the overall development area is laid out to take into account the various

constraints and opportunities identified in the site analysis. the following

considerations have been incorporated in the overall layout:

Area Efficiency

each plot has been designed to make effective use of the given area with

the majority used for the building itself, while irregular areas of land have

been used for car parking and necessary drainage attenuation. this helps

to ensure efficient use of the site area, without wasting the valuable land

that surrounds the development.

the site layout has also been shaped by the technical engineering

requirements for the new railway infrastructure, which were identified at

the site analysis stage. the building plateaux are intrinsically linked to the

levels of the rail link, which in turn is determined by the height of the rail

connection in relation to the road over the m4 and the existing sidings.

Site Frontages

the frontages to the a4 and m4 have been addressed by setting new built

development well back and both retaining and providing significant

landscape buffers. consideration has also been given to limiting the visual

effect from these directions, and also from the colne Valley Way to the

east, by careful consideration of the juxtaposition of the buildings with the

parking and servicing areas.

the administration/ amenity zones are located on the elevations facing the

residential area of colnbook Village and together with the staff car

parking and structural landscaping will present a more appropriate scale

to address the public face of the site.

Car Parking

nearly 1,000 car parking spaces are to be provided giving roughly one

space per 200sqm internal area including 5% of the total parking capacity

dedicated to disabled spaces at the nearest point to the main office

entrances. in addition, secure and sheltered cycle parking will be provided

according to standards set out in slough Borough council’s transport and

Highway guidance and motorcycle parking according to guidance

produced by the motorcycle industry association.

inclusive access throughout the site is achieved, where applicable, with

1.8m wide paths leading pedestrians from the car parks to the main office

entrances. 1.5m wide cycle lanes will be provided from access routes to

the cycle shelters located near to the office main entrance. as far as

possible pedestrian and cycle routes will be segregated from routes used

by motorised vehicles.

Service Yards

the site layout provides the opportunity to position service yards as inward

facing within the development site to minimise their prominence. this in

turn keeps the softer landscape features and office elements to the

periphery of the site. Where service yard and parking areas face the

perimeter boundary, structural planting and bunding would be provided

as part of a landscaping zone helping to screen the surrounding area.

generally, the yards are set out with 50m depth to accommodate the full

turning circle of an HgV within the parking and circulation zones, while

allowing vehicles to carry on loading at the adjacent loading docks. they

are laid out so that drivers can employ the right hand down manoeuvre

when reversing into docks, as British registered; right hand drive vehicles

are much easier to park using this high level of visibility from the lorry cab.

all access to service yard areas would controlled by the control Point

gatehouse, to ensure that unauthorised access is not permitted. Public

access would be actively discouraged from service yard areas, with access

limited to trained competent members of staff only.

Building orientation

the principle criteria for orientating the units has been the segregation of

circulation within the site of the operational functions from a health and

safety viewpoint. this minimises conflicts of pedestrian, vehicular and rail

functions.

Crime Prevention

as a rail operating facility, the site will be made safe and secure by

perimeter fencing to the recommended standards of network Rail. this

will include weldmesh fencing to all boundaries to a height of 2.8m.

access and egress to the site will be controlled by security gatehouses,

manned by representatives of the estate management security team

twenty four hours a day. the perimeter will also be monitored by a

comprehensive cctV installation backed up by security guard patrols.

Within the site, car parking has been arranged so that it is overlooked by

the office accommodation.

refuse and recycling Strategy

each of the buildings will be provided with a dedicated area for the

provision of refuse and re-cycling facilities that will be tailored to the final

users’ operational requirements. typically, this would include dedicated

skips and compactors located in the service yards. during the construction

phase, a waste management plan will be put into place that will aim to

avoid all unnecessary waste. the design will similarly address this issue

along with the specification of recyclable materials and components where

possible.

10. scaLe

Whilst the buildings proposed are generally of significant scale, the site

offers significant potential for this scale of development. By introducing

significant new landscaping zones within the site, the potential visual

effects would be carefully taken into account.

the site landscaping cross sections show the relationship of the proposals

under this application, in relation to existing ground levels, context and

adjacent buildings off-site. in particular, the cross sections demonstrate the

relationship between infrastructure roads and buildings.

the unit sizes and associated service yards are based around the

practicalities required with maximum servicing capacity along each

available elevation. as warehouse units, each building must accommodate

docking facilities for HgVs while maintaining a sensible viable solution for

external transport infrastructure.

this is best achieved with a ground floor ratio of 1:2 – 1:3, enabling the

long facades to house loading bays while also allowing a high level of

visibility along this potentially busy route.

the resultant building sizes are:

Unit ‘a’ 281 x 193m (LxW)

Unit ‘B’ 449 x 146.5m

Unit ‘c’ 305 x 234m

With +/- 2m lateral variations.

the clear internal height has been determined at 15 metres and the

proposed roof design would give a maximum ridge height of 18.5 metres.

this enables the accommodation of modern racking systems, product

handling equipment and high level sprinklers. Whilst this creates buildings

of substantial volume and mass, the design utilises several devices to

reduce the apparent scale. the overall impression of each building when

viewed from outside, belies the overall floor area, with the visual effect

being spread across the site minimising the sense of mass and scale. the

size of each unit has been limited to allow sufficient space, externally, for

parking, servicing and landscaping, ensuring that it does not overpower

the surrounding environment. the curved roof design solution also helps

to break up the scale of the buildings and would help to link the buildings

with the surrounding context.

Horizontally, spanning panels would be used on the elevations to reduce

the perceived height, and these would be broken up with contrasting

materials in panelled areas, in order to punctuate the length of the

facades. at low level, dock doors would add interest and definition to the

ground level loading and servicing area.

two 25m high gantry cranes will operate over the intermodal terminal

sidings, adjacent HgV roadways and the stack of stored intermodal units.

stored intermodal units will be of a variety of sizes, the most common

being deep-sea martime containers (length 6.1m/12.2m, height

2.59m/2.9m, width 2.44m), short sea pallet-wide containers (length

13.7m, height 2.9m, width 2.55m) and swap bodies (length 13.6m).
