The collectives of the Zeyag~sstroi, the Naryngidro~nergostroi, and the construction sites of the Ust'-llim, Kolyma, and other hydroelectric plants started a special labor effort under the motto "For the 60th Anniversary of the Great October -- 60 Shockwork Weeks." In honor of the 60th Anniversary of the Great October Socialist Revolution, the constructors, erectors, and operators of the Ust'-llim hydroelectric plant committed them- selves* to place ino~eration the full design capacity of the plant, to ensure high quality of the construction-- erection work, and to deliver the structures and equipment with the rating of "excellent" by Nov. 7, 1977, almost two months before the scheduled date. In response to the comradely appeal of the Ust'-llim workers, in November 1976 the col- lective of the Elektrosila Industrial Association shipped to the Ust'-llim plant the assem- blies and parts of the 240,O00-kW generator for the llth unit. This collective adopted soci- alist commitments to deliver, within short periods, the rest of the generators in order to en- sure the commissioning of the plant at its design capacity by the 60th Anniversary of the Great October. In fulfillment of their socialist commitments, the erectors and constructors of the plant placed in operation the lOth unit by Constitution Day. One of the best collec- tives at the construction site of the Ust'-llim plant is S. Evsyukov's Komsomol-youth squad of communist labor. This collective has repeatedly been a winner in socialist competition among the Komsomol-youth squads of the plant, and at the present time it retains first place. By the middle of November 1976, the Ust'-llim dam reached the design height of 105 mover most of its length. Its construction is being successfully completed by the experienced squads headed by Hero of Socialist Labor M. Vasil'ev, V. Karachenko, and S. Evsyukov. Of the 4.2 million m 3 in the main structures of the hydraulic development, only 70,000 m s remained to be placed. From the beginning of the year to the end of October the Ust'-llim hydroelec- tric plant produced i0 billion kWh of electricity. This figure was reached i0 days before the date contemplated in the socialist commitments of the plant collective. All nine units carry a load close to the design capacity. Socialist competition is developing on an increasing scale at the construction site of the hydropower giant -- the Sayano-Shushenskoe hydroelectric plant. The first among the squads of carpenters and concrete workers of the main structures to report early fulfillment of its socialist commitments was S. Kolenkov's squad. In the first i0 months of 1976 this squad placed 55,000 m 3 of concrete in the dam. Socialist competition in honor of the 60th Anniversary of the Great October Socialist Revolution is spreading. It pledged itself to place an additional volume of no less than i0,000 m 3 of concrete in the blocks before the end of the year. During October, 50,000 m 3 of concrete were placed in the dam. Important contributions were made in this connection by the foremost participants in socialist competition. The squad of carpenters and concrete workers headed by M. Poltoran overfulfilled its monthly task. As against a task of 6633 m 3, this squad placed 7615 m 3 of concrete in the blocks. Also, Yu. Vanchagov's squad placed 6555 m 3, which exceeds its as- signed task of 5800 m 3. However, despite the successes achieved by the foremost collectives, on the whole the constructors of the Sayano-Shushenskoe plant have not yet reached the planned concrete placement volume.

At the beginning of October 1976, a group of BelAZ-540 truck drivers (M. P. Michkavskii, V. M. Razinets, S. G. Chernyshkov, V. K. Natashin, V. V. Podzorov, N. A, Zheleznov, and V. A. Anoshko), a group of MAZ-503 truck drivers (P. P. Burmakin, V. I. Shipelkin, V. N. Shu- leshko, V. N. Shkurov and E. V. Kunevich), and the KrAZ truck driver A.M. Borisov completed shead of schedule the annual task of the first year of the Tenth Five-Year Plan. By Oct. i0, 1976, a total of 85 drivers had announced early fulfillment of the annual plan. The front-rank workers in- clude the shock constructors of the Ninth Five-Year Plan, who continue to work excellently in the tasks of the Tenth Five-Year Plan. They are I. S. Verdin, V. S. Kosilov, F. N. Lep- kin, Yu. G. Aprelenko, A. P. Smirnov, A. S. Panfilov, S. F. Kuleshov, V. Ya. Kruglikov, Valerii and Vasilii Deniskin, K. V. Dmitriev, and others. On Oct. i0, 1976, A. D. Turlak's squad of drivers completed ahead of schedule the tasks of the first year of the Tenth Five- Year Plan. Selfless work is being carried out also by the fitters of the mechanical shops, who completed their annual plans in October.

