RECOMMENDATIONS 3.121. RECOMMENDATION -1

By means of critical assessment, it is recommended that 07 vacant postsidentified as surplus to the need based requirement of manpower against the totalsanctioned strength of 183 for Electrical Branch of Coaching Depot/BSP should besurrendered to achieve high economy & efficiency. The details of surplus posts aregiven as under:

2. RECOMMENDATION -2It is also recommended that pending proposal of Outsourcing (detail given in Para2.15) should be accomplished as soon as possible and initiatives may be made tofurther outsource the suggested activities (mentioned in Para 3.7).

SUGGESTIONS 3.134 SUGGESTION-1

During the course of Study, it is revealed that the staff are generally booked on pick& choose method for Escort duty as per the availability which affects the plannedmaintenance work and therefore it is suggested that a separate Team/Group ofStaff may be formed for Escort duties and Maintenance work on rotation basis toenhance the feasibility of the working system.

CHAPTER-I

1.0 INTRODUCTIONIndian Railways are the principal mode of transport of nation and playing a crucial

role in the social, political and economic life of the country. Railways have Successfullyadapted to the changing needs of travel and transport. It has also absorbed advancement inthe technology and kept itself in tune with the requirements of moving large volume ofPassengers and freight traffic. Railways distributed the task among the differentdepartment. Electrical department plays an important role and further divided into TractionRolling stock, Traction rolling Operation, Traction distribution & General services. Electricalsystems adopted on the Railways by Electrical General services branch have a vital role tomeet the objectives.

The responsibilities of Electrical General Services Branch is :-

Purchase of electricity from state electricity Board & distribution through Railwaysystem.

Maintenance of electrical installation like sub stations, Pump house, air conditioningequipments (water coolers, AC units, emergency DG sets, UPS system).

Maintenance of electrical installation like sub stations, Pump house, air conditioningequipments (water coolers, AC units, emergency DG sets, UPS system).

Illumination of service Buildings (Station buildings, PF, Offices & circulating area),staff Quarters, yard and Rly. colony street lights & its maintenance.

Maintenance of through Passenger train lighting and air conditioning coachrequirements,

Primary / Secondary maintenance of train’s electrical general fittings at Coachingdepots.

Development of electrical assets as per sanctioned works, etc.

Electrical General services branch can be broadly divided into two areas namelyoutside Maintenance & Electrical Train lighting/AC groups. Outside Maintenance grouplooks after the repairs and maintenance of LT & HT substations, overhead lines, electricalpumps, DG sets, water Coolers, air Coolers, refrigerators, AC units / plants of railwayresidential & service buildings, etc. Electrical Train lighting/AC group looks after theelectrical maintenance of Coaching stock, AC Coaches, sectional coaches etc. It is alsoresponsible for attention of running / passing trains at station and in case of failures. TheElectrical General services branch of Bilaspur division under taken the work of repairs &maintenance of Electrical train lighting & fittings of asset / equipments, which is a welfare& vital activity in the working of train in terms of safety & punctuality, as it directly, affectsthe running of trains. The maintenance needs constant monitoring influencing the image ofRailways, Train lighting system has streamlined for efficient working and to avoid passenger/ public complaints so, it is the duty of organization to upkeep them to standard usingrelated parameters

1.1 Methodology:

The study of Coaching Depot (Elect. Branch)/BSP has been undertaken to review theexisting workload, need based requirement of staff and optimum utilization of manpower inpursuance with the concept of Multi-Skilling and policy of Outsourcing of some activitiesbeing executed in Electrical Branch of Coaching Depot/Bilaspur and

1.2 Background:Bilaspur Coaching Depot is located at approximately 3 kms from main station towardsdirection of Katni. It is between up & down main lines of Katni. The Depot premises haveproper illumination & drainage arrangements. The sick line, office of CDO, SSE’s office,stores, canteen, linen room and a captive linen washing plant and other facilities are alongthe length of the pit line and are adjacent to each other.

1.5 Coaching Depot Organisation (Electrical Branch):Coaching Depot organization is headed by Sr. DEE (G)/BSP who controls & governs theworking of this organization over Bilaspur division. Coaching Depot (Elect. Branch) is mainlymeant for maintenance of Coaching (Rolling Stock) along with carrying out the respectiveactivities related to Train Lighting (TL) and AC. For supervising and executing the routineactivities promptly, a team of staff consists of SSEs/JEs, Ministerial staff, Artisan andKhalashi/Helpers pertaining to Electrical (G) department have been deployed.

