Agenda notes for 118th Meeting of the Operation Coordination Committee of SRPC

to be held at Tuticorin on 11th April 2016

1. Confirmation of the Minutes of the 117th Meeting of OCC held at Bangalore on 10th March 2016.

2. Monthly/Annual Outage Plan 2.1 ISGS/CGS: Generating Units

a) Shut Down Proposals for April/May 2016

b) Shut Down carried out during April 2016 along with reason for deviation if any.

c) Annual outage of Kaiga Unit-I

As per Annual Outage Plan, Kaiga Unit I was scheduled to be taken out in the month of December 2015 for AMP works. KGS vide letter dated 04.03.2016 had informed that KGS has planned to take Biennial Shutdown of KGS Unit I from 10th April 2016 for a period of 30 days and the proposal may kindly be concurred.

After deliberation in the 117th OCC Meeting, OCC did not concur for AMP works in April 2016 and concluded that the unit should be taken out only in June 2016

SRPC vide letter dated 11.03.2016 had suggested to KGS that the shutdown of the Unit be availed after May 2016 and sought for Kaiga’s cooperation in this regard.

KGS vide letter dated 22.03.2016(Annexure-2A) further submitted that as per MOU targets issued by NPCIL HQ for the year 2015-16, the planned Biennial shutdown of KGS Unit-1 was scheduled in December 2015. However in view of NPCIL/KGS-1&2 commitment from November 2015 to March 2016 on three programs involving industry international team, the BSD of KGS Unit-1 was rescheduled for April 2016 which happened to be beyond the period for taking BSD considering the last BSD in November-December 2013.To meet the regulatory stipulations the major inspection/surveillance tests is scheduled only during the BSDs as they call for prolonged shutdown. While rescheduling the BSD of unit-1 for April 2016, the grace period allowed for completing the mandatory inspection/surveillance tests, beyond the specified period of two years, have already been availed. Further postponing the conduct of mandatory inspection/surveillance tests will lead to violation of regulatory stipulations.

KGS once again requested to kindly concur the BSD of KGS-1 for carrying out mandatory surveillances tests and various maintenance activities from 10th April 2016 for a period of around 30 days.

d) Revised Annual Generation and Outage planning of NTECL Vallur for the year 2016-17

In the 117th OCC Meeting NTECL had requested for advancement of Annual Overhaul of Unit III (500 MW). OCC had requested NTECL to put up the revised schedule for consideration. NTECL vide letter dated 26.03.2016(Annexure-2B) had furnished the revised schedule and generation plan.

2.2 ISTS/State Sector Transmission Elements

a) As per the NLDC outage procedure constituents to furnish the outage proposals for subsequent month by 3rd of current month which would be posted on SRPC website by 5th of current month. The outage proposals shall be furnished in the specified format in Excel form through E-mail to the following address.

b) Constituents/utilities are requested to furnish the information about the shutdown carried out during last month against shutdown approved and also information regarding unapproved/emergency shutdown in their respective system. SRLDC is also requested to furnish the details of shut downs availed / not availed during the previous month by various utilities against the OCC approved shut downs.

c) All utilities were suggested to kindly get all outages including those relating to construction approved through the OCC forum.

d) In the 115thOCC Meeting, it was agreed that modification in the dates of the constructions/critical overhauls would only be considered (not AMP works) provided it is supported by reason for the change of dates.

The process to be followed would be:

i. All the shutdown proposals (modified/new meeting the above criteria) would be submitted to SRPC/SRLDC in the requisite format by 20th of the month for the outages planned for next month.

ii. SRPC/SRLDC would jointly review the proposal and furnish the details along with observation/ATC curtailment etc. during 21st to 25th of the month. SRLDC would coordinate with NLDC /other RLDCs for the Inter – Regional / critical elements shutdown proposals. It would be posted in the OCC Outage Web Group and on SRPC website.

iii. Constituents/entities could revert back with observations during 26th to 28th of the month in the OCC Outage Web Group.

iv. The approved outages would be posted on SRPC website before end of the month.

v. It needs to be noted that the new list of shutdown proposals would consists only the modified/additional construction/critical shutdowns. Approval would be at the discretion of SRLDC/SRPC/Constituents.

e) Revised procedure for approval of LC

- Need for the request on D-3 basis (D-day of LC) and common LC request format

(Item No. 5(e) of enclosed SRLDC letter dated 28.03.2016).

3. LGBR for upcoming five months a) Schedule of Hydro and Thermal Generation.

b) Details of anticipated assistance from other sources including bilateral assistance.

c) Anticipated Consumption.

d) Shortfall/Surplus if any and how the same is proposed to be met.

e) Status review of Development of State of the Art load forecasting tools as per clause 5.4.2 of IEGC.

f) Loss of Generation due to fuel shortage- Action plan for meeting their demand and short fall by constituents.

g) The coal shortage issue and sharing of coal availability as per the CERC order dated 23.07.2013.

h) Load Generation Balance in real time.

i) Status Review of ATC/TTC calculation by SLDCs.

j) Submission of LGBR in specified format and submission of network data in PSSE format (.raw files).

k) Action plan/preparation for meeting the impact of poor monsoon

4. Review of Power Supply Position /Inflows

Constituents to furnish the reasons for deviation:

a) Actual with respect to anticipated (MW & MU) for availability and requirement. b) Generation variation category wise with respect to MoP targets/LGBR figures. c) Generators are requested to furnish the reasons for deficit if any with

respect to MoP

d) Inflows (MU) to major reservoirs: Actual w.r.t. 10 year moving average and w.r.t. same month last year.

5. Issues for deliberation

5.1 NTPL-Request for waiving of DSM charge during both 400kV Transmission

line tripping:

5.1.1 NTPL vide letter dated 16.03.2016 (Annexure-5A) had informed that the 400kV lines viz. NTPL-Tuticorin Pooling Station & NTPL- Coastal Energen was tripped on Protection and consequently the running unit tripped at NTPL in the absence of evacuation system. It was requested by NTPL that deviation charges for these periods may be exempted under DSM. The incidents and exemption requested are as follows: On 03.03.2016 tripped at 07:20 hours while DC was 900 MW(30th Block) :

Exemption requested for the blocks 30,31 and 32 On 14.03.2016 tripped at 01:37 hours while DC was 800 MW (7th Block) :

Exemption requested for the blocks 7,8 and 9. On 15.03.2016 tripped at 03:39 hours while DC was 425 MW(15th Block) :

Exemption requested for the blocks 15,16 and 17 5.2 Frequent occurrence of faults and tripping near Tuticorin Pooling Station

Complex 5.2.1 SRLDC vide letter dated 15.03.2016 (Annexure-5B) had expressed apprehension

on the frequent occurrences of faults on NTPL-Tuticorin and Coastal Energen – NTPL lines causing tripping of these lines which lead to Unit outages at NTPL and CEPL creating disturbance in the grid. It was noted that on 14.03.2016 at 0136 hrs generation loss of 870 MW at NTPL and 560 MW at CEPL caused 0.18 hz. frequency dip and increase in 765 kV Raichur-Sholapur causing SPS operation. On 15.03.2016 there was a generation loss of 415 MW due to tripping of lines. It was informed by CPCC that there were five A/R operations from 02:21 hrs to 02:52 hrs in NTPL-Tuticorin line on 14.03.2016 and CEPL informed that there were f ive A/R operations from 02:48 hrs in CEPL-NTPL lines. It was requested by SRLDC that necessary actions like insulator washing/insulator replacement may be undertaken immediately to prevent such faults and to avoid large disturbances in the Grid.

