I would like to welcome everyone to the 46TH COMTO MEETING and Training Conference in Detroit Michigan. We believe Michigan is the perfect place to explore transportation innovations and prepare for future Transportation evolutions. Michigan is the home of automotive innovation leading the way in

the connected and autonomous vehicle development and deployment. With unmatched talent, technology, and testing facilities, Michigan embodies this year’s theme of SMART Transportation – The Next Frontier. The state that many didn’t have hope for has comeback bigger, better, and ready for the future.

Our mission for the conference is to prepare transportation professionals for the next evolution of transportation. The state that has a history of being many transportation firsts such, as first mile of concrete highway, first painted, centerline, first highway materials lab, first electric traffic signal, and first paved runways is once again transforming transportation to the next frontier with SMART Transportation Technologies.

As the leading minority organization, COMTO’s mission is to provide access to training and development opportunities for transportation officials. For the first time, this year’s conference will feature 40 continuing education courses for professional development. Attendees will also experience Detroit’s Multi-modal gems (New Q-Line Streetcar, People Mover Elevated Rail, International Airport, International Vehicle Tunnel, Southeast Michigan Traffic Operations Center, Innovative Shared Project Office, Penske Streetcar Terminal, and Ford Rouge Factory) through the Technical tours. COMTO will also share new transportation innovations with emerging future transportation students during the Youth Symposium, where students will explore engineering, autonomous vehicles, and transportation research.

The next frontier of transportation is connecting and transforming all modes through technology, and our goal is for attendees to gain vital information and tools that will help them take on the new rapidly changing challenges of the transportation industry.

The COMTO Michigan Team has worked hard to bring everyone the best conference possible and we thank everyone for coming and experiencing all that the COMEBACK City of Detroit and State of Michigan has to offer.

Dear Friends & Colleagues: It is an honor to kick off COMTO’S 46TH NATIONAL MEETING AND TRAINING CONFERENCE as your new CEO and President. I am looking forward to the exciting things Detroit

has to offer with its revitalization plans. The host planning committee has worked tirelessly to create a true “training conference”; offering over 21 hours of Continuing Education. As we dive into “Smart Transportation” we know that our work is more important than ever. It is imperative that we continue to show up to the table, encouraging equity in all realms of multimodal transportation. We will continue to work diligently to ensure that the issues that are important to our members and partners are the issues that are heard by legislators, the Administration, and other transportation decision makers. With your continued support and the ongoing dedication of our members and industry partners, our continued success is guaranteed.

Dear COMTO Family: Welcome to COMTO’S NATIONAL MEETING AND TRAINING CONFERENCE where “Smart Transportation: The Next Frontier” is our guiding theme. COMTO

was founded in 1971 by a group of visionaries who were committed to seeing real diversity and progress in our industry. As we stand on the shoulders of those leaders at our conference, we look ahead to the growth, innovation, and progress that we can expect to see in transportation today and tomorrow. We look back and measure our progress by the expertise, dedication, and achievements of our members who continue working to correct past inequities and move into an even brighter and more equitable future for all. Our biggest challenges are sometimes our biggest opportunities and in 2016 we met them head on. We are humbled and proud to celebrate our 46th anniversary at our National Conference this year. As the nation’s only multi-model advocacy organization and membership association for minority professionals and businesses in the transportation industry, we will continue to offer legislative advocacy, information sharing, training, education, and professional development to help groom the next generation of transportation industry professionals and organizations.

Today, COMTO has grown to 35 active chapters across the United States. Our members include individuals, organizations, transportation agencies, non-profits, and Historically Underutilized Businesses (HUBs) working to ensure opportunities in every sector of the growing transportation industry. We hope this conference is a meaningful learning experience for you, and we look forward to having a great time in “The D!”

Walking tour, departs from Motor Lobby at 8:40 AM and returns at 10:20 AM

You are invited to a tour and presentation of the only existing sub-aqueous international automobile border crossing! This behind-the-scenes tour will take you inside the vent buildings, the operations center, in the plenums (not the roadway), and the US Duty Free Shop. The tour is on the U.S. side only. Walking shoes are recommended and mandatory safety vests and safety hats will be provided to each guest. This tour is recommended for anyone interested in transportation, design, tunnels, and international relations.

Tunnel Facts: The Detroit-Windsor Tunnel is approximately one mile long from portal to portal. The American portal is located a few hundred feet from Downtown Detroit while the Canadian end is located in the heart of Windsor’s business district. The Tunnel is 5,160 feet long and the roadway is 22 feet wide with two lanes of traffic in opposite directions. The maximum depth of the roadway beneath the river surface is 75 feet. The Tunnel first opened to traffic on November 3, 1930. Construction took 26 months and cost $23 million. The Detroit-Windsor Tunnel was the first vehicular subway ever built between two nations. At the time of its construction, only two other tunnels were in use in the United States — the Holland Tunnel in New York and the George A. Posey Tunnel connecting Oakland and Alameda, California.

MDOT’s early engagement of the City of Detroit (CoD) on the I-94 Modernization Project in Detroit, MI, captured the project goals and objectives of the City as envisioned by the local community to minimize public and local partner resistance and avoid costly planning and design delays.

According to published research published by the National Institute of Mental Health each year, depression affects at least 10 million people, often during their most productive years – between the ages of 25 and 44. The transportation industry is no exception. In addition to personal suffering, depression takes its toll at the workplace. Closely associated with depression is Anxiety and Stress in the workplace. People may turn down a promotion or other opportunity because it involves travel or public speaking, make excuses to get out of office parties, staff lunches and other events or meetings with coworkers or be unable to meet deadlines. This presentation is focused on the transportation industry, some of the unique situations facing workers and discuss methods to identify and alleviate some of the contributing factors causing depression and anxiety among our employees.