1.6 Organisational Set-up:The Organisation Chart of Coaching Depot Organisation functioning under Electricaldepartment (G) at Divisional level may be represented as under:

1.9 Type of Coaches:Mainly two types of Coaches namely I.C.F. & L. H.B are maintained at Coaching Depot, BSP.The comparative features of these two Coaches are as under:

2.5.1 Schedule-A (For Train Passing Station Schedule):

This Schedule is performed for passing Trains and following items are checked:

2.5.2 Schedule-B (Round Trip Schedule):Under this schedule, after completion of a Trip of journey, a few maintenance activities arecarried out to check the following items:

2.6 Activities of TL & AC Staff :General activities need to be carried out by Train Lighting (TL) staff are as under:

Charging & discharging of battery box in coaching complex.

Escorting the AC coaches of primary trains. Platform attention duty to pay attentionto ART coaches, spare coaches & special coaches.

Attending sick coaches on ETL account.

Attending slip coaches.

Platform duty staff for attending failure in AC / TL coaches of passing trains andcomplaints of passengers

Switch off / on of light and fan in passing / originating / terminating trains.

Heavy repair at Workshop.

Staff management and training of staff and Store related activities.

Maintenance of coaching stock.

2.6.1 Nature of duties of staff working in Electrical Train Lighting Depot:Train lighting staff at depots provided by depot In charge is given below:

MCM Fitter: - He has to ensure proper working of electrical fittings/assets in all types ofcoaching stock, Ensure attention / Compliance of reports regarding electrical assetsfailure.

Technician: - He has to ensure proper electrical lighting maintenance & arrangements inall types of coaching stock. Repairs & replaces electrical fittings, looks after themaintenance work of electrical fittings.

Helper Khalasi:- Assist the Technicians & fitter staff in their routine activities working etc.2.6.2 Activities carried by TL staff deployed at Platforms:-

Attending failure/deficiencies in AC / TL coaches of passing trains and complaintsof passengers.Switch off / on of light and fan in passing / originating / terminating trains.

Platform attention:- It is required to be given to all the rakes at the originating andterminating stations. This includes both arrival and departure examination.

Arrival examination is done to assess defects and deficiencies including those dueto thefts and is required during the normal maintenance schedules. This alsoincludes switching off of lights and fans of coaches.

2.6.3 Main Duties of AC Escorting Staff before departure:

To check that all internal electrical fittings in the coach provided for the comfort andsafety of passengers are intact and in working order.

To monitor electrical/ mechanical defects developing in the coach and callmaintenance staff for attending whenever necessary.

To assist the AC coach mechanic in pre-cooling of the coach well beforecommencement of the journey.

Assist AC coach mechanic to take reading of pressure at panel board, dischargepressure of refrigerant and oil pressure of compressor and voltage, current of thealternators and battery etc., from time to time and make entries in the log book andinform AC coach mechanic in case of any abnormalities in the readings.

To assist the AC coach mechanic in the rectification of minor faults in the AC CoachEquipment en-route.

Keep doors closed during run & open at station when train is stopped.

2.6.4 Main Duties of AC Escorting Staff During Run:As the coach picks up speed after its commencement of journey, observe the readingof the voltmeter and ammeters of alternators, to ensure that they are working andwrite down the parameters in the logbook for every two hours.

Observe the function of AC plants by noting the load currents on the inverters andalso cooling effect inside the coach.

Record temperature in the logbook for every 2 hours.

If any abnormality is observed, first note down the same in the logbook and try tosolve the problem to the extent possible.

Frequently check the AC control panel indicators for any faults.

Change the working of WRAs/ monoblock pump for every 6 hours if AUTO Mode isnot in service.

2.6.5 Main Duties of AC Coach Mechanic:To check logbook of the coach for any entry by the maintenance staff and actaccordingly.

To check the condition of V-belts in stable condition.

To Check OFF load battery voltage. It should be 118V.

To Record all parameters of the equipment in the logbook.

