i.

The gaseous and particulate matter

emissions from various units should

conform to the standards prescribed by

the State Pollution Control Board. At no

time the particulate emissions from the

cement plant shall exceed 50 mg/Nm3.

Continuous on-line monitors for particulate

emissions will be installed. Interlocking

facility shall be provided in the pollution

control equipment so that in the event of

the pollution control equipment not

working, the respective unit(s) is shut

down automatically.

• Pollution Control Equipment (Bag filters) is

designed for the outlet particulate emission less

than 30 mg/Nm3.However, there is no standards

prescribed for gaseous emission by PCB.

Continuous On-line particulate matter monitor

has been installed at Kiln/RM, Cooler and Coal

Mill stacks and Cement Mill Stack

• Interlocking facility has provided for the

pollution control equipment so that in the event

of the pollution control equipment not working,

the respective unit is shut down automatically.

Ambient air quality (AAQ) including

ambient noise levels must not exceed the

standards stipulated under EPA or by the

State authorities. Monitoring of ambient

air quality and stack emissions shall be

carried out regularly in consultation with

CECB and report submitted to the Board

quarterly and to the Ministry’s Regional

Office at Bhopal half-yearly. Continuous

stack monitoring system should be

installed. AAQ shall be monitored at 3

locations and on-line data will be

submitted to the CPCB and CECB,

Chhattisgarh.

Adequate measures have taken to maintain the

AAQ levels including Noise levels within prescribed

limits. Stack emission & Ambient Air Quality is

being monitored regularly and monthly report

submitted to CECB. Opacity meters have been

installed at Kiln/Raw Mill, Clinker cooler, coal Mill &

Cement mill stack. And data up-linking with

server at CECB and CPCB .Analyzer for on-line

AAQ monitoring have been commissioned at 4

location of Make DKK TOE Japan & Metone BMA

2010. AAQ monitoring report & stack emission is

enclosed as Annexure 1 & 2

The company shall install adequate dust

collection and extraction system to control

fugitive dust emissions at various transfer

points. Bughouse in raw mill and cooler

and bag filters at all other appropriate

places including all the transfer points

shall be installed. Coal and clinker storage

shall be in the form of stockpile. The dust

collected from the pollution control

equipment shall be recycled back into the

process. Storage of raw material shall be

in closed/covered roof sheds. Water

sprinkling arrangement shall be made in

the raw material stockyard and during

transport activities.

Adequate dust collection and extraction system to

control fugitive dust emissions at various transfer

points have been installed. Silo has made for

clinker storage & covered stockpile of coal is

already exists. The dust collected from the

pollution control equipment is being recycled back

into the process. Closed/covered roof sheds is

provided for storage of raw material except for

limestone. water sprinkling is carried out in raw

material yard’s road regularly.

As per the recommendations of the Corporate

Responsibility for Environmental Protection

(CREP) shall be followed and ESP in kiln and

raw mill and bag filters in cement mill and

crusher area shall be provided to achieve

99.85% efficiency and particulate emission

levels less than 50 mg/Nm3.

CREP recommendations are being followed.

PCE has provided to achieve 99.85% efficiency

and particulate emission levels achieved less

than 30 mg/Nm3. Status attached As per

Annexure 3

v.

Total water requirement after expansion

project will be 3,700 m3/d and will be met

from Seonath River. Permission for drawing 2

Cusec water/day from Seonath River is

accorded by the Irrigation Department,

Bhopal. All the treated waste water shall be

recycled and reused in the process leading to

‘zero’ discharge and no effluent shall be

discharged from the process out side the

premises. Out of 800 m3/d water allocated for

domestic use, 650 m3/d will be generated as

waste water which will be treated in existing

Sewage Treatment Plant (STP) and used for

green belt development within the plant and

colony area.

In cement plant water is using for cooling &

spraying purpose & it is in close circuit &

recycled in the system. However the waste

water generated during backwash & blow down

activity is being collected in settling tank & the

same is again use for our process

cooling/spraying purpose & we maintain Zero

discharge. The domestic waste water is being

treated in sewage treated plant & treated water

is using for horticulture purpose.

vi.

Solid waste generated in the form of fly ash

and dust shall be collected by various

pollution control devices and 100% recycled in

the process itself. Spent oil generated will be

sold to authorized recyclers/reprocessors.

