TECHNICAL QUERIES

1. 2.2 To verify that the existing tanks have sufficient strength to support the Aluminium dome roof being provided by Vendor.

4 What inputs will BPCL give?

Refer Clause No. 2.2 of the Technical Specifications of tender, BPCL will provide the available tank information to the successful bidder. However, Vendor shall take necessary design inputs as required for compliance to API 650 (latest edition) standards for such installation.

2. 2.9 Hot works required for dismantling of existing rolling ladder, refixing it and for providing shoe supports on shell. Any local fire screen required for carrying out hot work shall be in the scope of vendor.

5 Localised Fire Screen booth / enclosure capable of safe screening off the area of hot work from potential sources of Hydrocarbon Vapours are envisaged. However, Work Permit system of the locations shall be complied for any specific safety requirements.

3. 3.2 Vendor shall verify that the existing tanks have sufficient strength to support the Aluminium dome roof being provided by them. The structural analysis shall be performed conforming to API 650 and design calculations shall be duly approved by TPIA.

5 Same as Point 1. But what confirmation are they looking at for a 1.5 -2 tonne vertical loading of the dome?

4. 3.3 The batten to panel sealing must be accomplished with an extruded gasket in full engagement with the formed panel and batten.

5 HMT is not a FORMED panel. It is a flat panel.

As per clause no. G.3.2 of API 650 App G, Aluminum panels shall be designed in accordance with Specifications for Aluminum Sheet Metal Work in Building Construction, as published by the Aluminum Association, Inc. (Washington, D.C.) and this appendix. Attachment fasteners shall not penetrate both the panel and the flange of the structural member. Hence, bidders to consider this requirement and confirm their acceptance

to this clause.

5. 3.4 Wind Load- Wind Velocity 250 MPH (IS 875)

6 No area in India usually records a wind speed higher than 50m/s i.e. 180 Kmph. Even if the bar has to be raised it can be 250 KMPH. Definitely not 250 MPH. Must be a typographical error. PL clarify.

Clause No. 3.4 of the Tender Technical Specifications stands revised as under; Design Loads (Dead Load + Live Load) shall be considered as per API 650 Appendix-G. The Aluminium dome shall be designed to withstand Wind Loads and Seismic Loads as per following;

Wind Load- Wind Velocity 230 KMPH (IS 875) Seismic Load – As per the Seismic Zone of the location (IS 1893) or Minimum requirement as Zone III whichever is higher to that location.

6. 3.8 Vendor shall provide all necessary Aluminium Structural (Handrails, Platforms, ladders etc) to safely access the entry points / inspection hatches provided on the Dome Roof.

6 Between the gaugers platform and large manhole – Aluminium handles and railing? Can we manage with the existing set up of the MS structurals. We did that in Gooty.

Existing structurals /Gauging platforms may be retained to the extent possible. However incase alterations are required to provide safe access to the entry points / inspection hatches provided on the Dome Roof, same shall be provided by the Vendor in line with Tender Technical Specifications. No extra payment will be made on this account.

7. 3.14 The dome shall be designed to accommodate all the existing equipment like foam system, level gauge, radar gauges, float and sampling/ gauging stand pipe, high level switch etc.

6 How many of each? We cant survey each tank at this stage?

Please refer tank wise list of available roof fittings/ accessories provided under Section ADDITIONAL CLARIFICATIONS below.

8. 3.18 Bidder to provide the execution methodology, stage inspection , testing plan of aluminium dome erection in the technical offer.

7 Before bidding? How can we share the procedure of erection before looking at the site? Should we

presume we tell BPCL we will follow the Gooty model? Water availability at site should be stated by client.

QAP (in line with Scope of Inspection specified in the Tender Technical Specifications.

Potable Water & Power required for tests to be provided by Vendor.

9. 3.19 Bidder should also provide the GA drawing with Bill of quantities in the technical offer.

7 Not possible to design before award of work?

Please submit Typical GA drawings indicating the arrangement & accessories provided for reference.

10. INSPECTION & TESTING 7.1 All the design calculations for verifying that the existing tanks have sufficient strength to support the Aluminium dome roof being provided by them shall be duly approved by TPIA.

8 If API 650 is the standard with which they have constructed the tanks, how can we certify the structural stability of the tanks? They should know if they have constructed or not?

Kindly be guided by the technical specifications of the tender. It is further clarified that as per Clause No. G.1.3.2, roof manufacturer shall verify that the tank has sufficient strength to support a new roof. Information on the existing tank shall be provided by the Purchaser. Bidder to confirm the acceptance of this clause.

11 7.5 BPCL Approved TPIA - LRIS / DNV/ IRS / EIL / TUV/BV

8 Pl find out with HMT if this list is exhaustive and Singapore can arrange one of them.

Kindly be guided by the technical specifications of the tender.

12 No mention of hydrotesting of tank after installation

PL CLARIFY. IT COSTS A LOT TO TEST LATER.