In October 1976, before the planned date, the collective of the Leningrad Elektrosila Association, which participates in socialist competition for early fulfillment of the commit- ments contemplated under the "28" Agreement, started manufacture of the unique generators for the Sayano-Shushenskoe plant. The first generator assemblies and parts were fabricated ahead of schedule. This provided the necessary reserve for commissioning the first unit by the 60th Anniversary of the Great October, one month before the scheduled date.

In the Zeyag~sstroi collective, which started a special anniversary labor effort, the Komsomol-youth squad headed by Yu. P'yanikin was the winner in socialist competition for the right to participate in the startup of the second unit of the Zeya hydroelectric plant. This squad places up to 260 m 3 of concrete per day in the dam blocks, and fulfills two quotas per shift; this is the highest index in the collective of the Construction-- Erection Board for the Main Structures. At the call of the Komsomol-youth squad headed by K. Chavdar', compe- tition was developed for delivery of flawless work on presentation. This squad achieved ir- reproachable quality in the erection of the reinforced elements, in which it exceeded the quota by a factor of 1.5 and more. L. Drozdov's squad of the Construction-- Erection Board for the Right-Bank Main Structures has overfulfilled its commitments, and V. Kolesnikow's squad fulfilled in September the concrete placement task for 1976.

In assembling the generator rotor of the third unit, A. Vyshlov's squad of the Spetsgi- dro~nergomontazh Section sets an example of the communist attitude toward labor. This squad erected the active iron elements of the rotor in less than i0 days. For the sixth time, I. A. D'yachenko's squad of drivers won first place among the competing squads of the motor transport depot. During the second half of November 1976, this front-rank collective com- pleted ahead of schedule the annual task for freight transportation. Work is being effi- ciently carried out also by V. M. Porshchukov's squad of the Gidromontazh Section. In one week, during October, four penstock sections and five reinforced half-frames around the pen- stocks were installed, and the plan norms were thus considerably exceeded.

As part of the labor effort under the motto "For the 60th Anniversary of the Great Octo- ber -- 60 ShockworkWeeks," individual competition was also developed among the young workers at the construction site for the right to sign the Komsomol report to the Central Committee of the CPSU. The first winners in this competition were V. Popov from the Construction-- Erection Board for the Powerhouse, M, Medvedev from the motor transport depot, T. Gorina from the ORS, and another 30 of the best representatives of the young hydraulic constructors.

Twenty-eight Komsomol-youth collectives and crews joined in competition for the right to sign the report on successful startup of the third hydraulic unit to the Central Commit-

tee of the All-Union Leninist Communist Youth League (VLKSM). Highly productive work is be- ing carried out by I. A. Tarasov's squad of the collective of the Constr~ction--Erection Board for the Powerhouse in the erection of the precast reinforced-concrete elements of the electric equipment rooms of the fourth unit, as well as in consolidation of the scroll case of the fifth unit. At the end of October 1976, this squad completed ahemd of schedule the concreting of the last block which consolidates the scroll case.