5.2.2 TANTRANSCO vide letter dated 16.03.2016 (Annexure-5C) had expressed concern on the above mentioned incidents since it caused difficulty to Tamil Nadu System to mitigate the shortage. Tamil Nadu demand was on rising trend due to summer and uninterrupted power supply was to be ensured due to public exams. It was requested that the reason for tripping of the lines may kindly be arranged to be identified and rectified immediately. It was noted by TANTRANSCO that state demand is further expected to be increased due to ensuing Assembly Election scheduled to be held on 16.05.2016.

5.3 Replacement of porcelain insulators by polymer insulators 5.3.1 Coastalenergen vide their E-mail dated 23.03.2016 (Annexure-5D) had informed

that PGCIL had taken up the work of replacing existing Porcelain insulators with polymer insulators for the lines emanating from NTPL and CEPL from 03.03.2016 onwards. As per LOI received from Telangana/TSPCC, Coastalenergen is bound to supply of 300 MW from 05.03.2016. They expressed concern that due to the above transmission line issues it was not possible to supply power to Telangana state and requested that Powergrid may kindly speed up the activities and complete the work by 27.03.2016

5.4 Scheduling of energy-regarding –reg

5.4.1 KSEBL had reported that discrepancies were noted between the values of traded

quantity from IEX i.e. energy quantum at the SR periphery( which was matching with the REA of SRPC) and the computed energy values at state periphery, for the same MW, and same % loss. Different values for the schedules are seen even in time blocks in a single day. This results in significant deviation when the energy transactions are considered in units (kwh) at state periphery and at the consumer periphery. It was noted that the matter was discussed in the Commercial Sub Committee meeting held on 04.02.2016 and it was directed to take up the issue once again with IEX.

5.4.2 It was requested by KSEBL through their communication dated 17.03.2016 (Annexure-5E) that this issue may kindly be expedited by IEX and may arrange to make necessary changes in the IEX schedules for the months of November 2015, December 2015, January 2016 and February 2016.

5.5 SRLDC request to KSEBL to reduce deviation

SRLDC vide letter dated 28.03.2016 (Annexure-5F) had requested KSEBL to reduce the deviation based on the SRLDC's operational data on 27.03.2016. KSEBL vide letter dated 30.03.2016 (Annexure-5G) intimated that the total import as per KSEBL Statistics is 52.3809 MU and the net deviation is 2.49 MU. The net deviation as per SCADA is 2.9070 MU for 27.03.16. The percentage error of our SCADA values with SEM values is less than 5%. Usually it was observed that the SRLDC SCADA values are less than the KSEBL values. Hence it is presumed that the data relied upon by SRLDC in issuing the above letter is erroneous. lt is also noted that 4 MU per day as deviation is not a practical figure as far as KSEBL is concerned. It was requested by KSEBL that necessary action may please be taken to rectify the SCADA error at SRLDC.

5.6 The frequent tripping of 220kV Idukki-Udumalpet feeder-Reporting –Urgent Action required-reg

5.6.1 KSEBL vide letter dated 18.03.2016 (Annexure-5H) brought to notice about the

frequent tripping of 220kV Idukki - Udumalpet (IDUD) feeder during last 2 months. It is observed from relay indications analysis that the fault is at the same location and it is under the control of TANTRANSCO. The Tripping details of IDUD feeder for last two months are attached as annexure with KSEBL letter. It was requested by KSEBL that TANTRANSCO may give necessary directions to the concerned authority for the rectification of the fault at the earliest.

5.7 Over loading of Raichur –Sholapur lines SPS operations reg

5.7.1 SRLDC vide their message dated 16.03.2016 (Annexure-5I) invited attention of all constituents regarding the over loading of Raichur-Sholapur line I & II up to a level

of 1200MW. It was observed that SPS operated several times during the day. It was intimated that Gazuwaka HVDC power flow was restricted to 350 MW due to ER constraints and Talcher-Kolar and HVDC Bhadravathi were loaded up to maximum capacity. It was requested by SRLDC that all constituents may regulate their load according to their generation and scheduled drawal avoiding overdrawal from Grid and over loadings of Raichur- Sholapur lines so that tripping of SPS may be avoided.

5.8 Drawal Deviation from schedule by SR constituents

5.8.1 SRLDC vide their message dated 21.03.2016 (Annexure-5J) invited attention of all constituents regarding the considerable amount of deviation in drawal from the grid during the period from 1st March 2016 to 10th March 2016. It was requested by SRLDC that necessary instructions may kindly be given to SLDC control room in order to restrict the drawal within schedule and also maintain the Grid Frequency within IEGC band for safety and security of SR/NEW Grid as per requirement of real time grid operation.

5.9 Test synchronization of 600 MW Singareni Thermal power Plant Unit I:

5.9.1 Unit – I of Singareni Thermal power Plant of 600MW capacity was synchronized to the grid 3rd time at around 18:33 hrs and loaded to around 200MW at 19:19 hrs. Suddenly the generation increased to 600MW at 19:20 hrs and reduced to 400MW by 19:21hrs without the consent of SLDC/SRLDC. It was noted during the period of synchronization of the unit that, there is a gap in the communication in intimating the capacity test time.

5.9.2 TSTRANSCO in their communication dated 14.03.2016 (Annexure-5K) to Singareni expressed concern that this type of action will lead to sudden variation in Inter Regional link and frequency excursions and may endanger even the grid security. As per the Indian Electricity Grid Code (IEGC) clause No. 5.2 (j), no generating station can suddenly vary its generating unit output by more than 100MW without prior consent of SRLDC/SLDC. It was also informed that a meeting was being proposed on 16.03.2016 in this regard.

5.10 Detailed procedure for Ancillary Services Operations: Information requested

from Generators 5.10.1 NLDC had brought out detailed procedure for Ancillary Services Operations in

compliance to Regulation 14 of CERC (Ancillary Services Operations) Regulations, 2015(AS Regulations) (Annexure-5L).The objective of AS Regulations is to help in restoring the frequency level to nominal level and to relieve the congestion in the transmission network. All generating stations that are Regional Entities and whose tariff for the full capacity is determined or adopted by the Central Electricity Regulatory Commission (CERC) shall provide the Reserve Regulation Ancillary Services hereafter to be referred as RAAS and shall abide by this procedure.

5.10.2 Data provided by the RRAS Providers to Regional Power Committees (RPC)s would be published as per Format-AS3 of detailed procedure for Ancillary Services Operations on their respective websites on a monthly basis by 12th day of current

month (if 12th day is holiday, then next working day). The above information will be used for dispatch of RRAS from the 16th day of the current month till the 15th day of the next month. RPCs shall use the above mentioned details of fixed charge, variable charge and any other statutory charges applicable on the RRAS Providers for preparation of Energy/Deviation Accounts of the RRAS providers. Any post-facto revision in rates/charges by RRAS providers shall not be permitted.

5.10.3 It is requested that the information as per format AS1 (Annexure-5M) to be used for the period from 16/03/2016 to 15/04/2016 may kindly be arranged to be communicated to SRPC. The information to be used from 16.04.2016 to 15th may 2016 is to be communicated by 08.04.2016 and subsequently the same process to be followed.

