SODDISFAZIONI DA CROCIERE E CONTAINER
Due porti che si completano crescendoNapoliSalerno, l’Autorità di sistema fa ripartire gli investimenti per le infrastruttureIL PORTO di Napoli è stato vittima di sei anni di commissariamento, che ne hanno congelato losviluppo, portando anche allaperdita di fondi europei che erano stati stanziati per l’espansionedelle infrastrutture. La riformadella governance dei porti italianiha fatto nascere l’Autorità di sistema del mar Tirreno centrale,che unisce Napoli, Salerno e Castellammare. Per la portualitàcampana si tratta adesso di definire un proprio ruolo nell’economia nazionale. Negli ultimi anni due scali sonocresciuti contendendosi i container, come dimostra la vicendadella linea Ignazio Messina, storico cliente di Napoli che nel 2013ha lasciato per trasferirsi a Salerno e che a marzo di quest’anno ètornata a Napoli. Ma l’unificazione sotto la guida di un’unica Authority è avvenuta all’insegnadella valorizzazione delle complementarità. L’offerta dellanuova Adsp è a 360 gradi e spaziadai container alle rinfuse, dal petrolio alle crociere, dai traffici roro nazionali e internazionali aibattelli e traghetti, senza dimen
ticare le attività produttive deicantieri navali e quelle turistichedelle marine per il diporto. Il disappunto nascosto è quello dinon essere compresi nel progettocinese di Nuova Via della Seta,che invece ha inserito nella propria road map i porti del Nord, tirrenici e adriatici. La (magra) consolazione è il sospetto, presentiin molti operatori dello shipping,è che gran parte dell’operazionecinese sia uno spot con molto fumo e poco arrosto, soprattuttoper i traffici italiani. Intanto peròla cinese Cosco ha lasciato lo scalo nel 2016 vendendo a Msc lapropria quota nel terminal Conateco, concentrando sul Pireo isuoi traffici mediterranei ed entrando in società con Apm per ilterminal di Vado Ligure.Sul fronte delle infrastrutture, aNapoli sono stati avviati i dragaggi, opera attesa da anni e da cui dipende la successiva realizzazionedel nuovo terminal container aLevante. L’Authority ha firmatoun accordo con Rfi per lo sviluppodei collegamenti ferroviari col retroporto. I traffic danno qualchesoddisfazione, essendo cresciuti
nel primo semestre dell’anno incorso nei due settori più prestigiosi. Le crociere hanno segnatoun +17,8% rispetto allo stesso periodo del 2017 ( 429 mila passeggeri). I container dei due porti nelsemestre sono stati quasi mezzomilione (+5,3%). In leggero calopasseggeri locali dei battelli perle isole minori (1,6%), mentre i passeggeri dei traghetti sono aumentati dell’1,8%.Per quanto riguarda i container,la forbice fra Napoli (267 milateu) e Salerno (233 mila teu) si riduce leggermente. Entrambi crescono, ma Salerno (+6%) a un ritmo maggiore di Napoli (+4,7%).Inoltre a Salerno tirano di più icontainer pieni (+9,1%), mentre aNapoli, almeno nel primo semestre di quest’anno, a far lievitare itraffici sono i vuoti (+24,2%). Lerinfuse liquide a Napoli sono a 2,7milioni di tonnellate (+5,2%). Salerno ha un suo traffico di rinfusesolide, in forte crescita (+44,6%).Il punto più dolente sono i trafficiroro, in calo del 9,4% (Salerno10%, Napoli 8,6%) a 6,6 milionidi tonnellate, contro i 7,3 milionidel primo semestre 2017.

Come valuta lo scalo oggi?«Dopo 10 anni di sonno risponde Mario Disegni,amministratore della casadi spedizioni internazionali Alltrans, consigliere epresidente della sezionemarittima di Fedespedi emembro del consiglio direttivo anche di Alsea (associazione degli spedizionieri lombardi) il portoha finalmente un presidente operativo e con lavoglia di fare. Pietro Spirito è una persona diretta,energica e di esperienza».Su quali criticità develavorare?«Lo scalo deve sistemare ildiscorso del collegamentoferroviario, senza il qualenon si può pensare di allargare i traffici. Oggi, a parte300 metri di binario cheperò sono nell’area passeggeri, non c’è niente, resta tutto da fare. È fondamentale che i porti di Napoli e Salerno funzioninoper lo sviluppo dell’econo
mia di tutto il Sud e chepossano ampliare i propritraffici».Che cosa pensa del progetto di Zona economicaspeciale?«È un progetto positivo,appoggiato dalla Fedespedi e che darà maggiori prospettive allo scalo di Napoli. Ne aumenta le potenzialità, ma proprio per questobisogna che le merci possano fluire più facilmente
nel porto. Anche per questo è importante l’intermodalità. Così come bisogna che riprenda al piùpresto l’intermodalità nelporto di Genova. Lo diconon soltanto a titolo personale, ma a nome della categoria degli spedizionieri».La tragedia di ponte Morandi ha messo in discussione la gestionedelle infrastrutture inItalia. È un problemadiffuso?«Abbiamo avuto segnalinegativi sulle infrastrutture già da un paio di anni. Questo non è l’unico ponteche è crollato, anche se èstato quello con gli effetti più tragici».Che effetto sta avendo ilcrollo sul porto di Genova?«Lo scalo ligure sta subendo un evidente calo di traffico, proprio perché i collegamenti intermodali nonpossono essere sostituitipienamente dalla gomma.Stimiamo che siano arrivati 2.500 container in
meno in un mese nel portodi Sampierdarena. A questo va posto assolutamente rimedio, liberando i duebinari rimasti interrottidal crollo. Se non riusciamo a tenere in efficienzaquesto porto, che è un motore per l’economia, saràun danno per tutto il Paese. Si apre la strada al trasferimento di merce inporti fuori dall’Italia».Qual è la risposta della
politica?«La sensazione è che dopola fase dell’emergenza, incui si è giustamente pensato alle famiglie delle vittime e agli sfollati, manchi laconsapevolezza dei problemi che sta affrontandoil porto. Non percepiamol’attenzione delle autorità.Più in generale, c’è un concetto di fondo: sempre piùsi pensa alle infrastrutturecome a una spesa. Questa
mentalità purtroppo si stadiffondendo anche a livello di Unione europea. Maquesto non è vero. Sono uninvestimento e come talevanno valutate. Anche unabuona manutenzione consente un utilizzo delle infrastrutture più sicuro e dilunga durata. Ma questovale per le strade come perle scuole. Questo dovrebbeessere un principio guidadel nostro governo».

