    South Memphis Revitalization Action Plan(SoMe RAP) Executive Summary

    Origins of the South Memphis Revitalization Action Plan (SoMe RAP)

    Following a long period of disinvestment and decline, South Memphis has recently begunto experience the beginnings of an exciting and much needed renaissance. During the pastof the South Memphis Alliance (SMA) to combat violent street crime and encourage residentparticipation in the neighborhood. Dozens of existing homes have been rehabilitated and scoresfrom the STAX Museum of American Soul Music and the STAX Music Academy.

    The Planning Process

    of life for current and future residents of South Memphis. During the fall of 2008 and the spring ofleaders to carry out the following research activities:

    Data collected by community and campus volunteers was reviewed and a number ofrecurring themes emerged during our interviews with local residents and leaders. Among the manypositive qualities respondents attributed to the neighborhood were its:

    Excellent location close to downtown and many of the regions most importantemployment, educational, and cultural centers;

    of uses because they drain easily and are fairly stable. Slopes are a concern on terraces andhighland areas, where slopes exceed a 50 degree grade.

    Land UseTwelve teams of university students and community members conducted a survey

    of physical conditions within the SoMe RAP Study Area during the fall of 2008. The teamsdetermined land use and building and site characteristics for every parcel within the study area andobserved.

    As shown on map 2.5, land use in the SoMe RAP Study Area was primarily residentialroads. A few mixed use properties (orange) also were seen (properties combining commercial andthe neighborhood. A small cluster of industrial uses (purple) was located in the southeastern

    Middle and High Schools- While residents are generally pleased with the performance oftheir local elementary schools, there is considerable disappointment with the quality of middle andSouth Memphis describe the pressure they feel to leave the community as their children approachmiddle school age because of their dissatisfaction with the quality of public education offered to

    Access to Primary Health Care- Many residents feel fortunate to be living in a city thathas so many high quality health care options, especially for children. However, they also describedaccess basic health education, prevention and wellness services, and routine treatment for existingnutritionists, dentists, and counselors in the community.

    Quality Neighborhood Retail- Memphis and elsewhere have been replaced by larger urban shopping centers and massive

    regional malls. While such facilities provide excellent comparison shopping opportunities whenpurchasing more expensive and specialized goods, their location outside of the neighborhoodshop, and a healthy family restaurant established within their community. Several existing retail
