Your Committee submits the following recommendation: That APPROVAL BE GIVEN to construct a Memorial Clock Monument to honour the memory of Dr. Lazarus Jovanovic to be placed in the centre of the roundabout located at the intersection of Erie Street and Parent Avenue, and further, that Administration BE AUTHORIZED to prepare a legal agreement that outlines city ownership and maintenance of the monument satisfactory in form to the City Solicitor.

Re; Project Proposal - Dr. Lazarus Jovanovic Memorial Clock Monument

Dear Sir/Madam,

Aleo Associates Inc. proposes to construct a memorial clock monument located in the heart of

Windsor's Little Italy. This project is significant to the city of Windsor in that it would honour the memory

of Dr. Lazarus Jovanovic - an incredibly dedicated member of our community who focused on the

health and well-being of those around him.

As a family practitioner, Dr. Jovanovic healed the sick and injured. Patients from all over Essex County

would seek his care, and Dr. Jovanovic was committed to seeing them at all hours in their time of need.

He was, and continues to be, a well-known and respected part of Windsor's history.

The 33-foot tall clock will be located in the centre of the roundabout at Parent Ave. and Erie St. This

location allows all residents and visitors in the area to easily enjoy the view during a walk or drive.

Erecting this monument is important to the local community as Dr. Jovanovic was especially kind and

helpful to the area's Italian immigrants. Although he was of Serbian descent, he spoke fluent Italian

which allowed him to properly assess the needs of the patients who struggled with English. Dr.

Jovanovic embodied kindness and compassion, and offered a helping hand to immigrants who were

not always readily welcomed at times throughout his professional career. These are traits that make

him an excellent role model for those who choose to learn about him, particularly in an age where

Canada prides itself on teaching diversity and acceptance of those who are new to our country.

This memoriam will not only be an esthetically pleasing addition to Via Italia, but will open the doors of

communication between those who knew him and those who strive to be like him. The monument will

allow his story to be told and his legacy to live on. Dr. Jovanovic's unwavering strength, devotion and

service to this community deserve to be recognized and celebrated for years to come.

The cost of the project will land between $75,000 and $100,000. The funding for this project is sufficient

in covering any associated operational and maintenance costs, however, no future costs are expected.

The clock monument will be very resistant to weather and is sure to stand up over time; it is constructed

of a structural steel frame on a reinforced concrete foundation, with limestone panels on the exterior.

RECOMMENDATION: THAT the recommendation from the Public Art Advisory Committee for the approval of

the installation of the Erie Street Clock in the Erie Street Roundabout by the Erie Street BIA BE RECEIVED; and further

THAT Administration BE AUTHORIZED to negotiate an agreement with the Erie Street

BIA including each partner’s obligations and responsibilities, the transference of

ownership of the clock and other rights to the City of Windsor, and the development of a maintenance Trust Fund to be utilized for future maintenance and repairs; and further

THAT Administration REPORT BACK directly to City Council on the draft terms and

condition of an agreement with the Erie Street BIA for final approval.

EXECUTIVE SUMMARY:

BACKGROUND:

The Erie Street Clock will be dedicated to the late Dr. Jovanovic who dedicated his life

to helping people and specifically for his contribution to Erie Street and Italian

immigrants. This is a project of the Erie Street BIA.

The application (included as Appendix A) has been reviewed by the Public Art Advisory

Committee. The April and May meetings of the Public Art Advisory Committee were

cancelled due to a lack of quorum. Administration understands that the Erie Street BIA

wishes to proceed with the project, therefore an email poll seeking support was taken.

The results of the Poll are attached as Appendix B.

DISCUSSION:

Administration has provided the following comments:

1. In general, features that increase the visibility of the roundabout to drivers

(including landscaping and statues) can be beneficial, provided potential safetyconcerns are addressed.