The dust collected in PCE is being 100%

recycled in the process. We are having valid

hazardous waste authorization & we consumed

waste oil in plant machineries/chains in open

lubrication & if required to sell it we given to

CPCB registered recycler only . We are strictly

follow the guideline as per Hazardous Waste

Rules, 2008 as amended 2016.

vii.

The company must harvest the rainwater

from the rooftops and storm water drains to

recharge the ground water. The company

must also collect rain water in the mined out

pits of captive lime stone mine and use the

same water for the various activities of the

project to conserve fresh water.

We are collecting storm water (flowing rain

water) in our reservoir of capacity of 2.3 lakh

m3 & using it for plant operation during the

summer season. We have not extracted water

from bore well. However we are very keen

towards rain water harvesting & for this through

our CSR activity. We are regular deepening the

pond of nearby villages to increase the water

holding capacity. Mild land terracing with very

small bunds have been introduced in mines area

as well as in adjoining villages from ridge to

valley on water shed management concept

wherever possible to arrest rain water and allow

it to percolate underground which will prevent

erosion of soil and enhance storage of water in

top phreatic zone comprising of soil, mooram

and laterite. This will not only augment ground

water but also help agricultural & afforestation

activities to a great extent.

Further , we have constructed 5 nos of rain water

harvesting structure at our colony GH and in plant

near Crusher in 2017-18.

viii.

Green belt shall be developed in at least 31

ha. (33%) of the plant area in consultation

with DFO. Central Pollution Control Board

guidelines must be followed in planning and

developing green belt and selection of

species etc.

Green belt has been already developed by planting

more than 6 lacs sapling in & around plant colony

& Mines area. We have planted 12000 sapling in

this year 2017 which includes the plantation of

CMs ‘Harihar Chhattisgarh’ Program. Detail is given

in Annexure - 4

ix.

The company shall undertake eco-

development measures including

community welfare measures in the project

area.

Various welfare measures are being taken under

Company Corporate Social Responsibilities. We

operate with the utmost respect for the common

interest of present and future generations . We act as

responsible members of our communities by

contributing to the development of people, their

health, rights and well-being by generating economic

growth and supporting social, educational and

cultural advancement. A note on CSR activities

enclosed as per Annexure- 5

x.

The project authorities shall utilize Rs.

21.00 Crores and Rs. 0.655 Crores kept

towards capital cost and recurring

environmental expenses/annum judiciously

for implementation of the conditions

stipulated by the Ministry of Environment

and Forests as well as the State

Government along with the implementation

schedule for all the conditions stipulated

herein. The funds so provided shall not be

diverted for any other purposes.

Rs. 21.00 Crores and Rs. 0.655 Crores has used

towards capital cost and recurring environmental

expenses/annum. No funds is diverted to any

other purposes

xi.

The environmental clearance for the

proposed expansion shall subject to

obtaining clearance for the proposed

mining expansion project including forestry

clearance.

Environmental Clearance for Expansion for Mining

project has been accorded by MoEF vide letter No.

11015/387/2007- IA,II(M) GOI, MoEF dated

6/9/2007.

(B) General Conditions

Compliance status

i.

The project authority must adhere to the

stipulations made by Chhattisgarh Environment

Conservation Board (CECB) and State

Government.

All the condition imposed by CECB are being

complied.

ii.

No further expansion or modification of the plant

shall be carried out without prior approval of this

Ministry.

We will not do further expansion and

modification of the plant without prior

approval of Ministry.

iii.

At least four ambient air quality monitoring

stations shall be established in the downward

direction as well as where maximum ground

level concentration of SPM, SO2 and NOX are

anticipated in consultation with the CECB. Data

on ambient air quality and stack emissions shall

be regularly submitted to this Ministry including

its Regional Office at Bhopal and CECB /CPCB

once in six months.

Four ambient air quality monitoring stations

are established. Data on Ambient Air Quality

& stack emission is enclosed as per

Annexure-1 & 2

iv.

Industrial wastewater shall be properly collected,

treated so as to conform to the standards

prescribed under GSR 422 (E) dated 19th May,

1993 and 31st December 1993 or as amended

from time to time. The treated wastewater shall

be utilized for plantation purpose.

