3. RECEIVE AN UPDATE ON IMPLEMENTATION PROGRESS OF THE REGIONAL PLAN Comments:

Following a detailed PowerPoint presentation [attached], Ms. Rae Lathrop, Manager of Regional Planning for the Regional Transportation Commission of Southern Nevada (RTC), highlighted the collaborative efforts in implementing the Southern Nevada Strong (SNS) Regional Plan (Regional Plan). Ms. Lathrop detailed that the presentation would be split up into themes, based on the goals of the Regional Plan. She introduced Mr. Sean Robertson, City of Henderson (Henderson), to discuss improving economic competitiveness and education. Mr. Robertson explained the role of the Greensense Farms Company and its role in the Regional Plan, which was increasing access to healthy food in underserved areas. Its input also included an educational component designed to raise awareness of the operation in schools, as well as selling produce at a discounted rate. Mr. Robert Fielden, Urban Land Institute, mentioned that the Urban Land Institute was working with Henderson on a joint workshop that examined food production in the area. It also included a series of presentations from experts at the Urban Land Institute that would incorporate issues such as real estate planning. He invited all SNS Steering Committee members to attend. Next, Ms. Lathrop introduced Mr. Chad Williams, Southern Nevada Regional Housing Authority (Housing Authority), to discuss the second theme, investing in complete communities. Mr. Williams began by providing an overview of the Housing Authority and its role in the Regional Plan. The Housing Authority’s jurisdiction covers all of Clark County and has several departments that examine issues such as affordable housing, housing choice voucher programs, and networks of supportive self-sufficiency services.

Mr. Williams reviewed the number of units and occupancy rates contained in the Housing Authority’s purview and cited a few budgetary statistics to provide context for the attendees. Overall, the Housing Authority’s services work closely with residents and citizens to accommodate their needs, with nearly 54,000 individuals served in Southern Nevada. Chair Debra March asked if this number referred only to the vouchers and what the waiting list for vouchers is. Mr. Williams clarified that the 54,000 figure referred to the number of residents served by public housing and that there are over 1,500 people on the waiting list for vouchers. This prompted Mr. Williams into his next topic of discussion, the results of an audit of the housing system. Mr. Williams noted that the findings of this audit uncovered that the Housing Authority had not pulled any applicants off its waiting list in the past 10 years. In instances where vouchers became available, applicants who already had vouchers in other jurisdictions were given preference. He explained that it was less of an administrative burden, but by not pulling from the waiting list meant that residents in the area were not being chosen. Mr. Williams stated that this was a problem, as Housing Authority leadership is committed to using resources to serve local citizens in the community. He added that a report on this issue would be released soon. Continuing, Mr. Williams detailed several of the projects recently undertaken by the Housing Authority, which included the following:

Vera Johnson Manor – Las Vegas o Comprehensive Modernization of 76 Family Units

Rose Gardens – North Las Vegas o Redevelopment of 120 Senior Units

Espinoza Terrace – Henderson o Rental Assistance Demonstration (RAD) Conversion of 100 Units

Wardelle Street Townhomes – Las Vegas o New Construction of 80 Affordable Workforce Housing Units

One of the biggest plans for the Housing Authority is the Westside Master Redevelopment Plan. The west side of the Las Vegas Valley had historically been challenging in commercial revitalization, so it was important to provide more opportunity to those who lived there. He said the Housing Authority has several plans and partnerships lined up to renovate this area, with projected dates for work listed as follows:

Phase I (2019 –2029) o Marble Manor o Marble Manor Annex

Phase II (2020 –2025) o Sherman Gardens and Villa Capri

Phase III (2021 –2031) o Sherman Garden Annex

Acquisition of Moulin Rouge Site (2020 – 2030) Mr. Williams also mentioned a few properties slated for demolition, construction, or disposition. These properties are James Down Towers (200 units), SartiniPlaza (220 units), and SartiniAnnex (39 units). The Housing Authority plans to relocate the residents off these properties, remodel the properties, and then remove them from the public housing portfolio. These properties will have a commercial market rate and be available for project-based vouchers.

