to access the same services at the new My Southwark customer service point as they currently do at Bermondsey one stop shop. To make an appointment to see a customer services adviser or for more information please visit www.southwark.gov.uk/servicepoints. As a result Bermondsey one stop shop on Spa Road SE16 is due to close on 21 December 2012. However you will still be able to contact the council and make payments online at www.southwark.gov.uk/payforit or by calling 0845 6000 611.

Make a difference

Canada Water library’s first birthday

Can you make a difference to the life of a disabled child or young person by providing a short break? Come along to a Southwark Family Link information session where our experienced staff will be there to answer your questions and help you decide whether caring for a disabled child is right for you. Information meetings will take place from 6pm on Thursday 17 January 2013 at Sunshine House, 27 Peckham Road, SE5 8UH and from 11am on Saturday 9 February 2013 at Peckham Library. Nearly 500,000 people visited Canada Water library in its first year of opening. The £14 million library forms one of Southwark’s Fairer Future promises which pledged to open a new library in Canada Water. So far the library has recorded 11,967 new borrowers and 372,121 books have been issued. To celebrate the anniversary, Southwark has launched a photo competition. The team is in search of the most unusual and creative images of the iconic building (inside and out). The winner will be given the opportunity to feature in an exhibition. Deadline for entries is Friday 1 February 2013. Children from Alfred Salter Primary School visited the library to join the celebration (front cover). See www.southwark.gov.uk/libraries

As part of a pioneering cross London initiative to promote street safety, Camberwell, Peckham, Newington and Brandon libraries have all signed up to the CitySafe scheme and are safe havens for young people concerned for their safety. For more information visit www.southwark.gov.uk/citysafe

Safe haven for young people

The final grant figure from the government for 2013/14 is not expected to be known until late December 2012, six weeks later than usual, and we anticipate further cuts in the amount of money Southwark receives from central government. This means a period of uncertainty for Southwark Council as we will have less time to respond once the final figure is known, before the budget can be set locally in order for council tax bills to be sent out on time in March. With the additional responsibilities we are being asked to take on and the expected impact of changes to the welfare system, this will be a very difficult time for Southwark. However, we will continue to apply our budget principles so that we are able to take these very hard decisions in the fairest way possible. Keep track of the budget at www.southwark.gov.uk

Budget setting 2013/14

East Walworth by election resultsRebecca Lury, the Labour Party candidate, was

elected councillor for East Walworth ward in the by election which was held on 29

November. The seat became vacant following the death of Cllr Helen Morrissey who passed away after battling cancer over the past year. The by election turnout was 25.35% and the full result was as follows: Dr Ben Johnson (Liberal Democrats) 1003 votes, Rebecca Lury (Labour Party) 1259 votes, Stuart Millson

(Conservative Party) 94 votes.

Ahead of its official opening, The Shard is providing 4,000 Southwark residents with a chance to experience the views from their landmark building based at London Bridge, from 25 to 29 January 2013.

We’re getting ready for winterAs winter unfolds and the festive season begins, it’s business as usual for us

During the winter months the weather can be unpredictable, with sudden cold spells and snowfall.

We have planned ahead for adverse weather conditions and provide a winter maintenance service to keep high usage areas and vulnerable pedestrian sites safe and clear, as well as to help keep traffic moving and to minimise delays and accidents. This includes salt gritting in advance of ice or snow when the road surface temperature is forecast to fall below 0°C. As well as pavement clearing and the provision of salt or grit bins, gritting is done by pre-determined priority and resources are focused primarily on areas which allow the continuation of essential services.

Salt bins are stocked with salt at the beginning of the winter season, and we make every effort to restock throughout winter, supplies

permitting. There may be occasions when our grit lorries may not be able to access some of the roads that are on the gritting route. Therefore we advise drivers to travel with caution as dictated by conditions of the road. If you wish to clear snow or ice from the pavements outside your home please visit www.gov.uk for tips on how to do this safely.

In severe winter weather conditions, the street cleansing team will begin to undertake snow clearance activities. This may temporarily impact on street cleanliness. The team will however endeavor to resume normal service as soon as practicable.

firE SafETy Fairy lights, candles and decorations are all part of the magic of Christmas but they can also be a fire hazard.

Keep your home safe from fires

• Unplug electrical items at night and throw away faulty ones.

• Make sure your tree lights conform to the British Standards and unplug before you go to bed or go out.

• Never place candles near your Christmas tree or furnishings and never leave them burning unattended.

• Keep candles and matches out of the reach of children.

• Decorations can burn easily, don’t attach them to lights or heaters.