Check whether the coach is pre-cooled or not. If not, pre-cooling should be doneafter placement of the train and pre-cooling should be removed 10 minutes beforedeparture of the train.

To switch OFF one of the AC plant before removing pre-cooling cable from externalsupply.

To check all the grills inside the coach. These should be in open condition.

To check all lights, emergency lights, fans, night lamps, reading lamps & mobilecharging sockets.

To attend complaint of passengers, if any.

2.7 Workload being dealt by Electrical wing:Electrical wing of Coaching Depot needs to deal with various types of maintenance work inTrain and details of TL Coaches are as under:

2.10 General Duty list of AC Section:The general duty of AC Section is as under:

I. Coaching Depot Primary Maintenance of AC Coaches. (28-30) Coaches per day.Secondary Maintenance of 54 Coaches are attended Weekly.

CHPTER-III3.0 Critical analysis, requirement of staff vis-à-vis workload and recommendations &

suggestions :-

3.1 Critical analysis & requirement of staff vis-à-vis existing workload for ElectricalBranch of Coaching Depot/BSP:

As it is evident that Capital & labour are the basic factor of an organization and thereofhuman resource is one of the most indispensable assets of the organization. Continuousupdating & designing of job descriptions of, reduction of number of Categories for jobenrichment through Multi-skilling, training and responsibilities are need of the time.Therefore, rightsizing of Manpower substantially optimizes a system to work with requisiteeconomy with more productivity.

Coaching Depot is set to mainly deal with the due schedules based on fixed periodicity ofpassenger carrying trains for Primary / Secondary / other end maintenance for eachactivities. The terms of reference is to review the staff strength Vis– a – Vis existing workloadin view of Outsourcing of non-core activities and multi-skilling of available manpower.Accordingly, the Work Study Team visited the Depot with a view to optimize efficiency withoptimum utilisation of manpower & available assets, collected the relevant data, observedthe existing system of working procedure & workload for assessment of need basedrequirement of Staff for both train Lighting & AC section of the Electrical branch atCoaching Depot/Bilaspur.

Moreover, the assessment of manpower aims to have a requisite staff at right place at agiven point of time to enable the organization to achieve its short term and long term goalsas the process of critical analysis involves an appreciation or evaluation of existingmanpower and ensuring the deployment of manpower according to the requirement ofspecific jobs.

Based on the direct observations and data furnished by Sr. DEE (G) Office/Bilaspur, it isobserved that the Coaching Depot/BSP has the Sanctioned Cadre of Staff for Train LightingSection is 95 against which 85 Staff are On-rolled resulting 10 posts vacant where asSanctioned Cadre for AC Section is 88 against which 96 Staff have been deployed whichresults 08 Staff excess to the present Sanction strength.

During the Course of study, based on discussion held with In charge/supervisors, it ispointed out that presently no work in Train Lighting Section is done by contractual workwhereas Railway Board vide its letter no. D.O. No. E (MPP)2006/1/89 dated 04.10.2006 hadsuggested that non-core activities & traditional work should be outsourced. It is alsoobserved that the existing workload may be coped up by implementing the proposedoutsourcing on top priority and besides this, Work Study Team also recommend toOutsource the some more non-core activities such as Cleaning of Electrical fittings,material handling /Material preservations and upper gear maintenance work.

Relevance of Outsourcing in present Scenario:In present scenario Outsourcing of activities belongs to non-core activities & non-

safety category has become inevitable in terms achieving the goal of high economy and lessoperating ratio.Outsourcing has seen a lot of stress in recent time. It is need of the hour to adoptoutsourcing policy towards operating ‘’ Non-core Activities’’ as the outsourcing is basically astrategic use of outside resources to perform activities traditionally being carried out bydepartmental staff and resources.

In terms of non-core activities, the outsourcing policy may adopted to a large scale toachieve following goals:

Economy with higher efficiency.

Advantages of Outsourcing:Outsourcing can be undertaken to varying degrees, ranging from total outsourcing to

selective outsourcing as per requirement, suitability and feasibility. In contrast, selectiveoutsourcing may target a single, time-consuming task within a department, such as non-core activities & non-safety work that can be handled more efficiently by an outsidespecialist.Taking the above things in account, some of the remarkable advantages of Outsourcing areas under:Cost Savings-

There can be significant cost savings when an activity is outsourced. Employeecompensation costs, office space expenses and other costs associated with providinga work space or manufacturing setup are eliminated and free up resources for otherpurposes.