Chair March asked if there was a strategy for using commercial rates on certain properties to help with financing. Mr. Williams said this was being done on the Marble Manor sites. Then, Mr. Williams stated that the Housing Authority was one of the few housing authorities over the past few years that had a clean audit. He highlighted several statistics about the Housing Authority such as $16 million in unobligated-unrestricted reserves, approximately 240 employees, roughly $20 million in services contracted out annually. He remarked that a small amount of contracts awarded go to local, minority, or women-owned businesses. Future goals will aim for 40 percent or more of this contracting to go to these companies. In closing, Mr. Williams described the Housing Authority’s project-based voucher system, commenting that there would be about 2,000 vouchers deployed by the coming fall. Ms. Lathrop then introduced Ms. Delen Goldberg, City of North Las Vegas (North Las Vegas), to discuss the various themes. Ms. Goldberg first revisited the first theme discussed in the meeting, increasing economic competitiveness. She first noted the Northeast Interceptor Project, a $43 million investment from North Las Vegas. So far, results have been very good. This new infrastructure opened up 1,100 acres of land for development, and 90 percent of this land is either developed or in development. This was also expected to create 5,000 to 7,000 jobs and receive over a billion dollars in investment. Overall, it was expected to create big economic growth in the local economy. Ms. Tina Quigley, Chief Executive Officer for the RTC, inquired about the salary ranges of these employees, noting that certain socioeconomic groups would be more reliant on public transportation. Ms. Goldberg stated the hourly rates range is from $13.00 to $15.00 per hour, with management on the higher end. Different companies in the area would offer different opportunities, and the area would grow fast. Chair March asked Ms. Quigley if she knew of any models where companies would negotiate with municipalities and possibly contribute to the transit investment, depending on the incentives they would receive. Ms. Quigley confirmed that this is a common situation, as industrial areas tend to rely heavily on transit. These partnerships are common to help meet the needs of all parties. Mr. Jared Smith, Las Vegas Global Economic Alliance (LVGEA), stated that the LVGEA works with many of these companies, adding that while incentives matter, they are ancillary. Companies would prefer to locate where transit already exists. He also commented on the wage ranges, mentioning that many of the industry jobs may have higher wages than what was so far reported. Mr. Fielden asked about the minimum ridership level that was required for transit service to be established. Ms. Quigley commented that transit service would not be established unless it could sustain at least 20 passengers per service hour. Mr. Fielden asked if this equated to 480 riders per day. Ms. Quigley confirmed this, adding that it also depended on operating hours. Continuing the presentations, Ms. Lathrop again introduced Mr. Robertson for more details on investing in complete communities and grant progress. Mr. Robertson briefly described how Henderson recently received a ground fill grant that allowed Henderson to revitalize some areas of Boulder Highway. He detailed how Henderson staff had determined high priority properties, the criteria that was used, and the outreach that was done before starting. Of the phase one assessments, 12 of the 14 have been completed thus far.

Next, Ms. Lathrop introduced Mr. Craig Raborn, Director of Metropolitan Planning Organization for the RTC, to review the next theme of increasing transportation choice. Mr. Raborn first reviewed the transit-oriented development (TOD) Planning Grant, explaining that the RTC worked with the City of Las Vegas (Las Vegas) to secure a $400,000.00 grant for TOD planning along Las Vegas’ portion of Maryland Parkway. They also had a TOD planning project scheduled for the Clark County segment of Maryland Parkway. Procurement for these areas would begin by late May or early June 2019. Next, Mr. Raborn discussed details on the Unified Planning Work Program (UPWP). This program is the Metropolitan Planning Organization (MPO)’s work program for how projects will be coordinated and scheduled over the next two years. It maps out how federal funds will be spent on transportation-related planning, a process which included soliciting proposals for funding from member agencies. He described several of the core activities undertaken in the UPWP. These activities include the Regional Transportation Plan Update – Access 2040; Transportation Improvement Program, Travel Demand Model Support, Enhancement, Validation; Air Quality Conformity; Performance Based Planning and Programming; Coordinated Human Services Transportation Plan; and Title VI Reporting. Then, Mr. Raborn provided an overview of the upcoming planning studies for fiscal year 2020, noting that the total funding budget was around $5,634,500.00. The planning studies include the following:

Planning and Infrastructure Needs for Emerging Technologies Transit Oriented Development Implementation Study Livable Centers Study Program – Project 3 Regional Walkability Plan Transit Center Study – Henderson Northwest Las Vegas Traffic Study –Las Vegas Traffic Signal Communication System Gap Analysis – Las Vegas Comprehensive Master Transportation Study – North Las Vegas

Mr. Raborn continued, briefly listing the upcoming planning studies for fiscal year 2021, noting that the total funding budget was around $4,132,500.00, which include:

Livable Centers Study Program – Project 4 Regional Transportation System Health Impact Assessment Southern Nevada Freight Planning and Modeling Sustainable Mobility Plan – Henderson Regional Commuter Study – Henderson Rail Station Connection to Downtown – Las Vegas Cycle Track Feasibility and Route Identification Study – Las Vegas