• Make sure your home has working smoke alarms and check them regularly.

• Keep escape routes free from obstructions.

• Make sure everyone in your home, including visitors, knows how to escape in case of fire and that they know where to find door and window keys.

• If you smell smoke or see a fire starting, leave the property immediately and call 999.

It can be hard to keep your home warm during the winter as it is costly to keep the heating on all the time.

Keeping warm over the winter months can help prevent some health problems. If you are 65 and over and living in Southwark, you may benefit from the free services provided by the Keep Warm and Well hotline. Befrienders from the service will give information and advice about how to reduce fuel costs, stay warm and keep well. In the event of extreme weather, they will do emergency shopping for essentials so that you don't have to go out in the snow. Call 020 7099 3196 for more information.

Southwark Circle is a membership organisation that provides low cost handy person workers to help with practical tasks around the

home. This includes fitting draught excluders, hanging thicker curtains and clearing lofts for insulation which help keep homes warmer in colder months. To find out more call 0800 112 3441 or visit www.southwarkcircle.org.uk

Is there an older or vulnerable person in your community? Can you look out for them during extreme weather, by bringing them a hot meal and checking they are warm enough? Visit www.southwark.gov.uk/volunteering for more formal volunteering opportunities. People of all ages can get involved in helping their communities. The Y-volunteer project enables young people, aged 16 to 25, to give some of their time to help others and provides the chance to get involved in local issues. be used again and again. Cut up old Christmas cards to make attractive gift tags for future presents. Reuse wrapping paper if possible, creased and ripped bits can be shredded to create protective cushioning for future gifts.

rECyCLE your Christmas waste. Christmas cards, cardboard from gifts, wine bottles, sweet and biscuit tins, jars and food cartons can all be recycled as part of your household recycling collection. If you have a brown bin you can compost all the Christmas dinner preparations and leftovers. Alternatively compost bins and wormeries can be purchased from £10 at our reuse and recycling centre, 43 Devon Street, SE15 (off Old Kent Road).

rEDuCE waste this Christmas and save money by giving away unwanted gifts to charity shops; this will help raise money for a good cause and keep your home clutter free. Remember to bring reusable shopping bags when doing your Christmas shopping, this reduces waste and ensures that family and friends can’t guess where presents have been purchased.

rEuSE items to help the environment over Christmas. 250 tonnes of Christmas trees are thrown out after Christmas in the UK. If you have a garden, buy a Christmas tree that has its roots intact so that it can be planted during spring time or buy an artificial Christmas tree which can

Councillor Claire Hickson, cabinet member for communities and economic development said “Shopping locally is more important than ever given the current economic climate and it is the best way to make sure we have good local shops. How to...get ready for Christmas?

Christmas and the festive season can be a very expensive time of year with decorations, food and gifts all adding to

the cost of your everyday expenses. You don’t have to be left in debt with bills piling up when the festive season is over. With careful planning and budgeting you can still have a wonderful Christmas without breaking the bank and falling into debt.

There are many ways that you can save money at Christmas. Consider buying shop own brands as they can offer better value for money. We all tend to go a little crazy in the

supermarket and buy more food than will ever be eaten. Take some time to think and plan your menus over the festive season. Then you can make a list of what you need to buy, instead of wasting money on extra food that will only end up in the bin.

Be creative, get your children involved with making homemade presents and decorations as this can save you money and give them a fun activity to keep them occupied. Make your own Christmas cards or try your hand at jewellery making by stringing together beads.

It’s easy to overspend on your festive celebrations, and it can be hard to stick to a budget while all of your bills pile up. More people fall into rent arrears at Christmas than at any other time throughout the year.We evicted 125 tenants and their families last year for non payment of rent. Don’t be one of them this year. Are your outgoings more than your incomings? Work it all out, plan a budget and most importantly stick to it. Write a list before you go shopping and only buy what’s on the list. Smartphones have many apps that can help you with this.

Shop smartDo some research on where to get the best deals. If you shop online, you can often find good deals and easily compare prices. Remember to search for discount codes before you buy anything. Check out the local shops and markets for knick knacks that are great stocking fillers.

What has your experience as the Bishop of Southwark been like so far?Since I became Bishop in 2011 it has been exciting and fulfilling but also challenging.

how does Southwark compare to any of the areas you've worked in before?The Diocese of Southwark is a very large area, stretching all the way from the Thames to Gatwick Airport, which includes all cultures and social groups from the very rich to the very poor. Previously, I was the Bishop of Woolwich and the Borough of Southwark formed part of my Episcopal Area, so I’ve had a relationship with this area for a good number of years now. It’s people that are the lifeblood of the local church and the local community. Their joys and sorrows are what really matter in our community life.

how do you think local churches can impact on local life? And how does the church try to engage with local residents?The Church of England is in the heart of every local community and so it is fully engaged in local life by being there and by helping to build community.