5.11 Intimation of Change in the Name of the company from NCC Power Projects Limited to Sembcorp Gayatri Power Limited

5.11.1 NCC Power Projects Limited is developing a 2x660 MW supercritical thermal power plant at Anantavaram village, Nellore Dist, Andhra Pradesh and is in advanced stage of construction. It was informed by Sembcorp Gayatri Power Limited (earlier NCC Power Projects Limited) vide letter date 15.03.2016 (Annexure-5N) that the name of the company has been changed from NCC Power Projects Limited to M/s Sembcorp Gayatri Power Limited with effect from February 29, 2016. It was requested that the change in name of the company may kindly be noted and be advised them in case any consequent action need to be undertaken to effect the change.

5.12 Low Generation level at NTECL Vallur

5.12.1 In the 29th SRPC Meeting held on 5th March 2016 NTECL Vallur had informed that their generation would pick up in coming days. It was noted that at present only one unit is in service with a typically low generation ranging from 250-350 MW (ex bus). Listing the generation levels of NTCEL, Vallur from 11.03.2016 to 21.03.2016 SRLDC vide letter dated 22.03.2016 (Annexure-5O) expressed that full generation from all the generators in the region is vital for meeting the high Regional Demand. It was noted that Southern Regional demand has crossed 40900 MW recently. It was requested by SRLDC that NTECL, Vallur may immediately take actions to maximize their generation levels.

5.12.2 NTECL vide letter dated 28.03.2016 (Annexure-5P) had communicated the issues causing low generation levels and steps being taken for by them in maximizing their generation level. It was appraised that as agreed in the 29th SRPC Meeting NTECL had already taken necessary steps for sustained generation from the Units which include the tie up with Dhamra port, in addition to existing arrangements with Paradip Port, for improved coal supply from MCL. Coal supply from Dhamra Port started from 02.03.2016. The second grab shore unloader was also made available with effect from 17.02.2016. It was informed that due to non availability of sufficient coal NTECL could maintain average generation at 1000 MW only at a PLF of 66.3 % during the first ten days of March 2016. On 11.03.2016 the pipe conveyor had to

be taken out of service due to snapping of main coal feeding belt, The conveyor was brought back into service on 18.03.2016 and about 5475 MT of coal was conveyed to NTECL yard. At 1750 hrs on the same day about 1000 meter belt of the conveyor got twisted by 3600 and the conveyor had to be stopped. The conveyor was brought back into service at 2040 hrs on 23rd March 2016 in order to ensure generation from the station. It was to be appreciated that even with depleted coal stock at their yard NTECL had kept one unit on bar during this crisis period. As an interim arrangement NTECL had sought coal from nearby NCTPS of TANGEDCO and had started receiving crushed coal from NCTPS by road since 20th March 2016. With the stabilization of conveyor system the Unit III and Unit I of 500 MW were taken on bar at 0557 hrs on 26th March 2016 and 28th March 2016 respectively and Unit II was already on bar. At present all the units are running on partial load due to non availability of adequate coal. NTECL informed that they are trying to stabilize the conveyor system and assured that all efforts would be made to ensure sustained generation from the station so as to meet the grid demand.

5.13 Conversion of Line Reactor to Bus Reactor at 765 kV stations as per requirement.

5.13.1 It was observed that during off peak hours (in the night hours due to less demand),

sustained high voltage is being experienced in the 765 kV stations of Kurnool, NPS and Tiruvalam and the effect is also being experienced in the nearby 400 kV stations causing tripping of lines. It was to be appreciated that to contain the rise in voltage the line reactor of the line which is open to contain over voltage required to be connected as bus reactor in order to further bring down the voltage within IEGC range. SRLDC vide their communication dated 18.03.2016 (Annexure-5Q) to SRTS I expressed concern that most of the time the conversion could not be carried out by RTAMC SR I due to non availability of man power and other logistic at site and requested that SRTS I may kindly instruct the concerned for implementing the SRLDC instructions in real time operation in view of system security.

5.14 Fire incident at Sharavathi Generating Station: 5.14.1 A major fire incident had occurred at Sharavathi Generating Station on 18.02.2016

at 16:43 hrs. Units - 9 and 10 were tripped and other units were hand tripped. All the evacuation lines from the station were tripped or hand tripped. KPCL was requested to give an exhaustive picture of the incident.

5.14.2 In the 117th OCC Meeting KPCL had informed the following: A committee had been formed to study the incident and to identify remedial

measures. The report by committee was likely to be submitted shortly and would be shared.

Had placed purchase order for M/s ABB and ABB had inspected the control panel on 09.03.2016.

A temporary control room was planned to be established in the Generator Floor.

Three generating units and three lines would be commissioned by 20th of March 2016. Around 300 MW (103x3) would be available to the state by the month end.

5.14.3 As agreed in the 117th OCC Meeting KPCL is requested to give a small presentation on the incident highlighting the cause and remedial actions planned/taken.

5.14.4 Subsequently KPCL vide E-mail dated 29.03.2016 (Annexure-5R) informed that Unit – 7 and Unit-6 were synchronized to Grid on 22.03.2016 at 0745 hrs and 29.03.2016 at 02:18 hrs and lines to Shivamoga S3 and S4 are in service. Unit-8 is planned to take into bar within two three days. The Committee appointed on 18.02.2016 by GoK to study the issue yet to give the report.

(Item No.12 (g) of enclosed SRLDC letter dated 29.02.2016) 5.15 Complete outage of Nagjheri generating station on 22.02.2016

5.15.1 It was noted that Nagjheri HEP of KPCL was completely out due to absence of

evacuation lines. KPCL was requested to elaborate the incident and expedite on the availability of A/R scheme for all 220 kV lines.

5.15.2 KPCL vide E-mail (refer Annexure-5R) had informed that in the existing CSPC numerical relays the facility of Auto Reclose is not available and hence cannot be established as of now. It was informed that order had been placed on M/s Schnider Elecric Infrastructure Ltd., to replace all main 2 relays in which Auto Reclose feature can be established which is expected by July 2016. KPCL had furnished the line tripping details which is at Annexure-5RR)

5.16 Low voltage at 400 kV S/Ss of Southern Region

5.16.1 Southern Region is presently experiencing record demands. SRLDC vide letters dated 23.03.2016 (Annexure-5S) expressed concern about the very low voltage levels at 400 kV S/Ss of Karnataka, Kerala and Tamil Nadu. It was cautioned by SRLDC that persistent low voltage situation may lead to voltage collapse and in turn cause grid incidence/disturbance. The following were requested to be ensured by the constituents: Taking into service all capacitors connected in the sub transmission and

distribution system Maximization of VAR generation at the nearby generating stations Exploring possibility of operating idle hydro units in condenser mode of

operation to generate MVAR. Healthiness of the UV Relay and its operation.

5.16.2 It was requested by SRLDC that all efforts may be made by the concerned to pick up the voltages at all the 400 kV sub stations to IEGC levels. It is also requested to furnish the details of UV Relay operations, if any, during the past days and action plan for mitigating the low voltage scenario in the long run.

5.16.3 Subsequently SRLDC vide letter dated 29.03.2016 (Annexure-5T) had again taken up with KPTCL, TANTRANSCO and KSEBL regarding low voltage persisting at their 400 kV buses. KPTCL: Nelamangala: 372 Soamanahalli: 370 Hoody: 371 Bidadi: 374 TANTRANSCO: Arasur: 382 Udumalpet: 372 Hosur: 375 KSEBL: Palakkad: 373 Trissur: 368 Kochin: 373 Trivandrum: 366 It was observed that the MVAR drawals at these ICTs are high. The action taken to control the voltage is found to be inadequate. It was reiterated by SRLDC that they would be constrained to resort to curtailment of NEW-SR TTC and /or physical regulations.