The governments of Canada and Michigan are building one of the most significant infrastructure projects in North America, the Gordie Howe International Bridge project, a new six-lane bridge at the Windsor-Detroit border. The Detroit People Mover (DPM) officially opened to the public on July 31, 1987. Owned and operated by the Detroit Transportation Corporation, an agency of the Detroit city government, DPM is a driverless car system that stops at 13 stations, eight of which were built into existing downtown office buildings. One of the stations—Times Square—is the site of the Operations Center. Each station displays original, creative artwork on its walls, including a piece on permanent loan from the Detroit Institute of Arts.

Initially, DPM ran counter-clockwise, but today, its clockwise direction has one short, relatively steep uphill climb, then it coasts downhill for a majority of the ride. This allows the train to use gravity to accelerate, making each $0.75 round-trip slightly faster than when it was originally designed. The elevated track is unique, and is one of only five in the country. The tour will include a ride on the Detroit People Mover and a review of the maintenance facility.

The M-1 Rail streetcar, known as the QLINE, began operating in May after 10 years of planning. The unprecedented public-private partnership that made the QLINE a reality is a model for regional collaboration, local commitment and transportation planning. Fueled by the private sector, the project represents a complex web of partnerships and realizes a vision to bring vibrancy and economic development to downtown Detroit. Despite the critics and many hurdles, the 6.6 mile circulator now connects 12 locations on Woodward Ave. from Downtown Detroit through Midtown, New Center, and the North End.

The project was selected to be procured as a design build, so as to provide unique engineering process to address the geotechnical challenges of a 40-foot-deep deposit of peat and marl, two high head artesian aquifers, and an environmentally sensitive wetlands through which the new bridge was to pass. The innovative design-build approach taken by MDOT allowed the contractor and design team to develop efficient and cost effective concepts in selecting the foundation design to meet the project goals. The entire project, including two 500-foot-long bridges and 1,300 feet of roadway, was completed in 77 days.

You are invited to a tour and presentation of the only existing sub-aqueous international automobile border crossing! This behind-the-scenes tour will take you inside the vent buildings, the operations center, in the plenums (not the roadway), and the US Duty Free Shop. The tour is on the U.S. side only. Walking shoes are recommended and mandatory safety vests and safety hats will be provided to each guest. This tour is recommended for anyone interested in transportation, design, tunnels, and international relations.

Tunnel Facts: The Detroit-Windsor Tunnel is approximately one mile long from portal to portal. The American portal is located a few hundred feet from Downtown Detroit while the Canadian end is located in the heart of Windsor’s business district. The Tunnel is 5,160 feet long and the roadway is 22 feet wide with two lanes of traffic in opposite directions. The maximum depth of the roadway beneath the river surface is 75 feet. The Tunnel first opened to traffic on November 3, 1930. Construction took 26 months and cost $23 million. The Detroit-Windsor Tunnel was the first vehicular subway ever built between two nations. At the time of its construction, only two other tunnels were in use in the United States — the Holland Tunnel in New York and the George A. Posey Tunnel connecting Oakland and Alameda, California

The airport has four main runways and two crosswind runways, two terminals, 129 in-service gates, and an on-site Hotel and conference center connected to the A concourse. The QLine streetcar opened to the public on May 12, 2017, and you are here just in time to experience it. We invite you to ride the QLine and visit the Penske Tech Operations Center for a behind-the-scenes tour. The Tech Center was completed in 2016 and is home to our streetcar operations, staff, and light maintenance. As a part of the tour, we will share the QLine’s story from its initial concept through construction and startup. The QLine is a one-of-a-kind example of private, philanthropic, and federal agencies partnering to fund public infrastructure through a non-profit entity. Every aspect of this project has been unique, from stakeholder engagement to business partnerships, sponsorship, and operations.

11:45 AM – 12:30 PM TECHNICAL TOUR: People Mover

The Detroit People Mover (DPM) officially opened to the public on July 31, 1987. Owned and operated by the Detroit Transportation Corporation, an agency of the Detroit city government, DPM is a driverless car system that stops at 13 stations, eight of which were built into existing downtown office buildings. One of the stations—Times Square—is the site of the Operations Center. Each station displays original, creative artwork on its walls, including a piece on permanent loan from the Detroit Institute of Arts.

Initially, DPM ran counter-clockwise, but today, its clockwise direction has one short, relatively steep uphill climb, then it coasts downhill for a majority of the ride. This allows the train to use gravity to accelerate, making each $0.75 round-trip slightly faster than when it was originally designed. The elevated track is unique, and is one of only five in the country.

The tour will include a ride on the Detroit People Mover and a review of the maintenance facility.

Every day, 24/7, dispatchers monitor hundreds of cameras to determine exactly where road crews need to be dispatched or emergency services are needed. There is also a social media team that posts where accidents scenes are across the metro area. Conference attendees will be able to tour SEMTOC’s massive operations center and learn how it manages multiple categories of events such as incidents, construction and special events, through a network of digital intelligence, officer patrols and motorists.

COMTO’s Careers In Transportation for Youth (CITY) Internship Program provides minority college students with a unique opportunity to gain professional and practical experience in the transportation industry. The CITY Intern program, designed by industry professionals, seeks to prepare the best and brightest youth to become leaders, decision makers, and change agents in the industry. The CITY Intern Program is a 10-week paid internship open to rising college juniors, seniors, and first year graduate students from all academic disciplines. The program is designed to develop interns’ professional and teamwork skills, and provide opportunities for leadership and decision-making. Interns are paired with a local COMTO mentor, and placed at a public agency or private company doing business in transportation, where they will explore a variety of transportation-related career opportunities.