Focus on Core activities-Outsourcing allows organization to focus on their expertise on core activities. Whenorganizations go outside their expertise, they may not be as knowledgeable asrequired about the work and this could potentially take away from their main focus.

Improved Quality-Improved quality can be achieved through outsourcing with more expertise and morespecialized processes.

Higher Satisfaction level-The advantage of having a contractual work is that they are bound to certain levels ofservice and quality.

Operational Efficiency-Outsourcing gives an organization the ability to perform the work with specializedsystems and Specialization provides more efficiency that allows for a quickerturnaround time and higher levels of quality.

3.2 The Need for Multi-Skilling concept:At the same time, it would be relevant to point out that human resource is one of the mostindispensable assets of the organization and Continuous updating & designing of jobdescriptions, reduction of number of Categories for job enrichment through Multi-skilling,training and responsibilities are need of the time.

Advantages of Multi-Skilling:I. Flexibility

Staff who are able to perform a large number of tasks can fill in for other employees,increasing workforce flexibility.

II. CommunicationKnowledge of various tasks can increase the understanding of other tasks and improvecoordination & communication with the concerned authorities.

III. Positive effects on innovationThe processes of improving design concepts are easier because of the individuals ‘Multi’knowledge by means of adopting Multi-Skilling concept.

IV. Employment securityA multi-skilled workforce is not as threatened if skills become obsolete because of newtechnology.

V. Project efficiencyThrough increased level of multi-skilling, work can be re-organized so that it can beperformed most efficiently. Multi-skilled workers carry projects through, sometimes allthe way from start to finish often taking ‘project ownership’.

3.3 Requirement of Staff for Train Lighting section:

As described in Para 2.5, the major & heavy part of the Train Lighting section’s work load isbeing dealt at Washing Line, Sick Line and at Train Passing site and out of total Strength of85 Staff, 75 Staff are working to cope up this work load. On the other hand, reaming 10Staff are being utilized in Store Section, Sr. DEE (G) office, RA + Breakdown ADEE (G)/Office

Critical assessment of performance of Train Lighting Unit reveals some of the noticeablefacts, which may be described as under:

I. Total sanctioned Cadre strength of Train Lighting Section is 95.

II. Total on-roll staff strength is 85. However, it came to notice that average 75 Staff areavailable for dealing with the existing workload as some of the Staff are working atother places and some of the Staff are remain absent from their duties.

III. During the discussion held with concerned In charge/SSE/JE, it is revealed that alltypes of routine activities regarding maintenance work, attending Break down,attending Complaints carrying out Supervisory work and non-Supervisory work arebeing done by departmental staff.

V. Due to increasing trend of work load by introduction of new Train year by year,presently requisite manpower are being managed through Staff pulling management asper requirement.

3.4 Conclusion:Thus, the implementation of recommended and proposed outsourcing will leads to achievethe requisite result as the Staff presently involved in non-core activities, would be availablefor dealing of Core activities up to large extant after the outsourcing.

Hence, keeping the above facts in view and making critical assessment for therequirement of Staff in Train Lighting Section, conclusive proposal derived by the WorkStudy Team are as under:

I. Along with implementation of Outsourcing, the Study Team opines that necessaryinitiative should be made to adopt Multi-Skilling Concept in routine working bymeans of imparting adequate Training/Learning so that a single person may be ableto perform various activities

II. 03 more Supervisors (02-SSE+01-JE) should be deployed for smooth monitoring ofCoaching Maintenance Work, Control/Repairing/Yard/Sick Line activities and TrainPassing examination work respectively against the existing Vacancy in SupervisorCategory.

III. Further, 02 Staff (01-Technician Gr.-I + 01-Helper) should also be deployed in Breakdown repairing Gang against the existing vacancy to meet the need basedrequirement of Manpower.

IV. In view of existing avenue of promotion in Artisan Category, it is proposed that excessdeployed 03- Tech-III staff should be promoted to next higher Grade (Tech. Gr-II) andsubsequently the vacant post of Tech. Gr-I may be filled up as per the extant Rule.