(Item No. 2(b) of SRLDC agenda dated 28.03.2016) 5.17 Pollution Mapping of Southern Region: Commencement of 5th set of

measurements Powergrid vide letter dated 19.02.2016 had informed that w.r.t ongoing Pollution Mapping of SR, the 5th set of pollution measurements are scheduled during 1st to 10th of March 2016. It was requested to all the concerned to kindly take all the necessary actions for completing the measurements by 10th March 2016 and submit the measurements in time.

5.18 Progress of NLC TS II – TS I Expansion re-conductoring works- end span work In the 117th OCC Meting PGCIL SR II had informed that 29th SRPC Minutes were awaited to proceed further on this. SRLDC/SRPC clarified that until unless the end portion is reconductored, the enhancement of capacity of the line would not be considered for any of the operational purposes and the very purpose of reconductoring as per CERC directions was not achieved. Status. (Item No.13 (d) of enclosed SRLDC letter dated 28.03.2016)

5.19 Reasons for demand -supply gap and its variation 5.19.1 It was noted that this issue was seriously taken up in NPC Meeting and it was

suggested that the load shedding details in different heads along with the reasons needed to be furnished to CEA/ MoP along with PSP Report. NRPC had furnished a format in this regard. It was noted that this information would be more significant in the present surplus scenario in Southern Region. The modified format w.r.t SR is given at Annexure-5U. All the constituents are requested to furnish the reasons for demand-supply gaps including the load shedding details in the specified format. States are kindly requested to furnish reasons for demand - supply gap on

monthly basis for the previous month.

5.20 Preparation for meeting the revised environment norms as per Environment (Protection) Amendment Rules,2015

CEA vide letter dated 18.01.2016 had requested to furnish the details of preparedness and action plan in order to comply the revised water consumption and emission norms by the existing and new thermal units (to be installed from 01.012017 onwards) as per Environment (Protection) Amendment Rules, 2015 notified by Ministry of Environment, Forest & Climate Change (MOEF & CC) (Gazette Notification dated 07.12.2015). Vide letter dated 20.01.2016 SRPC had communicated to all concerned in this regard. The information may be furnished through e-mail & letter at [email protected]& Chief Engineer (TPE & CC), CEA, Room No.902 (S), Sewa Bhawan, R.R.Puram, New Delhi – 110066 and a copy of the same may also be forwarded to [email protected]/ [email protected].

5.21 2x600 MW Coastal Energen’s Mutiara Thermal Power Plant/SPS proposal

It was noted that Coastalenergen vide E-mail dated 29.02.2016 had informed that SPS was implemented at their end and it was certified for its satisfactory operation by NTPL & PGCIL. NTPL vide E-Mail dated 15.03.2016 had informed that SPS to trip 400 kV NTPL- Coastalenergen feeder when the power flow corresponding to 2200 A/1.5 second towards Pooling station exceeds on 400 kV NTPL - Pooling station feeder is installed and checked and put in to service at NTPL end on 13.03.2016 at 10.15hrs.

5.22 Restricting schedule of ISGS to Normative Values/ ex-bus generation

corresponding to 100% of the Installed Capacity for ensuring RGMO Performance as per CERC order 302/MP/2013 dated 23.10.15

5.22.1 SRLDC had informed to all the ISGS that in line with the CERC direction in Peition

No 302/MP/2013, the Schedules would be restricted to Normative DC declared in the Web based scheduling programme for ensuring RGMO performance w.e.f 28.01.2016 00:00 hrs. The declaration of Ex-bus Normative DC may be made such that the schedule given by SRLDC does not exceed 100% of Installed Capacity at generator bus and shall be revised by the generator whenever there is change in status of units availability.

5.22.2 The isssue was deliberated in detail in the 28th TCC/ 29th SRPC Meetings held on 4th/5th March 2016 at Visakhapatnam and the following draft was agreed: It was agreed that certification regarding declaration being in conformance

with 100 % MCR (based on CERC order) and other provisions of the

Order/Regulation would be obtained from the generators.

SRLDC would schedule upto the DC of the generators.

In real time, the RGMO performance would be reviewed

5.22.3 In line with the decision taken in 29th SRPC meeting held on 05.03.16, the format of

declaration certificate w.r.t RGMO was circulated. On submission of the signed copy the SRLDC would schedule based on the Declared Capacity (DC).

5.22.4 Declaration certificates were received from NLC TPS II Expansion, NTECL Vallur & NTPL. Copy of Declaration Certificate is at Annexure-V) (Item No. 4(d) of SRLDC Agenda dated 28.03.2016)

5.23 Scheduling of NTPC Ramagundam Solar Power Plant(10 MW) To facilitate scheduling by SRLDC the following prerequisite criteria was to be met by NTPC:

Forecasting of generation. MW-MVAR data of the station. Voltage at inter connecting point. Inverter status SEM as per CEA, Metering Regulations, 2006 Data compatibility with SRLDC format etc.

5.23.1 In the 117th OCC Meeting it was informed that Communication part was under

implementation w.r.t. Ramagundam Solar and TSTRANSCO’s LILO portion had been completed; however it needed to be connected at NTPC side. SEMs would be supplied by TSTRANSCO and all the requirements would be completed by 21st March 2016.

5.23.2 It was noted that 250 MW of solar power from NP Kunta Solar of NTPC had been allocated to APEPDCL by MoP (Annexure-5W). As per the CERC framework on forecasting, scheduling and imbalance handling for RE generating stations & the Procedure, scheduling would be carried out by RLDC if the capacity of Solar plant is more than or equal to 500 MW since it is connected both to state and ISTS network. NTPC/SRLDC was requested to plan for proper arrangements to enable scheduling by SRLDC once the capacity reaches 500 MW.

(Item No.5 (c) of enclosed SRLDC letter dated 28.02.2016) 5.24 Provision of Additional Load Relief for SPS by Puducherry.

5.24.1 PED vide letter dated 07.01.2016 had informed that they were in the process of

reshuffling the load relief quantum in UFR scheme & ADMS and identification of appropriate 110 kV, 22 kV & 11 kV feeders(23 MW) for SPS operation. In the 116th Meeting, PGCIL had clarified since procurement DTPC may take 3-4 months for the supply they were trying to extend the signal to PED through spare DTPC, which could be commissioned by February end. In the 117th OCC Meeting, SR II, PGCIL informed that there was shortage of DTPCs and it could not be supplied to Puducherry. It was suggested that in case of spare not available, 2 DTPCs for PED could be ensured for 60 DTPCs which were already proposed.

5.25 High loading on 400 kV Nellore PS- Nellore DC line/Separate control area for

Nellore PS complex.

5.25.1 In the 116th OCC Meeting SRLDC had stated that envision of separate control area for Nellore PS complex is under review by NLDC.

5.25.2 The issue had been deliberated in the 28th TCC/29th SRPC Meeting held on 4th and 5th March 2016. NLDC had observed that a number of operational issues could be resolved by declaring separate bid area and it was an easily implementable solution. With separate bid area, NLDC/SRLDC could optimize the evacuation with the available network. They would inform Hon’ble CERC regarding formation of separate bid area. Power Exchange would also be apprised accordingly. CTU was suggested to examine other options like reconfiguration of some lines, shifting of one or two lines etc. for enabling higher evacuation from the complex. It was noted that NCC Unit I was scheduled to be commissioned by May 2016 and hence process of formation of separate bid area needed to be completed at the earliest.

