Sri City is an industrial park consisting of a Multi-Produci SEZ and DTA located in Satyavedu &
Varadiahpalem Mandals of Chittoor District, one of the seven notified backward districts of the state of
Andhra Pradesh. The project spans an area of 5207 acres, and has been recognized by the Ministry of
Commerce, the Government of AP, and by various industry bodies as one of the best lndustrial Parks in
the country. Our investments in core infrastructure, green energy and environmental best practices,
together with our integrated development model has brought over 1oo companies, and generated
employment for over 22,000 people in the region. Companies who have setup their facilities at Sri City
include blue-chip MNcs like Colgate Palmolive, Kellogg's, Cadbury, Alstom Transport, Danieli Engineering,
Kobelco Cranes, Unicharm, Lavazza Coffee, and many others. A number of educational institutions
including schools, colleges and research institutes have also setup campuses at Sri City.
Sri City was granted Environmental Clearance in 2008 (Annexure 1) and has fully implemented and
complied with all the conditions prescribed by MoEF therein. Sri City also been filing reports regularly to
MoEF. We received the CFO from APPCB in 2010, which was renewed in 2011, again in 2014, and is now
valid up to 31" July 2017.(Annexure 2).
True to our vision of building an ecologically friendly area, we applied, and were granted Environmental
clearance in 2008 for catering to 'Green'and 'orange' category industries alone. However, in 2012, the
CPCB issued a directive to Stat€ PCBS amending the categorization of various industries from 'Orange' to
'Red'. Among others, we were particularly affected by the following two clauses:

Clause No. 27 -Heavy engineering including ship building (with plant and machinery more than
10 crores) will come under'Red' category.
Clause 32 - lndustrial Estates/parks/SEZs will come under'Red' category
subsequent to this directive, several 'Orange' industries in our park became 'Red', and even our park
itself became a 'Red' industry. Also, due to the ambiguity of the definition of'Heavy Engineering' in the
CPCB directive, the APPCB classified all engineering industries with investment over 10 crores (except
those in the SSI category) as Heavy lndustries that come under the 'Red' category. All of this has meant
that many companies operating in our Park are unable to expand operations, invest in plant and
machinery, or renew their CFOS since Sri City is only permitted to cater to 'Green' and 'Orange' category
companies. Further, many large companies that have evinced interest in setting up their facilities at Sri
City are unable to proceed with their plans since they would be categorized as 'Red' industries.
While on the one hand the Government of lndia has been promoting the Make in lndia initiative as a
major programme, companies that want to invest and/or expand their existing investments are unable to
do so due to such issues as I have mentioned above. As an entrepreneurial company that recognizes the
immense potential of the Make in lndia initiative, and being a firm believer and investor in the lndian
growth story, Sri City has been keen to find a way forward.
With the aim of finding a solution, we initiated a dialog with the Government of Andhra Pradesh, which
advised us to apply for amendment of our original EC to include 'Red' category and category B
industries in addition to'Green' and 'Orange' industries that we currently cater to {Annexure 7).Wa
therefore wish and request you to add 'Red' and category B industries units to our EC with the
condition that we will continue to exclude the 17 'Core Red'industries listed in Annexure 4.
The industries included in our original EC application were based on our research in 2008. Since then
markets have changed significantly and the list of industries has also expanded. We therefore also wish
to add the industries included in Annexure 5 to our approved list of industries.

Sri City has been designed such that all units obtain their CFE/CFO from APPCB and treat their effluents,
discharging only municipal sewage standard water to our common STP. The treated water from our STP is
used for toilet flushing, horticulture, landscaping, and cooling. We closely monitor all environmental
parameters within Sri City including water and air quality, and noise levels, all of which have remained
well within prescribed norms.
Some of our other 'green' investments include a 5 MW solar power plant which is operational, solar
powered street light and traffic control systems, rain water harvesting in all units, battery operated cars
and two wheelers, and energy efficient buildings. We have also planted over a million trees within Sri
City. A copy of our presentation is enclosed. (Annexure -6)
considering all of the above, we kindly request that our Environmental Clearance be amended so as to
accommodate 'Red' category and category B industries except for the 17 'core Red' industries. we also
request that the list of industries be expanded as in Annexure 5. As affirmed in our vision statement since
our inception, we remain firmly committed to balance all our economic development agenda with
sensitivity to the environment.