From there, Mr. Raborn discussed the 35 transportation-related objectives within the Regional Plan that the RTC would lead. UPWP implements or advances 31 of 35 of these tasks. Of the seven core and ongoing UPWP tasks, six help implement or advance the Regional Plan. There will be 16 new UPWP tasks over the next two years that will implement or advance 12 SNS objectives. Chair March mentioned that there were many tasks within SNS, and it could be helpful to get everyone on the same page in regard to which agency should take responsibility for which task. Ms. Lathrop agreed, saying that staff is also looking for stories on how agencies are taking charge of these goals and the strategies that are used. From there, Ms. Lathrop introduced Mr. Paul Gully, Management Analyst for the RTC, to speak on the Regional Plan’s final theme, building capacity for implementation. Mr. Gully discussed how the Clark

County Library District had worked with various agencies and neighborhood organizations to develop its planning and services. He cited the East Las Vegas Library (Library) as a great example of how the library district had made an effort to be more responsive to the needs of its neighborhood. He stated that the Library cost $40 million to complete and included flexible spaces, new technology, and an overall more welcoming environment. Mr. Gully detailed these advancements further, stressing the wealth of classes and educational resources being made available for both academic pursuits and workforce job training. 4. RECEIVE AND DISCUSS AN UPDATE ON POSSIBLE 2019 PRIORITIES FOR THE IMPLEMENTATION OFFICE (FOR POSSIBLE ACTION)

Comments:

Mr. Dan Reuter, Director of Southern Nevada Strong (SNS) for the Regional Transportation Commission of Southern Nevada (RTC), began his presentation by describing his background in regional planning and praised the efforts of the SNS Steering Committee (Committee) members. Proper communication across partner agencies was crucial for success in projects like SNS. Mr. Reuter’s goal as SNS Director is to help create a transparent, cooperative work plan for the next two years that would help everyone understand the goals of SNS. Following a detailed PowerPoint presentation [attached], Mr. Reuter detailed how he had reviewed the previous years’ work plans and put together a tentative work plan for 2019, which had previously been sent to the Committee members. He provided a brief overview of SNS goals. Key aspects of the goals include supporting the Committee, hosting the annual SNS Summit, improving digital and website tools, and launching a Community Engagement Toolkit. Learning how to meaningfully engage stakeholders is another aspect of this. As partnerships are essential to SNS, this goal includes processes such as examining what has been done, which actions were of biggest priority to agencies, and looking at how SNS can provide support to help agencies reach these goals through programming. Mr. Reuter stated that strategies did not have to be universal across the region, and that a big priority is to identify which unique strategies would be best suited to each region. Communication and collaboration would be important aspects of this. Mr. Reuter explained that SNS staff would be soliciting feedback from each jurisdiction about priorities, or the priorities that would best support SNS. Ms. Tina Quigley, Chief Executive Officer for the RTC, described how the RTC had used a process of peer evaluation when considering light rail transit options and suggested that the same type of peer city evaluation could be helpful for SNS. Mr. Reuter confirmed that the RTC had made several trips to Salt Lake City, Utah, and Denver, Colorado, and agreed that this approach could be helpful. He asked if there were any specific strategies the members wanted to take when coming up with new directions. Ms. Quigley pointed out that specific strategies might be tough to come up with at this point, as many of the Committee members are still trying to understand their role as contributors. Mr. Reuter said this was a good point, noting that the strategic plan document was better for top-level planning, but lacked specifics. The Committee members would need to work together to come up with solutions. Mr. Chad Williams, Southern Nevada Regional Housing Authority (Housing Authority), asked for an example of what type of information his agency could provide. Mr. Reuter referenced the Housing