On Oct. i, 1976, V. Molchanov's Komsomol-youth squad of gas--electric welders of the Naryngidro~nergostroi, which is working under the "60th Anniversary of the Great October -- 60 Shockwork Weeks" and "The Five-Year Plan in Four Years," reported fulfillment of the annual plan at 126%. Distinguished and high-quality work is being carried out by the members of this collective V. Molchanov, V. Makarenko, G. Podchinennykh, O. Zakharov, D. Valiulin, and others. The collective of the motor transport enterprise of the Naryngidro~nergostroi ful- filled its annual plan on Oct. 19, 1976. The annual plan was fulfilled also by the collec- tive of the Toktogul Erection Section of the Spetsgidro~nergomontazh Trust. At the begin- ning of October 1976, this collective reported fulfillment of the annual plan at 111.6%.

By a resolution of the Twenty-Fifth Congress of the Communist Party of the Soviet Union, a primary task was set for the hydropower constructors of the Kolyma hydroelectric plant -- to commission the first units during the Tenth Five-Year Plan. The collective is working with enthusiasm to fulfill this resolution.

Among the numerous participants in socialist competition under the motto "For the 60th Anniversary of the Great October -- 60 Shockwork Weeks," the best squads are those headed by V. I. Pokhlebina from the Mechanization Board, F. P. Kravchenko from the UPP, G. A. Tkachenko from the Construction-- Erection Board for the Main Structures, and I. V. Obukhov from the Motor Transport Office. Important successes were achieved by V. I. Pershko's Komsomol-youth squad of the Construction-- Erection Board No. i, which, according to the results for the first six months, took the first place in competition among the squads of the All-Union Shockwork Komsomol construction projects of the Ministry of Power and Electrification (Min~nergo) of the USSR. Outstanding work is being carried out also by E. P. Shut'ko's Komsomol-youthsquad of erectors of the Gidromontazh Section, which was the winner in socialist competition among the Komsomol-youth collectives of the region during the first six months.

On the whole, the collective of constructors of the Kolyma hydroelectric plant won first place in All-Union socialist competition at the shockwork Komsomol-youth construction pro- jects during the first six months, as well as in competition among the construction organi- zations of the region and the district during the third quarter. The Komsomol members are successfully working on the most important parts of the construction project. A total of 156 Komsomol members received the high title of "Shockworkers of Communist Labor." For com- pletion of the tasks of the Ninth Five-Year Plan, A. Spiridonov, Yu. Shepelev, E. Struchkov, I. Chernetskii, and V. Deshlyuk were awarded the badge of "Young Guardsman of the Five-Year Plan" of the Central Committee of the VLKSM.

The constructors of the Vilyui hydroelectric plant, which is being built under perma- frost conditions, have set a brilliant example of the socialist attitude toward labor. Two weeks before the scheduled date, the third hydraulic unit of the second stage of the plant produced commercial power.

The squad of high-elevation erectors headed by E. Shevchenko and V. Shutov completed ahead of schedule the socialist commitments it had adopted in honor of the anniversary of the Great October, and at the beginning of November 1976 it completed before the contemplated date erection of a high all-metal highway trestle bridge at the All-Union shockwork Komsomol Dneprog~s-2 construction project. This unique trestle bridge, 352 m long, connects the left- bank part of the city of Zaporozh'e with the road through the Dneprovsk dam. It stretches above the old and new locks of the Dneprovsk hydraulic development at a height which ensures passage of any size boats through the locks of the Dneprovsk hydroelectric plant.

Competition among the Komsomol members of the Gidroproekt Institute for the right to sign the report of the Lenin Komsomol for the 60th Anniversary of the Great October. The sixth labor week was completed. During this period the design documentation for construc-

tion of the Inguri and Kegum hydroelectric plants, the Vazuza hydraulic system, etc., was issued ahead of schedule.

Socialist competition in honor of the 60th Anniversary of the Great October Socialist Revolution, as developed at the construction sites, the design and scientific-research or- ganizations, and the existing hydroelectric plants, is a key factor in increasing labor pro- ductivity, enhancing production effectiveness, and improving work quality. All leaders of production and of the Party, trade-union, and Komsomol organizations should render unlimited assistance to the competing workers, make known the experience of the front-rank workers, and systematically and persistently fight for large-scale competition and maximum effectiveness of its results.