V. Considering financial viability of the existing working system, it is proposed thatremaining 05 surplus posts (01 Technician-I+04 Helper) should be surrendered toachieve the goal of high economy.

3.7 Requirement of Staff for AC Section:During the course of Study, it is observed that the maintenance of AC coaches are beingdone by both Railway and Contractual Staff as many of the maintenance activities relatedto AC Coaches are getting done through Outsourcing. As it is evident that AC Staff havebeen deployed at many locations in various Shifts, it is necessary to ensure the availabilityof required manpower categorically at the needful locations and in present Scenario thistask may be accomplished through Outsourcing & Multi-skilling concept.

However, activity wise utilization of AC Staff in brief may be described as under:

I. Approx. 54 staff are engaged in maintenance work of AC Coaches at Sick Lines,attending Break down of Split AC/ Water Cooler/Window AC/package AC, on boardPlant operation, pre-cooling of AC Coaches, rectification of AC Break down inBilaspur Settlement, operation of AC Machines in GM Building etc. in general shift.

II. 05 Staff are working in P1 shift for maintenance of Primary Rake-BatteryMaintenance/ replacement & Charging, all Safety items checking, Roof MountedPackage Unit (RMPU) –Checking testing rectification of any other discrepancies & Pre-cooling etc. for only one Rake(04 to 06 Coaches).

III. 19 Staff are deployed in P2 Shift for Sick Coaches attention, IOH work andmaintenance of 13 RA Coach as per requirement.

IV. 10 staff have been deployed in P3 Shift for attending Primary maintenance of aveg. 02Rakes.

V. It is also observed that aveg. 08 to 10 Staff are unauthorized & long Absentee.

As described in Para 2.11, many activities of AC Section like maintenance of AC equipmentsin Bilaspur Settlement, Bed roll ACCA distribution work in AC/LHB Coaches, maintenanceof 25 KVA Inverter, LHB Rake power car maintenance & escorting etc. are being carried outthrough outsourcing.

Besides these activities, the following activities may also be Outsourced to meet therequirement of Staff :

I. Pre cooling of coaches at platform.

II. Material handling work for DS 8.

III. Pulley Mounting on axle at coaching complex.

After implementation of above suggested Outsourcing, approx 10 to 12 Staff involved inthese activities would be available for utilization in Core activities and thereby the existingwork load may be coped up to a large extent.

In addition to this, execution of Multi-Skilling concept will leads to optimal utilization ofavailable workforce and hence it would be helpful in neutralizing the present and upcomingwork load up to significant level.

Thus, overall 08 excess Staff (as Total Sanction post=88 & Actual deployment=96)should be redeployed at suitable places and 02 vacant posts of Technician Gr.-II,identified as surplus, are recommended to surrender. Simultaneously, it is alsoproposed that 06 vacant post of Technician Gr.-I should be filled up as per theextant rule to right size the present Cadre Strength of AC Section.Based on critical assessment and considering the above facts with a view to optimize theutilization of manpower along with making the existing system financially more viable, thesummary of need based requirement of Staff in AC Section of Electrical Branch of CoachingDepot/BSP is as given below:

3.12.1 RECOMMENDATION -1By means of critical assessment, it is recommended that 07 vacant posts identified assurplus to the need based requirement of manpower against the total sanctionedstrength of 183 for Electrical Branch of Coaching Depot/BSP should be surrendered toachieve high economy & efficiency. 3.12.2 RECOMMENDATION -2It is also recommended that pending proposal of Outsourcing (detail given in Para 2.15)should be accomplished as soon as possible and initiatives may be made to furtheroutsource the suggested activities (mentioned in Para 3.7).

3.13 SUGGESTIONS

3.13.1 SUGGESTION-1During the course of Study, it is revealed that the staff are generally booked on pick &choose method for Escorting duty as per the availability which affects the plannedmaintenance work and therefore it suggested that a separate Team/Group of Staff may beformed for Escort duties and Maintenance work on rotation basis to enhance thefeasibility of the working system.

3.13.2 SUGGESTION-2To enhance the potentiality of the employees, it is suggested to make arrangement forimparting necessary Training/Learning with provision of modern Tools & Plants to makethem able to discharge their duties/responsibilities effectively.
