1. Introduction
1.1 This Consultation Statement is required in support of the submission of the
Suffolk Minerals & Waste Local Plan (SMWLP) under regulation 22 (1) (c) (i-vi)
of the Town and Country (Local Planning) (England) Regulations 2012. The
following provides the required information as listed in subsections i-vi.
2. Those invited to make representations
2.1 Subsection (i) of regulation 22 (1) (c) asks which bodies and persons the local
planning authority invited to make representations under regulation 18.
2.2 Regulation 18 refers to the preparation of a local plan. Within the context of the
SMWLP this includes consultation undertaken at the initial Sustainability
Appraisal Scoping, SMWLP Issues & Options and SMWLP Preferred Options
stages.
2.3 The list of those categories consulted is extensive and therefore appended to
this document in Appendix 1.
3. How they were invited to make representations
3.1 Subsection (ii) of regulation 22 (1) (c) asks how those bodies and persons were
invited to make representations under regulation 18.
3.2 The Sustainability Appraisal Draft Scoping Report underwent a five week period
of consultation beginning on the 26 September and ending on the 31 October
2016. To facilitate consultation Natural England, Historic England, The
Environment Agency and the Marine Management Organisation were all
contacted.
3.3 At Issues & Options stage, the draft Plan and supporting documents were
published for a ten week period of public consultation beginning at 17:00 on the
28 November 2016 and ending at 17:00 on the 6 February 2017. To facilitate
the consultation the following actions were undertaken:
a) a press release announced the start of the consultation;
b) in excess of 900 emails were sent out to statutory and non-statutory consultees;
c) adverts will appeared on Facebook and Twitter;
d) all relevant documents were available on the County Council website;
e) representations could be made via the website, email or by letter.
3.4 At Preferred Options stage, the draft Plan and supporting documents were
published for a six week period of public consultation beginning at 17:00 on the
30 November and ending at 17:00 on the 11 December 2017. To facilitate the
consultation the following actions were undertaken:
a) a press release announced the start of the consultation;

b) in excess of 1,000 emails were sent out to statutory and non-statutory consultees and those who previously made comments at the Issues & Options stage;
c) in excess of 200 letters were sent to residents and businesses within 250 metres of a proposed site;
d) adverts appeared on Facebook and Twitter;
e) drop-in sessions were held between 14:00 and 20:00 at venues close to each of the proposed sand and gravel sites;
f) all relevant documents were available on the County Council website;
g) representations could be made via the website, email or by letter.
4. Summary of the main issues raised
4.1 Subsection (iii) of regulation 22 (1) (c) asks for a summary of the main issues
raised by the representations during the Plan preparation under regulation 18.
4.2 In respect of the Issues & Options document 89 representations making 896
separate comments were received. In addition there were 4 representations
made after the deadline.
4.3 Comments were made in respect of the draft policies and policy options. The
Issues & Options document also included a call for minerals and waste sites and
approximately 30 sites were submitted for consideration in the Plan. Full details

4.4 At the Preferred Options stage 522 representations making 580 separate
comments were received. In addition there were 21 representations made after
the deadline.
4.5 The nature of the representations are listed below and it can be seen that the
emphasis is on proposed sand and gravel extraction sites. Full details of the

5. How representations have been taken onto account
5.1 Subsection (iv) of regulation 22 (1) (c) asks how the representations made
during the Plan preparation under regulation 18 have been taken into account.
5.2 Representations made at the Issues & Options stage were used to help refine
the wording of the Vision, Aims, Objectives and Policies in the Preferred Options
Plan.
5.3 The sites submitted were also subject to analysis and the findings contained in
Site Selection Reports. Sites that were considered suitable were then included
in the Preferred Options Plan. Both of these documents can be accessed by
using the following link and then either by looking under the “Evidence base” tab
for the former and under the “Previous consultations” tab for the latter:

5.4 Representations made at the Preferred Options stage were use to further refine
the wording of the Vision , Aims, Objectives and Polices. Site specific comments
were used to help draft entirely new site-specific policies which intended to allay
some of the concerns of the objectors to them. The site area of the proposed

sand and gravel extraction sites at Cavenham, Tattingstone and Wangford were
also significantly reduced.
5.5 A summary of the changes made are set out in the Cabinet Report of the 17

6. Representations made at Submission Draft stage
6.1 Subsection (v) of regulation 22 (1) (c) asks how many representations were
made at Submission Draft stage and the main issues that they raised.
6.2 At Submission Daft stage, the draft Plan and supporting documents were
published for a six week period of public consultation beginning at 17:00 on the
11 June and ending at 17:00 on the 23 July 2018. To facilitate the consultation
the following actions were undertaken:
a) a press release announced the start of the consultation;
b) in excess of 1,000 emails were sent out to statutory and non-statutory consultees and those who previously made comments at the Issues & Options stage;
c) in excess of 200 letters were sent to residents and businesses within 250 metres of a proposed site;
d) adverts appeared on Facebook and Twitter;
e) drop-in sessions were held between 14:00 and 20:00 at venues close to each of the proposed sand and gravel sites;
f) all relevant documents were available on the County Council website;
g) representations could be made via the website, email or by letter.
6.3 During the Submission Draft (pre-submission) stage 174 respondents made 322
separate comments. In addition, there were 7 representations made after the
deadline.
6.4 The nature of the comments are listed below and it can be seen that the
emphasis is on certain proposed sand and gravel extraction sites. The County
Council is currently drafting a responses to representations document.
Generally speaking the County Council is not expecting to make any significant
changes.

6.5 A further focused consultation was carried out in respect of the Appropriate
Assessment. for a six week period of public consultation beginning at 17:00 on
the 5 November and ending at 17:00 on the 17 December 2018. To facilitate
the consultation the following actions were undertaken:
h) a press release announced the start of the consultation;
i) in excess of 1,000 emails were sent out to statutory and non-statutory consultees and those who previously made comments at the Issues & Options stage;
j) in excess of 200 letters were sent to residents and businesses within 250 metres of a proposed site;
k) adverts appeared on Facebook and Twitter;
l) drop-in sessions were held between 14:00 and 20:00 at venues close to each of the proposed sand and gravel sites;

m) all relevant documents were available on the County Council website;
n) representations could be made via the website, email or by letter.
6.5 At this stage 37 respondents made 55 separate comments. There were no late
representations made.
6.6 The County Council is currently drafting a responses to representations
document. Generally speaking the County Council is not expecting to make any
significant changes.
7. Where no representations were made
7.1 Subsection (vi) of regulation 22 (1) (c) is not applicable as it refers to a situation
where no representations were made at Submission Draft stage under
regulation 20.