A Full Hydrostatic Tests as per API 650 (latest edn) is required to be conducted for each tank after installation of Aluminum Dome Roof by Vendor. However, the water required for conducting hydrostatic test will be arranged by BPCL.

13. Leak test? Client to provide water at a 3.5Kg/ cm2 pressure at the top of the dome

Vendor to arrange Potable Water & Power required for Roof Leak tests as per technical Specifications of the tender and clarifications provided in subsequent Corrigendum.

14. Possibility of removing rolling ladder?

Any modification to the rolling ladder is in the scope of Vendor. Refer clause 2.9 of Technical Specifications of the tender and clarifications provided for Sr No. 6 above.

15. Schedule of Tank Handing Clarification required As per the delivery schedule of the tender. A Rate contract valid for a year shall be awarded to the successful bidder. Since all Tanks will not be handed over at one go, a separate Call off/ PO will be issued by BPCL against the Rate Contract. BPCL will place call off/PO based on clearance received from its Retail Ops. Team. Accordingly, delivery Period for Supply Part: 6 months from date of Acceptance of Purchase Order/Call off. Period for Service Part: 1 month from the intimation of release of work front.

16 LOT size Clarification of the division in LOTS

17 Wind Girder Is there a wind girder on the side of each tank? Which size is the wind girder and where is it located?

Please note that the existing EFR tanks have a primary wind girder cum walkway along the full circumference of tank at the level of approx 1.2m below the top curb angle.

18 Appurtenances/ Fitting on tank required

How many appurtenances are needed for each tank and what size is each appurtenances?

Please refer tank wise list of available roof fittings attached as Annexure-1.

19 What is top strake plate thickness?

The minimum thickness of top strake plates is 6mm. However, BPCL will provide the available tank information / data sheet to the successful bidder.

20 What is wind importance factor?

Refer Clarifications provided in Sr No. 5 above.

21 Qty & Size of Skylight / % Area to be specified

Adequate number of Skylights to be provided as per Tender Technical Specification considering minimum of 1% of total surface area of the dome roof to be provided.

22 One tank drawing for each diameter. One Lot of material test for each Material system

One Type Test for each Diameter of Tanks/Dome is required.

24 Is there any place to store our items in BPCL terminals?

Vendor may use the available space at the site on “as is where is” basis for safe storing of supplied materials. All necessary arrangements including safe custody of materials, storage etc. shall be with the bidder till the job is completed.

25 Scope of Inspection to be defined. Refer Clause No. 7 of the Tender Technical Specifications.

26 BPCL to include TPIA scope for structural analysis of Aluminium Domes in BPCL scope

ADDITIONAL CLARIFICATIONS:

1. Aluminum dome roof vendor shall validate the buoyancy calculations with revised positioning of rolling ladder. All the calculations shall be reviewed by TPIA and submitted to BPCL before commencing the work.

2. All the mechanical alterations works related to installation of Aluminum Dome roof like Welding of Structural Supports on the curb

angle, modification of foam pourer system, modification of top landing platform & rolling ladder, modification of the rolling ladder rails, providing aluminum structures for safe access to the entry points / inspection hatches provided on the Dome Roof including supply of all materials in the scope of Aluminum Dome Roof manufacturer.

3. Dome design shall accommodate normal and emergency venting as per API 2000. When the tank is equipped with a floating roof the

dome shall either incorporate screened peripheral circulation venting with open centre vent.

4. A Full Hydrostatic Tests as per API 650 (latest edn) is required to be conducted for each tank after installation of Aluminum

Dome Roof by Vendor. However, the water required for conducting hydrostatic test will be arranged by BPCL.

5. BPCL will provide the detailed tank information verify that the existing tanks have sufficient strength to support the Aluminium

1 Price bid format per meter basis does not take structural difference between 10m & 17m? Accordingly, Price bid needs revision considering Dome Diameter & Accessories cost.

BPCL has prepared a new Price Bid, in which the price per dome needs to be filled by the bidders. Please note that Price bid is in 2 groups – LOT 1 & LOT 2

2 Endorsement from Embassy will take time Documentary evidence in support of being OEM / Three year performance certificate for satisfactory service from owner indicating date of commissioning of Aluminium Dome to be verified/attested and endorsed by Embassy as mentioned in the tender.

3 Performance Certificate For which tank and number of tanks

The bidder should have completed three (3) years of satisfactory operation for at least one (1) number of Aluminium Dome of diameter 17m or above supplied within last seven (7) years reckoned from the bid due date.

4 Invoice / Dispatch/– details Details cannot be provided. Only PO and completion certificates can be provided

Invoice details, Dispatch details, Purchase Order details, Diameter of Aluminium Dome and Number of Aluminium Dome duly certified by approved TPIA agency as mentioned in tender document is mandatory. You may blank the

price against the supplies made. Also, copies of invoice accompanied by relevant Purchase Order indicating diameter of tank on which Aluminium Dome Roof has been installed to qualify for the particular LOT, are required.

5 Audited Financial Statement Only financial statement signed by CFO/CEO & Authorized Signatory can be provided