5.26 Loadability of ICTs and revisit of the associated protection settings to prevent cascaded tripping of ICTs.

5.26.1 Insufficient action in controlling the loading of ICTs leads to N-1 criteria violation in compliance of Regulation 3.1 f(8) of CEA(Grid Standards) Regulations 2010 and Regulation 3.5 a(i) of CERC Indian Electricity Grid Code Regulations 2010 :

5.26.2 SRLDC vide letters dated 23.03.2016 (Annexure-5X) had furnished the details of high loading of ICTs of TANTRANSCO (Arasur, Udumalpet, Pugalur & Trichy ICTs), APTRANSCO (Vemagi-ICT) and KPTCL(Somanahalli,Hoody and Nelamangala ICTs). It was mentioned that on 19th March 2016 Arasur 400/220 KV ICT tripped on winding temperature high and other tripped on overload.

5.26.3 SRLDC requested for urgent action to alleviate the loading of 400/220 kV ICTs. It was also requested that a long term solution of augumentaion/load shifting may also be considered in view of grid security.

5.26.4 It was noted that in the earlier OCC Meetings that TANTRANSCO had informed that loading at Arasur ICT would be under control with the commissioning of Arasur ICT. Letter from TANTRANSCO to PGCIL regarding the implementation of SPS is at Annexure-5Y. Relief of 265 MW has been envisaged.

5.26.5 Loadability of ICTS and revisit of the associated protection settings to prevent cascade tripping of ICTs. N-1 violation of Madurai, Mysore and Ramagundam ICTs.

5.27 SPS Maintenance Protocol SPS Maintenance Protocol had been approved in 27th TCC & 28th SRPC meetings held on 9th& 10th October 2015. In the 117th OCC Meeting PGCIL had informed that Management Approval has been received and the scheme could be in place by June 2016.

5.28 Implementation of URTDSM (PMU) project in Southern Region:

5.28.1 It was noted that the schedule for completion of the project was 24 months from the date of award. In the 117th OCC Meeting PGCIL, SR I & SR II had informed that they would furnish the update status by month end.

SR I & SR II, PGCIL to update the status. 5.29 Video Conferencing facility at SLDCs:

In the earlier OCC Meetings, the following were noted:

APTRANSCO: Will provide the facility in new SLDC at Vijayawada. New SLDC is expected to be commissioned by June 2016.

TSTRANSCO: The facility is ready and the FOLD Meeting was attended via VC facility.

KPTCL: KPTCL had confirmed readiness from KPTCL end. PGCIL, SR II also had confirmed that a 100 Mbps communication link was ready. It was decided to test the VC facility between SRLDC and SLDC, KPTCL on 11.02.16.

KSEBL: It was noted that VC facility at Kerala SLDC had been tested and commissioned. They were facing some problems in connecting VC and in receiving presentations while VC is on. SRLDC had agreed to address this issue.

TANTRANSCO: Administrative approval had been received and the proposal had been put upto BLTC(Board Level Tender Committee)

PED: Due to paucity of funds in the current financial year, they were not in a position to install the VC facility at Puducherry SLDC and shall be arranged to be installed during the next financial year subject to approval from Government of Puducherry.

SRLDC: Both side VC facilities should be made available by all SLDCs.

PGCIL: Link for backup SRLDC at NRLDC was ready and the same would be extended to SRLDC. PGCIL, SR II need to enable the communication channel from SRLDC to back up SRLDC.

5.30 CERC Order dated 05.10.2015 on Petition No. 310/MP/2014 w.r.t Un-

requisitioned Power of Sasan UMPP and CERC Order dated 18.12.2015 on Petition No. 16/SM/2015.

CERC on Petition No. 16/SM/2015 (Difficulty encountered in implementation of the Commission`s order dated 5.10.2015 in Petition No. 310/MP/2014 regarding scheduling of unscheduled surplus power from the inter-State generating stations) was heard by CERC on 23.02.2016. Order is awaited.

5.31 PoC data Validation: 5.31.1 In the 115th OCC Meeting, SRPC had informed that in the last PoC Validation

Committee Meeting it was decided that whatever data submitted to Validation

Committee from NLDC should be verified at RPC level which involves many steps. Data is required once in three months. It was suggested that at present we can start with LGBR data validation. Data can be circulated and validated in the OCC and subsequently can be submitted to Validation Committee. The information received from NLDC had been circulated and comments, if any, can be furnished to NLDC.

5.31.2 Review of Transmission line maintenance & RoW clearance practices by Regional entities of SR

In the 117th OCC Meeeting SRLDC had stated that during outage of the lines from Nagjheri HEP, it was observed that the single phase fault occurred at the same locations for multiple times and temporary faults lead to cascade tripping of the all the evacuation lines of Nagjheri HEP. It was noted that as per Hon’ble CERC direction, Patrolling Guidelines had been formulated by SRPC secretariat taking suggestions from all the stake holders and posted on SRPC website; the same was communicated to Hon’ble CERC. All the transmission utilities needed to follow the patrolling guidelines. Necessary reporting of patrolling carried out was to be submitted to SRPC/SRLDC on regular basis. SRLDC/SRPC requested that all the utilities may kindly furnish the details of patrolling of the transmission lines carried out along with the OCC details to SRPC/SRLDC.

5.32 Voltage and time grading to be adopted for 765 kV lines:

A sizeable number of 765 kV lines have been added to Southern Region Grid in the past one year. However, due to various reasons like non-coming up of the respective down-stream network, over voltage trippings of these lines were being experienced in the recent past. In this regard, it is proposed to undertake over-voltage grading exercise (OVR, Stage-I protection) of these lines as suggested by SRLDC. In the 117th OCC Meeting, after deliberations, it was suggested that settings could be kept in the range of 106-109% and the time delay may be set between 5-7 seconds. It was noted that in other Regions settings of 110 % were also being adopted and NLDC was also of the opinion that setting of 110 % were required on critical lines. SR I, PGCIL was suggested to review with respect to Ramakrishna Study Committee Report and furnish the directives of their Corporate. The issue would be further deliberated.

It was of great concern that even after perusal at higher level no action was taken by KPTCL SLDC. It was intimated that in case of consistent over drawal SRLDC will be constrained to go for Regulatory action.

7.1.1 In earlier OCC meetings, the following had been noted:

KPTCL: Automated UV relay is under implementation.

TANTRANSCO: had implemented the UV relays from 01.03.2016.

It was reiterated that UVR were to be triggered during low voltages at 380 kV

along with MVAR drawl. Even IEGC regulations emphasize that there should

not be any MVAR interchange at ISTS point. Hon’ble CERC also in one of its

Order has laid stress on it.

KAR/KER/TN need to identify the reactive intensive loads for UV relay

operation and for manual corrective action such that tripping of these loads

would help in the voltage improvement. KPTCL was requested to furnish the

details of UV relay operations within a week.

TANTRANSCO to furnish reasons for non- operation of UV relay on

07.03.2016 when voltage was below 380 kV for around 2 hours and MVAR

drawal was observed to be 200 MVAR as agreed in the 117th OCC Meeting.

d) Automatic Operation of UV Relay scheme in 220 kV stations of Karnataka.

The issue of high voltages & additional reactor at KGS was discussed in the special meeting held on 20.10.2015 and it was decided that NPCIL would expedite the commissioning of 125 MVAR Bus Reactors. Further suitable measures would be taken by Kaiga (U1 & U2) and Kaiga (U3 & U4) to ensure that no VAR injection takes place (from LV side) at voltages greater than 220 kV and 400 kV respectively. It was assured by Kaiga U3 & U4 for absorption upto 60 MVAR each from their Units. Kaiga Unit 1 & 2 also assured that absorption form their units would as per the corresponding capability curve.