No waste water is being generated from

cement manufacturing process. Cooling water

is in close circuit. However, domestic waste

water is treated in STP and used for

plantation purpose.

v.

The overall noise levels in and around the plant

area shall be kept well within the standards (85

dBA) by providing noise control measures

including acoustic hoods, silencers, enclosures

etc. on all sources of noise generation. The

ambient noise levels should conform to the

standards prescribed under Environmental

(Protection) Act, 1986 Rules, 1989 viz. 75 dBA

(day time) and 70 dBA (night time)

All the equipment is properly designed to

maintain noise level within prescribed limits

by providing silencers and enclosures etc.

The ambient Noise level at boundary is less

than 75 dB(A) in Day Time andless than 70

dB(A) night time during all the seasons.

vi.

Proper housekeeping and adequate occupational

health program must be taken up. Occupational

Health Surveillance program should be done on

a regular basis and records maintained. The

program must include lung function and sputum

analysis tests once in six months

Good house keeping is being maintained in

the plant. Regular medical checkup of all

employees is done & record maintained in our

health center. lung function and sputum

analysis tests is done for identified persons

those who are working in dusty environment.

vii.

The project proponent shall also comply with all

the environmental protection measures and

safeguards recommended in the Environmental

Impact Assessment / Environmental

Management Plan

Recommended in the Environmental Impact

Assessment / Environmental Management

Plan is being suitably considered &

implemented.

viii.

A separate environmental management cell with

full fledged laboratory facilities to carry out

various management and monitoring functions

shall be set up under the control of Senior

Executive

Monitoring is done through NABL/QCI

approved lab. Laboratory facilities & all

monitoring equipments (duly calibrated) is

available at our Lab for monitoring of

Ambient Air Quality, Stack emissions etc. A

full fledged Environmental Manager is

appointed, who directly reports to Unit Head.

Environmental cell is operative headed by

Vice President.

ix.

The Regional Office of this Ministry at Bhopal /

CPCB / CECB shall monitor the stipulated

conditions. A six monthly compliance report and

the monitored data along with statistical

interpretation shall be submitted to them

regularly

Complied with.

x.

The Project Authorities shall inform the Regional

Office as well as the Ministry, the date of

financial closure and final approval of the

project by the concerned authorities and the

date of commencing the land development

work.

Date of financial closure : 18th Sept’2008*

*Due to unavoidable circumstances plant was

not Commissioned in schedule time

Final approval of the project by the

concerned authorities : A copy of final

approval of LIPL’s Project has already

submitted vide letter No. ENV/29/2008

existing plant & civil construction started on

xi.

The Project Proponent shall inform the public

that the project has been accorded

environmental clearance by the Ministry and

copies of the clearance letter are available with

the CECB / Committee and may also be seen at

Website of the Ministry of Environment and

Forests at http:/envfor.nic.in. This shall be

advertised within seven days from the date of

issue of the clearance letter at least in two local

newspapers that are widely circulated in the

region of which one shall be in the vernacular

language of the locality concerned and a copy of

the same shall be forwarded to the Regional

office.

Saksham Bharat – Skill Development

Computer Centre for village youths :-

• Course in Tally and MS Office

• Computer Center registered with CSSDA.

• 95 students appeared for exams out of which 90 passed. 100 students enrolled in new batch

Stitching Center :-

• Course in basic stitching and tailoring for females from nearby villages.

• Course conducted in association with USHA sewing school.

• Currently 55 students undergoing training at 2 training centers..

Scaffolding Training

• 35 students covered in first batch

Contribution towards Nursing Assistance and Hospitality Training directly through CSSDA.

Total beneficiaries - 335

Impact – 20 students from 2016 batch were employed in and around Baloda Bazar district.

Shakshar Bharat - Education

Contribution towards construction :

• Contributed fund towards construction of primary school in Medh village.

• Dining shed for primary and middle school students in Medh

• Construction of 2 cycle sheds in DK college and Mini Mata College at Baloda Bazar.

collection and extraction system to control

fugitive dust emissions at various transfer

points. Closed circuit grinding should be

provided in all the grinding section of the

plant

installed. Silo is made for clinker storage &

covered stockpile of coal is already exists.

The dust collected from the pollution

control equipment is being recycled back

into the process. Closed/covered roof
