CONTEXT of Centre Val de Loire

• Even listed as a « developped region »

Centre-Val de Loire is rural and very diversified

• 2.5 M inhabitants – Density : 66/km²

• 2 universities : 50 000 students

• Industry is still strong (19%) but

headquarters are not here

• Subcontractors culture

• Strong agriculture but few transformation

• Very close to the capital region who

drains business, researchers,..

At the first glance,

S3 is a nightmare !

• What a RIS 3 priority should look like ?A distinctive combination of up to four dimensions:

(A) Sectors or value chains of primary interest for the intervention; (B) Transformative processes to be activated (technology applications); (C) Societal challenges to be addressed; (D) Natural and/or cultural resources to be used (e.g. maritime ecosystem, alpine ecosystem, cultural heritage).

• What is a relevant priority ? • Probability of socio economic impact on the the territory

• granularity

• Transformative activity ? A process aimed at transforming the economic/industry structures of a

region through the formation of new capacities and capabilities (D. Foray sept. 2017)

Industrial challenge ?

• Methodology : Targeted Choice, Critical mass, Competitive advantage,

Cooperation…. and of course, Common sense

• Most of the time, the management of the regional ecosystem

is undervalued in RIS3

• It takes time, a lot of time but provide a relevant knowledge

• Network management is critical to get the trust of

entrepreneurs

• Allows to detect interest groups arguments (Challenge)

• Regional network is the key success factor to feed the

pipeline of projects

• Capacity building is an issue for an efficient network

economic developers (University of economic developers both

for technicians and local politicians)

• Make sure everyone is talking about the same thing (eg.

basic research valorization)

• Methodology for EDP : Can be used not only for ERDF

• Continuous EDP : dialog vs survey

• Management of the EDP : who is in charge, need of a trusted

third party

• Lessons learnt from Beyond EDP project: Governance structures : Management of each RIS3 priority ; embed

policymakers since the begining

Stakeholder identification and involvement : Everybody doesn’t mean

anybody

Outcome measurement : a panel of companies to follow ; action plan

for each transformative activity, go beyond monitoring

Feedback mechanism : speak the stakeholder’s language