In the 117th OCC Meeting KPTCL had informed that the taps at Kadra and Kodasalli would be changed from 7 to 8 only after the tap change at KGS to recommended level since they were facing synchronizing problems due to high voltages. SRLDC had suggested KPCL to adjust V ref of AVR while synchronizing the units in such a way to reduce MVAR absorption and it could be brought back to nominal Vref after synchronization. KPCL had agreed for the same.

7.2.1 Tap optimization of ICTs in SR SRLDC had taken up the task of Tap optimization of all ICTs in SR. As of now SRLDC had done the tap optimization of 765/400kV, 400/200kV ICTs. To optimize tap position of all 220/132kV and 230/110kV transformers, tap information (number of taps, nominal tap position and present tap position) of all 220/132kV and 230/110kV transformers is required. It was requested by SRLDC that tap information of all 220/110kV and 230/110kV transformers in the respective control areas may kindly be provided as early as possible. TSTRANSCO and KSEBL had furnished the information

7.2.2 Tap changing of ICTs at Kolar: Based on continuous observation of 400/220 kV voltages, the tap change was

suggested to change to (9,9) to (7,7) suggested as below

In the 117th OCC Meeting PGCIL had agreed that the tap position at Kolar would be changed to recommended level on 12.03.2016.

KPTCL informed that the re-tendering and price negotiation is going on Bangalore zone.

TSTRANSCO vide letter dated 18.03.2016 (Annexure-7B) had communicated regarding Reactive Power Drawal by DISCOMs to TSNPDCL and TSSPDCL. It was noted that CEA had conducted a Meeting to review the status of implementation of

the reactive power planning schemes for utilization of PSDF and had requested to submit the same to NLDC for getting grant from PSDF.

In the 4th NPC meeting held on 10.12.2016, the following were the

decisions/actionable points w.r.t Reactive Power Planning

All States to carry out reactive power planning not only at transmission level but also at distribution level and prepare schemes to maintain voltage profile as per relevant Regulations / Standards.

NPC agreed that states should adopt a proactive approach in the matter of reactive power planning, and that the provisions regarding reactive power planning similar to those mandated in the IEGC for the CTU should be included in the respective State Grid codes. It was decided that RPCs would follow up the matter further with the states.

7.2.6 Status Review of Implementation of MVAR Capability testing recommendations.

In the Special Meeting on RGMO/FGMO/MVAR it was decided that MVAR data of previous month should be posted by 5th of next month.

MVAR Capability testing of Coastalenergen units were carried out on 17.03.2016. It was informed by TTPS that “Generator Capabilty Curve” Test had been conducted

in their unit no. 1 & 4 of TTPS, by SRPC on 17.03.2016. During the testing period, RGMO of unit-4 has been switched off between 12.20hrs to 14.10hrs(E-mail at Annexure-7C)

(Item No.3 a),b),(c) & (d)& item 4(c) of enclosed SRLDC letter dated 28.03.2016).

8. Network Protection/Security issues: 8.1 AUFR, df/dt 8.1.1 Implementation of SRPC recommended quantum

It was noted that all the States had implemented AUFR and df/dt schemes fully. All the Constituents were requested to furnish all the feeders implemented in

AUFR & df/dt schemes along with the status of SCADA mapping as per the specified Formats.

Load availability in the implemented AUFR & df/dt feeders. 8.1.2 In the 117th OCC Meeting it was noted that in the last NPC Meeting it was

suggested that self certification of AUFR and df/dt relays should be carried out once in a year. It was also suggested that twice in a year AUF and df/dt relay operations should be tested, once with actual breaker tripping(during breaker AMP) and once with Simulation.

8.1.3 It was noted that with respect to the formats of testing and self-certification proposed by NRPC, all the constituents were requested to revert back with the comments, if any, within one week else these formats would be deemed agreed.

8.1.4 In accordance with clause 9 (2) of CEA (Grid Standards) Regulations, 2010, all constituents shall submit a detailed report of operation of AUFR at different frequencies to SRLDC and SRPC on daily basis. It was noted that only KSEBL and PED were submitting the daily report regarding operation of relays.

8.1.2 SCADA mapping of feeders of AUFR & df/dt schemes:

SRPC vide letter dated 28.01.2015 had submitted the status report duly certified by

SRLDC and SRPC w.r.t implementation of SCADA mapping of all the constituents to Hon’ble CERC. SCADA mapping conformation report of KSEBL had also been submitted to Hon’ble CERC.

8.1.3 As per clause 9 (2) of CEA (Grid Standards) Regulations, 2010, all constituents

shall submit a detailed report of operation of UFR/ Operation at different frequencies to SRLDC and SRPC on daily basis.

8.2 Special Protection Schemes(SPS) 8.2.1 Implementation of additional loads for KKNPP SPS

KKNPP U2 SPS loads to be identified and to implemented. KKNPP Unit II was

expected to be synchronized by April 2016 and all constituents should identify

the feeders for the quantum envisaged.

States, SR-I & SR-II needed to take immediate action in this regard. 8.2.2 Raichur-Sholapur SPS: Revision of setting

Mock Testing of signal extension w.r.t TANTRANSCO, KSEBL & KPTCL had

been carried out on 13.10.2015 for additional requirement of SPS loads of

1500 MW as per NLDC and was found successful.

TSTRANSCO vide E-mail dated 29.02.2016 had confirmed that the trip relay

wiring had been completed at Ramagundam, Budidampadu, Veltoor and

Gajwel sub stations and were ready for mock testing. PGCIL had informed that

mock test should be done to ensure the operation. It was agreed by

TSTRANSCO and PGCIL that mock test may be conducted on 15.03.2016 at

1100 hrs up to the load. Kolar would send the signal/code and TSTRANSCO

should confirm the receipt of the code/signal. PGCIL, SR II would coordinate

from Kolar end and TSTRANSCO would coordinate for the four stations of

TSTRANSCO.

NLDC vide letter dated 16.03.2016 had furnished the details of the SPS

scheme required to be finally implemented.

8.2.4 Udumalpet - Palakkad SPS

As per the decision taken in the 115th Meeting of OCC held on 8th January 2016, a Joint study was conducted at SRLDC Bengaluru on 03.02.2016 with the participation from KSEBL (through VC), SRPC & SRLDC for designing SPS of N-1 & N-2 of 400 kV Udumalpet – Palakkad D/C line. Following decision was taken in the meeting.

With the N-1 400 kV Udumalpet – Palakkad D/C, the flow on the other line is greater than 850 MW, and then the load shedding is proposed at Palakkad area and Madakathara area.

Load shedding at Palakkad area: 135 MW. Load shedding at Madakathara area: 80 MW

With N-2 of 400 kV Udumalpet – Palakkad D/C, the flow on 220 kV Idukki -

Udumalpet will be more than 320 MW. In this case, additional 120 MW load

was to be shed by isolating Palakkad area. 256 MW load to be shed at

Malaparamba & Shoranur areas. (Entire load of 220 kV substations, Palakkad,

Shoranur and Malaparamba) and additional 55 MW load to be shed at

Madakathara.

For the above SPS the signal needs to be derived from 400 kV substation

Elappully and transmitted to 220 kV Madakathara and Palakkad

KSEBL vide letter dated 02.03.2016 had informed that all loads for above SPS

were identified in Kerala system and were ready for implementation when

signal would be received from 400 kV substation Elappully. It was requested by

KSEBL that necessary steps may please be taken by SR-II PGCIL to transmit

the SPS signal (N-1 of 400 kV Udumalpet – Palakkad D/C and the flow on the

other line is greater than 850 MW) to 220 kV substation Madakathara and

Palakkadu.

