Government Policy on REo Myanmar Energy Policy launched to public by “National Energy Management

• Committee” on 6th Jan. 2015 with 9 salient points as Governmental guideline

• including to promote Renewable Energy in No. (5) point.

o Now, new Government is reviewing the National Energy Policy to improve

• aligned with the current situation and it has not been launched yet.

o Preparation of RE Policy and Rural Electrification Law

o There is National level “RE Work Group” centered at the Department of

• Research & Innovation (Ministry of Education)

o Law for Energy Efficiency & Conservation is preparing under Ministry of Industry

o On Grid and Off Grid Electrification are executing by Ministry of Electricity &

Energy and Ministry of Agriculture, Livestock & Irrigation respectively

practices in Myanmaro COUNTRY WIDE MARKET: SPV application in Myanmar is large in number (no

systematic statistic data) and exist as nationwide application even at the

most remote areas.

o PEOPLE DEVELOPMENT MOMENTUM: It is a kind of Pro-Poor Private Public

Partnership ( 5P ) achievement to get minimum requirement of the Electric

Energy to fulfill their essential Basic Need of night light and power for their

edutainment ( radio, music-players, hand-phones, TV etc.).

o PUBLIC/PRIVATE ROLE: That 5P achievement is significant development step

of the country while 3P (PPP) practice popular only on the floor of Big

Projects of Gov. and Big Co.

o GLOBAL ENERGY TRANSITION IMPACT: SPV module cost was going down

dramatically and LED light innovation reach to market.

o ENERGY EFFICIENCY: Already applied by the people of Myanmar since half

decade ago along with the trend of Commercial sense

Now Private RE Entrepreneurs are

attempting to develop SPV Business.

( it is commencing phase of RE Commercialization in Myanmar )

o There is huge market of SHS, not only for Ruralapplication but also for Stand-alone ElectricitySupply System for Off Grid areas where variousmeasure of Household applications are situated.

o There are many different kinds of remote SPVapplication for Cottage Industries and SME powerrequirements.

o That huge market potential can be boosted undergood policy guidance and thorough regulations

SHS>SSME>SRT>SMG>GCS

o SHS is widely utilizing in Myanmar. But it still need to develop up to customized package of turn-key sale to meet demand. Government and WB has off-grid program only with fixed packages those cannot fulfill the actual demand

o SSME: Standalone SME powered by SPV electrification system for various Cottage Industries and SME sector requirement have big demand to fulfill

o SRT: SPV Roof Top System is very practical application to get immediate benefit for the people

o SMG: Solar Mini Grid System (<1 MW) is now in trial phase only at the Program of Government Pre-Electrification Plan at the Off Grid areas with few demonstration projects those are designed with subsidized fund and not easy to propagate by PPP sector.

o GCS: There are some SPV Power Farm establishment of 30 to 300 MW (Grid Connected Solar). Implementation procedure and process are not in standard at the moment and also Government Regulatory clearance to encourage such private attempt is desperately need at the moment
