Pendahuluan

Adanya technical assistance dari ADB RETA-6483: Mengadopsi Kerangka Supply & Use Table Berpedoman Pada SNA 1993 Pada Beberapa Anggota Negara Berkembang

Untuk memenuhi dan memperluas konsep dan cakupan dalam implementasi SNA dengan mengadopsi kerangka Supply and Use Table


Latar Belakang

Prototype SUT Indonesia 2008 tidak dapat dipisahkan dari Kerangka Tabel I-O karena SUT disusun setelah prosedur kompilasi Tabel I-O dilakukan. Prototype SUT disusun berdasarkan Tabel I-O 2008 updating

Tabel I-O Indonesia yang pertama tahun 1971, mencakup 175 sektor. Setelah itu, Tabel I-O Indonesia disusun setiap lima tahun sekali dan diantara tahun penyusunan I-O dilakukan updating I-O

(Industry) yg diklasifikasi dgn ISIC rev 3.1 (rincian kedalaman ISIC yg ditampilkan lihat lampiran) yang berbasis pada establishment data Kolom tabel Supply menggambarkan detail komoditi supply yang

1. Pembentukan Modal Bruto (PMB) ≈ Gross capital formation (GCF)

Yang sudah kita terapkan: Pengeluaran pemerintah dibidang pertahanan keamanan utk belanja

barang modal tetap yg dpt digunakan utk kepentingan sipil dicakup dalam Pembentukan Modal Bruto (PMB)

Penyusutan dihitung utk semua aset tetap pemerintah (seperti jalan, waduk, bendungan dan segala bentuk konstruksi kecuali bangunan)

Semua eksplorasi mineral exploration (berhasil maupun gagal) harus dikapitalisasi atau dicakup sbg barang modal

Pengeluaran utk membeli software komputer dicakup kedlm PMB dan pengeluaran utk membuat software dicakup kedlm output

Aset yg dibudidayakan seperti perkebunan dicakup sebagai PMB Yang belum diterapkan:- pengeluaran utk hiburan, literatur sastra atau karya artistik orisinal

belum dicakup dlm PMB dan biaya pengembangannya dicakup sbg output; kecuali impor master film telah dicakup

- pengeluaran utk barang berharga (valuables) belum dicakup dlm PMB


SNA 1993 memperluas batasan produksi rumahtangga (RT) dgn memasukkan aktivitas yg dilakukan oleh RT utk konsumsi sendiri (own use) atau disebut unincorporated enterprises in the household sector atau sektor informal : aktivitas ini dicakup dlm output

- Jasa perantara finansial yg dihitung scr tdk langsung (FISIM) belum diklasifikasikan sbg konsumsi antara and konsumsi akhir; masih diklasifikaan sbg surplus usaha (SNA 1968)

4. Asuransi Estimasi asuransi bukan-jiwa mencakup pula

tambahan premi (pendapatan perusahaan asuransi yg berasal dr investasinya dlm cadangan teknis/technical reserves), bukan hanya derasal dr premi dikurangi klaim.

5. Penilaian PDB- PDB dinilai dlm harga pasar (market prices);

pajak penjualan dan bea impor (import duty) dicakup dlm output perdagangan

PDB Pendekatan Produksi (analisis) Ada perubahan signifikan terhadap peringkat NTB

Industri melalui kompilasi pada kerangka SUT dan pada PDB yang dipublikasikan

Perbedaannya dapat dijelaskan karena adanya perbedaan klasifikasi ISIC yang digunakan (PDB yang dipublikasi menggunakan ISIC rev.2 & NTB SUT menggunakan ISIC rev.3)

Perbedaannya juga disebabkan konsep dan cakupan SNA yang digunakan. Berikut ini diberikan beberapa contoh : Eksplorasi mineral merupakan bagian dari output

pertambangan dan penggalian Pendidikan, kesehatan dan jasa hiburan yang dihasilkan

oleh pemerintah dipisahkan dari administrasi publik dan pertahanan


Pelajaran dari Aplikasi SUT Indonesia

Aplikasi SUT memungkinkan kita mengimplementasikan SNA baru tahap demi tahap

Analisis kesenjangan data menyajikan gambaran terhadap kualitas sumber data

SUT menyediakan kerangka kerja untuk mengecek konsistensi data secara simultan dan mengkompilasi data PDB dalam tiga pendekatan yang berbeda


PDB Pendekatan Pengeluaran

Sama seperti analisis PDB pendekatan produksi, perbedaan antara NTB yang dikompilasi dalam kerangka SUT dan PDB publikasi karena konsep dan lcakupan pada SNA. Contohnya : Konsumsi akhir rumah tangga termasuk transfer pembayaran dari pemerintah dan LNP yang

melayani rumah tangga Perluasan konsep PMTB seperti eksplorasi mineral, produk seni dan sastra, pertanian, dll. Cif/fob penyesuaian pada impor

Penutup Kebijakan dlm menerapkan kerangka SUT saat ini

mulai dilakukan secara serius, terutama melalui penyusunan Tabel I-O 2010

Rencana implementasi SNA 2008 dengan menyusun agenda road map selama empat tahun 2010-2014): Mengubah ISIC rev.2 menjadi ISIC rev.4 Mengadopsi kerangka SUT melalui Tabel I-O 2010 Mengubah tahun dasar 2000 menjadi 2010 Menghitung PDB Pendekatan Pendapatan secara teratur Menyusun 4 komponen neraca utama:

• Neraca Produksi• Neraca Pendapatan dan Pengeluaran• Neraca Kapital• Neraca Finansial