Disegni: “Italian ports need rail connections”“The Morandi bridge tragedy reveals how Italy underestimates the importance of infrastructure”THE PORT of Naples hasemerged from a long period of commissioners’administration. Howwould you rate the portnow?“After ten years of snoozing,” answers Mario Disegni, managing director atthe international shippingfirm Alltrans, adviser andchairman of the maritimesection of Fedespedi, as wellas member of the board ofdirectors of Alsea (Lombardy association of shippers),“the port finally has afunctioning chairman, andone who’s ready to get things done. Pietro Spirito is adirect, energetic and experienced person.”What critical issues doeshe need to tackle?“The port must get some railconnections, without whichwe can’t increase traffic.Currently, apart from a300m track located in thepassenger area, there’snothing, it all remains to bedone. It’s essential that theports of Naples and Salernofunction to develop the eco
nomy of the entire south ofItaly, so their trade mustexpand.”What do you think of theZES project for Naples?“It’s a positive project, onethat Fedespedi supports,and that will increase theport’s prospects. It will increases its potential, andthat’s precisely why it’s sonecessary that freight can flow more easily at the port.This is also why intermodality is important. Similarly,intermodality at the port ofGenoa should resume as soon as possible. I’m speakingnot just personally, but onbehalf of the entire freightforwarders sector.”The Morandi bridge tragedy has brought to the fore the issue around management of infrastructurein Italy. Is the problemwidespread?“We’ve had negative signson infrastructure for a couple of years. This is not theonly bridge that has collapsed, even if the consequences of this one were the mosttragic.”
What effect has the collapse had on the port ofGenoa?“The Ligurian port hasexperienced a noticeabledrop in traffic, precisely because intermodal connections cannot be fully replaced by road haulage. Weestimate that 2,500 lesscontainers have arrivedover the last month in theport of Sampierdarena. Thistrend must be absolutely addressed, the two rail tracksthat were closed by the collapse must be brought backin service. If we’re unable tomaintain efficiency at thisport, which is the engine forItaly’s economy, the wholecountry will suffer. We’d beencouraging freight loads tomove to ports outside Italy.”How has the state responded to it?“The feeling is that following the emergency phase, in which efforts were naturally directed towards thefamilies of victims and thedisplaced, there’s been littleawareness of the problemsfacing the port. We’re not
seeing the authoritiespaying much attention. More generally, a certain mindset has taken hold: infrastructures are increasinglybeing seen as expenses. Unfortunately, this mentalityis being seen on the EU level.But it’s a false economy.They represent investmen
ts and should be evaluatedon that basis. Even goodmaintenance practices allow for a more secure andlonglasting use of the infrastructure. And this appliesas much to roads as to schools. That should be the guiding principle of Italy’s government.”
STICCO’S PROPOSAL
A free dock,without concessionaires,would be neededWHAT ARE THE mostpromising sectors for theports of Naples and Salerno today?“These are two multifunctional airports with characteristics that integrate, with allthe port services answersAntonio Sticco, president ofthe shipping company SticcoSped . The elements of distinction are spaces and operational capacity. The addedvalue of Naples lies in thecruises, in the traffic for theislands, in the tourist development both foreign and ofnational appeal. Salerno instead is a port focused on European cabotage the development of the Motorways ofthe Sea”.What are the critical points instead?“In Naples they are alwaysthe same ... we need the excavations because the ships donot have problems with drafting; more space is neededbecause the goods have noproblem downloading. Weneed the development of intermodality, the organization of state services necessary for the importation andexportation of goods. Itwould also serve a free dock,which did not fall into the dealership areas. The problemof Salerno instead of the capspaces: port entrepreneurshere work wonders, with theinvaluable collaboration ofworkers. We are truly at “themost can not be done”. We are waiting for themto arrive, and to be developed”.

competence acquire marketpower. A word to the wise isenough.”What is your opinion ofthe infrastructures of theCampania region in general and of the ports ofNaples and Salerno in particular?“Despite the efforts made byvarious authorities recently,
we still have to expect chronic delays with regard to infrastructure, which will taketime to overcome. Unfortunately, however, we are chasing a train that may be toofast, and we need a quick response to be able to engagethe challenge of what haschanged, primarily in termsof the law: I’m thinking ofthe SEZ, which should be adriving force for the economy and local infrastructure. Operators like us can onlyhope that the associationstake a real interest in thesematters.”What do you think are thestrengths of the ports ofCampania?“Unity makes them strong.Is that a cliché? No, it’s not.Salerno and Naples are complementary in terms of typesof traffic, morphologicalconformation and their operators’ skills. This favoursboth ports, since theirstrong points, which werealways well known and rightly recognized, havealways had a weakness: fierce competition. Instead,they are now demonstratingtheir ability to cooperateand to increase and expandthe volume and intensity oftraffic. Seeing is believing.”
