Project Progress (Stage 1: Coylton-New Cumnock)

• Coylton S/S

– Phase 1 outage works successfully in 2013 – Contracts in place and works progressing for 2014 – On programme to deliver all Coylton works by end of 2014

• Coylton- New Cumnock OHL (WA Route) – Foundation/tree cutting/site investigations/accesses underway – OHL contractor delayed due to consents issues – Assuming consents constraints resolved by end of May 2014 OHL commissioning

target would be late Q3 2015

• New Cumnock S/S – Platform, civil & control building works ongoing on site. – All main contracts awarded – Some delays due to exceptionally wet winter but recoverable

• Completion of Stage 1 infrastructure works planned for late Q3 2015 • Critical path is resolution of TMP/stone supply issues

• Detailed engineering design ongoing

• Transformer tenders being assessed to allow ordering of 132/33kV units

• OHL tender packages to be issued to the market shortly – contract awards planned late summer/early Autumn

• Options for accessing Blackhill & Glenglass collector substations being progressed

• As a result of Afton Rd constraints Blackhill Collector programme has slipped 6 months

• Anticipate that initial construction works for Stages 2, 3 and 4 will commence late 2014

• Currently targeting end of 2016 for completion of stages 2-4

• Stage 5: Environmental scoping report complete defining the ‘Preferred Location’ for the proposed Kendoon North Collector Substation

• Site studies and land purchase to progress in new year for Kendoon North

Conclusions

• Positive progress since last meeting

– Works at Coylton and new Cumnock progressing on site

– Initial overhead line works underway, albeit delayed

– Preparation for Stages 2,3 & 4 well advanced

• Delivery programme for infrastructure is challenging but we are still driving for the earliest possible completion

– Stage 1 (Q3 2015)

– Stage 2-4 (2016)

– Stage 5 (2018)

• Landowner & East Ayrshire Council consents remains the biggest risk

– programme dates based on voluntary agreements

– other risks around level of consented contracted MWs (159.5 MW)

DEVELOPMENTS OF A LAND RIGHTS POLICY FOR SOLE CUSTOMER GENERATION CONNECTIONS:

• SPEN are continuing to work to:

I. meet the energy challenges of the future;

II. work closer with you at an early stage in your projects;

III. understand what is important to you; and

IV. let you understand what SPEN needs from you.

• To do so SPEN have met with and listened to customers/stakeholders in order to develop a land rights policy that adopts a less prescriptive and more engaged/ flexible approach.

• Customers feedback largely focussed on non land rights issues and it is clear that there is no example of best industry practice.

IMPLEMENTATION OF POLICY:

• Following receipt of consultation responses SPEN have:

– Implemented the policy and have engaged with developers on this basis. – In simple terms, the policy for the duration of the land rights will be commensurate

with the developers planning consent. – This means SP Energy Networks will accept time restricted rights just to serve the

connecting customer. – The land rights will still be secured via a lease/sub lease model. – Where a further customer requires connection, they will be responsible for

securing their own land rights. – The developer will always have the opportunity to procure these land rights for SP

Energy Networks. Where use of statutory powers is required, notice must be given and an understanding of the impact on project timescales have to be understood and accepted.

– There are a number of practical considerations that this model also requires to address and this can only be achieved by early engagement.