Authority’s affordable housing goals and said that sharing information on how to collaborate with other agencies on that goal could be helpful. Chair Debra March, RTC, said there are dashboard metrics and information that could be provided to help further the studies in several areas. Mr. Rick Neal, Clark County School District, agreed that metrics are helpful, but felt that there should be a greater focus on the long-term goals. The Committee should be careful not to mistake activity for progress. Mr. Shawn Gerstenberger, University of Nevada, Las Vegas (UNLV), mentioned that the Committee members had never looked at multiple strategic plans and overlapped them to see where goals might align. Mr. Williams agreed, citing project-based housing vouchers near schools as an example. Mr. Robert Fielden, Urban Land Institute, noted that advisory boards needed to take a top-level view of these issues and provide guidance on how agencies could achieve their goals. Ms. Quigley asked if he had any specific suggestions to make this process easier. Mr. Fielden responded that having a group workshop could be helpful to open up communication among entities. Mr. Reuter agreed, though he remarked that this idea was what SNS was working towards. Vice-Chair Nancy Amundsen, Clark County, agreed with what has been said, adding that there are many areas to address, but could not focus entirely on one area. Henderson’s housing needs are different than in Las Vegas, for example, so these characteristics should be kept in mind. She noted that she agreed with all principles of SNS, but there were many other variables to consider alongside it. Mr. Reuter agreed, stating that this type of support could be refined and improved over time. He understood that different regions have different priorities. Next, Mr. Sean Robertson, City of Henderson, brought up the issue of capacity building and new elected officials. He said it might be helpful to provide a presentation to newly elected officials to make sure everyone knows what is going on. Ms. Rae Lathrop, Manager of Regional Planning for the RTC, mentioned that SNS staff had reorganized its existing strategies by responsible agency. This will help members understand which entities are responsible for which strategies in the SNS plan. She said this information can be provided to whomever needs it. She noted that the SNS core administrators are also looking at which strategies they could specifically implement. Overall, she agreed that a workshop could be helpful and that there is still more to do. In closing, Mr. Reuter reminded the Committee that regional collaboration is a key goal of SNS. With that in mind, he encouraged any members to share ideas with him that might be appropriate. Data would also be available on key metrics for any Committee members who need it. Mr. Dan Reuter, Director of Southern Nevada Strong (SNS) for the RTC, said that it might be worthwhile to review these policies and see if the members want to make changes to membership or increase meeting frequency. It was suggested that a workshop be scheduled to review these issues. Ms. Lathrop agreed, stating that staff is examining schedules and would send the invitations out as soon as possible. Aleta Dupree for the record. I come to you as a rider of public transportation and various other intermodal means. I’m a person of simple means that does not own a car, and live in the heart of the city in a place called Rancho Sahara. And so briefly, as we plan, I ask that you not look at things in a vacuum. For our community is very diverse. And unfortunately, we’re very car dependent. And yet I live without such, though I have in the past, so I listen to all kinds of interesting things called podcasts, I’m getting my feet wet and learning about podcasts, I’m listening to a really good one with our CEO Tina Quigley and Deputy MJ Maynard. Makes good listening while you’re, especially while I’m traveling on a bus.

So, I’m very intrigued by this thing called micro-mobility and microtransit. I ride these little scooters when I’m in California, they’re very helpful to me, especially as a person of disabilities. I’d like to see us put big buses on the road. I think it’s important that we tie all this together and to, transit and housing, and jobs cannot exist in a vacuum. They’re tied together. Hence one reason why I supported rail. I still do. So as I leave here today, I ask that you have the big picture, and not only to look what others are doing, but we too must be a generator of creative ideas so people will hopefully look to us. FISCAL IMPACT: None BACKGROUND: The Southern Nevada Strong (SNS) Regional Plan (Regional Plan) identifies four opportunity sites to demonstrate specific locations that are well suited to model principles of sound urban planning: Maryland Parkway; Boulder Highway at Broadbent/Gibson; Downtown North Las Vegas; and the Las Vegas Medical District. These locations are optimal for redevelopment because of access to jobs, housing and transit. The Regional Plan identifies implementation of the four opportunity site strategies as a top implementation priority. Since adoption of the Regional Plan, each of these sites have continued to be priorities for the jurisdiction in which they are located. Each site has had varying levels of plans, research, investment, or construction. In planning for 2019 and 2020, the SNS Implementation Office is proposing to review, interview relevant partners, and produce a report detailing the progress each opportunity site has undergone since the adoption of the original Opportunity Site Implementation Strategy. SNS Opportunity Site (OS) Action Plan The SNS Regional Plan identified four opportunity sites (OS) that are well suited to model principles of sound urban planning that demonstrated opportunities for jobs, housing, and transit. The four locations are:

• Downtown North Las Vegas (DTNLV) gateway site • Boulder Highway/Gibson intersection • Las Vegas Medical District (LVMD) • Maryland Parkway corridor

Jurisdictional partners have expressed interest in revisiting and reassessing their respective OS plans and developing an updated framework for implementation. These partners are:

• City of North Las Vegas (CNLV) • City of Henderson (COH) • City of Las Vegas (CLV) • Clark County (County)

The following is a recommended framework for re-evaluating the four OS plans.

One project that has been identified as a regional asset is the creation and planning of a Citizens Planning Academy, which would teach principles of planning and civic participation to residents throughout Southern Nevada. SNS staff will present preliminary research and background for this project, as well as invite input from the Steering Committee members for continued planning and a possible timeline for execution.