Following the riots of last year I launched Faith, Hope and Love – my Call to Mission which encourages everyone to consider how they can best reflect these values in their lives.

You recently took part in the F word event, based on forgiveness in the face of atrocity. What are your thoughts on forgiveness, especially during the festive season?The Christian faith is based on forgiveness. God forgives us our sins and it is a vital part of Christian life and witness that we must, therefore, be prepared to forgive others. We should remember this throughout the

year, but especially at this time, when we celebrate the birth of Jesus, who died so that our sins might be forgiven.

Everyone who attended the recent F Word discussion was profoundly moved by listening to Grace Idowu, who said she could not bring her son David back to life following his violent death but she wished to give life back to those who were responsible by being willing to forgive.

Southwark has a diverse community with a plethora of different cultures from around the world, how does the church cater to them all?The Diocese of Southwark offers a warm welcome to all cultures and aims to work with them all for the good of the community. Our great diversity is very visible in each parish community and in our congregations.

This year has been full of celebrations including the diamond Jubilee and the olympics within Southwark. What have been your favourite moments in the borough this year? The crowds, including children from the Cathedral School, greeting the Olympic Torch as it was carried into Southwark by Ade Adepitan racing over the Millennium Bridge. Secondly standing outside the cathedral on the day of the Diamond Jubilee River Pageant in very wet conditions, which in no way dimmed the spirit of celebration and gratitude for the Queen. Thirdly giving awards to young people in the borough in memory of Mayor Tayo Situ, who sadly died at the end of his year as Mayor of Southwark in 2011. Finally looking across the whole of Southwark from the top of The Shard on the day it was officially opened in July.

With Christmas almost here, what do you look forward to the most during the festive season?I value the opportunity to share the message of joy in our Carols and like me, so many people also enjoy this opportunity. In recent years we have had to double the number of Southwark Cathedral Carol services.

how will local churches be celebrating Christmas this year?There will be Carol services, Midnight Masses and joyous services in every church over Christmas. I will be in the cathedral for the Midnight Mass and taking services in a South London prison on Christmas morning.

In the spirit of Christmas...Get more involved with your community and support those who are vulnerable and lonely during the festive season

Christmas can be a wonderful time of year to show our appreciation for those around us and spend quality time

with loved ones. Unfortunately for many people the holidays can be a very lonely and upsetting time of year especially for vulnerable and isolated people.

The festive season is a great time to make a difference in the lives of those who are alone and need extra help at this time of year.

It can be particularly difficult for older people to go food shopping and get out and about if the weather is very cold and snowing. You could pay a visit to your older neighbours to check they are comfortable well and warm.

While you’re doing all of your clearing up, why not donate unwanted warm clothes to local charities.

You could also pick up an extra gift and donate it to a local church, nursery or community centre to give out to local children in need.

Most charities rely heavily on volunteers and are always looking for people who would like to help, especially during the festive season. If you can spare some time you could become a volunteer for a local charity to support vulnerable people and offer befriending services for the elderly.

Give the gift of giving this year; it’s the best gift of all.

The Southwark People Care Association (SPCA) holds a free Christmas party and dinner every year on 25 December, for anyone who will be alone on Christmas Day. All are welcome to enjoy a full Christmas dinner and entertainment. The SPCA can provide door to door transport to and from Bacon’s College where the party will be held for anyone who lives in Southwark. You must book by Sunday 16 December if you need transport to and from the party, if not, you do not need to book. Otherwise you can just turn up on the day. A private foster carer is someone other than a parent or a close relative who cares for a child for a period of 28 days or more, in agreement with the child's parent. Southwark has one of the highest populations of looked after children (children in care) in London, a significant proportion of whom need to

be placed in both short and long term care. The children in Southwark who require fostering come from a variety of racial and ethnic backgrounds, but share a need for a loving, caring home.

Kim from Peckham started fostering with Southwark three and a half years ago and since then has fostered ten children in total. “Every child is different and each has their own

set of challenges when they first come to you. I’m currently caring for two brothers, both with behaviour issues and one of the boys when he first arrived wasn’t eating and was extremely underweight. However, being there to help the children and seeing the difference you can make to their lives is extremely fulfilling.”