2. The dedication plaque and any other signage should be provided on the nearby

sidewalk in order to ensure pedestrian safety. The plaque should be placed in aposition to ensure sunlight or light from car headlights at night does not reflect

back at a driver.a. If desired, a plaque could be provided next to the sidewalk near the

roundabout, (though the plaque and its support would need its own

review).3. The lighting of the monument should be suitable for traffic in a roundabout.

a. The lighting should not use any motion effects or any colour combinationthat is visually similar to a traffic signal.

b. The lighting should be designed so that stray bright light is not directed

toward drivers or pedestrians.4. It is assumed that the monument is planned to be placed in the centre of the

roundabout. If this is not the case, this location is not recommended.5. A preliminary review using EIS indicates that the monument itself will not create a

sight line issue, provided it is placed in the centre of the roundabout. If any

additional landscaping is proposed for the centre island as part of the monumentinstallation, a detailed sight line review should be carried out to determine the

required width of the Perimeter Landscape Zone, and that no landscaping otherthan low ground cover (i.e. no features higher than 1.0 m above the road surface)be placed in the Perimeter Landscape Zone.

Those involved in the Erie Street Clock project responded in February 2017 that they

have read through the Public Art Policy and the Plaques, Monuments and Memorial

Policy and they don’t see any issue with complying with those requirements. In addition

they confirm the following:

1. Existing road signage will not be altered.

2. The structure will not have any visible writing or a plaque that would bedistracting to drivers or pedestrians.

3. Any new landscaping will be less than 3 feet tall.

4. Lighting will be used but will be implemented so that it does not distract drivers orpedestrians.

5. The structure will be placed in the center of the round-a-bout which will limitsightline issues.

RISK ANALYSIS:

Resource Risks: There are potential vandalism risks associated with the installation of

any features within public space. This risk is mitigated through the development of a

maintenance fund which would be utilized to fund any repairs or graffiti removal that is

necessary over the course of the lifetime of the clock feature.

Cross Corporate Risks: There is a potential risk that the location of the installation

could impact the general maintenance. This risk is mitigated by involving staff in the

design and development of the feature to ensure there is adequate space for equipment

to move around the installation.

FINANCIAL MATTERS:

All costs associated with the purchase, delivery, and installation will be paid for by the

Erie Street BIA. No City monies are involved in the project. In addition, Administration is

recommending that funds be provided by the Erie Street BIA for ongoing maintenance

of the Roundabout feature. This will be the subject of further negotiations for an

agreement.

CONCLUSION:

The clock feature in the Erie Street Roundabout will be a welcome addition to the Erie

Re: Project Proposal - Dr. Lazarus Jovanovic Memorial Clock Monument

Dear Sir/Madam,

Aleo Associates Inc. proposes to construct a memorial clock monument located in the heart of

Windsor's Little Italy. This project is significant to the city of Windsor in that it would honour the memory

of Dr. Lazarus Jovanovic - an incredibly dedicated member of our community who focused on the

health and well-being of those around him.

As a family practitioner, Dr. Jovanovic healed the sick and injured. Patients from all over Essex County

would seek his care, and Dr. Jovanovic was committed to seeing them at all hours in their time of need.

He was, and continues to be, a well-known and respected part of Windsor's history.

The 33-foot tall clock will be located in the centre of the roundabout at Parent Ave. and Erie St This

location allows all residents and visitors in the area to easily enjoy the view during a walk or drive.

Erecting this monument is important to the local community as Dr. Jovanovic was especially kind and

helpful to the area's Italian immigrants. Although he was of Serbian descent, he spoke fluent Italian

which allowed him to properly assess the needs of the patients who struggled with English. Dr.

Jovanovic embodied kindness and compassion, and offered a helping hand to immigrants who were

not always readily welcomed at times throughout his professional career. These are traits that make

him an excellent role model for those who choose to learn about him, particularly in an age where

Canada prides itself on teaching diversity and acceptance of those who are new to our country.

This memoriam will not only be an esthetically pleasing addition to Via Italia, but will open the doors of

communication between those who knew him and those who strive to be like him. The monument will

allow his story to be told and his legacy to live on. Dr. Jovanovic's unwavering strength, devotion and

service to this community deserve to be recognized and celebrated for years to come.

The cost of the project wilt land between $75,000 and $100,000. The funding for this project is sufficient

in covering any associated operational and maintenance costs, however, no future costs are expected.

The clock monument will be very resistant to weather and is sure to stand up over time; it is constructed

of a structural steel frame on a reinforced concrete foundation, with limestone panels on the exterior.
