GENERAL INFORMATION

Total 175 Charge Centers are in the State• Total 175 Charge Centers are in the Statewhich includes 59 Charge Centers in Urbanarea.

• Total 23475 EBs are in Rural area & 1435 EBsare in Urban area.

• Total 1625 EBs are in Tribal areas &23285 EBsare in Non-Tribal areas.

ACTION TAKEN

• Notification :

– 1st Phase for Tribal area w.e.f 12.10 2011.

– 2nd Phase for Non-Tribal areas w.e.f 14th Nov.

– 298 Charge officer /other officers. .

– 282 Master trainers.

– 1390 Supervisors and 6177 Enumerators were

trained.

– Total 8147 Officers/ officials were trained.

STATUS OF SECC-2011

• Enumeration process was completed during December 2011.

• Data uploading process on NIC Server was completed duringJan.2012.

• Images uploading process was completed during April 2012.

• Data of 1443426 households has been uploaded on NICserver.server.

• While uploading the images it was pointed out by the ITI thatabout 1 lakh households are unremunerated in the State andre-enumeration process of these households has beencompleted.

• The officers/ officials for objections / claims have beendesignated.

AREAS OF CONCERN

• As per SECC data generated on NIC server, the

following observations have been received

from the GOI:from the GOI:

– In the data , large number of the households in the

category of Primitive Tribal Group, Bounded Labor &

Manual Scavenger. have been mentioned in all the

districts of the state.

– Proper caste has not been mentioned by the

enumerators at the time of enumeration.

VERIFICATION & CORRECTION MANUAL

A Manual for Verification and Correction of SECC-2011 data has been• A Manual for Verification and Correction of SECC-2011 data has beensent by the GOI & copy of the Manual is on the website of the Ministry.

• The Verification and Correction Module software will generate theVerification files from the data on NIC website.

• The verification files will be generated and will be used in Data ChargeCentres for generation of ‘pdf’ files using Verification and CorrectionCentres for generation of ‘pdf’ files using Verification and CorrectionModule.

• The variables that will cropped in for verification are pertaining only toCaste, PTGs, Legally Released Bounded Labour and Manual Scavenger inthe Rural areas and with regard to Main Source of Income ( from Rag-picker, Beggar, Domestic Worker and Street Vender/ cobbler/ Hawker/ andother service providers working on the street) and Caste in Urban areas.

PROPOSED STEPS

• Generation of Verification Files.

• Generation of ‘pdf’ files at the data Charge

Centres.

• Appointment of Verifying Officers.• Appointment of Verifying Officers.

• Training to the Verifying Officers.

• Correction of data.

• Printing of draft list.

• The Verification Files will be generated by the NIC.

• The PDF files will be generated by the ITI.

• The verifying officers will be appointed by the respective DeputyCommissioner-cum- Pr. SECC Officers amongst the category ofSupervisors appointed for SECC.Commissioner-cum- Pr. SECC Officers amongst the category ofSupervisors appointed for SECC.

• In case such officials are not available, Officials equivalent to theSupervisors can be appointed.

• The services of the Supervisors will be utilized as Verifying Officer outsidethe EBs where they were engaged as Supervisor for supervision ofEnumeration work under SECC-2011.

• The strength of the Verifying Officers should not be more than the numberof Supervisors engaged during SECC enumeration-2011.

The Verifying Officers can be amongst the category of Extension Officers/• The Verifying Officers can be amongst the category of Extension Officers/JEs/ Lecturers / Technical Assistant/ Watershed Development TeamMembers / Panchayat Secretaries/ Sahayak /Computer Operators etc whohave basic computer / mobile usage knowledge / skills to ensure thecorrect and quality data.

• The verification process shall be completed in accordance to theinstructions given in the Instruction Manual.

• There will be printed form for each of those households with earlier entry• There will be printed form for each of those households with earlier entryand space for new / verified entry.

• The verifying Officer will be send to those particular households and getthe correct data from respondents.

• The Verifying Officer has to record the reasons for rectification.

• The corrected data will be entered at Charge Office with the help ofapplication software.

• One or two Master Trainers for each district will betrained at the State level for further training to theVerifying Officers at the district Level.

• A Batch of 30-40 Verifying Officers will be trained by the

TRAINING

• A Batch of 30-40 Verifying Officers will be trained by theMaster Trainer & expert from ITI / KARVY in each trainingcourse.

• In case the number of Verifying Officers is more in thedistrict the training will be imparted in more than onebatches.

• The training can be imparted at the Sub-Division LevelSubject to the availability of Master Trainers.

1.EXAMPLE FOR VERIFICATION AND CORRECTION

• As per Enumeration the prescribed Codes are as under:• PTG :Code-1 for ‘Yes & Code-2 for ‘No’

• Bounded Labour : Code-1 for ‘Yes & Code-2 for ‘No’

• Manual Sacvenger : Code-1 for ‘Yes & Code-2 for ‘No’

• The correction of data is to be done after verification and code 2 is to be given in

case the household / member of the households is not in above category.

• Definition of above category is as under:

2.EXAMPLE FOR VERIFICATION AND CORRECTION

• The specified Codes in Enumeration Schedule for religion and Caste are as

under:

•In case the caste mentioned is ‘other’ and family is in the

category of OBC, the ‘OBC ‘ word will be reflected in front of the

Caste in bracket.

•Example= Caste of the family is=other, Code=3, Caste= ‘Bahti’ST 2 •Example= Caste of the family is=other, Code=3, Caste= ‘Bahti’

then OBC will reflected in front of the Caste. In following manner

Caste Name= Bahti (OBC).

• In case of other, neither SC/ST nor OBC, the caste such as

Brahamin, Rajput, will be mentioned instead of Sharma,

Bhardwaj, Verma, etc.
