Key Points Arising from Proposed Market Model

¡  Back office systems perform the majority of data processing

¡  Minimal functionality and data is held on the smart meter ¡  Meter will provide real-time consumption data to the IHD ¡  AMI / Meter does not carry price / tariff information

¡  Suppliers transmit cost via alternative Media Channels e.g web, supplier IHDs

¡  Prepayment ¡  Thin model – suppliers back-office systems calculate balance position ¡  Consumers informed of balance position via media channels e.g. text message ¡  Suppliers issue disconnect / reconnect instructions over AMI as required

ROLLOUT CONSIDERATIONS

Rollout – Meters & Modules

¡  BGN has been installing Smart-Ready meters since 2010 ¡  Base Meter with optical /

galvanic port to which comms module can be retro-fitted

¡  Population of Smart-Ready meters will be 250,000 by 2016

¡  Gas Smart Metering rollout will entail a mix of meter replacements / upgrades ¡  Full meter replacement for legacy diaphragm meters ¡  Retro-fit of communications module to existing Smart-Ready Meter

¡  Module will contain Home Area Network Radio ¡  Module will perform smart processing/storage functions not performed by base meter

Optical Port

16

Dual-Fuel Rollout – Challenges & Benefits

¡  Cost-efficient sharing of communications infrastructure

¡  Radio communications coverage between gas and electricity meters ¡  Survey conducted to categorise relative locations of Gas Meter / Elec Meter ¡  Followed up by signal propagation tests ¡  Results will inform selection of HAN protocol

¡  Coordinated deployment planning between 2 independent DSO’s ¡  Electricity Meter to be installed in advance of Gas Meter ¡  During Gas Meter Installation the Gas and Elec Meters will be “paired” ¡  Significant systems integration required to support Meter Commissioning

¡  Ongoing communications service by ESB Networks to Bord Gáis Networks ¡  ESB Networks will provide a gateway to BGN gas meters ¡  Diagnosis of communications issues to be shared between ESBN / BGN ¡  Ongoing sharing of asset details post-rollout period

17

Conclusions

¡  Dual-fuel rollout conducted by 2 independent DSO’s ¡  unusual if not unique!

¡  Proposed Market Model for Smart Metering outlined

¡  High Level Design Decisions to be Published in Q1, 2014

¡  Procurement of meters, modules & systems to follow