SRPC had suggested that KSEBL may discuss the hardware requirement with

SR II and further action may be planned accordingly. The logics for signal

generation had already mentioned in the Minutes of the Meeting which is

available at SRPC website. It was pointed out that logic for N-2 was not

mentioned in KSEBL letter.

KSEBL had informed that KSEBL had already taken up with PGCIL in this

regard and the action plan would be finalized mutually. PGCIL had informed

that they would revert back within fifteen days in this regard.

8.2.5 SPS operations

SRLDC to furnish SPS operation details along-with relief obtained in each OCC for previous month.

8.3 Status Review of Automatic Demand Management System 8.3.1 All constituents had confirmed about the implementation and enabling of ADMS in

their respective system. SRLDC vide letter dated 04th Mar 2016 had appraised

Hon’ble CERC about the present status of ADMS implementation by SR constituents

along with demonstration dates. Changing the set points to 49.9 Hz. would be taken

up in 29th TCC Meeting.

8.4 LVRT/Provisions of CEA Regulations for Renewable

8.4.1 Hon’ble CERC has passed Order in respect of Petition No. 420/MP/2014 on 05.01.2016. The Order directs a number of actionable points by various utilities for compliance of LVRT, CEA & CERC Regulations etc. A Meeting was conducted at SRPC Bangalore on 05.01.2016 at 11:00 hrs. (Minutes of the Meeting is available at SRPC website). In the Meeting it was agreed that Nodal Officers would be nominated by the State SLDCs, IWTMA, NIWE, SRLDC & SRPC to follow up the compliance by 12.02.2016.

8.4.2 The current Status updated by SRLDC is as follows:

8.4.3 SRPC vide letter dated 11.03.2016 had requested that the details as sought in the Minutes of the Meeting held on 05.02.2016 may kindly be furnished to SRPC/SRLDC by 17th March 2016. The status on the actionable points would be reviewed in the Meeting likely to be held in March/April 2016 and requested all the entities to take appropriate action/follow up in this regard.

8.4.4 TANTRANSCO had furnished the details in this regard. (Item No. 6(d) of enclosed SRLDC letter dated 28.03.2016).

completed. The remaining five Stations, viz., 220 kV Kottagudem TPS (14-16

March, 2016), 220 kV Kaiga APS (4-6 April, 2016), 400/ 220 kV Guttur SS,

400/220 kV Raichur TPS, and 220 kV Nagjheri Station, will also be audited

shortly.

After completion of protection audit-check of the Stations under Task-2, the

Consultant would evolve (i) the procedures and systems to carry out the relay

settings, (ii) the procedures / formats for reporting that the relay settings have

been carried out as per the laid procedures. They would also suggest the

regulatory framework to ensure that relay settings had been carried out as per

the laid procedures and actions required to be taken in case of non adherence to

these procedures. The Consultant would also impart training in this regard at

each RPC for the benefit of the Constituents.

It was noted that the time extensions given to various constituents have been

completed. It was therefore requested that the action taken by the entities in

terms of obtaining further time extension mentioning the measures taken to

implement their respective Protection Audit Recommendations (PAR).

It was directed by Hon’ble CERC that NLDC and respective RLDC are directed to update the status of telemetry every month at their website and persistent non availability of data from the generating stations/substations be taken up in RPC meeting for appropriate direction and action. Also NLDC is directed to submit user wise latest telemetry by 31.08.2016. SRLDC informed that they have started posting this information from February 2016 on their website. CEA letter dated 17.03.2016 in this regard to RPCs is at (Annexure-9B)

k) KSEBL vide letter dated 08.02.2016 had informed that major alarm is persisting at DTPCs in Kerala System (at Madakkathara and Edappon) from last few months. These couplers are used for the reception of SPS signal from PGCIL Kolar. KSEBL expressed concern that this issue was not yet attended after continuous follow up with PGCIL.

l) Compiled Telemetry status – Utility wise- as directed by Hon’ble Commission The issue was being heard in CERC’s Suo-moto Petition No. 56/SM/2013. UPCL, MAPS, & KKNPP had been requested to furnish the compliance status of pending SCADA inputs within 15 days.

10.10 Islanding Scheme: Priority for Railways in the matter of Restoration of Supply. KPTCL: to expedite on the actionable points of KPTCL/BMRCL which were

finalized in the special meeting. KPTCL had informed that hotline to SLDC was pending.

KSEBL: Trial operation of Cochin Metro has been carried out by availing 11 KV supply. Some trial operation was planned at 33 kV for which power would be supplied from Kalamassery & Kallur SS. Cochin Metro 110 kV SSs at Muttom and Vytalla would come up by 2017 and they would be fed from 220 kV Kalmassery and 220 kV Brahampuram SS of KSEBL. Operating procedure is under preparation. SRLDC requested KSEBL to share the information regarding black start procedure and other arrangements viz. Hotline etc.

TANTRANSCO/Southern Railway: The follow up of actionable points finalized in the special meeting in respect of Chennai Metro may be expedited by like redundancy at 220 KV level and commissioning of one more substation etc.

TSTRANSCO: was requested to take proactive action in respect of Hyderabad. TSTRANSCO had informed that they were planning to have meeting with

Hyderabad Metro after Assembly session.

SRLDC had requested that emergency preparedness procedure for restoration of unmanned substations may be submitted by PGCIL which was being insisted by SRLDC since when first unmanned station was commissioned. In the 117th OCC Meeting SR II, PGCIL was requested to review the procedure given by them vide letter dated 29.02.2016 and meanwhile SR1, PGCIL was requested to submit their procedure/base version. PGCIL had requested SRLDC to suggest feedback, if any, on the procedure for improvisation. It was noted that mock exercise could be planned.

11. RGMO/FGMO:

11.1 Status Review of RGMO / FGMO implementation and performance in SR. Status of RGMO to be updated for the following units:

Hinduja Unit – I Status review of effecting changes in RGMO settings as per IEGC amendment

by all the generating stations. RGMO response had been deliberated in the Meetings held on 29.06.2013,

25.07.2013, 21.08.2013(Special TCC), 30.09.2013, 29.01.2014, 23.06.2014, 27.08.2014& 30.09.2015. Issue had been further highlighted in the 28th TCC/ 29th SRPC Meetings held on 4th/5thMarch 2016 at Visakhapatanam. Inadequate response was an area of serious concern and there was no noticeable improvement.

Implementation of direction for RGMO of CERC as per Order in Petition No. 302/MP/2013 dared 23.10.2015.

RGMO analysis for 14th March 2016 for the following instance:

Tripping of Coastalenergen & NTPL Units: At around 01:36:20 Hrs Generation

loss of 1350 MW occurred at NTPL & COASTAL generation complex, due to this frequency dipped from 49.99 Hz TO 49.82 Hz.

11.2 RGMO status point to SRLDC/SLDC: APTRANSCO: Upper Sileru (Cable problems) & Machkund (RTU problem)

stations. TSTRANSCO: Status on Hydro units. RGMO was enabled for KTPP St 2 Unit

but status point to be updated. TANTRANSCO: MTPS- I & II, MTPS St-III & Hydro stations. Status point of

Mettur Stage III is extended to SLDC but yet to be extended to SRLDC. Status points of MTPS- I, II and Hydro stations were yet to be extended.

