Purpose of Today’s Meeting
• The District is preparing a Solid Waste Management Plan
(SWMP)
• The SWMP will be developed in a transparent manner,
with input from the residents to create this plan
• The purpose of this meeting will be collecting input from
residents on general perceptions, attitudes and
preferences about the solid waste and recycling program

Plan (SWMP)
• The SWMP will identify the amount of waste generated,
document the collection program, and identify options to manage
the waste anticipating the continued growth of The Villages
• The process include public input on general perceptions and
attitudes about the program
• The Plan will identify budget requirements reflecting market
conditions and desired level of service, and cost per household
• The Plan will provide a recommended path forward for programs
and disposal methods

China’s Connection to Recycling in U.S.
• For decades, China has been the largest importer of recycled paper and plastics (55% of world market)
• The U.S. has sent much of our recyclables there due to:
• Lower labor costs
• China’s willingness to pay high prices and accept contaminated material
• Limited domestic markets
• Policies and restrictions Asian countries have placed on the import of recyclables has impacted recycling throughout the world

National Perspective: How is the U.S. Dealing with
New Import Restrictions? • Sorting lines are slowed to better remove
contaminants, increasing cost
• Communities are changing how they
collect recyclables
– Removing some materials from program
– Selective bans on specific materials (e.g.,
plastic bags)
– Switching from single stream to bins
• Some communities have been forced to
landfill recyclables due to no markets or
higher costs

• The Villages offers a high level of
solid waste services and is cost
competitive to other jurisdictions
• Current disposal and processing
contract is expiring, and the cost to
recycle is anticipated to increase
above the current $28.35 per ton

–Solid Waste – 22,000 tons
–Recyclables – 11,120 tons
–Commercial Waste – 7,600 tons
–Brush – 6,780 tons
–Total collected - 47,500 tons

Bulk Waste and White Goods Collection
• In 2018, made 10,220 pick-ups of material
• Current system is an on-call service, operating 5 days per
week
• Bulk waste is generally picked up within a week
• Bulk items include furniture, large household trash, pallets,
remodeling debris, bicycles, lawn mowers, mattresses,
toilets, carpeting, fencing, lumber, computers, and other
electronic equipment

Yard Waste Collection
• In 2018, 6,780 tons of yard waste were collected
• Yard waste is collected on Wednesdays
• Tree limbs or branches are bundled and tied and
placed at the end of the driveway
• Lawn clippings and similar yard waste are placed in
biodegradable bags

Benefits of Recycling
• Reduces the amount of waste sent to landfills and Waste to
Energy facilities
• Conserves natural resources such as timber, water and minerals
• Saves energy and prevents pollution by reducing the need to
collect, transport and process raw materials
• Increases economic security by tapping a domestic source of
materials
• Helps create jobs in the recycling and manufacturing industries in
the United States

Recycling Requires a Materials Recovery Facility (MRF)
• A facility where mixed recyclables
are sorted into specific categories
and processed, then transported
for remanufacturing
– Combination of machinery and manual
labor to separate the items
– About 30% of the material sent to a
MRF are rejects and need to be
disposed
– Need to accommodate changing waste
stream

Current Challenges to Recycling
• Contamination is a major problem in
recycling, we have avoided addressing the
problem by shipping low quality materials
to China
• China has changed regulations for
imported recyclables, which caused a
global disruption in the recycling market
• The cost to recycle has increased
dramatically in the last several years due
to lower market value and increasing cost
to process

What is an Energy from Waste (or Waste to Energy)
Facility?
• A facility that generates energy in
the form of electricity or heat
from the treatment of waste, or
the processing of waste into a
fuel source
– 12 operating facilities in FL
– Higher cost than landfilling
– Reduce landfill needs

Benefits of Waste to Energy
• Waste to Energy facilities generate power in the form of electricity
or steam
• Waste to Energy facilities produce renewable energy
• Waste to Energy is a net Greenhouse Gas reducer
– Methane is a greenhouse gas which is emitted from decomposing waste in
landfills. Waste to energy facilities avoid the production of methane while
producing almost ten times more electricity from each ton of waste compared to
landfills.
• Landfill usage is greatly reduced (~90%)

a manner engineered to minimize
environmental impacts
– Landfills are the most common
method of waste disposal
– Generally the lowest cost option
– About 40 landfills in FL
– Recover gas generated from waste
decomposition and make
electricity

Bond Fund Sufficiency
• In December 2012, the North Sumter County Utility
Dependent District (NSCUDD) became the provider of the
solid waste and recycling services (Districts 1 thorough 11)
when it purchased Sumter Sanitation
• NSCUDD issued $54.6M bonds for the purchase of Sumter
Sanitation
• The Household Assessment is used to recover funds to
pay off the bonds

Bond Fund Sufficiency
• NSCUDD recently reviewed the sufficiency of the Fund’s
revenues to meet its ten-year cost requirements for debt
service and debt service coverage ratio requirements
• A debt service coverage ratio is a minimum requirement
set at the time of bond issuance that measures the cash
flow availability to pay existing debt obligations
• In FY 2019, the minimum debt service coverage was not
achieved, there was a shortfall of $450,000

Current Financial Situation
• The Household Assessment does not cover current costs
– Household Assessment has not been adjusted since 2012, while the
cost to provide services has increased
– Available funds to cover bond repayment are below bond
requirements
• The recently increased cost of recycling will impact future rates.
It is anticipated that continuing the current system will require an
additional $0.75 to $1.00 per month

Actions the District is Taking to Improve Financial
Situation
• Board approved an increase in the monthly Household
Assessment from $17.90 to $19.38 for FY2020
• Preparing SWMP to understand options available and
project future, long-term costs
• Renegotiating solid waste disposal and recycling
processing fees
• Reevaluating District costs associated with the program

Path Forward
• Based on resident’s input received today, District will
develop program goals
• Prepare a Solid Waste Management Plan that identifies
options to manage solid waste and recyclables,
anticipating the continued growth of The Villages
• Hold another Workshop to discuss draft recommendations
and solicit residents input
• Identify budget requirements reflecting market conditions
and desired level of service, and if needed, adjust the
program