KPCL :All the status point (except Raichur Unit IV) had been extended to SLDC. It was informed that these points can be extended to SRLDC also. Status points of all hydro units like Almathy, Kadra & Gerusoppa HEPs to SLDC had been made available but yet to be configured to SLDC. RGMO was implemented in BTPS U-3 and has been enabled.

11.2.2 TANTRANSCO vide their letter dated 23.03.2016 (Annexure-11A) had informed that RGMO feature has been implemented in Mettur Stage III Unit (1x600) MW unit from 03.03.2016. The status point is relayed to SLDC from 07.03.2016 and ICCP point from SLDC had been extended to SRLDC and the same informed to SCADA team of SRLDC. KPCL vide letter dated 26.03.2016 (Annexure-11B) had intimated that RGMO logics are implemented at NPH and checked in Unit 6 after uprating of the Unit. In order to extend the status signal of RGMO(ON/OFF condition) to RTU panel of SLDC, Ethernet-RJ45 communication port is available. KPTCL SLDC was requested by KPCL that the concerned may kindly be informed to connect the same to KPTCL/RTU panel for extending the information to SLDC/KPTCL.

11.2.3It was requested by SRLDC that the RGMO Status of State Generating Stations (consolidated table) may be made available to SRLDC through ICCP.

12. Transmission Network Issues and System Operation Issues

12.1 Instantaneous scheme for Wind generation withdrawal in Tamil Nadu system

A Special Meeting was held at Chennai on 20th July 2015 to discuss Wind Withdrawal and other pending issues pertaining to Tamil Nadu grid. Minutes of the Meeting are available at SRPC website.

In the 115th OCC meeting TANTRANSCO informed that the implementation of scheme would take 6 months time.

Subsequently Hon’ble CERC in its Order dated 05.01.2016 on Petition No. 420/MP/2014 had stated “In our view TANTRANSCO has failed to comply with the Commission's direction given in order dated 22.2.2014 in Petition No. 120/MP/2011. Accordingly, we direct SLDC, Tamil Nadu to explain the reasons, on affidavit, by 29.1.2016 as to why action under Section 142 of the Act should not be initiated against it for non-compliance with the provisions of the Grid Code and order of the Commission.”

In the 117th OCC Meeting TANTRANSCO had informed 16 feeders have been

tested, and the balance two feeders would be tested shortly. The scheme would

be in place by the end of April’ 2016.

12.2 PSS Tuning of generators: Data requested

12.2.1 In the 2nd Meeting of PSS tuning held on 30.10.2015 many actionable points were noted to be carried out by Generators of SR. It is a matter of concern that many Generators have not furnished the information in this regard as requested. SRPC vide letter 22.01.2016 had communicated that all the generators/utilities may kindly

furnish the PSS details and Step Response Test Reports in the specified format at the earliest.

12.2.2 In 4th NPC meeting held on 10.12.2015, the following were noted wrt PSS tuning of generators.

The Enquiry Committee constituted by GOI to enquire into grid disturbances of July 2012 had recommended proper tuning of electronic devices and PSS of generators. Accordingly, NRPC submitted their recommended procedure to NPC for comments/ adoption by other RPCs so as to bring uniformity across all the regions.

It was agreed that other RPCs would examine the proposal of NRPC and will revert back in the next NPC meeting.

12.2.3 In the 117th OCC Meeting it was observed that the practices followed in SR are in line with NRPC recommendations and this would be reported to NPC in the next meeting.

12.3 Status review of prolonged outage of grid elements in SR. Furnishing Realistic Action plan for revival of the prolonged outage is awaited from some of the constituents. Monthly reports are required to be submitted to Hon’ble CERC in this regard. (CERC Order on petition no 146/MP/2013).

12.4 Non operation of Auto reclosure 12.4.1 400 kV Kaiga – Guttur

SRLDC/SRPC pointed out that Kaiga GS had already agreed in the earlier TCC Meeting that they would enable the auto-reclose in all the lines at Kaiga and it needed to be commissioned at the earliest without linking it to other activities.

In the 117th OCC Meeting, KGS had informed that A/R feature for Kaiga-Guttur lines would be enabled after stabilization of lines. The lines may be stabilizing after monsoon season. KPTCL informed that the trippings had been reduced.

SRPC had stated that as the trippings had been reduced as informed by KPTCL, KGS could review on this. It was suggested that A/R can be implemented at Kaiga end before next OCC Meeting.

12.4.2 BHAVINI – Siruseri

SRLDC vide letter dated 11.09.2015 had taken up with BHAVINI to ensure enabling the A/R feature on immediate basis and the reply was awaited from BHAVINI. TANTRANSCO had confirmed that A/R feature was available at Siruseri end. It was noted that in the Meeting held at MAPS, Kalppakkam on 16th December 2015 it was informed by BHAVINI that they will revert back in this regard.

12.4.3 Status of A/R for MAPS connected schemes.

12.4.3.1 SRLDC had expressed concern that A/R is not in service in the 220 kV

lines emanating from MAPS. In the Meeting held at MAPS, Kalpakkam on

16th December 2015 it was recommended that MAPS may take up the

issue of providing lead/follow A/R scheme on its 230 kV evacuating lines as

suggested by SRLDC with their Management and present their action plan

for implementing the same before 50th Meeting of PCSC.

12.4.3.2 It was noted that MAPS had conveyed their willingness to provide single

phase A/R vide letter dated 25.01.2016.

12.4.4 Status of A/R for 400 kV Jindal-BTPS

12.4.5 In the 117th OCC Meeting KPCL had informed that they were ready to install A/R

scheme on 400 kV Jindal-BTPS line and it was getting delayed due to non

approval of shutdown of the line by SLDC. KPTCL had informed that being a

critical line they cannot approve the shut down since deficit power condition was

prevailing in the State.

15. KKNPP Related Issues :

SCADA Inputs to be ensured from KKNPP 2 points(taps status points) were pending and would be provided in 4 months.

Need for additional Reactors.

The issue was deliberated in the special meeting held on 20.10.2015 and it was decided that KKNPP would take suitable measures to ensure that no VAR injection takes place (from LV side) at voltages greater than 400 kV.

SRLDC pointed that KKNPP was not neither absorbing MVAR (upto agreed 150 MVAR) nor installing Reactors and high voltages were prevailing at Kudankulam area. SRPC/SRLDC reiterated that even though reactor was not envisaged in the planning condition, as per IEGC Regulations reviewing the present conditions subsequently also reactor needed to be installed if found necessary. It was emphasized that reactor could be put at Madurai end or Thirunelveli end instead of putting at Kudankulam end to bring the voltage at permissible limit.

Auto reclosure for KKNPP-Madurai line

KKNPP informed that their Corporate had referred to OEM and the reply was awaited.

In the 28th TCC Meeting NPCIL agreed to review it. It was clarified that for line length less than 250 kM also A/R can be enabled.

In the Special Meeting held on 20.07.2015 the following was noted :

TANGEDCO had informed that a comprehensive scheme from the Energy Meters along with AMR was under implementation. The scheme covered 4,500 existing Energy Meters along with 8,500 new Energy Meters.

On a query it was confirmed that Real Time Data (2-4 seconds) would

also be available at SLDCs. The scheme was being planned through GPRS and a number of service providers were covered. This would improve the visibility of wind generation significantly and assist in judicious decision making by the operators at SLDC.

It would take another 4 months to complete the scheme. SRLDC stated that the scheme needed to be integrated to New SCADA.
